CATALOGUE 299Vannevar Bush was an American engineer who was hugely influential prior to, during, and after WWII. He was Dean of the MIT School of Engineering, founded the electronics company Raytheon, and was America’s top military science administrator during WWII. He convinced President Roosevelt to form the Office of Scientific Research and Development, which he headed. He oversaw the Manhattan Project to develop the atom bomb and projects to develop radar and air defence systems. He also invented things, ultimately accumulating 49 patents.At the end of the war, he produced a report which advocated government funding of basic research in partnership with universities and industry. In the report entitled “Science, the Endless Frontier”, he wrote “Basic research leads to new knowledge, and provides scientific capital. It creates the fund from which practical applications of knowledge must be drawn.”He felt that research was essential for America’s economic and national security. “A nation which depends upon others for its new basic scientific knowledge will be slow in its industrial progress and weak in its competi-tive position in world trade.” Bush’s far-seeing ideas provided the environment in which America made huge advances. The development of the personal computer and the internet can be traced back to these ideas and the subsequently funded research.Our Government Ministers and their advisors would do well to read Bush’s paper in an environment here where it seems they are intent on reducing funding on education and threaten to cut research funding to “save money”.
