Gloucester County Linkages
In Cumberland County only Vineland City shares a border withGloucester County. There are no existing or proposed linksbetween Cumberland County and Gloucester County.
However, a proposed route in Pittsgrove Township, SalemCounty, could link with a proposed route in Newfield Boroughand Franklin Township, Gloucester County, if the missingsegment in Vineland was proposed. By creating this link inVineland, bicyclists would have access to Gloucester andSalem counties.
Atlantic County Linkages
At the present time, Atlantic County and Cumberland Countydo not have existing or proposed bicycle facilities that link withone another. Atlantic County has proposed bicycle facilities
along Routes 54, 40 and 50. These routes provide north-south and east-west access into Atlantic County. Additionally,Route 54 merges into Route 206 in Burlington County andRoute 50 provides access into Cape May County. Thefeasibility of connecting bicycle routes from these routes intoCumberland County should be considered.
SUMMARY
As Figure 1 demonstrates, Cumberland County has severalproposed bicycle facilities in the western section of the county.Additionally, several facilities are clustered in the southeasternsection of the County. Additional routes are proposed alongRoutes 553 and 49, however the remainder of the County,including the Vineland area, is not connected to bicyclefacilities.
Many of the proposed facilities appear on the States BicyclePlan but are not part of any municipal plan. Municipal supportof these proposed facilities must be obtained if they are to beconstructed.
Given the limited financial resources that may be available toconstruct this bicycle facility network, a prioritization systemshould be put into place to ensure that those facilities with themost benefit will be built first. Phase II of Cross CountyConnections bicycle facility project does this; and is discussedin chapters 3 and 4.

3. BICYCLE FACILITY RANKING ANALYSIS
To identify those bicycle facilities that should be built in thenear future, Cross County Connection developed a set ofranking criteria and applied each criterion to the bicycle facilityinventory. The purpose of ranking criteria is to determinewhich facilities are most suitable for commuter usage. Thecriteria are as follows:
1. Proximity to commuter roadways2. Number of New Jersey TRANSIT bus routes within two
miles3. Proximity to business parks4. Number of schools within two miles
RANKING CRITERIA
For each criterion, a set of values or points was established.Criteria one and four are assigned from zero to four pointswhile criteria two and three have been weighted and areassigned from two to six points, equaling a possible 20 pointsfor each bicycle facility. A score of zero shows that aparticular criterion is least conducive to bicycle usage. Forexample, a zero in Criterion One would indicate that a facilityis more than two miles from the commuter roadways. A score
of four or six in a particular criterion shows that the facility ismost conducive to bicycle usage. For example, in CriterionTwo a score of six would indicate that a facility is within twomiles of more than five NJ TRANSIT bus routes.
Criterion One: Proximity to Commuter Roadways
Routes 77, 56, 55, 49, 47, 616, 621, 623, 638, 670, 676 and553 were chosen as the attractors in this criterion. They serveas the major transportation arteries through CumberlandCounty, thus allowing access to most areas throughout thestudy area. Therefore, the closer a bicycle facility is to one ofthese roads, the more attractive the facility will be as a
commuter corridor for bicyclists.
Cross County Connection identified the bicycle facilities withina two mile buffer of the identified commuter roadways. Asshown in Table 2, those facilities that fell within the two milebuffer were then scored based on their distance from theroadway.

Criterion Two: Proximity to New Jersey TRANSIT BusRoutes
The number of NJ TRANSIT routes within a two mile buffer ofthe bicycle facility was selected as a criterion because abicyclist linking with a bus route has access to a much largergeographic area for employment. All NJ TRANSIT buses havebicycle racks. In addition, the number of routes is important
because a bicyclist can ride along a bicycle facility to anintersect point with a NJ TRANSIT bus, put the bicycle on thebike rack and ride to their stop. Upon reaching their stop, thebicyclist can then take the bicycle off of the bus and ride totheir destination. Therefore, the number of bus routes wouldhelp to determine the usage of a particular bicycle facility as acommuter route. Table 3 shows how the bicycle facilities werescored based on the distance to bus routes.
County shuttle services also play an important role indetermining a commuter bicycle route. There are four countyshuttles operating throughout Cumberland County that link toNJ TRANSIT bus routes in Vineland and Bridgeton. Theseshuttles can help a bicyclist reach an employment site outsidethe two mile buffer zone.

Criterion Three: Proximity to Business Parks
Bicycle facilities benefit from being within two miles of abusiness park because of increased proximity to employmentopportunities. If a business park is along or in proximity to a
bicycle facility, then the usage of the bicycle facility as acommuter route would most likely increase. When combinedwith other modes of transport, such as buses that have bicycleracks, commuters could arrive at their employment sites bycombining different modes of transportation and incorporatethe bicycle facility into the overall transportation network.
The business parks in Cumberland County were identifiedusing county maps, the New Jersey Department of Labor and
Workforce Development employers database, theCumberland County Department of Planning andDevelopment, the City of Vineland Economic DevelopmentDepartment, the City of Bridgeton Economic and DevelopmentDepartment, the City of Millville Industrial and Economic

Department and local knowledge and experience. The bicyclefacilities were scored as shown in Table 4.

