Category Bulletin October - December 2019

Welcome to the quarterly APUC Information Services Category Bulletin. Category Bulletins aim to provide

focussed information including Framework Agreement availability data for stakeholders involved in procurement activities within the relevant professional service area / Category. The current version will always be available from your APUC client account manager or from the relevant Category team. Category Bulletins will contain both news that relate to procurement activity across the Category and provide wider information on events that may be of interest to stakeholders working within the relevant Categories across institutions. Each will also highlight recent, new or updated Framework Agreements. The bulletin is downloadable in PDF form and is also printable to suit whichever format you prefer! The document lists all Framework Agreements that we believe may be of interest to those working in Information Services teams in Universities and Colleges. This not only includes those directly managed by the APUC Information Services Category team but also others which are related to the Information Services Category for services managed via other APUC Category teams. APUC actively welcomes feedback on client experiences in using the Framework Agreements we facilitate or lead on. The first and second ranked framework suppliers, Academia and XMA have issued new price lists which now include the new products announced by Apple last week, both files are now available on the APUC Buyers Portal. HEPCW are currently awaiting revised price lists from Insight and Stone Computers, and these will be made available on the APUC Buyers Portal in due course. SP-15-011- 4 National Framework for Desktop Client Devices – Price Review Scottish Procurement have advised that following the recent price review, that prices under the Framework Agreement will increase by 5.75% with effect from the 1st October 2019. Please note that this increase will also apply to all upgrades and accessories, while pricing for services will remain unchanged. An updated Buyers Guide will be made available on the APUC Buyers Portal in due course. If you require further information please contact Karen Pow, Bryan Dodds, or Leigh Syme.

ITS2002 NE - Data Centre Management Equipment and Infrastructure Framework Agreement NEUPC are currently working on the retender of the Data Centre Management Equipment and Infrastructure framework agreement, as the current agreement is due to expire on the 30th September. NEUPC have advised that the new agreement will not be in place for the 1st of October and therefore to ensure that institutions have continuity of supply, they have agreed with the framework suppliers that the current agreement will be extended until the 30th December 2019. The National Desktop and Notebook Working Party will be holding supplier review meetings week commencing 7th October with the Framework Agreement OEMS and selected resellers. We would appreciate if users of the of the agreement could provide feedback, whether it be positive or negative in the following areas:

• Service (response time on quotations)

• Value for money

• Delivery

• Other issues

❖ Microsoft is holding an event on the deployment and user adoption of Microsoft Teams, which will be hosted at the University of Strathclyde on 1st October.

❖ The Periodicals Efficiencies Taskforce is due to meet on 7th October to identify any potential areas for improvement in the processes used to deliver the current Framework Agreement.

❖ A UIG will be held on 21st October to assess the opportunity for a Framework Agreement for Library Databases. The UIG will look to define the scope of any potential tender.

❖ Cyber Escape Room Challenge will be held 22-24th October at University of Strathclyde. Contact Kenji Lamb at CDN to note interest. This should be an excellent event to raise security awareness within your institution. Institutions can send up to seven delegates for half a day.

❖ The Cyber Resilience project concluded in July 2019. The SharePoint site https://apucscot.sharepoint.com/crc

/SitePages/Home.aspx offering security awareness information and materials is live and has been shared widely within the sector.

Framework Agreements – Introduction Notes Routes to Market Within the information for each Framework Agreement the available routes to market will be described. Most will provide an option to undertake a Mini Competition or a Ranked approach for supplier selection. They are defined below:

• A Mini Competition means issuing the Institutions tender documentation to ALL suppliers who have been awarded a place on the Framework Agreement.

• Ranked selection means going directly to the Supplier who is ranked number One. If this supplier is unable to undertake the work then going to supplier number two and so on.

• Desktop Selection means selecting suppliers based on the original tender submission scores. There are two methods – “Desktop Evaluation “ and “Desktop Award”. These are quick routes to market, details of each method used are contained within the relevant Buyers Guides.
