Considered as the second-largest center of business in the country. barely 15% of the city’s total land area sits on flat terrain uplands are also highly vulnerable to landslides from rainfall climate patterns indicate high inter-annual variability, with extreme weather events Cebu City will likely find itself caught in a “climate sandwich” as saltwater intrusion advances further, sea levels rise and more intense typhoons lash the coastline with storm surge. comprehensive ecological solid waste management system to ensure the protection of public health and the
environment.

Current Situation: How bad is Cebu City’s Solid Waste Problem?
An average of 325,000 kilograms (or 325 tons) of wastes are generated in Cebu City a day. The landfill has reached full capacity and operating it further violates the law.

C. Institutional Mechanisms, Programs & Approaches in Promoting Community Based-Solid Waste Management
City Ordinance 2243, Sustainable Development Ordinance: to preserve & protect the sources of life, “the trees, soil and water” and to focus on sustainable development in the fullfillment of human needs while maintaining the quality of the natural environment for the current generation and for the generations yet to come. Mandating the submission of an Environmental Sustainability Action Plan (ESAP) by any business establishment applying for business or Mayor’s permit/license.
(City Ordinance 2031, Solid Waste Segregation at Source): to adopt a systematic, comprehensive & ecological solid waste management system….
Main Points of Cebu City Solid Waste Segregation Ordinance C.O. 2031
1. Waste Classification - All solid wastes shall be classified into 5 major groups: • Biodegradable / compostable wastes - waste materials that can be easily decomposed.
(These are mostly materials coming from the plants, trees, people or animals. Ex. food left over, dirty paper, dirty newspaper, tissue paper, overripe fruits, vegetables, fruit peelings, leaves, grasses)
• Non-biodegradable waste – wastes that cannot be easily decomposed. (These are mostly materials made from chemicals or minerals. Ex. plastic bags, icewater plastic, plastic wrappers, diaper, napkin, clothes, rags, styropor, junk food wrappers, candy wrappers, cigarette butts
• Reusable / recyclable waste – wastes that can be used again or can be easily converted into something useful. (These are materials that can be sold to recyclers. Ex. clean paper, newspaper, cartons/boxes, plastic cups, bottle caps, plastic containers, metals, hard plastics, juice packs.
• Hazardous or special waste – wastes that are harmful/toxic/infectious (ex. dry cell battery, paint cans, empty insecticide containers, expired medicines, busted fluorescent bulb)
• Bulky wastes and white goods – wastes that are bulky in size, shape or other attributes. (ex. old appliances, tree branches/trunks)
2. Hierarchy of Solid Waste Management – in managing solid wastes, generators must consider the following options in this order of priority:
• Source reduction – Try to reduce wastes by using products with less packaging, use products with reusable materials,
• Re-use – Reduce wastes by reusing materials like plastic bags, paper, glass, metals and other materials; Giving food leftover to hog raisers
• Recycle – Reduce wastes by selling / giving away recyclables • Composting – Reduce wastes by converting food leftover, kitchen
wastes, overripe fruits, vegetables, fruit peelings into compost • Disposal – This should be the last option. Wastes that cannot be reused,
recycled or composted must be disposed properly.

3. Management Scheme – the following must be strictly followed to ensure efficient and effective solid waste management:
a. Segregation – wastes must be segregated according to the classifications mentioned: biodegradable, non-biodegradable, recyclables, hazardous and bulky
Remember: NO SEGREGATION, NO COLLECTION b. Storage – Each type of wastes must be stored in separate garbage
receptacles. Examples of receptacles are plastic bags, cans, sacks, cartons, pail, drums, etc.
Remember: DO NOT MIX c. Disposal STRICTLY FOLLOWS THE SCHEDULE.

4. Prohibited Acts • Disposal of unsegregated wastes • Disposal of hazardous wastes & bulky wastes together
with other wastes • Disposal of wastes outside their scheduled DAY of
collection • Disposal of wastes beyond the scheduled TIME of
collection • Mixing of segregated wastes.

5. Penalty P1, 000.00, P5,000.00 or 1month – 6 months imprisonment
Compromise fee: (for first violation only) P 500.00 or 1 day – 15 days community service

6. Enforcement – Provisions of the ordinance shall be enforced by:
CESET – Cebu Environmental Sanitation Enforcement Team BEO – Barangay Environment Officers Deputized Personnel/Groups – barangay officials, tanods,
barangay residents, NGOs, POs, schools, civic groups

Other Relevant Policies, Ordinances, Issuances on SWM
• City Ordinance No. 1361, as amended – Establishing a System of Garbage Collection, Imposing Fees
• City Ordinance No. 2017, as amended – Creation of the Cebu City Solid Waste Management Board
• Executive Order No. 00-45 series of 2003 as amended – Creation of the City Environmental Sanitation Enforcement Team (CESET) to be the enforcement arm to implement the punitive measures against violators of City Ordinances 1361, 2031 & other environmental related laws.
• E.O. 10-126 series of 2010 – Amending EO 00-45 series of 2003 and delegating powers and functions of CESET to five (5) Barangay Environmental Officers (BEOs) in each barangay to fully implement & enforce the ecological solid waste management system.

• Massive Information-Education Campaign • Establishments of MRFs in the barangays with financial and
technical support • Promotion of Takakura • Formation of Brgy Solid Waste Management Committees
• Public-Private Partnership • Adoption of new environmentally compliant technologies • Formulation of additional management schemes, such as the
management & disposal of household hazardous wastes. • Integrating SWM laws & policies with other environmental
laws through the formulation of the Environment Code.

Waste Reduction due to City efforts
Reduction by 30% of total waste since assumption of office in year 2010;
Equivalent to 141,000 kilograms of waste
reduction (or 141 tons) from a total of 470,000 kilograms (or 470 tons) of wastes generated daily in Cebu City.
