INTRODUCTION
1.1 CENTRAL INSTITUTE OF TOOL DESIGN (CITD), Balanagar, Hyderabad-37
intends to implement state of the art IP SURVEILLANCE technology for general monitoring of common areas and for intrusion detection in its perimeter through proactive and analytical surveillance. Scope of the
project is briefly listed below:
1.2 Supply and Installation of state of the art, low light visual cameras both Bullet type and Dome types as mentioned in Annexures.
1.3 Supply and Installation of state of the art, Wide Dynamic Range visual
cameras. 1.4 Supply and installation of a comprehensive Centralized Video Management
System with a Central Monitoring Station with a video wall. 1.5 Interfacing all cameras from different locations through LAN to the Central
Monitoring Station.
1.6 Supply and implementation of all other associated hardware, software and licenses for VMSs, Analytical apps and IP surveillance cameras.
1.7 Maintenance of the system. TECHNICAL SPECIFICATION IS GIVEN AND INDEXED IN THE
FOLLOWING PAGES.

STANDARD SPECIFICATION FOR IP SURVEILLANCESYSTEM
3 Scope
3.1 This Specification, together with the data sheets attached herewith,
covers the requirements for the Design, Materials supply, Testing, Inspection, Shipping, Installation and Commissioning of the IP surveillance system.
3.2 The related Standards referred to herein and mentioned below shall be of
the latest edition prior to the date of purchaser’s enquiry. 3.3 IP-66 Totally protected against dust. Protected against temporary flooding
of water, e.g. for use on ship decks - limited ingress permitted.
3.4 NEMA-4X Enclosures constructed for either indoor or outdoor use to provide a degree of protection to personnel against access to hazardous parts; to
provide a degree of protection of the equipment inside the enclosure against ingress of solid foreign objects (windblown dust); to provide a
degree of protection with respect to harmful effects on the equipment due to the ingress of water (rain, sleet, snow, splashing water, and hose
directed water); that provides an additional level of protection against corrosion; and that will be undamaged by the external formation of ice on the enclosure.
3.5 IK-10 Withstanding impact of 20 joule
3.6 UL60950IT Equipment Safety
In the event of any conflict between this specification, data sheets, related standards, codes, etc. the vendor should refer the matter to the purchaser
for clarification and only after obtaining the same should proceed with submitting his response to the items in question.
3.7 Purchaser’s data sheets indicate the minimum requirements of Camera,
Lens, Video Management System (VMS), intrusion detection system,
Central Monitoring System, Video Wall etc. However, this does not absolve the vendor of the responsibility for proper selection with respect to the
following:
3.8 Selection of lens focal length, camera resolution, monitor resolution, controllability limits of pan and tilt mechanism etc for proper monitoring.
3.9 Selection of compatible camera, controls unit and monitor for the special application.
4 Bids
4.1 Vendor’s quotation shall include a detailed specification sheet for each item providing all the details regarding type, construction, power supply
requirements, etc., of an IP surveillance system and its accessories. Following data MUST be furnished by vendor in their offer:

4.2 Minimum illumination required by camera to produce color image.
4.3 Voltage and frequency variation.
4.4 Interconnecting cable specifications. 4.5 Vendor shall provide detailed dimensional and sectional drawings including
mounting details for all the units offered. All dimensions shall be in millimeters.
4.6 The offer shall also include a block–diagram showing all units with model
numbers and interconnecting cabling with size and type indicated.
4.7 Vendor shall furnish certificate for weatherproof housing for offered
system from statutory authority along with the offer. 4.8 Vendor shall furnish a list summing up all the deviations, if any, from the
purchaser’s data sheets. Also vendor should provide reasons for these deviations wherever possible.
4.9 Vendor shall enclose catalogues giving detailed technical specifications
and their technical information for the items covered in the bid. 4.10 Vendor’s quotation, catalogues, drawings and maintenance manuals shall
be in English.
4.11Vendor shall also quote for the following:
Annual Maintenance Contract (AMC) for three years (year wise break-up
required), which will be used after expiring the warranty period. Vendor has to depute engineer for preventive maintenance (four visits per
annum) for preventive maintenance. Further vendor shall quote rate for emergency visit on Man-day basis for emergency problems. Based on the actual duration, payment will be made. CITD will maintain spares as per
vendor recommendation.
5 Design & Construction
5.1 Power Supply - The control system, monitors, camera video management system and other critical components of the IP SURVEILLANCE system
shall be connected to the organization’s power supply system: 230V AC +or- 10%, (60 Hz + or - 3Hz).
5.2 Degree of protection
The minimum enclosure protection degree for the system components shall be in accordance with IP66 as follows.
- Outdoor IP 66 minimum - Indoor IK10. - Panels with open door IP20 (Live parts shielded)

