About Penumbra
Penumbra is one of Scotland’s largest mental health charities. We support around
1600 adults and young people every week.
Founded in 1985, we provide a variety of innovative services in communities across
Scotland:
1st Response and Crisis Support - Short term support for people experiencing a
mental health crisis.
ARBD - Recovery focused support for people with Alcohol Related Brain Damage
(ARBD).
Carers Support - Support for people who are caring for someone with a mental health
challenge.
Nova Projects - Services that promote recovery, social inclusion and self-
management.
Peer Support – Services where staff use their own experience of mental ill-health to
help other people recover.
Self Harm Projects - Services for both adults and young people who self-harm.
Short Breaks - Supportive breaks for people to focus on their recovery.
Supported Accommodation - Supported housing and tenancy projects.
Supported Living - Practical and emotional support provided in people’s own homes.
Wellness Centre - Access a range of services in the community which promote
positive mental health and support people to recover from mental ill health.
Our vision for Scotland
We envisage a society where people with mental health problems expect recovery and are
accepted, supported and have the resources to fulfil their potential. To achieve this vision our
Strategic Plan sets out five aims (RPIII):
Recovery - To ensure that all mental health services and activities are hopeful, personalised and recovery focused.
People - To ensure a highly valued, skilled and involved workforce.
Innovation - To develop, support and provide innovative responses that promote recovery, social inclusion and citizenship for people with mental health problems.
Influence - To promote mental health and wellbeing in communities by influencing; policy makers, funders and others.
Improvement - To ensure quality and continuous improvement in all business processes to achieve our mission.
RPIII is supported by objectives and a results and monitoring framework. As part of this
framework, Penumbra services compile an Annual Review which summarises the work
undertaken to meet the five key aims, to achieve our mission, and to realise our vision for
society. This Annual Review is based around the RPIII structure, with sections for Recovery,
People, Innovation, Influence, and Improvement.

About the service
Central Aberdeen Supported Living Service provides a high quality recovery focused
Housing Support and Care at Home Service to 22 adults experiencing difficulties with their
mental health and wellbeing at Papermill Gardens and Constitution Street in Aberdeen.
Each person has their own individual tenancy provided by Langstane Housing Association
and Penumbra ensures that there is support available to each individual 24/7.
Following the success of the tender process for Housing Support and Care at Home Services
within Aberdeen City, Penumbra was successful in securing the contract for Papermill
Gardens and also gaining the Service at Constitution Street. Due to the similar nature of the
Services, both have been brought under the same Care Inspectorate registration for Housing
Support and Care at Home Services, which is now known as Penumbra’s Central Aberdeen
Supported Living Service.
During 2017/18 we have been working in collaboration with Aberdeen HSCP to deliver Self
Directed Support and bespoke pieces of work to provide outreach support across Aberdeen
City with the aim of empowering people to develop the skills they need to successfully
maintain their own tenancy and connect positively with their local community.
Types of support provided
By adopting a strengths based approach, we support people to make informed choices about
their daily living.
Practical Support | Assistance with the life skills associated with the successful daily
maintenance of a tenancy, including budget setting and managing money
Social Support | Encouraging people to engage with local and wider communities
and access ordinary resources and activities
Emotional Support | Focusing on building trust, developing positive relationships,
self management and resilience
Support is offered through a choice of one-to-one sessions, peer work or educational groups.

People who use our services
All referrals to our service are firstly identified by the Resource Allocation Panel at RCH.
Each new referral is granted their own Secure Tenancy with Langstane Housing Association
with the proviso that they fully engage with support provided by Penumbra.

The graph shows a large amount of referrals in 2017/18 compared to the previous year; this
can be explained by the start of our new Service at Constitution Street in February.

The graph above identifies that the majority of referrals for 2017/18 was male. This is an
increase on the previous year where referrals were of an equal number.

Recovery
IROC
The Individual Recovery Outcomes Counter (IROC) is an outcome measurement tool we created
to measure recovery journeys. People who use our services complete an IROC by scoring 12
wellbeing indicators every three months. These scores allow us to build up a picture of their
wellbeing over time, and assess and measure their personal recovery journey. Scores for
everyone using a service can be averaged to show general trends.
The graph below shows the wellbeing indicators where both services are making the most
difference. Over the past 12 months, I.ROC data shows an improvement in 10 of the 12 wellbeing
indicators, the greatest impact has been made with a positive increase in Self Management. A
decrease in both Life Skills and Social Network can be explained by the new people coming into
Service from Constitution Street, therefore skewing the results as they have only completed one
I.ROC.
Over the next year the staff team will be introducing POWWOWs to the Service and utilising
Penumbra's Hope Toolkit to work with supported people to look at how we can best support them
to develop and improve both their Life Skills and Social Network.

