Attachment 1 - Conditions to be imposed

State-controlled road, Development impacting on State transport infrastructure, Public passenger transport and Railways - Pursuant to section 255D of the Sustainable Planning Act 2009, the chief executive administering the Act nominates the Director-General of the Department of Transport and Main Roads to be the assessing authority for the development to which this development approval relates for the administration and enforcement of any matter relating to the following condition(s):
1. The development must be carried out generally in accordance with the following plans:
• Yamala Grain Storage Facility Proposed SiteDevelopment Site Plan, prepared by Stafford Adamson & Associates Pty Ltd, Drawing No. C0101G-90-01, Revision 0, and dated 11 November 2014;
• Yamala Grain Storage Facility Proposed SiteDevelopment Layout Plan, prepared by Stafford Adamson & Associates Pty Ltd, Drawing No. C0101G-90-02, Revision 0, and dated 11 November 2014; and
• Yamala Grain Storage Facility Proposed SiteDevelopment Site Access Plan, prepared by Stafford Adamson & Associates Pty Ltd, Drawing No. C0101G-90-03, Revision 0, and dated 11 November 2014.
At all times.
2. Road works comprising the following intersection upgrade (for which approval under section 33 of the Transport Infrastructure Act 1994 must be obtained) must be provided, as detailed below:
• Channelised Right Turn (CHR) and Channelised Left Turn(CHL) at the Capricorn Highway / Bonniedoon Roadintersection
• Upgrade works to the Capricorn Highway must include:i. minimum storage for two (2) AB-triple Heavy Vehicles
in the Channelised Right Turn (CHR);ii. a three (3) metre wide chevron marked separation
between the through lane and Channelised Left Turn(CHL);
iii. advance warning sign assemblies including flashinglights for warning of oncoming trains on allapproaches to the intersection, including BonniedoonRoad;
The road works (including lighting and any signage) must be designed and constructed in accordance with the following:
• Road Planning and Design Manual, prepared byDepartment of Transport and Main Roads, dated July

stormwater drainage on the railway; • surcharge any existing culvert or drain on the railway;• reduce the quality of stormwater discharge onto the
railway.

Attachment 2 - Reasons for decision to impose conditions
The reasons for this decision are: • To ensure the development is carried out generally in accordance with the plans of
development submitted with the application. • To ensure the road works on or associated with, the state-controlled road network are
undertaken in accordance with applicable standards. • To ensure the development does not compromise the safe and efficient management or
operation of state-controlled roads. • To ensure that the impacts of stormwater events associated with development are
minimised and managed to avoid creating any adverse impacts on the state transport corridor.

Attachment 3 - Further advice
General advice
1. Railway Level Crossing Safety As per the Memorandum of Understanding between the Local Government Association of Queensland and Queensland Rail and the Department of Transport and Main Roads with respect to the Management and Funding Responsibility for Level Crossing Safety, the local government is responsible for any safety upgrades to a level crossing if the change in risk to the level crossing is due to changes in nearby land uses which have been authorised by local government.
The development is likely to contribute to cumulative impacts on the Bonnieoon Road level crossing of the Central Line.
Central Highlands Regional Council should continue to monitor the level of safety risk and number of reported level crossing issues at this railway level crossing as further development in the area is approved. It should also give consideration to implementing improved control and safety measures, as required.
2. Excavation, retaining and other ground disturbance The design and construction of any excavation, filling/backfilling/compaction, retaining structures, stormwater management measures, batters and other works involving ground disturbance on the existing road reserve adjoining the Central Line must not de-stabilise the railway, including rail transport infrastructure or the land supporting this infrastructure, or cause similar adverse impact.

3. Works in State-controlled road reserve (WSCRR) Under section 33 of the Transport Infrastructure Act 1994, written approval is required from the Department of Transport and Main Roads to carry out road works, including road access works, on a State-controlled road. The approval process may require the approval of engineering designs of the proposed works, certified by a Registered Professional Engineer of Queensland (RPEQ).
No works are to commence within the State-controlled road reserve until approval of the plan/s showing the proposed works is issued by the Department of Transport and Main Roads accordingly with Section 33 of the Transport Infrastructure Act 1994. This approval may be subject to conditions related to the works construction process.

4. Works on a Railway Pursuant to section 255 of the Transport Infrastructure Act 1994, the railway manager’s written approval is required to carry out works in or on a railway corridor or otherwise interfere with the railway or its operations.
In particular, any works associated with establishing the rail siding connection on the railway, interference with the existing railway fencing and maintenance access track and works within

3 metres of the overhead line equipment will require relevant approvals to be obtained from the railway manager, for example, wayleave agreements, and licences to enter and construct, amongst other relevant approvals.
