They plan to meet again in May to review what ideas have been developed. Courthouse security reviews addressed by department heads By Dave Maxwell Courthouse security in Pioche was again a topic of discussion this week. Sheriff Kerry Lee met with courthouse department heads Tuesday morning to review the draft of a plan that Plan- ning and Building Director Cory Lytle and Emer- gency Management Coordinator Rick Stever had created. “We just talked about different options, noth- ing major. Some about lockdown procedures and what we could do regarding ideas from the dif- ferent department heads,” Lee said. “Maybe new door locks and different security systems avail- able that we could examine.” It was decided that each of the department heads at the courthouse will have a different area to research to try to come up with some good ideas to improve security, now and for the future, to take to the county commissioners. Lee said most all the important security ques- tions have been addressed with the exception of lockdown. “We will develop that, too, and have it added to the procedure manual and make sure everybody has a copy of that.” Improving security at the courthouse stems pri- marily from an incident March 13 this year, when two armed people, who had escaped custody in White Pine County, were reported heading south in Lincoln County. At the time, Lee called for a lockdown at the courthouse and Pioche Elemen- tary. He explained, “I was concerned that since the couple was headed toward Pioche, if we had not been able to intercept them (which was done), they might have gone into town, crashed their car or fled on foot to anywhere, the courthouse, the school, or a public building, and we could end up with a barricaded or hostage situation. Those are some of the bigger buildings in town, and they could get into them easily. That’s where groups of people gather and a bad situation could then turn worse. That was my reasoning,” he said. Later in May, the department heads will meet again with Lee to see what ideas and possible re- sources they have found. CARSON CITY County reps treated ‘rudely’ at state committee meeting By Dave Maxwell Commissioner Varlin Higbee reported at the county com- mission meeting April 17 that he and Lincoln County Wa- ter District General Manager Wade Poulsen attended a hear- ing recently of the state Natural Resource Committee in Carson City and were not treated with much respect there. The two were attending the hearing to voice opposition to the 704,000 acre Basin and Range National Monument signed into law in 2015 by Pres- ident Obama. Higbee said the treatment they received at the special hearing was akin to being treated “like bastard stepchil- dren, to say the least.” They had wanted to present the opinion that the monument is a detriment to the county’s fu- ture economy, in part, because over a 1000-acre feet of water on the monument will not be available for use by the Lincoln County Water District. Poulsen noted to committee members that if the same crite- ria had been applied in the Las Vegas Valley at the turn of the 20th Century that whole area wouldn’t even exist now. Higbee said, “That didn’t sit well with Assemblywoman Leslie Cohen (D-Henderson), who had stepped in for chair- woman Heidi Swank (D-Las Vegas), to officiate the hear- ing. Higbee said he tried to explain that Lincoln County is a natu- ral resource dependent county. “We depend on our natural re- sources to drive our tax base.” He said the federal government did something similar in 1996 to Garfield and Kane Counties in Utah with the Grand Stair- case-Escalante National Monu- ment. “It took away the logging and mining industry and just wiped out the school districts in those counties.” He noted one particular school in the in- volved area dropped from 300 students to 60, “with the only thing left being government employees and their families.” The Grand Staircase protects 1,800,461 acres of land in south- ern Utah. Higbee said he got about 90 seconds into his presentation and was cut off by Cohen, being told his time was up. However, he said it seemed that anyone who was in favor of the reso- lution being passed was given nearly an unlimited amount of time to make a presentation. “I wasn’t given a chance to ad- dress all the misinformation that was being presented,” he said. Poulsen said he was also dis- turbed by the fact that the Nat- ural Resources Committee “did not really want to hear from someone who did not agree with their position.” He said he believed the people in favor of the resolution and all the positive comments were given nearly six times as much time to speak as he and Higbee were. “I have never in my life seen legislators treat each other with less respect than I have with the controlling party in the legisla- ture up there.” Higbee further told commis- sioners, “Later, when I was brought back to answer a few more questions, twice I was cut off in mid-sentence, and again told my time was up. Even a committee person asking the question was cut off by Assem- blywoman Cohen. Wouldn’t even allow the question to be asked.” Higbee said the hearing was “for the purpose of passing a resolution giving full support to the Basin and Range Mon- ument, and how wonderful the Antiquities Act is.” He did not know if the resolution was passed. The Antiquities Act of 1906, gives the President of the United States the authority to, by presidential proclamation, create national monuments from federal lands to protect significant natural, cultural or scientific features. Higbee said when the hear- ing was over, he and Poulsen were approached by four or five other veteran legislators including Sen. Pete Goicoechia of Eureka, who expressed sur- prise at the abusive treatment given them. Also, Jeff Fontaine, the state executive director of the Ne- vada Association of Counties, and long time lobbyist at the capital, told Higbee personally, “I’ve never seen a public official be abused so bad in my life.” County commission chair Paul Donohue said he thought the commissioners would write a letter of protest to the Natural Resources Committee for their actions. “In the words of Peter Pan, ‘Bad form.’” We’ll write a letter expressing our sadness at the fact that we can’t come to a meeting at the state offices and present an idea and opin- ion without it being ridiculed. We expect to be heard, not rid- iculed. If you disagree with us, disagree, you don’t have to be rude.” “We expect to be heard, not ridiculed. County reps treated ‘rudely’ at state committee meetingBy Dave Maxwell

