SOUTH COUNTY CHAMBERS OF COMMERCE Creating partnerships and opportunities that ensure South County businesses prosper have heard that Vanden- berg Air Force Base is on a short list of possible loca- tions for a Space Command Center. In fact it is the only base in California on the list. As Chair of the Central Coast Coalition of Cham- bers it has been exciting to see this group energized to support consideration of our region as the home of the US Space Command Cen- ter. Congressman Carbajal is leading this effort. The Vandenberg AFB has nu- merous assets including, it is the third largest Air Force Base in the United States and houses a 15,000-foot runway and 465 facilities. I am sure many of you have been following the 5 Cities Homeless Coalition/People Self-Help Housing’s proposal at the Hillside Church in Grover Beach. To be clear, I believe we need to address the lack of homeless services in South County and I think the 5 Cities Homeless Coalition is an invaluable asset to our community. However, in my opinion, the proposal at the Hillside Church was not a suitable loca-tion for these services as it was in a residential location near schools and a large amount of home owners were in opposition to the proposal (specifically regarding the location). The Board of Supervisors received a considerable amount of public input, both in writing and in person, opposing this project. I tried to get support from other Supervisors for mediation between the neighbors and 5CHC/PSHH to reach a com-promise but was not able to get 2 votes to support mediation between the groups. The recommendation of HSOC, to fund the 5CHC/PSHH proposal along with ECHO in North County and a few smaller projects, was passed by a 3-2 vote (myself and Supervisor Arnold opposed) along with direction to staff to work with neighbors and the applicants on the situation. I wanted to give the money to the 5CHC but felt they needed to seriously engage in discussions with neighbors to find a compromise. Hopefully, some resolution can be found between the parties. The Grover Beach City Council has final jurisdiction over the land use decisions for this proposal and those who have input on this project will be able to have their voice heard again with the Council.

It was my pleasure to meet with many of you at the "Breakfast With the Mayor" event in April. I had the opportunity to discuss the past, present, and future decisions of the Arroyo Grande Council. I am so impressed with the engagement of our Chambers' members! Recently, we had a "trial by fire" of sorts for our three rookie Council Members, with the Five Cities Fire Authority, Brisco Interchange, and Hillside 5 Cities Homeless Coalition/People's Self Help Housing proposed project discussion, all in immediate succes-sion. Through the careful study of material, hours and hours of questioning of staff, and civil discourse between Council Members and public commenters, all issues were resolved civilly and honorably. I can't remember a time when so many huge decisions came that quickly together. We survived. Currently, much attention is on the Traffic Way/East Cherry corridor, which is enjoying a major update in several areas. This will be a great economic boost, not only to the area, but to the city in general. Moving forward, in May, the Council will be doing "goal setting", which is a kind of vision-ing exercise that will set the fiscal and legislative priorities for the following year. I would LOVE your input! I believe this new council will be looking seriously at revenue-generation. Where do you see those opportunities? Don’t let your circumstances direct your response. I have been approached by several peo-ple recently who felt that I was not being strong enough or vocal enough on a particu-lar “insert issue here” and it got me to think-ing. What would happen if a Mayor was pas-sionate about everything or dispassionate about everything? Would the city residents, businesses and visitors respect me…be con-fused by me, or ask…What. Is. He. Doing? Perhaps it is all of the above. As Mayor of Grover Beach, I strive to be consistent in how the City proceeds and how I serve the people of this City. Everyone that lives, works or plays in Grover Beach should be able to interact with City services when necessary and also have those services work seamlessly behind the scenes. City staff does the day-to-day work of carrying out the policies and procedures of the cur-rent Council and previous Councils before us. There is a balance of where have we been, where we are and where are we go-ing.

Grover Beach is reflective of the “still wa-ters run deep” mantra in that we are not go-ing to be over-reactive to a situation, howev-er we will make decisions based on the infor-mation presented to us in a timely manner. While I am Mayor, everyone will have the opportunity for their voice to be heard, con-sidered and included. After all the input has been received, the Council will deliberate and make decisions based on all the infor-mation presented…with reasoned passion and an eye on improving the city. I look for-ward to hearing from you on many topics in the near future: the budget, Hillside Church and other land use applications, Five Cities Fire Authority, Community Choice Energy, Short-Term Rental, public art, water, traffic safety…etc. Find your topic or topics and come join the discussion each 1st and 3rd Monday of

the month at 6pm at Grover Beach City Hall.
