OVERVIEW

The Transport and Logistics Industry Skills Council (TLISC) covers a broad range of industry

sectors including:

Aviation

Maritime

Ports

Rail

Road Transport

Logistics and Warehousing.

The MAR Maritime Training Package Version 1.0, which was endorsed in October 2013 was

developed to ensure close alignment with the regulatory requirements of the National

Standard for Commercial Vessels (NSCV) Part D and includes near coastal qualifications and

relevant units of competency.

Following the endorsement of the MAR Maritime Training Package Version 1.0, TLISC was

approached by the Australian Communications and Media Authority (ACMA) to develop skill

sets that covered certification requirements as specified in the Radiocommunications Act

1992. ACMA also requested that a skill set be developed for those wishing to use a marine

radio in the coastal waters of Australia that provides the knowledge and skills to operate the

radio effectively.

The fast rescue craft operations unit of competency was developed as part of the MAR13

Maritime Training Package to align with the Standards of Training, Certification and

Watchkeeping (STCW) Table A-VI/2-2. However, there was a delay in finalising the unit of

competency and skill set, which prevented both components being submitted to the NSSC for

consideration at the same time as the MAR13 Maritime Training Package.

Components to be considered by NSSC for endorsement: (refer to Appendix A)

Submitted as an ISC upgrade:

Amendments to MARO003 Transmit and receive information by the global maritime

distress and safety system.

The units of competency and skill sets meet the requirements of the Standards for Training

Packages. This has been confirmed by the independent Quality Report (refer to Appendix B).

Stakeholder agreement has been obtained for the components of the Training Package being

submitted for endorsement. There are no outstanding issues related to any of these

components.

SECTION 1 – RESPONSIVENESS & RECOGNITION QUALITY

PRINCIPLES

Reflecting contemporary work organisation and job profiles

A reference group was established for radio operations with representation from the

Australian Communications and Media Authority (ACMA), the Australian Maritime Safety

Authority, Volunteer Marine Rescue and the Australian Maritime College.

Job roles were established and drafts units and skill sets developed and circulated to a broad

range of stakeholders. Comments and suggested changes were analysed and amendments

made. The material was then placed on the TLISC website for validation.

The units of competency and skill sets have been developed to reflect the current and future

needs of the maritime industry and are a direct response to the certification requirements of

the Australian Communications and Media Authority (ACMA), the Australian Maritime Safety

Authority (AMSA).

Driven by industry needs

The Government’s new shipping reforms introduced new structural and regulatory changes

that are aimed at revitalising Australia’s Maritime Industry. The MAR Maritime Training

Package and subsequent units of competency and skill sets will assist the Maritime Industry

to meet these requirements.

In addition to the overall trigger of the changes to regulations, the materials submitted have

been revised as a result of a review by industry stakeholders.

Responding to government broad policy initiatives

On 16 November 2012 the Standing Council on Tertiary Education, Skills and Employment

endorsed the Standards for Training Packages. The units of competency and skill sets

submitted for endorsement comply with these standards.

Under the new Marine Safety (Domestic Commercial Vessel) National Law, in March 2013,

AMSA became the maritime national regulator for commercial vessel safety regulation,

delivering a national system in Australia for the first time.

The units of competency and skill sets submitted for endorsement are directly aligned with the

educational requirements specified by marine authorities for regulated occupations within:

coastal operations as described and defined in Part D of the National Standard for

Commercial Vessels (NSCV)

ocean-going operations as defined in Marine Orders under the Australian Navigation Act

2012.

In addition, the radio operations skill sets are a direct alignment to the Australian

Communications and Media Authority’s (ACMA) certification requirements as specified in the

Radiocommunications Act 1992.

Recognising convergence and connectivity of skills

Although the proposed units of competency and skill sets have been developed specifically to

address regulatory requirements in the maritime industry they also have cross industry

application. The convergence and connectivity of skills is recognised through the units being

available to other industries to import into their qualifications.

Supporting movement of skills within and across organisations and sectors

While the units of competency are specific to the Maritime Industry, it is anticipated that other

industries and sectors with a link to the Maritime Industry (such as fishing, tourism, harbor

craft, public safety) will find the proposed units of competency and skill sets applicable to their

situation.

Promoting national and international portability

The proposed units of competency and skill sets have national portability. They are structured

to meet the regulatory requirements of the Maritime Industry and as such are recognised

nationally and internationally. All MAR Maritime Training Package units of competency are

based on international standards, where they apply.

Reflecting licensing and regulatory requirements

Regulatory reform has been the main driver in developing the MAR Maritime Training

Package and subsequent units of competency and skill sets.