Commissioner Varlin Higbee reported at the county com-mission meeting April 17 that he and Lincoln County Wa-ter District General Manager Wade Poulsen attended a hear-ing recently of the state Natural Resource Committee in Carson City and were not treated with much respect there.

The two were attending the hearing to voice opposition to the 704,000 acre Basin and Range National Monument signed into law in 2015 by Pres-ident Obama.

First set of triplet NCAA softball recruits have Lincoln County tiesLCR

Triplet great granddaughters of Har-old and Shannon Hammond of Eagle Valley and Tony and Dorothy Livreri of Caliente are about to become the first known set of triplets in NCAA women’s softball.

Black Hills State University, in Spearfish, South Dakota, signed Brit-tney, Breanne and Bryce Henricksen, who are seniors at Northwest Career and Technical Academy and play soft-ball for Arbor View High School in Las Vegas.

The daughters of Andy and Lori Henricksen and the granddaughters of Richard and Shanadean Livreri, all of Las Vegas, started playing T-ball at age 4 and stayed with the sport from from then on, according to the Black Hills Pioneer.

The triplets are each standout play-ers, having earned many all-division, all-regional, and all-state honors. Breanne is a pitcher, Brittany and out-fielder and Bryce plays several posi-tions.

Black Hills State head coach Lane Leedy told the Pioneer that her assistant first saw the triplets at a tournament in

Las Vegas. The assistant called Leedy and said, “Coach, you have to come see these girls.”

“Oh, by the way: they’re triplets. They’re everything you’re looking for in this class.”

The three are the first known set of triplets to sign to an NCAA softball team, according to a statement from the BHSU athletic department.

Breanne is a three-year letter win-ner. She was MVP in 2014, 2016 Second Team All-Sunset Region for Pitching, 2015 All-Silver State Honorable Men-tion, 2015 First Team All-Northwest Silver State Preps and Second Team All-Division.

“Breanne is a crafty pitcher combining speed with spin to create ground ball outs,” added Leedy. “She can also hit for herself and has some power behind her swing.”

“On the mound, Bre has developed into something special these last two years and I look forward to her and Melissa and their contributions to our pitching rotation.”

Bryce is also a three-year letter win-

ner. She received the Coach’s Award twice, named team captain in 2016 and was named to the All-Division Team, All-Sunset Region Team and All-Northwest Division Silver State Preps Team. She held a .405 hitting percentage.

“Bryce is going to come in and chal-lenge right away to play on either the dirt or in the grass,” said Leedy. “We will be utilizing both her speed and ability to play multiple positions to our advantage right away.”

“She pushes the people around her and holds herself and everyone else around to extremely high expectations and works extremely hard to maintain and raise those expectations,” Leedy added.

Brittany is also a three-year letter win-ner. She has received the Varsity Golden Glove Award twice, 2014 Rookie of the Year and First Team All-Division twice, 2015 Varsity Coach’s Award, All-Silver State Honorable Mention, First Team All-Northwest Silver State Preps, and

The residents of Las Vegas, with great grandparents in Lincoln County, are the first known set of triplets in NCAA women’s softball.

Bookmobiles on federal chopping blockBy Teri Vance

A retired park ranger, Pete Gill now spends his days driving the Bookmobile, delivering library books around Lincoln County.

He spends the bulk of his time at ele-mentary schools in Panaca, Pioche and Caliente.

“The kids are usually excited to see me,” Gill said. “Sometimes I’ll go into a school and announce I’m here. Then I have to run back because the kids are al-ready streaming out.”

He’s equally excited to see them. “I like kids so I love this job,” he said.

“It gives me a chance to visit. Most of the kids, I know their parents. I get to ask how their families are doing.”

Across Nevada, there are three Book-mobiles, delivering library services to some of the most remote places in Elko, Lander, Eureka, Humboldt and Lincoln counties.

They are funded through state grants and federal funding from the Institute of Museum and Library Services, which President Trump has proposed cutting as part of his budget plan.

