About the Center on Democracy, Development, and the Rule of Law

The Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University engages in research, training, teaching, and organizes intellectual and policy dialogues aimed at increasing public understanding of economic and political development. ABOUT THE FELLOWSHIP PROGRAM

The Ukrainian Emerging Leaders Program is a 10-month academic training fellowship hosted at Stanford University’s Center on Democracy, Development and the Rule of Law. The program provides a unique opportunity to four mid-career practitioners working actively as policy-makers, legal professionals, entrepreneurs, and leaders of civil society organizations in Ukraine to visit one of the world’s leading research universities for an academic year. The objective of the program is to strengthen fellows leaderships skills and bolster their academic foundation to address development challenges in Ukraine and across the region.

The fellowship is supported by a committee of leading Stanford faculty at the Freeman Spogli Institute for International Studies. The program is designed to facilitate capacity building for fellows through faculty mentorship, community engagement, courses, events and site visits to Silicon Valley technology firms. The program is funded with generous support from Western NIS Enterprise Fund, Svyatoslav Vakarchuk and Tomas Fiala.

PROGRAM AGENDA

The Ukrainian Emerging Leaders Program combines academic courses, faculty mentorship and community engagement to support capacity building and leadership development for program participants.

The program will have a project based approach to learning where fellows will identify an issue they would like to address and/or gain an in-depth understanding in order to apply lessons learned once they return to Ukraine.

Over the course of the academic year each fellow will have a faculty mentor who they will meet with regularly during their stay. Faculty will engage fellows through guidance on their projects, coursework, discussions around challenges in the Ukraine and connecting fellows to the diverse Stanford community.

Fellows will have the opportunity to take courses at Stanford that help support their area of expertise and also provide them with an academic foundation to deepen their knowledge base. In addition, they will visit technology firms based in Silicon Valley to learn about approaches to different challenges around the world.

During the final 6 weeks of the program, fellows will present their findings to the program faculty and the greater Stanford community.

ABOUT THE FACULTY

The program's interdisciplinary faculty includes leading political scientists pioneering innovative research and analysis in the fields of democracy, development and the rule of law. CDDRL’s Ukrainian Emerging Leaders Program core faculty includes:

LARRY DIAMOND is a senior fellow at the Hoover Institution and

at the Freeman Spogli Institute for International Studies. He is the former director of the Center on Democracy, Development, and the Rule of Law. Diamond also serves as the Peter E. Haas Faculty Co-Director of the Haas Center for Public Service at Stanford. Learn more here.

FRANCIS FUKUYAMA is the Olivier Nomellini Senior Fellow at the

Freeman Spogli Institute for International Studies (FSI), and Mosbacher Director of FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL). He is also a professor by courtesy in the Department of Political Science. Learn more here.

MICHAEL MCFAUL is professor of political science, director and

senior fellow at the Freeman Spogli Institute for International Affairs, and the Peter and Helen Bing Senior Fellow at the Hoover Institution. He served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014). KATHRYN STONER is a Senior Fellow at FSI and CDDRL, and (as of

September 1, 2010) Faculty Director of the Ford Dorsey Program in International Policy Studies at Stanford University. Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Woodrow Wilson School for International and Public Affairs. ELIGIBILITY AND SELECTION CRITERIA

This program is aimed at mid-career practitioners working actively as policy-makers, legal professionals, social entrepreneurs, business entrepreneurs, and leaders of civil society organizations.

Candidates should hold Ukrainian citizenship and must reside in the country, and have plans to return to Ukraine after the fellowship.

Candidates must be at least 28 years of age at the start of the fellowship program.

Candidates should have demonstrated professional and personal achievements in a relevant sector of democracy, development, and the rule of law.

Candidates must have at least five years of experience to qualify for the fellowship. Those with more experience are much more competitive in the selection process.

We strive to recruit a diverse group of four individuals who are at the right stage in their professional trajectory to benefit from rigorous academic training and mentorship. Successful applicants will have the academic credentials necessary to participate in academic courses offered at Stanford University. A bachelor's degree at the time of participation in the program is a requirement for admission to the program. We do not accept candidates who are in the midst of full-time university degree programs.

