Background:
With an aim towards eradicating the practice of open defecation and
attaining the goal of Nirmal Himachal the State of Himachal Pradesh is
spearheading the message of cleanliness and hygiene in villages throughout the
country. At present Himachal Pradesh is regarded as the leading State in the
implementation of the Total Sanitation Campaign which has already surpassed the
project objectives set by the GoI under the programme and the methods adopted by
the State in bringing about the community based outcomes have been widely
appreciated by the GoI at various levels. In Himachal Pradesh Information
Education & Communication (IEC) has been the key strategy of the State for
bringing about behavior change among various stakeholders on different aspects of
safe sanitation, demand generation, usage, linkage with health and hygiene issues
and sustainability of the ODF status and the State has pioneered in efforts like
holding of State level Award Schemes under the Sanitation Campaign and also
organization of Swachhta Week.
Swachhta Utsav Report:
In order to replicate the success of states like Himachal the GoI has also
during the current year decided to organize a 30 days result oriented national level
campaign “Swachhta Utsav” across the country from 2nd
October 2011 and
culminating on 4th November 2011. This country level mass IEC campaign is also
being duly observed by all the Districts in the State with a theme “Swachhta se
Swasth, Swasth se Samridhi” for which a brief report is as under;
Report:
1. Preparatory Activities:

As per the schedule given by GoI, preparatory phase for the effective
planning of the campaign was observed by all the Districts from 15th
September to 30th
September, 2011 wherein besides holding of District level
meetings to draw up a strategy for the “Swachhta Utsav” all the Districts
were also briefed about the expected outcomes by the worthy Chief
Secretary of the State wherein detailed suggestive activities calendar was
discussed. At the District level detailed action plan forwarded by the
Department of Rural Development was shared with all the concerned
stakeholders and nodal officers for the “Swachhta Utsav” at each level were
appointed.
2. Launch of “Swachhta Utsav” 2nd
October, 2011 (Cleanliness is next to
Godliness):
The “Swachhta Utsav” was formally launched at all the Districts
Headquarters at the district level functions which was marked by launch of
Swachhta Rath and Swachhta Rallies.
• In Chamba District “Swachhta Utsav” was launched by Hon’ble
Speaker Sh. Tulsi Ram at Bharmour and Hon’ble MLA Chamba Sh B
K Chauhan at Chamba.
• At Una the District level “Swachhta Utsav” was inaugurated by Chief
Parliamentary Secretary Sh. Virender Kanwar who flagged off the
Swachhta rally from the District H.Q.
• In Hamirpur Vice Chairperson ZP CR Chaudhry was the Chief guest
of the District level function.
• Similarly at other Districts too the District level function was
launched by the DCs/ ADCs.
Besides this the “Swachhta Utsav” was also launched at the Block
levels and observed at the Gram Sabha meetings on this day which was
attended by all the stakeholders including line departments. During this day,
the sanitation status of all the Gram Panchayats was taken up for discussion
by all the Gram Sabhas of the State wherein the resolutions to stop the
practice of Open defection of all the types and sustaining the Nirmal Status

for the Panchayat were adopted. In addition to this at the Panchayat level
health checkup camps were also organized.

3. Swwach Vatavaran Deviya Vatavaran week 3
rd to 15
th October, 2011–
Devta week (Navratra):
As the first week of the “Swachhta Utsav” happened to be the
Dussehra week, this period was observed as the Swwach Vatavaran Deviya
Vatavaran week wherein not only the pledge to the members for promotion
of sanitation throughout the State was taken by all the stakeholders but the

cleanliness of religious centers was also ensured. On 6th
October, 2011
Dussehra was celeberated as Gandgi Ke Ravan se Mukti Divas wherein
along with the burning of effigy of Ravana the message on sanitation was
delivered to all.
4. Sanitation Campaign and Mahila Mandals 9th
& 10th
October, 2011:
During this period Mahila mandals were involved in delivery of
sanitation talksand trainings within their Panchayats for implementation of
Solid Liquid waste Management besides organizing cleanliness drives with
focus on SLWM. At few places health checkup camps for the women and
children were also organized. In addition to this Mahila Mandals were
encouraged for compete for Mahila Mandal Protsahan Puraskar Yojna.

