FOREWORD

Dugong (Dugong dugon) is one of 35 species of marine mammals that often encountered

in seagrass environment, it is also a nationally and internationally protected species. The Dugong

Conservation effort in Indonesia is not limited to national government but also supported by

international organization, namely United Nation Environment Programme-Conservation

Migratory Species (UNEP-CMS) in cooperation with Mohamed bin Zayed Species Conservation

Fund (MbZ) through a program called Dugong and Seagrass Conservation Project (DSCP).

DCSP implementation in indonesia however, needs a multi-stakeholders involvement and

supports both in regional and international level in order to maintain the sustainability of both

Dugong and Seagrass which population are declining.

In order to increase stakeholders capacity in national and local level in dugong

conservation and seagrass efforts, Indonesian Ministry of Marine and Fisheries in cooperation

with faculty of Fisheries and Marine Science, Bogor Agricultural University and WWF Indonesia

has done a seminars that aims to increase stakeholders capacity in a continuous effort to

conserve both dugong and seagrass by conducting a communication strategy and advocation

seminars, which was held at D’Agape Residence, Bogor on 9-12 January 2017. This activity aims

to create a framework or blueprint that become a guideline to implement action that can raise

awareness of the stakeholders regarding Dugongs and seagrass environment.

1. INTRODUCTION

1.1. Background

Dugong (Dugon dugon) is one of the protected sea mammals according to UU No. 5/1990 and PP No. 7/1999 yet the attention towards this species is still low. Dugong is also included in CITES 1 appendix which means any form of trading is prohibited and only allowed for non commercial purpose with special permission. Seagrass is one of the main marine ecosystem that is very crucial for dugong’s survavibility, hence its conservation efforts is highly crucial so that dugong can have their food that will make sure their survavibility. Ministry of Marine and Fisheries, alongside with Indonesia institute of science, bogor agricultural institute, and WWF Indonesia in conducting Dugong and seagrass conservation Program (DSCP) effort, with financial support from Global Environmental Facility (GEF) dan Mohammed bin Zayed Species Conservation Fund. DCSP aims to increase effectivity of Dugong and seagrass environment through local communities, promotes sustainable fisheries, provide incentives to compensate changes in fisheries mechanism and behavior that trathening the sustainability of dugongs and seagrass environment and / or provide solutions in order to diversificate community income that affected by the protection and conservation effort of the dugongs and seagrass environment by formulating both national and international planning mechanism. One of the strategy that DSCP pursue is to increase an active participation from every stakeholder in protecting seagrass environment and dugongs, especially in strategic location such as Bintan, Alor, Tolitoli, and Kotawaringin Barat. These four locations has been choosen as the top priority base on experts’ recommendation in national symposium of Dugong and Seagrass in 2016. To achieve the goal of protecting the dugongs, it takes a good communication strategy and create an effective key massage to help coordinate cooperation and coordinate each and every stakeholder efforts. A clear and obvious conservation message that targeted multi audiences such as local communities, business, and policy makers will make the process of behavioural changes and policy advocation easier and effective. These efforts are arranged through cooperation and synchronization in message, steps, time, and involvement arrangement from every parties in every locations. In conclusion, communication strategy seminars for those four locations mentioned above is being set by involving all elements of community, local government, provincial, business, NGO and local media.

1.2. Objectives

The objectives of this workshop are as follows: 1. To identify both stakeholders and opinion leaders that can be involved as new counterpart

to cooperate within the Dugong and seagrass conservation programme in every locations.

2. To act as early identificiation towards early perception from workshop attendant regarding dugong conservation programme in every location DSCP visits

3. To explain the aims of DSCP activities to seminars attendant which also stakeholders both in local and national level.

4. To map program in every location of DSCP event that can help supports the effort of Dugong and marine mammals protections together with their habitats. This program can be intertwined with local culture, and work sector (tourism, capture fisheries industry, concervation, housing, and industry).

5. To create concensus regarding communication activity plan that is inline with DSCP work event plan.

1.3. Output

1. Creating stakeholders and opinion leaders list as new counterpart to work together in dugong and seagrass conservation program in every DSCP event locations

2. Creating perception description from sminar attendant regarding dugong and seagrass conservation program in every location

3. Creating presentation document regarding DSCP targets that can easily be understood by all seminar participant

4. Creating program list in every DSCP event location that can support dugongs and marine mammals conservation effort together with their habitat

5. Creating communication activity timeline in every DSCP event location that is fitted by DSCP’s work plan

2. EVENT IMPLEMENTATION

The communication strategy and advocation seminars was held in D’Agape Residence,

Bogor on 9-11 january 2017 and in Auditorium Tuna, Graha Mina Bahari IV, Ministry of Marine and Fisheries on 12 january 2017. This seminar was attended by 40 people that were representatives from 4 DSCP Locations (Alor, Bintan, Kotawaringin Barat, and Tolitoli) and National (attachment 1).

2.1. Pre-Workshop Form

Attendants was asked to fill out a pre-workshop form (attachment 2) that will help the early process to understand the field conditions. The form was given alongside with the invitation on 23rd December 2016. All participant that will participate are obliged to fill the form and must be returned to the committee together with registration form no later than 5 january 2017. The summary of pre-workshop form is attached in (Attachment 3)

2.2. Participant’s Facility

All invited participant from Binatan, Alor, kotawaringin Barat, Tolitoli and national (Jakarta) were facilitated for their transportation, accommodation, and consumption during the event.

2.3. Event Execution

The event was conducted according to the draft program (Attachment 4), for 3 days in the D’Agape Residence, where all participant arranged communication strategy document for 4 locations of DSCP (Alor, Bintan, Kotawaringin Barat, and tolitoli) and national. During the event participants were devided into 4 groups according to locations and one group consisting of national participant. All participant from the same location were asked to sit around one table for three days with exception on the first day where national participants were being asked to join the other 4 groups.