A working knowledge of English is an important prerequisite. It is expected that each fellow has a solid command of written and spoken English in order to fully benefit and participate in the program.

DATES FOR THE 2017-18 PROGRAM

The dates for the Ukrainian Emerging Leaders

Program for the 2017-18 academic school year are

Sunday, September 17, 2017- Sunday, June 24, 2018.

Applicants are required to participate for the entire

duration of the fellowship program. All applicants

must be prepared to commit themselves to the

fellowship rather than to regular professional work.

If selected, your full-time job is to be a Stanford

fellow. We require fellows to take leave from their

regular jobs, whether they be in the nonprofit or government sectors, to devote their energy to the

fellowship.

FUNDING & SUPPORT

Fellows receive a $70,000 stipend for the ten-month fellowship program. In addition, fellows are

provided with a $1,000 supplement for books to support their studies and $5,000 in relocation

expenses.

The program will support the cost of visa fees and travel to and from Ukraine for fellows and their

immediate family (spouse and children). The program will also cover the cost of fellows’ health

insurance, Stanford tuition, program travel and events.

APPLICATION GUIDELINES

We ask that all applicants carefully read the application guidelines in their entirety before applying to the program. You should also carefully review the frequently asked questions section at the end of the booklet to address any questions you may have concerning the application process. The guidelines cover all steps in the application process. We ask that you please do not reach out to the program team unless a question is not covered in this booklet.

HOW TO USE THE ONLINE APPLICATION SYSTEM

The Ukrainian Emerging Leaders Program uses the WizeHive application system to manage all incoming applications. This system is widely employed by other fellowship programs and should be easy to use. Here are some guidelines to take note of when using the application system:

You can save your work at any time and return to the form at your convenience. You do not need to complete the application form in one sitting. It is strongly suggested that you save your work often by clicking on the "Save Draft" button at the end of the page.

Once you submit your application form you can no longer return to make any changes. Please review all your work before clicking the "Submit" button at the end of the application form.

The system will notify you by email during the following stages in the application submission process:

1. When your application form has been received. 2. When letters of recommendation have been submitted on your behalf. 3. Once your application file is complete with a minimum of three letters of

recommendation.

You can access the application portal here.

All application materials must be submitted in English. Applicants should be sensitive to word count and not exceed any of the stated word count limits in the narrative sections of the form as you will automatically be cut off. Please remember that you are always able to save and return to your work at any time by clicking on the

"Save Draft" button. We encourage you to save your work often during the application process so you

do not jeopardize losing your material.

Candidates will be asked to address the following questions in 150 words or less.

1. How many years have you been actively working in the field of democratic, social, and political development in Ukraine?

2. Please provide a short description of your organization’s mission and scope of work. In answering this question, it would be helpful to understand your organization's role in the broader democratic landscape in Ukraine.

3. Please describe your current professional role, scope of work and principle responsibilities (please do not cut and paste from your CV here).

4. What is your impact – both professionally and through any community activity or public life accomplishments - on the advancement of democracy in Ukraine and/or the broader region?

5. What life experiences have contributed to your work? 6. Have you participated in academic or professional fellowship programs in the past? If so, which

ones and how is this program different? 7. How will you be able to set aside your professional obligations for 10 months to attend this

fellowship program? Do you have the support of your supervisor, staff, and/or board to participate in a program of this nature?

4. Resume/Curriculum Vitae Candidates must prepare a resume or curriculum vitae to upload with the application form. The document should be in English and a minimum of one page and no longer than three pages in length. The resume should list in order of priority the following:

1. Professional experience with your most recent position listed first and dates of employment 2. Educational credentials, including all degrees earned 3. Awards and honors, if applicable 4. Publications, if applicable (please do not include an exhaustive list)

5. Fellowship Project Statement Candidates will submit a personal statement that should be a minimum of 500 words and should not exceed 1,000 words. Candidates will be asked to respond to the following points in their personal statement:

1. Why are you interested in applying to the Ukrainian Emerging Leaders Program now? In answering this question, please highlight how the program will contribute to your professional and/or personal development.