Recovery story
How things can change in a few months!
My name is Joe Mason. I live at Constitution Street and in February 2018 my service
provider changed to Penumbra due to the retendering of Housing Support and Care at
Home services in Aberdeen.
Prior to Penumbra taking over, I received a letter introducing me to the new Support
Manager and giving me the opportunity to meet with both the manager and the staff team
prior to the change over, which I did not take up. I was a bit worried as I had been supported
by a different Penumbra service in the past and I did not feel that this went well but I was
relieved as I knew that some of the old staff team, from the previous provider were still going
to be in my support team as they were coming over to Penumbra.
Two months in now and thinking back, prior to Penumbra taking over the service, I was not
engaging as much; and I was drinking alcohol every day. I was experiencing bad days with
voices and was worried about going out into the community because of my voices.
Now I like having my support provided by Penumbra. I feel that I have more freedom and I
use my weekly planner to identify my support times, activities and any appointments.
I enjoy the group/1:1 activities with other supported people and have participated in
activities such as pool, go-karting, Blair Drummond Safari park (my suggestion) and
Breakout Games where we were placed in a room and given a set amount of time to escape
by solving puzzles, using strategy and creativity as a team.
Staff have been supporting me to identify my goals and one of these was to reduce my
alcohol intake. I now use alcohol free beers which I feel has reduced my voices actively.
I also find that I now have more confidence in going out within my community.

Recovery story
I was born in Banff and from the age of 2 until I was 10 years old, I was in and out of care
and foster homes.
When I returned home, life wasn’t easy and at the age of 16 I moved into my boyfriend’s
house. My relationship didn’t last, but as the years moved on I had 3 gorgeous girls to fill my
life. When I reached my late 20’s I became unwell, suffering panic and anxiety attacks,
keeping me from leaving my home. My sister supported and encouraged me to attend
hospital after I hit rock bottom and felt I couldn’t cope with life and tried to end it.
Over the years I was in and out of hospital but in 2015 I moved into a rehabilitation unit in the
community where I stayed for 2 years before gaining my own tenancy in April 2017 at
Papermill Gardens. Though I don’t have my girls living with me, I have regular contact which
helps me in my recovery.
My life since moving into supported living has not been without its challenges, but I now feel
safe and secure and have learned to respect myself. Being made a grandma in early 2018
has really helped me connect with my children and offer support to them. I also have a small
ménagerie of pets to care for at home and my Guinea Pig Smudge is due her first piglets of
babies any day now. I have also just bought a Dwarf Rabbit called Thumper. Having my
pets to look after has helped me focus each day, along with going on my daily walks.
Though some days are difficult, I know I have the support of staff available 24/7 which has
helped me feel safe and secure; allowing me to be more open and talk about things, where
previously I withdrew and bottled things up.

People
Staff
To assist the Support Manager who is now overseeing both services, there has been an
increase in management structure with the introduction of an Assistant Support Manager at
Papermill Gardens and Constitution Street.
Experienced members of staff at Papermill Gardens have been coaching and mentoring
newly recruited members of staff at Constitution Street, to build their confidence and
knowledge of supporting people with Penumbra’s recovery focused person-centred
approach, utilising the Hope Toolkits and I.ROC’s to support people to complete their own
recovery support plans.
Both services have implemented the Recovery Team approach; each Assistant Manager is
supported by two Recovery Practitioners, One Practitioner (Peer) in each, who lead small
Recovery Teams which consists of both Recovery and Peer workers. This approach has
facilitated self-organising teams which enable flexible and dynamic working, as well as
defining a pathway for career progression. The introduction of Peer Practitioners and
Workers across the teams has been an invaluable. Bringing a personal lived experience of
successfully working towards recovery, our peer workers are able to work alongside people
with empathy and authenticity whilst acting as a role model and instilling hope.
Training
Penumbra offers an extensive in-house Learning and Development Programme ensuring
that our teams have access to comprehensive core training, e-learning, coaching and
mentoring.
To support newly appointed staff for Constitution Street we arranged for them to complete a
4 week induction at Papermill Gardens prior to them taking up their new role. This provided
an opportunity for the teams to come together and share their knowledge and experience.
Our new staff members received an induction that firmly aligned them with Penumbra's
strategic values of RPIII bringing together a team with a wide range of experience and
backgrounds to provide versatility in our approach.
SSSC registration
From 2nd October 2017, all staff from both Services were required to
register with the SSSC under both Housing Support and Care at Home registers. The
Manager having gained both SVQ level 4 in Health & Social Care for Adults, and LMC
Leadership & Management for Care Services. Assistant Managers and Recovery/Peer
Practitioners are registered as Supervisors and all other workers are registered as Support
Workers. SVQ level III continues to be rolled out across both services.