The event was opened by Director of Marine Conservation and Biodiversity Directorate, Mr Andi Rusandi which was continued by explanation about DSCP Indonesia by Head of Subdirecorate of Biological Protection and Sustainability, Mr Syamsul Bahri Lubis. Then, the mapping of stakeholders and location for 4 different locations was facilitated by Mr. Veda Santiadji from WWF-Indonesia. On the second day, the participant was asked to create communication target, communication message, and target audience that was facilitated by Ms Emilia Bassar from Coremap CTI. The following day which is day three, Mr Muhammad Zia Ulhaq from Coremap CTI help to facilitate participant to decide communication medium, timeline of the event, as well as evaluation and monitoring plan.

In this three days event, Ms Casandra Tania from WWF Indonesia guided the event and every group was facilitated by communication team from WWF Indonesia that accompanied participant during documentation arrangement on their own desks. The communication team was consist of Ms Dewi Satriani, Mr Dwi Aryo Tjiptohandono, Ms Diah R. SUlistiowati, Ms Margareth Meutia, and Noverica Widjojo. Documentation and note taking process during group discussion done by Ms Syifa Anisa, Mr Prabowo, Ms Erina Nelly, Ms Sheyka Nugrahani Fadela, and Ms Fitriyah Anggraeni. The fourth day which was the last day of the event was held in GMB IV Indonesian Ministry of Marine and Fisheries, which was opened by Director of Coral Triangle WWF Indonesia by giving committee report Mr Wawan Ridwan and followed by welcoming speech by Director of Biological Concervation and diversity Mr Andi Rusandi as Host. On the last day, the documents that has been arranged then presented by each group representatives (Attachment 5) in front of national stake holders which consist of communities representatives, marine observer, and media, after the presentation had finished, then the floor was opened for questions and answer session which was moderated by Veda Santiadji. Last day note was attached in Attachment 6.

thorugh a communication and advocation strategy to increase awareness and active role from

society especially in DSCP program locations.

Appendix 6. Note from the 4th day of seminar

Opening remarks Director of KKHL dan Director of CT WWF-Indonesia, Moderator: Veda Santiadji (WWF-ID) Director KKHL: Communication is communicated to let the public to know, consciously, and change their behavior Through a communication strategy. Communication strategies are different across the four locations. As pilot sites these four locations could be a pilot for replication of activities at other locations. Director CT-WWF: God does not create any creature without any benefit to human life. Hence, there is indeed a Positive impact of dugongs and seagrasses on the economy of local communities. Humans must care about nature, because human ignorance is the cause of the extinction of living things. Explenation Session of communication and advocacy strategies of each group National Dugong is very dependent on the seagrass, as their food. Seagrass beds support sustainable fisheries activities, as they are an important ecosystem for other biota life cycles. Public attention to seagrass is still less than coral reefs. Seagrass is still unknown to its role by local communities despite having an important role in the waters. Indonesian seagrass database website is needed so that the public anywhere can easily access the seagrass data. Question: Adi WWF Central Kalimantan: the target audience does not understand with the media presented, then how the coastal communities in the dugong location, not the national community implement monev? Answer: Udi-LIPI: coastal community is a highlight, but the delivery in the mass media for the community throughout Indonesia. Monev: the standard does not exist at the national level. KLHK already has its own monev standard for other species so it can be adopted. How to know the level of public understanding can be through a questionnaire or FGD. Adi-WWF Central Kalimantan: The target audience for a better national group is the national community, the four sites can perform their duties in their respective regions while nationally running the program as well. Answer: DKP Prov Riau: dugong hunt because of the demand of a resort with a high price. But there has never been an official report from pokmaswas on dugong hunting however we do have prevention act which is involving the community / pokmaswas. Dugong tourism: dugong wacthing etc, but so far dugong has never been found naturally in its habitat, the appearance of dugong is mainly because it was accidentially catched by fishermen(bycacth), in the future Bintan wants to be like Alor. Dugong center is not only limited as a location that provides information about dugong, but all the creativity of the community is also accommodated, and scientific information about dugong in Bintan. The campuses in Bintan are now only focusing in seagrass, but there has not been much research on dugongs. TRISMASDES itself is actually focused on seagrass in Bintan. There is also a very low effort or strategy to invite students to get involved, but the locations where dugong can be found are visited by many students from Singapore, but we still do not know what form of cooperation in the future. Maybe we can make dugong as a tourist icon in Bintan.

Mr. One-Alor: The key actor is in the community itself. Therefore helping each other to make society better and more committed as well as protecting the sea for our children and grandchildren(future generations). Adi-WWF Central Kalimantan: The number of dugong populations is not known,however it can be managed by utilizing local universities in Central Kalimantan assisted by students who conducted a research. From a hunter's point of view, the Sampan people are known as hunters, this that we need to know is that how many hunters are there in the community? Where they Can also be identified as one of the target audiences in Bintan. As for bycacth, why dugong can be caught by a net?( accidentally) This is a problem that we need to take into consideration and address more. Kotawaringin Barat The identified dugong hunter is 1 expert and 4 of his men. If the program we’ve created are being specified more so that we can identify which activity is being funded by related institution. Especially due to the sea area maintenance autorithy is in the hand of provincial autorithy, so it is necessary to have a coordination and communication for dugong conservation activities. From all sectors involved in communication strategy this can be a possible action for funding, from central government there is DSCP but it takes local commitment to implement the activities especially from what has been arranged from this workshop. We do hope that this meeting can bring great impact, in terms of communication and commitment from every party attend.