2. Please describe the fellowship project that you would like to focus on over the course of the academic year at Stanford. In responding to this question, please highlight the coursework, faculty, and other resources you would seek out during the duration of your fellowship at Stanford or within the broader Silicon Valley community. In addition, how will your fellowship project advance democratic outcomes in Ukraine and/or the broader region?

3. Where do you see yourself in 5-10 years? How does this fellowship help you to achieve your goals?

7. Video Submission We are requesting that applicants submit a 3-4 minute video. Please note that we will not watch videos that are longer than 4 minutes in length, so please prepare, rehearse, and time your comments before submitting the final video product.

In preparing your video submission, please keep the following in mind:

1. Remember to speak clearly and at a natural pace so the reviewers can absorb your delivery. 2. You do not need to invest any time or resources into editing, visual effects, music, or other post-

production efforts. We only care about your delivery and the content of your video message. 3. The program now incorporates TED-style talks, which allows our fellows a platform to introduce

themselves and their work. Consider this a test run for candidates’ English language proficiency, delivery, and ability to capture the audience’s attention succinctly and persuasively.

Using a video camera, webcam or cell phone, please record yourself presenting a response to the following prompt:

a. Tell us about yourself. b. How will this fellowship impact your life, your country, the region? c. Tell us about your fellowship project and why it is important.

All videos should be titled with your full name. Maximum size is 600 MB. Preferred formats are MP4 and MOV. Upload the video directly to the application form.

8. Letters of Recommendation Instructions for Applicants

Candidates require three letters of recommendation to support their application to the program. Any application with less than two letters will be judged as incomplete and not considered in the selection process. In the main menu of the Wizehive application portal, you should click on the field "Letters of Recommendation." Please identify and enter two or three recommenders to complete letters of recommendation on your behalf. At least one of the recommenders should be your current supervisor in your place of employment. Please do not ask family or friends to draft letters of recommendation. They should be from professional associates who can speak to your experience and the impact of your work in advancing democratic change. Once you enter the names and contact information for your

referees, the system will automatically send them instructions for completing the letter of recommendation. The instructions will include the program criteria, guidelines on writing the letter, the recommended format and link for upload. You will have the option of adding a personal note to the email generated to your referees. It is your responsibility to follow up with referees to inform them that you would like them to complete the recommendation. The letters of recommendation weigh heavily in the review process, so it is strongly suggested that you provide as much direction to your referees as possible so they can write a letter that relates your professional experience to the program goals. Referees will receive an email confirming their letter has been received. All recommendation letters must be received by Wednesday, February 15, 2017, to be considered part of your application file. Applications with fewer than two letters of recommendation will be judged as incomplete and not reviewed.

Checking the Status of your Letters of Recommendation

All letters of recommendation are due by Wednesday, March 1, 2017. It is the applicant's responsibility to follow up on the status of their letters of recommendation. You can access the application portal at any time to inquire about the status of your letters of recommendation, and follow up with your recommenders directly to remind them of the March 1 deadline. You will receive an automated email when your letters of recommendation have been submitted by your referee. Within the online system, when your letter of recommendation has been uploaded and received by the system you will see the following message next to the Status field: "Your letter of recommendation has been received from this recommender and is complete. No further action for the applicant is required at this time." If your letter of recommendation has not been uploaded to the system you will see the following message next to the Status field: "This person has been contacted but no letter of recommendation has been received as of today." The program team will not answer any requests concerning the status of your letters or

recommendation.

Guidelines for Referees

Letters of recommendation are due by March 1, 2017. Referees should upload the letter via a link that will be provided to them via email. Format for Letters of Recommendation

Written in English on official organization letterhead.

Be signed with your name, official position, and contact information.

Be formatted in MS Word Document (.doc) or Adobe Acrobat PDF (.pdf). All other file types will not be accepted.

Uploaded as one file (please do not try to upload individual pages).