Innovation
We were delighted to have been able to sponsor a second Branching Out course this year,
delivered within the Aberdeen area by Earth for Life and the Forestry Commission. Following
on from last years course, Billy who had attended and graduated; was invited back as a Peer
Mentor. Billy fully embraced the opportunity and made a video promoting Branching Out
which he was proud to showcase at Penumbra's ‘Celebrating Recovery’ event in March.
The 12 week eco-therapy course introduced attendees to a variety of activities; walks, fire
making, shelter building, conservation projects, jam making, animal tracking and tree
identification.

As our I-ROC results indicated last year; the area that showed least improvement was
Exercise and Activity, this was the area we focused on this year. One of the activities we
promoted was The Step Count Challenge; this is a health-focused initiative that aims to get
people more active by increasing the amount they walk, day-to-day.
Papermill Gardens entered three mixed teams of supported people and staff. One
supported person managed to clock up 1.4 million steps during the 8 weeks, which is the
equivalent of walking from Wick to London! This has really set the benchmark high for this
year’s challenge and we hope this provides some inspiration for others considering taking

Outreach
Papermill Gardens has seen an increase in Self Directed Support (SDS) referrals over the
last 12 months and we are delighted to be working with one lady who has embraced the
opportunity to become part of Penumbra's SDS Peer Network.
The SDS Peer Network is made up of volunteers, who have an experience of accessing
SDS. The Peer Network can help people thinking of accessing SDS by providing first hand
information, which is facilitated and run through Penumbra's website. It is also an
opportunity for the volunteers to gain/develop communication skills and help others in the
community.

I am really looking forward to going back to Branching Out this year as a Peer

Influence
The Service was contacted by staff from the Lloyds Banking Group who were looking to
support a local charity as part of their 2017 ‘Give and Gain Day’. The staff team felt this
would be a good opportunity for staff and supported people to meet with the banking staff to
introduce them to Penumbra Services in Aberdeen, and also an opportunity for supported
people to inform them of the barriers that supported people with mental health issues
experience when visiting the bank or dealing with financial issues. This was an extremely
positive meeting where the banking staff actively listened to supported people and staff
feedback and together came up with ideas about how to better support people facing
anxieties when visiting the bank and how to ensure a more positive experience for them.
The bank staff were appreciative of meeting with supported people and staff and asked us
how they could best support Penumbra through their ‘Give and Gain Day’. It was agreed
that they would attend an Allotment Day with supported people and staff to help rejuvenate
Penumbra's allotment as this was an opportunity for supported people to be involved in
something constructive, meet and build relationships with new people; along with feeling a
sense of achievement.

rewarding experience spending the day with staff and service users of Penumbra.
Working together, we transformed the allotment land into a beautiful garden and
vegetable patch. We were inspired by the fantastic work Penumbra does locally and
across Scotland to promote mental health and wellbeing.’

Care Inspectorate
In July 2017, Papermill Gardens was awarded excellent grades following an unannounced
inspection.
Quality of Care and Support - Excellent 6
Quality of Staffing - Excellent 6
We are extremely proud to have consistently received excellent grading since the
commencement of service four years ago.
Quality Assessment Framework (QAF)
Following our latest Quality Assessment it was highlighted that the staff team have
successfully been working towards risk enablement and removing unnecessary risk aversion
steps that had been identified in previous risk assessments. It was suggested that staff,
take responsibility for reflecting on their own practice by using tools such as Step into
Leadership, Penumbra’s e-learning platform and ensuring their SSSC portal is kept up to
date, evidencing their Continuous Professional Development. The ‘Give and Gain Day’ was
referred to as an "Excellent example of collaboration between staff and the people they
support" Quality Improvement Officer.
