• CEF eDelivery is based on a distributed model
called the “4-corner model”. In this model, the
back-end systems of the users don’t exchange
data directly with each other but do this through
Access Points. These Access Points are
conformant to the same technical specifications
and therefore capable of communicating with
each other.
• As a result of this, users adopting CEF eDelivery
can easily and safely exchange data even if their
IT systems were developed independently from
each other.

• The 4 corner model means that the backend systems of the users don’t exchange data directly with each other but do this through Access Points. These Access Points are conformant to the same technical specifications and therefore capable of communicating with each other.
•As a result, users can easily and safely exchange data even if their IT systems were developed independently from each other.

Access Point
The CEF eDelivery Access Point (AP) implements a standardised message exchange protocol that ensures interoperable, secure and reliable data exchange. The AP is an implementation of the AS4 Profile developed by e-SENS.
AS4 is an open technical specification for the secure and payload-agnostic exchange of data using Web Services.

Connector
It is key to determine how Backends will be integrated with the Access Points. Connectors may be built, bought or reused.
Some Access Point products offer advanced integration possibilities whereas others are purely for messaging purposes.
Services Providers may provide integration added-value services and at the same time operate the Access Point.

What is CEF eDelivery –Main Components
SML
The role of the SML (Service Metadata Locator) is to manage the resource records of the participants and SMPs (Service Metadata Publisher) in the DNS (Domain Name System). The SML is usually a centralised component in an eDelivery Messaging Infrastructure.
SMP
Once the sender discovers the address of the receiver’s SMP, it is able to retrieve the needed information (i.e. metadata) about the receiver. With such information, the message can be sent. The SMP is usually a distributed component in an CEF eDelivery Messaging Infrastructure. The SMP is developed and maintained according the OASIS Service Metadata Publishing (BDX SMP) specifications.

What is CEF eDelivery –eIDAS regulation
CEF eDelivery has strong links to Regulation (EU) 910/2014 on Electronic identification and trust services, commonly known as 'eIDAS'.
The resulting leading-edge regulation, which most articles shall apply from 1 July 2016, establishes the principle that an electronic document should not be denied legal effect on the grounds that it is in an electronic form.
CEF eDelivery supports this fundamental principle of the Digital age by promoting the alignment between its technical specifications and the eIDAS regulatory framework.

Grants 2017 - Objectives
a) Deploying Access Points and/or operating Access Points
for one year;
b) Deploying Service Metadata Publishers and/or operating
Service Metadata Publishers for one year;
To promote the uptake and speed-up the use of the CEF eDelivery technical specifications amongst both public and
private entities established in the EU and EEA countries participating in the CEF Telecom programme, Generic
Services will be supported through grants under the 2017 budget with the objective of:
c) Upgrade of data exchange solutions (Commercial Off-the-
Shelf (COTS), OpenSource Software (OSS) and other) to support, and therefore fully
comply with, the CEF eDelivery standards.
Grants 2017 – Details
a) Deploying Access Points and/or operating Access Points for one year;
b) Deploying Service Metadata Publishers and/or operating Service Metadata Publishers for one year;
c) Upgrade of data exchange solutions (Commercial Off-the-Shelf (COTS), OpenSource Software (OSS) and other) to support, and therefore fully comply with, the CEF eDelivery standards.
• Generic Services Indicative total budget for 2017: EUR
0.5 million • Call for proposals Funding rate: up to 75% of the total
eligible costs • No pre-financing or interim payments will be made
• Indicative duration of the action: 12 months
• Proposals should clearly explain which policy domain(s)
(and type of documents to be exchanged) it will support
Grants 2017 – Award Criteria
The supported Generic Services should, as much as possible, comply with the requirements set in the eIDAS Regulation to allow their use for the provisioning of electronic registered delivery services. More generally the supported Generic Services should comply with the requirements set in relation to deployment and/or operation of Access Points within other sectorial European Regulations (e.g. eInvoicing, transport, environment, energy, health, public eprocurement, justice…). The overall objective is to increase uptake and use of CEF eDelivery by supporting the setting up of additional access points and service metadata publishers linking to the EU Core Service Platform. This will support the cross-border exchange of electronic documents between both public and private as well as between such entities and citizens and businesses. Consortium composition: minimum of 4 public or private entities from 1 or more Member States, crossborder scope.
Proposals deploying eDelivery in a sector-specific DSI for which a specific call is foreseen under the 2017 CEF Telecom Work Programme will be considered of lower priority