1. The length of time you have known the applicant and the context of your relationship to the applicant.

2. Your opinion of his or her background, qualifications, accomplishments, and experiences. 3. Reflect on the candidate's English language skills. 4. Your views on the suitability of the applicant for a fellowship of this academic nature. 5. How their work has impacted the community, country, and region. 6. 2. Q: How do I access the application portal?

3. Q: What are the dates for the 2016 program?

4. Q: What if I cannot attend the entire length of the program?

6. Q: I have unreliable or inconsistent Internet access in my home country and cannot submit an

electronic application. Would it be possible to submit a paper application?

A: Yes. If you send us a fax number, we are happy to fax you a hard copy of the form. We are unfortunately unable to receive and send hard copies of the applications by mail. You can contact us at [email protected] to make this inquiry.

7. Q: I submitted my application form, but still have not heard back from the program. It has been

over a month!

A: Due to the high volume of applications received by the program and the review process, applicants will be informed of their selection to the program by April 2017.

8. Q: I submitted my application form, but want to make a change. Can I re-access it through the

system?

A: It is not possible to draw up the application form to edit or revise. It is very important that you make sure your application form is complete to your liking before submitting it in the system.

9. Q: I was typing into the application form, and it cut me off mid-sentence. What is the problem?

A: Our application system has a word count limit and will track your word count for you on the form. It is important that applicants be concise in answering questions, so please focus on the most important points that you want to convey.

10. Q: I was not accepted to the program. Will I find out why?

A: Due to the high volume of applications received, the program will not be able to follow up with each individual applicant concerning their application.

11. Q: Can I reapply to the program next year if I was not accepted this year?

A: Yes, you can re-apply provided you meet the core criteria. Many applicants decide to re-apply once they have gained more professional experience and can benefit and contribute more fully to the program. The ideal candidate has over five years of professional experience in a relevant sector of democracy, development, and the rule of law.

12. Q: My CV is longer than three pages, will the system accept it?

A: Your CV should be no longer than three pages in length and contain the information outlined in the Resume/Curriculum Vitae section on page 9. The program team will not review CVs longer than three pages in length. They must be uploaded as an MS Document (.doc) or Adobe Acrobat (.pdf). All other file types will not be accepted.

13. Q: How do I know if my letters of recommendation have been submitted?

A: The system will send you an email message when your letters of recommendation have been submitted to the application system. It is also your responsibility to check the status of your letters of recommendation through the application portal and follow up with your recommenders directly about the Wednesday, March 1, 2017, deadline.

If a letter of recommendation has been uploaded to the system you will see a note in the "Status" field that reads: “Your letter of recommendation has been received from this recommender and is complete. No further action for the applicant is required at this time." If a letter of recommendation has not been uploaded to the system you will see the following note in the "Status" field: "This person has been contacted, but no letter of recommendation has been received as of today."

14. Q: Who should write letters of recommendation on my behalf?

A: You must request a letter of recommendation from your current supervisor at your institution of employment. If you are the founder or head of that respective institution, then it is suggested that you

ask a board member or senior advisor to the organization to draft the letter on your behalf. If you are currently unemployed or between jobs, then it is suggested that you ask your previous supervisor for a letter of recommendation.

We will not accept letters of recommendation from your family or friends and will require each recommender to state their relationship to the candidate. The strongest letters of recommendation are from those who can comment on your professional contributions to the field of democracy, development, and the rule of law.

15. Q: How will I know when my application is complete and ready to be reviewed by the committee?

A: The system will send you an email message when your application file is complete. It is the applicant's responsibility to follow up with their recommenders. If three letters of recommendation are not submitted, your application cannot be judged complete.

16. Q: When will I find out if my application was successful?

A: We will inform applicants of the status of their application by April 2017. Please do not follow-up with the program team before that time concerning the status of your application.

17. Q: I would like to bring my family with me to Stanford. Will the program accommodate them?

A: Yes. In addition to the $70,000 stipend that will be awarded to fellows for the ten-month program, they will receive support for books, relocation expenses, and the cost of visa fees and travel to and from Ukraine for themselves and their immediate family (spouse and children).