President Trump’s plan calls for the elimination of the $230 million budget for the Institute of Museum and Library Services along with three other cultural agencies — the National Endowment for the Arts, the National Endowment for the Humanities and the Corporation for Public Broadcasting.

Nancy Neff, a Ruby Valley native, grew up checking out books from the Book-mobile, which stops at the three-room school about 70 miles from Elko.

“As a rural person, I know our way of life is less and less relevant to lawmak-ers all the time,” she said. “But, contrary to some people’s beliefs, we are not un-educated, and we do wish our children to be educated. It is nice to have books delivered to us.”

Ginny Dufurrena, who lives on a ranch 75 miles outside of Winnemucca,

has driven the Humboldt County Book-mobile for 17 years.

Her longest route is a 168-mile round trip to Kings River, including 18 miles of gravel road ending at a two-room school house. She also serves Imlay, Orvada, Paradise Valley and stops at different ranches and a general store along the way.

“I’m a pretty big deal,” she said. “I’m right up there with the Schwan’s man.”

Over the nearly two decades she’s driven the Bookmobile, Dufurrena has seen kids grow up and bring their own kids to check out books. The service is popular not just with children, but adults as well.

“It’s not uncommon for someone to flag me down, jump off the tractor and climb through the fence,” she related. “They run up and say, ‘I need some more of those playaways (audio books).’”

Cyndi O, director of the Humboldt County library, called the Bookmobile “massively” important.

“The majority of the Humboldt County population lives in outlying rural areas,” she said. “The Bookmobile is really a lifeline to them. They get not only books, audio books and movies, they also get news. They get an opportunity to catch up and socialize, find out what’s going on in town.”

Dufurrena is happy to provide the ser-vice.

“I’ve grown rich through this job,” Dufurrena said, “not monetarily, but through people and experience.”

SUDOKU

Here’s How It Works:Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle.

Silly bill would create Public Lands DaySome people have a really strange

concept of “democracy,” and that says a lot about some of the people elected to the Nevada

Legislature. Also, if you thought an earlier pro-

posal to change Columbus Day to Indigenous Peoples Day as a silly waste of time and paper, wait till you take a gander at Senate Bill 413.

SB413 proposes to designate the last Saturday in September each year as Public Lands Day in Nevada and re-quire the governor to issue a proclama-tion encouraging the observance of said Public Lands Day.

The resolution accompanying the change in law is a paean to Nevada’s wide open spaces largely controlled by federal bureaucracies headquartered in the Kremlin on the Potomac:

“WHEREAS, More than 80 percent of the public lands in this State are owned by the people of the United States and are managed and controlled

by various federal agencies for the ben-efit of all persons living in the United States; and …

“WHEREAS, All public lands located in this State feature a diverse range of landscapes, deserted mining towns where riches were made and lost, lush oases which stand in sharp contrast to surrounding barren lands, isolated ranches that are sometimes the size of small countries and trees which are thousands of years old; and

“WHEREAS, The public lands in this State reflect many noble demo-cratic ideals because they are open and accessible to all persons, regardless of whether those persons are rich or poor; and …”

Noble democratic ideals? Commu-nal ownership of vast swaths of land lying fallow and largely unproductive is democratic? And it is actually closer to 85 or even 87 percent of Nevada that is federally controlled. Marxism is alive and well and roaming the halls of

Carson City. The resolution then goes on to oppose

any effort to release even a single square foot of that communally owned land to the state or private ownership:

“WHEREAS, Efforts to transfer the federal public lands in this State from the people of the United States into state or private control are contrary to the democratic values of the United States and jeopardize activities such as hiking, camping, hunting, fishing and off-road pursuits; and …”

So, there would be no more recre-ational opportunities if the feds only controlled, say, 70 percent of the state?

Pay no heed to the fact that a report from the Nevada Public Land Manage-ment Task Force, which was created by the Nevada Legislature, found that the BLM loses 91 cents an acre on the land it controls, but in the four states that have public trust land revenues amounted to $28.59 per acre. The report estimated that Nevada could net $114 million by

taking over just 4 million acres of the BLM’s 48 million acres. Taking over all 48 million acres could net the state more than $1.5 billion — nearly half the annual general fund budget.

It is striking that the sponsors of this praise for and observance of com-munal ownership are all urban Demo-crats, save one turncoat independent. Where would these lawmakers be living right now if the federal govern-ment had not sold off a few thousand acres of that federal public land over the past decades so those urban areas could grow, adding homes, schools, businesses, parks, roads? Now they want to close the door on those rural communities that would like to annex a few acres for homes and businesses, providing opportunities for their next generations.