Criterion Four: Number of Schools within Two Miles
The number of schools within a two mile buffer was selectedas a criterion to encourage students to use bicycles tocommute to school. When considered along with governmentspending on programs such as the Safe Routes to SchoolsInitiative, schools are becoming a significant attractor foralternative modes of commuting. Including this criterion allowsCross County Connection to account for a growing number ofcommuters. At the present time, approximately 25% of
morning traffic is school related. The bicycle facilities werescored as shown in Table 6.

FINDINGS
Each facility was scored and ranked based on the abovecriteria. All municipalities in Cumberland County have at leastone existing or proposed bicycle facility. The facilities rangedin score from a low of 0 to a high of 17. The highest possiblescore is 20, which shows that the bicycle facility is most
conducive to commuting. The lowest possible score is a 0which shows that the bicycle facility is least conducive tocommuting. The average score amongst the 73 facilities is10.0. The facilities that scored at or above the average scoreare located in eight municipalities, as shown on Table 6.Table 6 shows the average score of all bicycle facilities in eachof the eight municipalities.
As Table 6 shows, the range of the 8 highest scores variesfrom a low of 10.0 to a high of 17.0.

This analysis also examined the overall scores of each bicyclefacility in each municipality. The overall score is comprised ofthe individual scores of all of the existing and proposed
facilities within the municipality thus indicating the volume offacilities in the municipality; the higher the overall score, thegreater the number of facilities in the municipality. As Table 7shows, Bridgeton City surpasses all other municipalities withan overall score of 226 while the next thirteen municipalitiesrange from a score of 158 to 1. Forty-two percent of thereported bicycle facilities in Cumberland County are proposedwhile fifty-eight percent are existing facilities.

County Resident Commuting Patterns
The U.S. Census of 2000 documented the commuting patternsof employees from their county of residence to their county ofemployment. Approximately, 22% of Cumberland Countys
employed residents travel outside the County for employment.Given this percentage and this studys emphasis on bicyclefacilities for commuting purposes, Cross CountyConnection thought it important to analyze existing andproposed bicycle facilities linking to employment destinationsnot only within the County, but outside the County, as well.

SUMMARY
Thirty-nine existing and proposed bicycle facilities, out of atotal of 73 facilities, scored above the average of 10.0. Asstated above, these bicycle facilities are located in proximity toexisting commuter attractors. Cumberland County has a largenumber of existing facilities that make the county highlysuitable for building proposed facilities to complement the
existing network. The proposed facilities will fill the gapswithin the established network by improving the mobility andaccessibility of users throughout Cumberland County.
The Cumberland County bicycle network will play an importantrole in connecting the neighboring counties of Gloucester andSalem. The proposed facilities travel along the road network,and connect with NJ TRANSIT bus routes that takecommuters into Gloucester and Salem Counties. These
counties support a significant number of employmentopportunities for Cumberland County residents. Given thepublic transit connections into these counties, it is reasonableto assume that a strong bicycle network in Cumberland Countywill be attractive to many residents seeking employmentoutside of Cumberland County.
Connections between Atlantic and Cumberland Counties are
not present for Cumberland County residents traveling intoAtlantic County for employment. There are no existing orproposed facilities linking the two counties. Currently, there isonly one NJ TRANSIT bus route that connects Cumberlandand Atlantic Counties. Bicycle facilities should be consideredto link the counties and to provide an alternate mode of
transportation for Cumberland County residents employed inAtlantic County.
Cross County Connection believes that funding theconstruction of the identified proposed facilities is a next stepto improving the bicycle network in Cumberland County forcommuting purposes. Therefore the need to assist themunicipalities to obtain funding and complete their proposed
facilities is the priority. Cross County Connection believes thatthis is the next step in making Cumberland County attractiveas an alternative commuting location for visitors and residents.

Township, Bridgeton City, Millville City and Vineland City. Thesouthern corridor includes Greenwich Township, FairfieldTownship, Lawrence Township, Downe Township,Commercial Township and Maurice River Township.
As Table 9 shows, there are five proposed routesrecommended for construction in the southern corridor. Fourof the five proposed routes traverse both corridors. The
northern corridor routes provide access to large employmentand population areas. They also provide access to bus routesserving Salem, Gloucester and Atlantic counties.

SUMMARY
Eight municipalities have proposed bicycle facilities thatscored at or above average in the bicycle ranking system. It ishighly recommended that the City of Vineland, which has notbeen included within the proposed network, be linked to therest of the bicycle system in the future.
The City of Vineland has great potential for bicycles facilities.There are three NJ TRANSIT routes that serve the city. Abicycle facility could be proposed along NJ Transit Route 553,which will connect Cumberland and Atlantic Counties.Proposed facilities in the City of Vineland could provideconnections to bicycle facilities in Millville.
Cumberland County possesses a high number of existingbicycle facilities, business parks and other attractors that,
together with increases in projected population andemployment, make the Countys bicycle network suitable forimproving both transportation mobility and effectiveness.Cross County Connection recommends funding the proposedfacilities because they will provide modes of alternativetransportation for commuters in Cumberland County. Whenlinked to bicycle facilities and bus routes serving theneighboring counties, these facilities can provide a regionalbicycle transportation network established through acoordinated planning effort between county and municipalgovernments.
