Many church members attended the wedding of BasilBushnell and Janet Elger on 5th May. There was alsoa group of children and staff from St Peter’s School.We all wish Basil and Janet every happiness andblessings in their future together.

Mid Week home groups continue to meet twiceweekly as well as a prayer meeting in St Peter’sChurch at 1.30pm on Thursdays and 9.30am HolyCommunion on Tuesdays.

Benefice events have included Prayer and Visionevening in St Leonard’s Church, Eynsham and therewill be a camping weekend in June.

Young people join our worship for the first 15 minutes of the 10am service and then go to the school forSunday Club (3-10) and Soul Living (11+). We now also have a crèche for the under 3s.

At the moment in church we are looking at the first bookof the Bible, Genesis.

Many people think that Science and the Bible (andparticularly the creation) are in headlong conflict but inreality it’s not like that. At St Peter’s church we have threevery active and involved members who were, or are,teachers of Science who don’t hold their scientificbackground in conflict with the creation as portrayed inGenesis.

The creation stories in Genesis are more about Why andWho than How. More about our place in the universe andabout our relationship with God rather than how God putparticular atoms and molecules together to make livingthings.

Antagonists say; “Who was Cain’s wife” – “How could weall have a common ancestry back to Adam and Eve”.These questions make the authors or compilers of Genesisout to be fools which I’m sure that they were not – and thymiss the point. The scholars who wrote down theseaccounts were highly educated and intelligent people.Such obvious loop-holes and inconsistencies in thecreation stories of Genesis point, for me, to the conclusionthat Genesis is not intended to be a chronological, factual,

account of how God created the universe and everythingin it. The creation stories in Genesis are more pictures - orimages. They are pictures of why God made the universe,the earth, life and human beings.

“In the beginning God, created the heavens and the earth”.– God creates the sea and the sky, the dry land – the plantsand the animals. And God creates humankind. Wow!

The creation accounts in Genesis give us a poetic vision ofthe world as it was intended to be, God’s people in God’splace, under God’s rule & blessing. Repeatedly in thepassage, after His works of creation, we are told that Godsaw that it was good and after the completion of creationon the 6th day we are told that God saw it all and it wasvery good.

This is what chapter 1 of Genesis tells us. God createdeverything from the beginning, it’s His, and it was good.It’s God’s world – not ours. It was us, mankind, thatmucked up paradise. So much so that God himself had tocome, in the person of Jesus Christ to give us a way backto Himself – to forgive or past sins and give us a hope forthe future.

CASSINGTON PARISH COUNCIL Meeting held on 10 May 2007

(The draft notes below are subject to confirmation by the ParishCouncil on 5 June)

Councillors Clive Wilkinson (chair), Iwan Hughes and Olaf Rockattended, plus two members of the public, Cllrs Margaret Stevens andRichard Andrews (West Oxon) and the clerk Liz Bickley.

Election of Chair

Cllr Wilkinson was elected as Chair for the next year. The position ofvice-chair would be dealt with at the June meeting.

A new code of conduct for councillors had been launched by theStandards Board for England. The council decided to follow therecommendation of West Oxfordshire District Council (WODC) toadopt it from 1 June.

Matters arising from the Meeting held on 4 April

Village Hall land registration: the Managing Trustees of the VillageHall were taking action on this.

The parish council had replied to a letter from South East EnglandRegional Assembly (SEERA): review of housing strategy (affordablehousing). The parish council had not replied to a letter from SEERAon review of land-won aggregates apportionment. The clerk hadspoken to Geoff Ives about Bike Night on 25 June and had contacted StJohn Ambulance and the police. The council agreed to donate £120 toSt John Ambulance, for their attendance.

Correspondence

Training sessions for the new Code of Conduct had been arranged byWODC and councillors agreed to attend.

An invitation to a reception had been received from RAF Brize Norton(5 July)

Oxfordshire County Council (OCC) Minerals Sites consultation– siteson Worton Farm and to the west of Cassington were proposed. Thecouncil would consider its response at the next meeting.

Oxon. Assoc. of Local Councils AGM would be held on 11 June.Nominations for Executive Committee were sought. Accident inVillage Hall – a solicitor’s letter had been received by the parish counciland passed to the Village Hall Management committee. AffordableHousing – new planning guidance was issued by WODC. KidlingtonLynx community bus – the service would no longer be available from 1July 2007. Oxon and Bucks Mental Health Partnership NHS Trust wasseeking members for the Foundation Trust. The Trust wants to recruitrepresentatives of its community, to consult e.g. when appointingGovernors. Oxon Playing Fields Assoc. Road show on 23 May at BrizeNorton – How to inspect play areas, funding, insurance /accidents etc.Other correspondence was circulated to councillors

Ditches, Drainage and Flooding

Flooding – Steve Long would start work on 14 May to improve theditch behind the Pavilion. WODC had been asked to help with thestagnant water problems in the vicinity of St Peter’s Close ditch.