When everybody owns something, nobody owns it, and it gets neglected.

This proposal should be deep-sixed, the sooner the better. — TM

state makes progress in challenging sage grouse rules

thomas mitchellcommeNtary

Nevada won a temporary reprieve from the Interior Department’s plans to enforce sweeping restrictions on land

use as a means of protecting greater sage grouse habitat, but failed to convince a federal judge to put those plans on hold entirely.

In a recent opinion, Nevada fed-eral Judge Miranda Du ruled Interior agencies erred in preparing environ-mental impact statements for 2.8 million acres of land primarily in Eureka and Humboldt counties and must prepare a supplemental statement, but she denied a request to issue an injunction that would have blocked the federal land agencies from implementing burden-some resource management plans.

The suit was brought by the state of Nevada, nine counties, several mining companies and a ranch.

Nevada Attorney General Adam Lax-alt, who filed the suit on behalf of the state, said of Du’s ruling, “The federal government’s greater sage-grouse land-use plan obstructs Nevada’s growth and development, and harms our ranchers, miners and recreation workers. The court’s decision demonstrates the im-portance of the state joining this lawsuit, which affords us the opportunity to rep-resent Nevada’s interests in court and at the negotiating table. We are encouraged by the fact that the court accepted our argument that the greater sage-grouse plan was fatally flawed in one of its central respects — namely, the court’s finding that the sagebrush focal areas violated that National Environmental Policy Act. We will continue to study the opinion and evaluate next steps.”

In denying the sweeping injunction, Du fell back on an old Catch-22 that has foiled other challenges to federal public land policies, saying there has been no “final agency action” and therefore the legal challenge is not ripe. The problem with that is the agencies never take final action, because they deem every deci-sion to be appealable and changeable at some point in the future even though their current enforcement is already hampering economic development.

In the past the order to rework the en-vironmental impact paperwork would have been a futile gesture because the final outcome under the Obama admin-istration would have ended in the same paperwork, but President Trump’s Inte-rior Secretary Ryan Zinke might make a difference. As a Montana congressman Zinke strongly opposed the Obama ad-ministration plan to protect the grouse without formally listing it under the Endangered Species Act.

At a 2015 hearing, he asked why “would Washington, the bureaucracy,

given there are no sage grouse here ... decide what is best for Montana or the western states, that have a deep, tradi-tional concern for wildlife management?”

Just a month ago, Zinke told a gath-ering of Western ranchers that the Interior Department “hasn’t been the best neighbor,” adding that they would probably like changes he is planning for those sage grouse protection plans.

“We’re going to manage our properties just like you [ranchers] would manage your private lands,” Zinke said, according to published reports. “Washington, D.C., needs to understand that we work for the people, not the other way around.”

Meanwhile, the Bureau of Land Man-agement and the Forest Service must rework their maps because they were severely flawed.

Judge Du noted, for example, that in Eureka County the agencies “incorrectly designated the town of Eureka, US Highway 50, State Route 278, County landfill, power lines, multiple subdivi-sions of homes, farms with alfalfa field and irrigations systems, and hay barns” as priority habitat management areas for grouse.

There is much at stake for Nevada and the other Western states facing land use restrictions for mining, grazing, oil and gas exploration, recreation and other beneficial uses.

In Humboldt, Judge Du noted that livestock grazing would be reduced by 25 percent. The county’s landfill also was labeled priority habitat.

The Interior’s sage grouse draft en-vironmental impact statement for just Nevada and five other states issued in December estimated that its proposed restrictions would reduce economic output in Nevada each year by $373.5 million, cost $11.3 million in lost state and local tax revenue and reduce em-ployment by 739 jobs every year for the next 20 years.

For the 20-year life of the land restric-tions, the six states would lose $16 bil-lion in economic output and 38,700 jobs, as well as $520 million in tax revenue.

52 pick up

It took years of listening to those close to me to learn the type of lettuce I bought was not the best. “No flavor,” Rots too fast,” and just plain “Yuck,” I was lov-ingly told. It was suggested I buy one of those packs of hearts of romaine lettuce to see the difference.

It tastes like, well it tastes like lettuce to me. I apparently don’t have a discern-ing enough palette to differentiate the delicate differences of lettuces. But to keep “peace in the valley” I now buy the packages of hearts of romaine lettuce. Big deal huh? Not really, but here, as per my usual, is the rest of this saga.

We zipped 242 miles to Reno for ap-pointments and on our way home we picked up a load of groceries. Shop, shop, shopping we went. I start in the back of grocery stores. I have learned that even though the produce is up front, I don’t have to get my produce first. If I start in the front, when I get done shopping I find the tomatoes have gotten run over by the canned corn, or kicked around by a grumpy box of rice. Anyway.