5. Maharishi Valmiki Jayanti 11th
October, 2011:
On the occasion of the Maharishi Valmiki Jayanti Panchayats were
explained about the requirements for achieving Nirmal Status for the
Panchayats as per MVSSP guidelines and all the PRIs were also encouraged
to compete for Maharishi Valmiki Sampooran Swachhta Puraskar.
6. Anganwadi Sanitation week 11th
to 15th
October, 2011:
During this week medical checkup (with the involvement of VHSC)
were organized at Gram Panchayats for the registered mothers infants and
small children who were given talks on personal health, disposal of child
feaces and hygiene issues along with safe hand washing. During this week all
the Anganwadis and their sanitation facilities were cleaned. Besides this in
few places healthy baby competitions were also organized.
• At Chamba From 12th to 15th October 2011 the trainings of
Anganwadi workers were conducted at CDPO level in all the CDPO
Blocks. Besides this training for local Masson were organized at Distt.
Level for construction of low cost, baby friendly toilets. Kalajathas
covered the Anganwadis during this period and also health department
organized the health camps in Anganwadis.
As per the direction of the GoI 14th October, 2011 was observed as
the Hand Washing Day in all the Anganwadis and Schools.
7. Shiksha Soochna Evam Samajik Chetna Divas 15th
October, 2011:
The main focus of the Shiksha Soochna Evam Samajik Chetna Divas
was on making the media aware about their responsibility under the
sanitation campaign wherein various information on incentives programmes
launched by the State and also the GoI and also the role of the media under
the Total sanitataion campaign was discussed with them.
8. Swachtta Padd Yattra Divas 16th
October, 2011:
During the day in the Swachhta Pad Yatras; Mahila Mandals, School
Students, PRI representatives, SHG members, were involved at all the
districts for spreading the message of sanitation.

9. School Sanitation Week 17th
to 22nd
October, 2011:
Since children are basic to the success of the sanitation campaign,
School Sanitation Week was observed throughout the State with great vigor.
• During the week District Mandi launched the Swachta Doot Scheme for
promoting Sanitation by Children.
• At Chamba the Education department also organized the training of
Principals, BEEOs at DIET-Saru, in which Officers from Health, I&PH,
RD and Education departments were among the faculties for the
trainings.
• In other districts too Child cabinets were constituted so that the topic of
School Sanitation is made a part of morning assemblies starting from
School Sanitation Week.
In addition to the above other activities like holding of Discussions/
Debates/ Slogan Writing Competitions among children, health checkup
camps, institutionalization of Hand Washing, orientation of Mid Day meal
workers, cleaning of school premises & toilets were also carried out at the
school level.

10. Nirmal Gram Panchayat Week 24th
to 03rd
November, 2011:
Because the target of the sanitation campaign in the State has been to
achieve Nirmal Panchayat status for all the GPs, special campaign was
initiated in all the districts to organize door-to-door awareness campaign
regarding NGP criteria & its verification process with special emphasis on
SLWM. In this regard special meetings at the Block level were organized
with the local market committees. Besides this at few places wall writing

displaying message on sanitation and statutory duties of PRIs regarding
sanitation was also resorted to.
11. Water Purification Days 30
th & 31
st October, 2011 :
In order to ensure that clean drinking water is available at village level
Youth Clubs/Mahila Mandals and other CBOs were involved to clean up all
the traditional water sources with the support of I&PH deptt. after which,
I&PH department would be carrying out the chlorination of all water
sources including drinking water tanks of each school.

Conclusion:
As the main objective of the “Swachhta Utsav” has been on
Generating awareness among the rural community on health related problems
caused due to open defecation besides establishing linkage between safe hygiene
and sanitation practices and its impact on health besides initiating awareness on its
sustenance by community and creation of sanitation facilities in covering new
HHs, Schools & Anganwadi toilets it has achieved its stated goal due to concerted
efforts of all the stakeholders.
