Majlis total involvement in project Proposed procurement system: Traditional/DBB *MPM = Majlis Perbandaran Mana-mana 1. MPM would want to be involved throughout the procurement process, traditional system would provide them the freedom to choose whoever they want in the project team 2. Cost is of utmost importance, in traditional system the cost is fixed before the construction proceeds. This would ensure that cost can be controlled effectively. 3. MPM is not in a rush for completion, hence time would not be an issue. Development would take a longer time, and the public opinion may bring about changes in the design. Since this system is sequential in nature, meaning that construction would not overlap with the design stage, would enable the changes to be incorporated into the design before the actual construction begins. 4. To meet the transparency and accountability requirement of public project, such as this one. 5. The risk of confrontation is not really an issue, as MPM has appointed an in-house team to work on the project.