Just as a side... How lucky are we that we live in a time and in a country where we can buy a watermelon in December? Or corn on the cob in February? Lucky Louies is what we are. Munching on cel-ery let’s move along.

After picking over the melons and aforementioned tomatoes, the last thing on my list were the hearts of romaine let-tuce. To my surprise this store, that touts having everything anyone would ever need, was out of lettuce. All lettuce. Not a fresh leaf to be had. Well my other half chased down a produce guy, seriously chased him down clear into the back room. Why is it that the “back room” seems to be a place of mystery?

“No fresh lettuce today,” the guy re-ports. He did point out a few old, much handled packages of organic overly rust spotted lettuce. I passed on the over-priced “organic” has-beens. Deciding instead on stopping at a second store on the way out of town and picking up a few packages of the obnoxious lettuce.

At the second store my other half decided he had enough shopping so I zipped in alone to grab the lettuce—and there’s where it happened.

I’m standing at the array of lettuce. Ap-parently this store got all the lettuce deliv-

ery that day be-cause they had a mountain of let-tuce. Head, but-ter, green leaf, red leaf, arugula and the ever elu-sive packages of three stalks of hearts of ro-maine. Since I

was only going to get the lettuce I didn’t opt for a cart as I came in the door, poor choice as it turns out. I grabbed 3 pack-ages of the green stuff and as I turned to head for the front I remembered that this store is a club store and I would need my club card at the checkout.

I have, in the past, been caught at the checkout counter trying feverishly to find this stores’ card. I don’t frequently shop here so the card is not used enough to garner a top slot in my wallet. So I de-cided to find it first, while in the produce department out of the sight of a clerk that is coolly waiting for me to produce a card that will give me the “special” price offered, but only to those who are mem-bers of this store’s, free to join, club!

Holding three slick packages of lettuce I started the treasure hunt. Then it hap-pened. All the buyers’ club cards I have accumulated over the years slipped out of the buyers’ club card holder I carry them all in. They went skittering across the floor in the produce department. And there I am. My life in club cards laid there in a line from the avocados to the zucchini. Ah geeze. Of course I looked around to see if anyone was starring. Alone, whew!

Like picking up a deck of cards af-ter someone flicked them in playing 52 pick-up, I decided I have become a club card hoarder. Grocery stores, clothing stores, box stores, hotels, airlines, car rental, home improvement, restaurants. In stores, on line, by mail, “Use me,” they all seem to be screaming.

I bought the lettuce, with the card, saved ten cents, and left my dignity in the produce department.

I have to admit though it isn’t all bad to join a club. I once bought enough Diet Coke over six months to earn enough points to get a free cruise. Choose your clubs wisely.

So far, this winter is shaping up to be the mildest Lincoln County has seen in a long time; “seen” being the key word here. We expect to see things like snow, ice, and the occa-sional scowl one gets when they’re grateful to be back in their warm home, but real-ize they forgot to grab the one thing they needed at the store. With the exception of a cou-ple snow dustings, the county hasn’t seen any of the familiar signs it’s used to; instead, we’ve seen almost a week straight of above-average degree weather, shorts, t-shirts, and a few con-fused bees.

Snow fell Monday evening for a brief period in the northern part of the county in Pioche’s higher elevations. Panaca resi-dents saw a dreary day of rain Tuesday. Caliente residents said it was just plain cold. Next week looks to be in the fifties again.

Unfortunately, as a result of this mild winter, we won’t be seeing the annual Ice Hole In-vitational and recently added Frisbee Golf Tournament out at Eagle Valley Reservoir. Right now, the current thickness of the ice is between four to six inches. Reported average of thickness this time of year is 9 to 10 inches). Ben Johnson, Spring Valley State Park super-visor, said, “The conditions at the lake have forced us to cancel this year’s event unfortunately. It is still safe to go ice fishing, however it’s just not ideal for ice golf at this time.”

Last year, the reservoir had 11 inches of ice for fishermen and golfers.

Johnson also noted that, if the conditions improve, he will consider hosting the event later this winter.

New visitors center to open next weekBy Dave Maxwell

Pahranagat National Wildlife Refuge, under the U.S. Depart-ment of Fish and Wildlife, is having a Grand Opening cer-emony and dedication of the new visitors center Jan. 24 at the Refuge beginning at 10 a.m.

At 11 a.m. will be the premier of a new film “Pahranagat Na-tional Wildlife Refuge,” and at Noon, live birds of prey will be presented by Martin Tyner of the Southwest Wildlife Foun-dation in Scottsdale, Ariz.