5.3 Cameras will be installed outdoors where conditions apply as per site and utility data.
5.4 The flame protection type of the electrical materials shall be in accordance
with the area classification and conform to IS: 5571. When certain materials require to be of a particular type of protection, this will be specified in the requisition.
5.5 All materials installed inside a hazardous area shall have a certificate of
conformity or a declaration of compliance issued by the appropriate authority.
6 General Requirements
6.1 The system shall include all hardware, wiring, cabinets, materials and application software for fully functional system as defined in the
requisition.
6.2 Components shall be of industrial quality. Consumer electronics is not allowed.

7 Service
7.1 Training -Supplier is required to provide training on system operation and
maintenance for 3 Technicians at CITD’s site. Vendor shall provide necessary training manual and instruction manual.
7.2 Installation and Commissioning - Supplier is required to install and commission the total system as per the technical specification and the
location drawings submitted by them. Cable laying is in the vendor scope. 8 Inspection and Testing
8.1 Vendor shall submit the following test certificates and test reports for purchaser’s review:

9 Factory Acceptance Test (FAT)
9.1 Vendor shall be ready for test and demonstration of integrity of the
system hardware and software at vendor’s site on demand. If demanded, no material or equipment shall be transported until all required tests are successfully completed and certified 'Ready for Shipment' by CITD
deputed officials. Factory Acceptance Test shall be carried out in the presence of the CITD representatives. CITD can demand FAT procedure
from vendor at least four weeks in advance for its acceptance. Vendor shall intimate exact date of FAT at least two weeks in advance.
Following tests/checks shall be carried out as a minimum.
9.2 Physical dimensional checks and workmanship 9.3 Performance testing of all individual system and integrated system.
9.4 Review of all certificates and test reports as indicated in this specification.
10 Site Acceptance Test
10.1 The following site acceptance will be carried out as a minimum:

Note: The detailed Site Acceptance procedure will be provided during the detailed engineering of the system.
11 Warranty
11.1 Vendor shall provide full warranty for the complete IP SURVEILLANCE system (All hardware and software supplied under this tender) and shall
be fully responsible in respect of proper design, quality and operation of the equipment, accessories etc. for a period of 12 months from the date of commissioning. Vendor shall include four periodically visit per annum for
preventive maintenance of the system during warranty period.
11.2 Vendor shall quote items required for fulfilling the warranty requirement other than mandatory spares as given in specification of this tender.
Vendor shall extend all technical assistance and support during warranty period for all works to be carried out to make system functional as per the specification without any price implication and time delay.
12 Annual Maintenance Contract (AMC)
12.1 Vendor shall offer Annual Maintenance Contract (AMC) for a period of
three years. The offer shall be year wise for three years. The AMC will come in to force after expiry of the warranty period. Owner shall maintain the spare parts as suggested by the vendor. Vendor shall make four
preventive maintenance visit per annum and shall extend technical support to maintain the system (Hardware as well as software). Further

13 Rejection
13.1 Vendor shall make his offer in detail with respect to every item of the purchaser’s specification. Any other not confirming fully to this shall be

14 Application
14.1 IP Surveillance system will be used for general monitoring of common
areas and for perimeter view from Video wall monitors installed in Central Control Room.
15 System Description
15.1 This tender is intended to procure and install Cameras with features low-light image, Wide Dynamic Range, Infrared view etc for security
surveillance and connecting group of cameras through Video Management System(VMS) in the Central control room as per requirements. The VMS
are in turn connected to a separate CITDSURVEILLANCE LAN Network to provide viewing of these Cameras across the network only. However, the network should be plug and play for connecting to CITD’s existing
network. 15.2 For continuous monitoring during Day / Night, it is required to install the
Cameras which can work under very low light and change the mode from Colour to B/W through IR Cut filters. The cameras will be mounted in safe place and it shall be able to withstand harsh environment of CITD
perimeter(IP 66 enclosures).
15.3 Vendor shall prescribe suitable interconnect cables for camera, switches and workstation and video wall based on the connection diagram of the camera. Vendor has to provide technical catalog and other details to
substantiate cable selection. Wherever distance is more, it shall be preferred to use optical cables only.

