IT PROVIDES MEDICAL FACILITIES TO GOVERNMENT
EMPLOYEES RETIRED PENSIONERS AND THEIR FAMILIES.
THE SET UP OF CGHS IN EACH CITY IS ONE ADMINISTRATIVE
OFFICE AND WELLNESS CENTRES AND OTHER UNITS.
AROUND 3900 EMPLOYEES ALL OVER INDIA.
MAJOR PORTION OF ADMINISTRATIVE & ACCOUNTS WORK
DONE BY LDCs.
PROMOTIONAL POSTS OF ACCOUNTANT/AST. DEPOT MANAGER
AND ADMINISTRATIVE OFFICERS ARE NOT BEING FILLED.

2. UNIFORM GRADE PAY TO TECHNICAL
POSTS
The Technical posts as under have more or less
same nature of work of directly supervising the Doctors in
dealing the patients.
Their qualification period is also more or less of
two or three years Diploma courses and experience in that
particular field. We appeal to the 7th Pay Commission that
Health Ministry is amending the R.Rule of all these
Technical posts with 12th+Degree/Diploma in the
concerned stream . Uniform Grade pay of Rs.4600/- to be
allowed to all the Technical paramedical posts.

3. PROPER PROMOTIONAL CHANNELS FOR
ERSTWHILE GR D POSTS.
The Erstwhile Group D posts in CGHS such
as Dresser, Lab. Attendant, Female Attndt.
Nursing Attendant and many other such
posts which are sanctioned only for the
dispensaries. They directly deal with
patients in the dispensary’s day to day
work. Being a para medical post the Grade
pay should be upgraded to Rs.2000 and
these posts should have a separate
promotional channel. Accordingly other
MTS also to be upgraded.

4. UPGRADATION OF GRADE PAY OF LDC.
The post LDC is a big stigma and an unwarranted gift from the
British. During the British regime this post was created mainly for the
Indians to look after the lower level of administrative work in govt.
offices. The British left us 67 years ago, but the post of LDC still exists
The 6th Pay Commission further downgraded this post by offering
only Rs.1900 Grade Pay. The erstwhile Group D employees are drawing
more salary than the LDC. Most of our erstwhile Group D employees
are drawing grade pay of 2400 and 2800 on the other hand we have
LDCs who have completed more than 15 years service and drawing only
Rs.2000 grade pay.
In CGHS 70 to 80% LDCs are graduates, postgraduates or MBA.
LDCs are the backbone of CGHS administration.
Without them the whole administration will come to a standstill.

With the introduction of MACP wef September 2008 it further
aggravated the grievances of LDCs. ACP was more beneficial for the
LDCs in CGHS. Government not bothered to rectify the anomalies
created due to MACP.
One such anomaly is as follows:
Our appeal to the seventh Pay Commission to re designate the post
of LDC with some corporate name like Junior Executive or so.
The Grade pay of LDC to be upgraded to Rs.2800/- which it richly
deserves.
We sincerely hope that the seventh Pay Commission will bring smile
on the faces of thousands of LDCs throughout the country and
especially in CGHS where we join as LDC and retire as LDC.

Y joined only 10 days after X, for this he is deprived off Rs.4200
Grade pay for the second MACP. Total Un justice to Y and to the
whole cadre of LDC.

5. UNIFORM ALLOWANCE
HEALTH EMPLOYEES IN THE DELHI GOVERNMENT
ARE GETTING UNIFORM ALLOWANCE IN CASH IN LIEU OF
UNIFORM. IN CGHS ALSO THE STAFF NURSE ARE GETTING
UNIFORM ALLOWANCE IN CASH. THE UNIFORM THAT IS
SUPPLIED TO THE EMPLOYEES ARE OF LOWER QUALITY AND
THE STITCHING CHARGES ARE ALSO REIMBURSED AT A
VERY LOW RATE.
THEREFORE WE APPEAL TO THE SEVENTH PAY
COMMISSION THAT ALL THE EMPLOYEES IN CGHS SHOULD
GET UNIFORM ALLOWANCE AND WASHING ALLOWANCE IN
CASH AT PAR WITH STAFF NURSE.

6.CGHS OWN HOSPITAL/ DIAGNOSTIC
CENTRES IN ALL CGHS CITIES.
Government is incurring crores of rupees annually for the indoor
Treatment CGHS patients at Private hospitals . The expenditure
can be curtailed to a great extend if CGHS own hospital is opened in
all CGHS cities. The Parliamentary Standing Committee also strongly
Recommended for CGHS own hospital.
Further there are no diagnostic centres also. New diagnostic
centres, Laboratories and other attached facilities if made available
under one umbrella , patients need not have to run from pillar to post
to avail of these treatments.
A SUPER SPECIALTY HOSPITAL ON THE LINE OF RAILWAYS,
DEFENCE ETC SHOULD BE OPENED IN ALL THE CITIES SO THAT
THE BENEFICIARIES CAN AVAIL THE TREATMENT WITHOUT
ANY HURDLES.

the branches of All India CGHS Employees Association we take this opportunity to thank the Committee members of the Seventh Pay Commission for inviting us for this short meeting at Mumbai on 8th November 2014 to share our suggestions/ideas related to the pay scales and other grievances of CGHS employees. We sincerely hope that all the points which we have raised in this meeting and through the proposal that we had submitted earlier will be taken into consideration positively.
