1 March 2018 ― 21M authorised person design privileges cease

Overview Subpart 21J replaces the current IoA and CAR 30

organisation approvals Very close to the EASA 21.J requirements

ADOs will be able to carryout various design activities

without further reference to CASA or authorised persons . CASA can approve certification applications on the basis

that the ADO certifies design compliance with the applicable requirements.

The scope of approved activities will depend on the ADO’s demonstrated capabilities and systems.

An ADO will require • Exposition • Accountable Manager • Head of Design (HoD) • Design assurance system manual (DASM).

• Independent monitoring (Quality assurance) • Independent checking of a design activity

An ADO may be approved to carryout any of the following design activities • An advice activity • An approval activity • A certification activity • An experimental certificate activity

Changes to Flight Manual PUS (21.007 not CAR 37) Technical data Minor and major change to type design Design of a Class II or Class III product Material part process or appliance Granting modification/repair design approval Approving an imported aircraft engine or propeller Approving imported material, part or appliance Imposing condition or varying an approval for the above

Approval activities

Overview

Certify to CASA compliance to applicable standards of: Type Certificate Minor or major changes to the Type Design An altered aircraft, engine or propeller (STC) Design of a Class II or III product Design for an APMA part Design of a repair or modification Design of an ATSO, ETSO or TSO Conducting or observing tests for certification of the above.

• Certification Activities • CASA may authorise an ADO to make a

compliance determination against an airworthiness standard

• Must be within the scope of the ADOs approval

• The ADO issues a compliance certificate with a report to CASA

• CASA can then issue the final approval