16.1 Twenty Six Numbers of IR bullet cameras, locations as per Annexure-A.

16.3 One Wide Dynamic Range camera, covering the main entrance. 16.4 Centralised Video Management System with license of Sixty Four cameras.
16.5 VMS Server with 12*4 TB Hard disk space and providing recording for
atleast 30 days at full frame rate and resolutions. 16.6 1No of workstations at the Central Command center.
16.7 Eleven Smart PoE Switches for controlling and powering cameras.
16.8 Four Media Converters for fiber cable terminations.
16.9 04 nos of Display for Video Wall structure-40” wall mounted LED TV with
PIP for 16 cameras each
16.10 Mounting accessories for cameras and TV monitors
16.11 Over and above requirements if any accessories like Junction boxes, etc
are required for safe and successful operation shall be part of Vendor’s
scope of supply and work.
17 Software: 17.1 Video Management System (VMS) client software as per attached
technical specification with necessary license for each control room system as per requirements.
17.2 Client software to interact with all the proposed VMS simultaneously with
necessary license for 64 users as per attached technical specification.
Client software shall be Web enabled.

19.1 The FIBC shall be composed of video camera, lens, IR LEDs, Housing,
interconnection cables and accessories. All to be included in the scope of
supply. Each FIBC shall only have one interconnection cable in order to lower the installation cost and increase operation safety. There shall be no
outside cabling between field cable junction box and camera housing. 19.2 Camera Function

IR Dome Camera
20.1 Camera Function
The IR Dome camera is required to be mounted at indoor and outdoor areas in the building. It should have IR capabilities with WDR and low-light sensitivity to capture events at low light levels.

lower the installation cost and increase operation safety. There shall be no outside cabling between field cable junction box, pan and tilt unit and

25 Minimum required qualification criteria
25.1 The bidder should be registered company in India for last three years and
attach copies of company incorporation certificate, three years balance sheet and PAN Card.
25.2 Sole vendor should have previous experience of installation & commissioning of IP based video surveillance system for government
projects ( at least 1) in last two years out of which at least one order from a government undertaking worth Rs 80 lakhs or more for any make of IP camera. Bidder to provide proof of the same.
25.3 Should have experienced professionals with adequate experience in
handling the devices/services of similar capacities. 25.4 The bidder should have a Branch office at Hyderabad to provide necessary
service support. Bidder to furnish their Hyderabad office address and TIN number for the same. The bidder should have minimum two certified
technical engineers from the camera OEM. 25.5 Must have the competency of catering to all the domains in the tender.
25.6 The main products (IP Camera and Video Management System) shall be
manufactured by a make whose quality system is in compliance with the ISO-9001.
25.7 All the camera and camera accessories should be from a single OEM only.
25.8 VMS offered should be ONVIF compliant 25.9 Attachment of all relevant datasheets of the products being offered along
with Technical Bid is compulsory.
25.10 If required, the TEC may ask demonstration during Technical Evaluation. Schedule for the same will be informed in advance.
25.11 OEM should have Existence for more than 5 years in India. None of the products quoted should have been declared end of life at the time of
delivery.
25.12 All systems and components must be in compliance with FCC, CE, UL and RoHs requirements.
25.13 The vendor should be able to provide effective maintenance services after the implementation of the above project.
25.14 Vendor to provide Manufacturer Authorization Form from Camera and VMS
OEM for participation in the above tender.
25.15 The manufacturer shall provide the option of extended warranty for the
camera. The optional extended warranty shall be available in two-year extension blocks for a total warranty period of maximum five years.
