The City's outreach effort is working to increase the response rate for the 2010questionnaire throughout the city.
This map identifies specific areas in which a special effort should be made to reachthe hardest-to-count populations. These target areas, broken into two tiers, werechosen because of their high position on the Census Bureau's index of Hard-to-Countfactors, coupled with a high concentration of immigrants, or geographic isolation ofresidents from the institutions and service providers of traditional neighborhoods.