Other events from 10:30 a.m. to 2 p.m. include chuckwagon stew, crafts for kids, solar viewing with the Las Vegas Astronomical So-

ciety, a photo booth at the historic petroglyph cabin and water color painting by artist/photographer Sharon Schafer.

Acting Refuge manager Amy LaVoie said the new center was made possible with a SNPLMA grant, funds generated from the sale of public lands. “The purpose of the new center,” she said is “to provide an opportu-nity to interpret the Refuge and the valley and get people ex-cited about visiting other places on the Refuge.”

The visitors center is about 5,000 square feet, including the Refuge administrative head-quarters offices that will move into the new facility. “There

are also exhibits along a short trail,” LaVoie said.

“Inside the center,” she ex-plained, “is information about the refuge, different educa-tional exhibits inside and out-side, a theatre to show the new 8-minute refuge film, and meet-ing space.”

LaVoie said “We are excited to show off new technology that displays the great things to do at the Refuge and then get people interested in coming back for another visit, to walk on a trail, or view some wildlife. We’re hoping it will bring people off the highway and from the local community who will want to spend a day or two in Lincoln

County.”Also attending are expected

to be Polly Wheeler, Chief of Refuges in the Pacific North-west from the Sacramento, Calif. office, and some of her staff, as well as former County Commission chairman Ed Hig-bee, and representatives from NUWUVI, six Southern Paiute tribes in the southwest. “There are a lot of Paiute themes in the visitor’s center and the trail area,” LaVoie said. “They have been helping us a lot.”

After the grand opening, the visitors center will be open at no charge Thursday through Mon-day 9 a.m. to 4:30 p.m., closed Tuesday and Wednesday.

Every January, states across the country reach out to their communities by educating and raising awareness about ra-don exposure and health risks caused by prolonged exposure to it. January is National Ra-don Action Month, and Lin-coln County Commissioners approved a Proclamation last meeting. Initiative programs and resources are commonly in-troduced to counties around the state this time of year, however this year, raising awareness about exposure to radon gas isn’t just a concern; it’s a priority.

Radon is a radioactive, color-less, odorless and tasteless gas that comes from the ground. It accumulates in homes and is the leading cause of lung cancer

in nonsmokers. The U.S. Envi-ronmental Protection Agency (EPA) estimates 21,000 Ameri-cans die each year from radon-caused lung cancer, killing more people than secondhand smoke, drunk driving, falls in the home, drowning or house fires. Ac-cording to EPA estimates, one in every 15 homes nationwide have a high radon level at or above the recommended ra-don action level of 4 picoCuries (pCi/L) per liter of air. Living in a home with an average radon level of 4 pCi/L of air poses as much danger of developing lung cancer as smoking half a pack of cigarettes a day.

Out of the homes that have completed tests, Lincoln County has the second highest average

Late rally results in win for PanthersBy Dave Maxwell

An exciting three-run rally in the top of the seventh inning led Pahranagat Valley to an 8-7 victory over Virgin Val-ley in a consolation game at the Cowboy Classic in Las Vegas April 12 during spring break. Tabor Maxwell scored the go-ahead run on a sacrifice by Preston Higbee. Christian Higbee then set the Bulldogs down in order to end the game.

Garrett Higbee went 2-for-4 with a double and two RBIs to lead PVHS and Maxwell went 2-for-4 with two runs.

Dallan Tanner went 2-for-4 with a run and an RBI for Virgin Valley (10-9). Pahranagat had just beaten the Bulldogs 11-1 in Alamo just the Friday before.

Virgin Valley took the early lead with three runs in the first inning and three more in the fourth on a two-run double by Jayden Perkins and a single by Jo-shua Abbott for a 6-0 lead.

But the Panthers came up with five runs in the fifth inning when they began to hit relief pitcher Cade Anderson. Gar-rett Higbee delivered a two-run double, Preston Higbee was hit by a pitch and Brodey Maxwell had a single to score Reece Thornton, then Stockton Maxwell and P. Higbee scored on an infield error.

C. Higbee got the win. He pitched seven innings, allowing seven runs, ten hits, eight strikeouts, and no walks.

The Bulldogs used three pitchers. Dil-lon Fugua started, went three innings, no runs, two hits. He gave way to An-derson who was touched for three runs on two hits. Then Nathan Cannon came on in the sixth inning and gave up five runs on five hits.

On Monday this week, Pahranagat Val-ley senior pitcher Tabor Maxwell struck out 14 of the 24 batters he faced leading the Panthers to a 16-2 win at Western High in

Las Vegas. He gave up only three hits and one walk. He and Asher Haworth were both 2-for-3 at the plate.