Planning

Worton Farm, Yarnton: Extension of existing composting site toprovide for In-vessel Composting with reception building, bio filter,weighbridge, office, composting tunnels and earth bunding. By WortonFarms ltd OCC ref JOD/TO/8.1/4711/1. The council considered theimpact on the Green Belt, and the alternative sites which had beenlisted in the application. The council concluded that in this case they

had no objections: the need for the facility had been demonstrated andit had been shown to operate in other areas without causing nuisanceto neighbours.

20 The Green Cassington: Installation of three roof lights to the rearelevation. By Mr H Thomas (WODC Ref 07/0651/P/FP). The councilnoted that as custodian trustees of the village hall they wereneighbours, and potentially had a prejudicial interest. However WODChad advised that Standards Board advice was that parish councillors inthis position need not register an interest. Cllr Rock as managementtrustee left the room. The council had concerns about this planningapplication. The change of use from garage to accommodation couldaffect the character and quality of the buildings in the conservationarea and might set a precedent. In particular there were too manywindows.

There would be a planning consultation meeting on 24 May at 7 p.m.at Trelawn.

Finance

Cllr Rock declared a personal interest in one of the invoices and left theroom. The following bills were approved:

WODC Parish Council elections 2006 (admin charge, explained last year) 68.20

The clerk had issued a summary of the years’ finances. Cllr Wilkinsonproposed preparing the annual return and accounts for approval bythe council before passing to the internal auditor.

A Risk Assessment for the council had been circulated, and would beagreed at the next meeting.

Fidelity insurance (against employee fraud etc.) was an element of riskmanagement and an increase in the level of cover was agreed. It wasalso agreed that councillors should be included in the cover; thepremium would be adjusted next year.

Maintenance

Pedestrian/cyclist safety at the A40 Cassington Turn junction – theclerk would chase this again via Cllr Chapman.

Road sweeping in Cassington was done by WODC on a Thursday,monthly. Any problems areas should be reported to the clerk. OCChad accepted responsibility for clearing the debris in St Peter’s Close

after Thames Water had attended a burst water main. Mud on theroad should be reported to Police.

Traffic

Vehicle Activated Signs. Hanson had increased its offer of sharedfunding to £3000. St Peter’s School Travel Plan application for VASfunding was being considered by OCC.

Safer Roads Partnership had written to confirm that Cassington’srequest was still under consideration (they were looking at collisionhistory). If our site is accepted, speed enforcement would be donefrom a van or motorcycle.

Play Area

More bark was required. The clerk was finding out about grants.

Next Meeting

The next meeting will be held on Thursday 7 June 2007 in the VillageHall at 8.00 p.m.. All welcome!

Playgroup (Vanessa Gregory) The Playgroup was doing well, with 19 children on roll and improvedfinances. Staff training was well underway. Fund-raising had beensuccessful. There were links with the community and a partnershipwith St. Peters school. A full report was passed to the clerk.

Village Hall Management Committee (John Hemingway’s report was read by Olaf Rock) A positive report was given. Total bookings raised close to £15000. Thehall had been repainted inside and out. Volunteers run the hall andoffers of help are welcome. A full report was passed to the clerk.

Parochial charities (Michael Linnell) The almshouses and thrift club are run by six trustees with combinedservice of nearly 200 years! New trustees will be needed in the futureand any offers would be welcome. The almshouses and their gardensare being maintained and improved, and the alms people seem toenjoy living there. Finances are healthy, with two large tracts offarmland in Freeland and Burleigh Lane. A savings club continues tobe supported. Any profits from external adverts placed in theCassington and Worton Newsletter are passed to the charities, which inturn passed £200 this year to the school swimming pool fund.

St Peter’s School (Jan MacDonald’s report was read by the clerk) There had been a number of changes with the departure of some longserving staff. In September the new Headteacher Sara Lawrence wouldjoin the school. The governors looked forward positively to the futureat St Peter’s, with new staff settling in and maintaining a stable andenriching environment for all. A full report was kept by the clerk.

St Peters Church (Rev. Roger Aston) Morey Andrews who was not well was wished a speedy recovery. Aswell as regular worship at St Peter’s, there was a crèche, youth workers,a car pool, Cassington Café, foundation governors at St Peter’s school,Lent lunches, Christian Aid, Songs of Praise. Repairs to the building ofSt Peter’s were supported by the Friends. A harvest supper for thewhole village was being planned.