The proposed units of competency and skill sets meet the educational requirements for

certification. This information is identified in the Companion Volume Implementation Guide.

People seeking certification are advised to check with ACMA or AMSA.

SECTION 2 – FLEXIBILITY & FUNCTIONALITY QUALITY

PRINCIPLES

Meeting the diversity of individual and enterprise needs

The proposed units of competency and skill sets are structured to meet the regulatory

requirements of the Maritime Industry. The units clearly indicate where they are currently

cited as meeting ACMA requirements and some of the requirements for certification by AMSA

and that people seeking such certification should check with ACMA/AMSA.

Supporting equitable access and progression of learners

There are no prerequisite units of competency. In each unit of competency the guidance

information for assessment states that ‘Assessment processes and techniques must be

appropriate to the language and literacy requirements of the work being performed and the

capacity of the candidate’.

Supporting learner transition between education sectors

The MAR Maritime Training Package supports learner transition between education sectors

by allowing direct entry to units of competency.

Supporting implementation across a range of settings

The MAR Maritime Training Package Companion Volume Implementation Guide provides

advice on implementation.

The assessment requirements support implementation across a range of settings and can be

modified for distance-based learners, be culturally appropriate, and suitable to the

communication skill level, language, literacy and numeracy capacity of the candidate and the

work being performed.

Supporting sound assessment practice

The requirements for assessment within the proposed units of competency specify:

performance evidence

knowledge evidence

assessment conditions.

Evidence of performance must be provided to demonstrate that the learner has successfully

met the requirements of the elements and performance criteria in the units of competency.

The frequency and volume of this evidence is to be determined by the assessor and would

vary depending on the context under which assessment is conducted and the aptitude of the

learner.

This approach supports AMSA’s requirements for certification to be about an individual’s

progression through certification requirements (and by implication Training Package

qualifications), as well as the Australian Skills Quality Authority (ASQA) principle that ‘quality

and quantity of evidence presented reflects that all aspects of competency have been

satisfied and that competency can be demonstrated repeatedly’.

Holistic assessment with other units relevant to the industry sector, workplace and job role is

recommended.

Support implementation through compliance with National Register

requirements

The materials have been written to comply with the Standards for Training Packages and with

NSCV Part D and the NSCV Part D skills and knowledge requirements, the Standards of

Training, Certification and Watchkeeping (STCW) Table A-VI/2-2 and the

Radiocommunications Act 1992.

SECTION 3 – IMPACT OF CHANGES

There are no known structural barriers to the implementation of the proposed units of

competency or skill sets.

Industry priorities and expectations

Industry priorities are that the proposed units of competency and skill sets reflect the

certification requirements of ACMA and AMSA and that training provider’s focus on providing

quality training and assessment that meets the outcomes identified in the units of

competency.

Industry’s imperatives and timelines for implementation of the components

The National Standard for Commercial Vessels (NSCV) was endorsed in May 2013 and is

currently being implemented. It is therefore critical that the proposed units of competency and

skill sets are implemented from 1 January 2014.

Overarching expectations of industry for the delivery/assessment of the

components

No impact.

Public/private training and assessment services

The proposed units of competency will replace the relevant units of competency in TDM07

Maritime Training Package V1.0.

RTOs wanting to deliver and/or assess against the proposed units of competency will need to

update their scope of registration accordingly. The revised assessment requirements in all

units will assist application in a variety of environments and workplace contexts.

Enterprises

No impact.

Licensing and regulatory environment

No negative impact the radio units are consistent with the requirements of the

Radiocommunications (Maritime Ship Station – 27 MHz and VHF) Class Licence 2001.

Policy environment

Training and VET policies were addressed through the development process.

Systemic issues

Key issues that will ensure the effective implementation of the proposed units o competency

and skill sets include robust and reliable assessment by RTOs, especially in relation to skills

recognition practices

Advice on occupational and licensing requirements

In March 2013 AMSA became the maritime national regulator for commercial vessel safety

regulation. AMSA also assumed the maintenance and development of the NSCV. The NSCV

is the standard prescribed in the Marine Safety (Domestic Commercial Vessel) National Law

Act 2012. NSCV Part D is the prescribed standard in Marine Order 505 for crew

competencies.

The proposed units of competency are structured to meet the regulatory requirements of

ACMA (in particular the Radiocommunications (Maritime Ship Station – 27 MHz and VHF)

Class Licence 2001) and AMSA

Credit arrangements existing between Training Package qualifications and

higher education qualifications

Currently there are no credit transfer arrangements between qualifications/units of

competency in this Training Package and higher education qualifications.