PVHS scored four runs in the first in-ning on an error and a single by Carter Robinson. Maxwell’s sacrifice fly helped score another.

The Panthers got another four runs in the third inning, and added five more in the sixth inning on three walks, a single and two errors by Western. Ike Taylor scored four runs for Pahranagat. Taylor leads the team in batting with a .476 av-erage, 20-of-42, including 18 singles.

Dave MaxwellIke Taylor at bat for Pahranagat Valley. He leads the team with a .476 average and has also drawn the most walks with 25. PVHS plays at Beaver Dam today and at Lincoln County on Tuesday.

The Lincoln County High School softball team played a doubleheader on Tuesday against Agassi. The Lady Lynx won both games with ease.

Agassi is a young team, and Coach Danny Lloyd said “they will get a lot bet-ter later on.” But as for right now, they were no match for Lincoln.

Lloyd added, “The whole team was getting solid hits.” Freshmen Sadie Soderborg started the first game and pitched well, only giving up one run.

“Our pitching and our offense were clicking, but we were flat footed on de-fense,” Lloyd said. Luckily for the Lady Lynx the other team didn’t hit a lot.

Lincoln kept up the hitting parade in the next game too. Multiple players hit for extra bases and drove in a lot of runs. Senior Hannah Lytle pitched a shutout. She was sending batters back to the dug-out left and right.

Lincoln’s pitching has been key all year. Shutouts are becoming normal for the girls, as the team looks to carry its winning streak into the weekend against Cavalry and Lake Mead. Lincoln is 9-7 overall and 3-1 in the Class 2A Southern League. Calvary (3-5, 2-5) games are in Las Vegas today starting at 1 p.m. The team is home tomorrow to take on first place Lake Mead (7-3, 5-0) starting at noon.

The Lincoln County High School baseball team played a non-league game against White Pine on Tuesday. Lincoln won, and had fun with it.

Senior Kevin Mathews started and ended the game and had a strong out-ing. Before the season, Mathews said ‘’I don’t focus on the stats, I just go out and play my game.’’ He was definitely feeling it on Tuesday.

Things were clicking offensively for the Lynx, as the team cranked in fif-teen runs in the game. Coach Raymond Wadsworth said, “The team as a whole swung the bat very well.’’

Lincoln is 10-2 overall and a perfect 6-0 in league play, right behind first place Laughlin (12-3, 7-0) in the Class 2A Southern League. Lincoln heads down to Calvary (5-9, 2-5) today for a double-header starting at 1 p.m. The team is home tomorrow to take on Lake Mead (7-5, 3-1) starting at noon.

“Brittany competes well under pressure and is the kid who ap-proaches the game with a calm con-fidence about her,” Leedy stated. “In the outfield, she combines her vast

“When the ball comes her way, I am truly confident in her ability that the play will be made. I really look forward to her presence in my lineup and on the field of play.”

lady Panthers exit break with big winBy Dave Maxwell

Pahranagat Valley softball did not have any games during spring break, but they did have one on Monday this week at Western in Las Vegas.

Madison Harris gave the Warriors fits in going 4-for-5 with two doubles and a home run to lead the Panthers past Western 17-9. The girls hammered out 17 hits. Western committed 11 errors.

Kaitlyn Davis had started for PVHS. She gave up nine runs on six hits, struck out three and walked three. Ashlyn Wadsworth pitched four innings of re-lief.

Harris doubled in the first inning for Pahranagat, homered in the second, doubled again in the third and had a sin-gle in the seventh.

Kyla Shumway also had a good day at the plate, going 3-for-6 with five RBIs.

Pahranagat took a 3-0 lead in the first inning. Harris’ double scored her sister Morgan Harris who had drawn a walk. Shumway hit a sacrifice fly to center field to score Madison and Kaitlyn Da-vis singled Shumway home. Harris had a two-run inside-the-park homer in the second inning.

In the third, Pahranagat scored five runs and six more in the top of the sev-enth aided by a three run inside-the-park home run by Morgan Harris.

Western (3-7) got six runs in the third inning to draw within 12-9. It was driven by a single by Ashley Rodriguez, an error, a two run double from Jennessa Dunton and a passed ball.

Pahranagat (13-3) begins league play today at Beaver Dam (0-10, 0-4), have a non-league game next Tuesday play at

Lincoln County, followed by weekend games. Friday at Sandy Valley (0-9, 0-5) and Saturday hosting Tonopah (11-5, 5-3) in Alamo.

The expected challenge will be with Round Mountain (12-5-1, 6-1) when the teams play in Round Mountain May 4.

