It is recommended that the City Council ("City Councilii) take the foilowing actions:
3. At the conclusion of the public hearing, adopt a resolution (Attachment I) establishing the basis and method of levying assessments within the South Lake Business !mprwemn? DIstric? ltfnr ?r~gram - Year 2005.

I ne resolution fixed April 4. 2005 at 8:00 p.m. for a public hearing to consider the proposed annual assessments for Program Year 2005. Notice of the public hearing was given by pub!ishing the reso!u?inn of Intention in The Pasadena -- - Star New - on Mar& 28, 2005.
After the City Councii hears and consider aii protests, if any, the City Councii can adopt the resoiution presented to it at this pubiic hearing.
The Association is preparing the ivianagerneni Pian and compieiing their Petition Drive to requesi that the City administer the pubiic notice and formation baiioting. The Association anticipates bringing the item to Council this spring. Should the PBlD formation pass, the Assor.ia_tion will seek to disestab!ish the current for n& year, Pr~nram - Year 2006 and operate as a ?B!D starting January A 1, 2006.
impiemeniation of the proposed assessment formuia for caiendar year 2005 will have no fiscal impact upon the City, other than the administrative cost of administering the collection of the assessments; Administrative casts have been budgeted - in Finance Budget - Acc~unf 327200, Financia! Sep./ices.

T i e purpose of the Association wiii remain, and ii wiii continue to proviae and manage suppiemeniai services and improvements in the district. -. I he City of Pasadena has provided $30,000 to the Association for this purpose, and the Associaiion has expended $i4,964.74 to date. The baiance of funds, $1 5,035.26 is refiecied on the Baiance Sheei as Deferred PBiD income, uniii ihe iunds are expended.
