Proposal for a Presentation Involving the Current State of Zoning Laws in the Country and
Suggested Means of Implementing and Improving these Zoning Laws

Zoning is an accepted process of segregating buildings and/or structures such that incompatible structures (for
example a hardware store and a gasoline station) will be built with significant distance between them. It is also
used to properly allocate spaces for important structures, such as hospitals, fire station, etc., so that these
places will be easily accessible from anywhere in the metropolis. It thus regulates the use of land and imposes
restrictions on the structures type, height, and size among other parameters.
For this report, the group will be introducing this proposed topic by first discussing what zoning basically is.
This will include a short history of its development and some regulations common to most zoning codes
worldwide.
In the case of the Philippines, zoning is not as properly established as that of other countries, particularly that
of the U.S.A. The group will particularly discuss the effects of improper zoning and site examples that were
observed in the country. One particular example is the position of fireworks factory near improper settlements
resulting to disastrous fire spreading over hundreds of homes.
One of the first cities to set-up zoning laws in the Philippines is Quezon City. Zoning laws in Quezon City
(accessible in [1]) is governed by Ordinance No. SP-1369, S-2004. This ordinance is an amended version of the
previous Quezon City Zoning Law Ordinance No. SP-918, S-2000. Zone Classifications and Zone Boundaries
included in the Ordinance will be discussed. Accordingly, these will be mapped by the group to help in visually
interpreting the articles written in the Ordinance. Some structures, if any exists, that were not able to follow
the zoning laws will also be discussed by the group.
For comparison, zoning laws in San Francisco, U.S.A. will also be briefly tackled. San Francisco has a properly
established Zoning Laws which includes Zone Maps that are available for download [2]. One particular
difference between that two said laws is the attentiveness to detail of the San Francisco Zoning Law especially
on the Zone Classification, Requirements, and Specifications. Other technical and particular differences will
also be presented by the group. Feasible improvements, as assessed by the group, regarding the Quezon City
Zoning Ordinance will also be presented referring to the famous novel, Tale of Two Cities.