Royal British Legion (Mike Randal’s report was read by Jack Evans)The RBL does fund-raising and work in the village. Younger bloodwould be welcome! You do not have to be ex-service. The £791 raisedin the Poppy collection was a record, and was supplemented withincome from work (grass cutting etc) in the village, to a grand total ofover £1400. This is used for the benefit of ex-service man and womenand their dependents in times of need. A full report was passed to theclerk.

Sports and Social Club (Adrian Gregory).The future was uncertain and Adrian planned to step down, althoughhe was happy to help a new committee. Please look out for AGM date.Insurance was a large expense – see comments about grants above(District /County Council reports). The football side had done well,being promoted to the premiership for the first time. Pete Bowermanwas thanked for his work. A report and accounts were passed to theclerk.

Women’s Institute (Sue Godfrey’s report was read by the clerk)The Women’s Institute had had a good year with an interesting andvaried programme/. There would be an open meeting in October –visitors welcome. A full report was kept by the clerk.

Clive Wilkinson thanked all for attending and reporting. Mike Linnellthanked the chairman and parish councillors and clerk for their work.

CASSINGTON PARISH ANNUAL MEETING

The annual parish meeting took place on 10 May 2007 at 7.30 p.m. inthe Village Hall. Clive Wilkinson, chairman of the parish council,welcomed everyone. Apologies were received from Kate Cropper, JohnHemingway, Sue Godfrey, Jan Macdonald, Morey Andrews and RoyPartridge.

The minutes of the annual meeting held on 11 May 2006 were issuedand agreed by those present to be a correct record of the meeting.

Reports from the following were given:

Police (Richard Conner)Recruitment /training was underway of two support officers forEynsham area. Details of their high visibility role and uniform weregiven. Incidents over the past year: 11 at industrial sites /quarry and 14in the village. PC Conner explained the legal position of minimotorbikes.

Parish Council (Clive Wilkinson)The work of the council was described and all those helping in villagelife thanked. A full report was passed to the clerk.

District Councillor (Margaret Stevens, France Pike, Richard Andrews)Cllr Stevens introduced new councillor Richard Andrews. Shereported on the district elections, budget and council tax, green wastecollection, new community sports hall at Bartholomew school openingin September 2007, mobile sports road shows, mobile theatre andmovies. She said that WODC was involved with resolving flooding andditch problems. Adrian Gregory said he had been unable to getfinancial help for the Sports and Social club from WODC, and CllrStevens offered to find out more.

County Councillor (Louise Chapman), Cllr Chapman reported on the recent proposal by Oxford City for aunitary council, which would have been costly; it had been rejected. Infuture, all councils had to work more closely together and with thevoluntary and private sectors. OCC had been judged Excellent by arecent independent inspection, especially in value for money, with £5mefficiency savings. Cllr Chapman said there was a focus on the frontline; shared services would save more money.

Speeding was clearly a problem in many villages including Cassingtonso she was pleased that there was progress towards getting VehicleActivated Signs. Funding for young people via the Chill Out fund

You can help, bygoing with a parent to a meeting, maybe taking notes orpossibly by writing a letter or making a phone call.

Free training is given for this rewarding and varied role,all expenses paid. How much time you give depends onyou but you will be left in no doubt about the value of thesupport you offer.

Don’t get caught out if you’re organising an eventthis summer

Anyone organising an event in West Oxfordshire rangingfrom a fete to late-night disco or wedding is being urgedby the District Council to check whether they need alicence.

Temporary Event Notices (TENs) are required for eventswhere alcohol will be sold or where regulatedentertainment will be provided – such as a performanceof a play, live music or screening of a film.

The Council is encouraging everyone involved inorganising an event to find out in advance whether theyneed to apply for a TEN as failure to do so can result in afine up to £20,000, maximum imprisonment of 6 months,or both.

Applications for TENs cost £21 and should be made toWest Oxfordshire District Council.

Local Rotary Club helps set up a new ‘First Responders Unit’ in North Oxford

The Rotary Club of Oxford North has been working hardover the last year and has raised considerable funds tohelp establish a new ‘Community First Responders Unit’.

Under the umbrella of the Oxfordshire AmbulanceService a ‘First Responders Unit’ is a small team of fullytrained volunteers who are supplied with acomprehensive kit of life-saving equipment. They arepaged to immediately attend to serious life-threateningincidents in their locality; their primary aim is to be therecritical minutes before the arrival of the ambulance.

