Minnesota State Council on Disability
Celebrating 40 Years of Service
Created in 1973, we inform and advise the governor, state legislature, state agencies, and the public on disability policy.
Also act on matters of ADA compliance, building code, emergency preparedness, transportation, employment, and Olmstead.
Help legislators review bills that will impact Minnesotans with disabilities.
What is MSCOD?
MSCOD conducts a number of outreach events in the community:◦ Legislative Forum◦ Town Hall Meetings◦ Minnesota State Fair◦ Employment Awards Event◦ ADA Celebration◦ Co-sponsoring events with community partners
MSCOD Outreach
We review all bills that are authored during session to study impact on disability community.◦ There are common issues that arise.◦ There are also a number of unique bills that
emerge each session.
Looking at Every Bill…
Many issues are still forming for next year, but there a few issues that have our early attention:◦ Implementation (and concurrent legislation) of
Minnesota’s Olmstead Plan.◦ Parts of the building code.◦ The 5% Campaign.◦ Alleviating homelessness.◦ As always, disability parking.
