Right now, the bill says the ac-ceptance of these scholarship stu-dents is up to the local superinten-dent. That’s not good enough. This is a policy decision and should be made by the elected school board afterapublichearing, inwhichthepeople are allowed to come and let theirvoicesbeheard. HB 974 should be amended togive the school board the right toapproveordisapprovetransferstu-dents. Second and even more impor-tant, HB 974 changes how schoolpersonnel would be hired at the local level. At present, new hiresare proposed by the school super-intendent and then considered by theelectedschoolboardinanopen, public hearing at which time the public can be heard. Isaid,“Let’sprayaboutit!” Shesaid,“Absolutelynot! We’renotprayingaboutthat!”[laughter] Of course, eventually, we didpray about it. It’s not something we wantedtodo, butsomethingwefeltcalled to do. Perkins: Some say Christians should not be involved in politics.TheywantChristiansremovedfromthe public square. What is the role of Christians in politics? Santorum: This is something we areattackedon.Youknow, thewords“separation of church and state” never appear in the Constitution. What good is “freedom of speech” ifyoucan’tsaywhatyoubelieve? The idea that people of faith can’t expresstheirviewswouldmaketheFoundingFathersturnoverintheirgraves! The Left uses President Jeffer-son’slettertotheDanburyBaptiststo support the concept of a “wall of separation between the church and state.”ButJefferson’slettersimplytellstheBaptiststhatthestatecan’ttell them what to believe. It hasnothing to do with restricting the right of religious people to speak theirviewsorbeinvolvedinpolitics. Today the 1st Amendment has

been turned on its head. Perkins: When you were in the Senate, youchampionedthePartialBirthAbortionBill. What does itmean to be pro-life? Santorum: It means respecting the dignity of all human life. I don’t think that life begins at conception.Rather,Iknow life be-

gins at conception. It’s not an ar-ticle of faith with me. We always judge a society by how they treat the weakest mem-bersofsociety.Inourfamily,witheightchildren,weseeeachchildasa blessing. Yet, in the world, many peoplesee children as a burden. They don’t

respect the dignity of each human life.ButIknowwemustappreci-ate all of God’s gifts — all of God’s children. Perkins: You have been la-beled by some as “anti-woman.” You have opposed mandating thatchurchesprovidecontraceptionde-vicesinhealthinsurance.Isthisanattack on freedom of religion? Santorum: Not long ago a fed-eral court ruled that a church had to hire ministers who did not agree with the church’s teachings. That case went to the U.S. Supreme Court. TheSolicitorGeneral, rep-resentingthePresident,arguedthatthe church should be forced to hire someone who did not adhere to the church’s beliefs. The Supreme Courtruled9-0againsttheObamaAdministration. This is exactlywhat we are talking about — it’s the verythingthe1stAmendmentwasdraftedtoprevent. This Administration believesthat forcing people to buy a product [health insurance] is more impor-tant than protecting your freedom of religion. That’s why this is such an impor-tantelection. It’saboutwhatgov-ernment can impose on the people. Perkins:Let’sdiscuss theman-dateofObamacare.CanweaffordObamacare? Santorum: No. The real issue is whether we will be ruled by an elite group of people who will tell us what to do. They went to the best schools. They think they are smarterthaneveryoneelse. an all-knowing, all-powerful gov-ernment but freedom! Perkins:Thischurchisverysup-portiveofthenationofIsrael.Whatis your stance on Israel? Santorum: I spoke at AIPAC [American Israel Public AffairsCommittee]recently.WhenObamaspoke to them, he said “Israel, Ihaveyourback!"ButIsraeliPrimeMinister Netanyahu said Israel is worried aboutwhetherObamahasIsrael’sback.ItoldAIPAC,Obamahas turned his back on Israel. Regarding Iran, the Iranians arePersians.Historically, theydidnotpersecute the Jews. The desire of the IraniangovernmenttopersecuteJewsis not shared by the Iranian people. WhenObamahadtheopportuni-tytostandupfortheIranianpeople,he turned his back on them. Wemustdoeverythingwecantopreventawar, butIranmusteithershut down its nuclear capacity, orwe will shut it down for them. Perkins: Why should the United States stand with Israel? Santorum: There are many rea-sons.First,theyareourfriendandally. Second, theyare ademocra-cyin theheartof theMiddleEast.Third, it is their homeland. AfterwhathappenedinWorldWarII,theworldhadanobligationtoprovidethem with a homeland. Perkins: What about foreign aid? Santorum: Well, it’s importantthat U. S. aid be spent in accordance withU.S.policy.Forexample,ourMexicoCitypolicyisthattaxpayerdollars should not be spent to fund abortion. We should defund most

of the policies of the UN. Perkins: What about don’t ask/don’t tell in the military? Santorum: The administration has been using the military for so-cialexperimentation.Iwillsupportdon’t ask/don’t tell. This doesn’t pre-cludegaysandlesbiansfromserv-ing in the military. They justhaveto keep it to themselves. Perkins : What about the federal budget defi-cits? S a n t o -rum: We can balance the federal bud-get within fiveyears.Todo that, weshould spend less everyyear for fiveyears. There should be no moreinflation-basedbudgeting. We must take on the sacred cows! Butthere’soneplaceIwon’tcut, and that’s defense. It is down to 17 percent of our budget. Whathasgrownthemost? En-titlements!Thatiswherewehaveto cut. We will start by repealing Obamacare. We should adopt thePaul Ryan budget as a 1st step. We should use block grants to the states.

It could accommodate 400 students butwouldnotbereadyuntil2015-2016. Short-term options include re-locating the 9th Grade Academy to Starkey Academy or to the new Central School Complex duringconstruction at the high school or the middle school. A permanent option with verylittle cost would be to put the 9th Grade Academy at the new School Complex as part of a new JuniorHigh (grades 7-9), useCentral In-termediateforgrades4-6,keepthe3rd grade at Tanglewood, and useTanglewoodforgrades2-3.Inthisscenario, the old Central Middlecouldbeputtootheruses, andtherewould be no need for Starkey. Untilthe1980’s,therewereveryfew middle schools in the BatonRouge area. Junior high schools servedstudentsingrades7-9.