The evidence of other First Responder Units alreadyestablished in the UK has shown that this ability to attendso quickly can be the difference between life and death.Although a fairly new concept, these units have alreadysaved many hundreds of lives.

The Rotary Club of Oxford North are proud to have beenable to support in the establishing of this new Unit andare extremely grateful to the businesses and general publicwho have donated so generously towards this cause.

Swim or Play for £1 this May Half Term!

Popular Swim or Play for £1 sessions will berunning again this May half term at Council-owned leisure centres in West Oxfordshire.

Swim for £1 will be available at Carterton LeisureCentre and The Windrush Leisure Centre, Witney,to young people under the age of 16 years.Chipping Norton Leisure Centre will be runningPlay for £1 on all racket sports for all ages duringthe week-long break, from Monday 28th May toSunday 3rd June.

The Windrush Leisure Centre will also run ‘CampWindrush’, from Tuesday to Friday during the halfterm break. The OFSTED-registered sessions offera variety of activities for children aged 5-12,including arts and crafts, roller-skating,trampolining and much more.

Combining customer services

Refurbishment work to combine the Visitor InformationCentre in Witney with the Council’s Town Centre Shop isnow underway. The Visitor Information Centre, currentlylocated at 26A High Street, will move to the Council’sTown Centre Shop on Welch Way from 25th June 2007.

The Town Centre Shop provides information, assistanceand payment facilities on a range of services includinghousing and council tax benefit, concessionary travel,waste and recycling collections. It also houses a call centreanswering all calls to the council’s main switchboardnumber and many other dedicated lines.

Both local people and visitors use the Visitor InformationCentre’s services which include accommodation booking,events listings, Cotswolds area information, theatre andcoach ticket sales, souvenirs, map and guides.

All the refurbishment work at the Town Centre Shop willtake place outside opening hours to avoid any disruptionto customers.

Committee appeals for members

West Oxfordshire District Council is looking to appointtwo people to be members of the Panel which considersallowances for councillors.

Duties will include making recommendations to theCouncil regarding the allowances that should be payableto councillors. The appointment is on a rolling basis withthe term of office up until the end of March each year.The Panel has a key role to play in helping to ensure thatdemocracy in the District continues to be accountable.

Panel members can not be members of any localauthority. They should possess the relevant knowledge,skills and abilities that will enable them to make ameaningful contribution to the process.

Cassington Women’s InstituteWe were welcomed by president Sue Godfrey to ourresolutions meeting on the 17th May in the village hall.After apologies were given, Margaret Partridge read theminutes. We made £210 at our jumble sale and Suethanked all those who made this such a success. Namesare now being taken for the Portsmouth outing on the16th August. It was noted that our youngest member,Anne Bishop’s daughter Nicole, won the children’sdecorated Easter egg for the up to 7 year olds at the Eastershowcase at Exeter Hall and got a mention in News andViews magazine. Sheila Nelson reported that she enjoyedher bursary course at Denman college. Jean Bailey saidshe was enjoying golf lessons at Southfield Golf coursewith the W.I. (six lessons for £35.)

Sue Godfrey presented flowers and a birthday cake toDaphne Russell to celebrate her special birthday andflowers were also presented to June Partridge to celebrateher special birthday in the near future. Happy Birthdaywas sung to them.

We then were told all about the resolution which this yearis that we urge the government to stop the closure ofcommunity hospitals and withdrawing services in someareas, it was voted for unanimously, after discussing thehealth service it was felt that it really is a shortage of fundsthat dictates many of the closures.

We then had a social time when we were asked to giveideas for speakers for the 2008 programme by Jane Cookand Margaret Partridge who are programme secretaries.

We then enjoyed a buffet supper and wine, Daphne’s cake(cooked by Sue Godfrey) was cut and very nice it wastoo!! The meeting ended 10pm.

Our next meeting will be on the 21st June in the villagehall when Anne Addyman will talk about ‘Kimonos’.

We wish our president Sue Godfrey a speedy recoveryafter her knee replacement in June and we will all bethinking of her. We’ll miss her at our meeting.

Organised entirely by volunteers from KingstonBagpuize, Southmoor and Longworth to raise moneyfor desperately-needed new preschool premises in thevillage, The Battle of Newbridge, catering for up to5000 members of the public per day, is a weekend ofhistorical entertainment paying homage to events thattook place in 1644 when this was a strategicallyimportant river crossing.

Battle will commence on the banks of the Thames justa few miles away from Aston, with several hundredauthentically-dressed civil war soldiers, children’spuppet shows, funfair, craft marquee organised byMillets Farm, and more. The event opens at 11, andcosts £6 for adults and £4 for children.