The league season will conclude May 5 as the girls host Indian Springs. The 1A Southern League playoffs will be May 12-13 at Indian Springs and the state tournament May 18-20 in Las Vegas.

PVHS has not done well against the

powerful Lincoln Lynx in the past five years, losing the last nine meetings. Pahranagat’s last win was 9-3 in 2012. Interestingly, that was the same year Lincoln was runner-up to Yerington for the 2A state title.

Sophomore Morgan Harris is the bat-ting leader for the Lady Panthers with 25 hits 46 times at bat (.543 avg). She also leads the team in home runs with five. Her sister Madison is batting .429 (18-of-42) and has nine doubles on the season.

Dave MaxwellMorgan Harris behind the plate for the Lady Panthers. She leads Pahrana-gat with a .543 batting average and also leads the team with five home runs. Pahranagat begins league play at Beaver Dam today.

PUBLIC HEARING FOR PROPOSED BUDGET AND TAX RATES

DATE: MAY 1, 2017 TIME: 10:00 AM PLACE: LINCOLN COUNTY COURTHOUSE

COMMISSION CHAMBERS The amount of revenue that a political subdivision is allowed to generate by taxes Ad valorem except for debt service is limited by NRS 354.59811 as follows: Generally, Tax bills are calculated by taking the assessed value of your property and multiplying it by the tax rate for your district. However, NRS 361.4722 provides that tax liability in excess of 8% over the prior year will be abated for all property other than residential property. NRS 361.4723 and NRS 361.4724 provide that tax liability in excess of 3% over the prior year will be abated for residential property and for qualifying residential rental property. New property receives no abatement in the first year of existence. The tax rates published here will be used to calculate your tax liability; however, your tax bill will reflect all applicable abatements. The tax bill may also include a special assessment to cover the underground water basin management costs, television special assessment, and solid waste assessment. The combined tax rate for taxes ad valorem is calculated as follows:

a. Operating rate (limited by NRS 354.59811) for each taxing entity. b. Debt rate for each taxing entity, which is a rate sufficient to

generate revenues to pay principal and interest on the outstanding tax supported debt.

c. Combined school rate which includes a legislatively approved operating rate for all schools in the state and the debt rate for each individual school district.

d. State rate which is a legislatively approved rate which is used to support special major statewide projects such as, dams or state parks.

Further information regarding the assessed value of property or of tax rates may be obtained from the County Assessor, Mark Holt 775-962-8075, or the Ex-officio Tax Receiver, Shawn Frehner 775-962-8074, located at the Lincoln County Courthouse, 181 Main Street, Pioche, Nevada.

alamo sewer & water NewsBy Sarah Judd

Alamo Sewer and Water Board met April 4 and opened in response to a pub-lic comment from Jared Judd about the Alamo Children’s Park Splash Pad ad-dition saying they don’t need to sign off on the construction plans because the system will be a closed system involving at least a 400 gallon reservoir tank with a pump and chlorination. They still would love to see the plans but there is no ap-proval needed on their part.

The subcommittee went down to Coy-ote Springs to meet up with Tim Perkins and another associate to look over the 500-gallon water tank being donated to the Alamo airport. The name of the company it was bought through was contacted and they sent a proposal over of how much to move the tank to Alamo airport coming to about $197,000 to dis-assemble, put on a truck and reassemble. The subcommittee estimated that there are approximately 100 bolts per panel on the tank and are waiting on a price for replacing the gaskets and bolts. Wade Poulsen was present at the meeting and voiced that after talking with Varlin Hig-bee, a Lincoln County Commissioner, the Lincoln County Water Board would be willing to loan money to move the water tank at a low interest rate. The sugges-tion was made that the tank at the airport could create a redundancy system and provide an opportunity to expand lines. Coyote Springs wants to store fuel at the airport and that’s why fire suppression is needed, which is included with the tank.

Senate Bills 270, 271 and 272 are go-ing through concerning domestic wells. Currently, every property owner can draw two acre feet of water, but the Sen-ate bills would like to reduce that num-ber to half an acre foot or put a meter on

the well. Wells prior to July 2017 would be grandfathered in as two acre-feet. This would reduce water rights.

The number four well on the ball fields needs to be fixed to reduce stress on the pump. The subcommittee reviewing the different policies in place for Alamo Sewer and Water is still taking place and the suggestion was made to pick a policy and review it at the meetings each month for a refresher to the board and those present. It also says in the policies that if a line extension is needed, the customer has to pay for the line.

The budget was discussed and items needing to be added to the capital im-provements section. The Pahranagat Valley Elementary School’s and the soft-ball fields drinking fountains are on well number four so they will both be notified when a shut off is coming due to projects. There is a broken pump between the sewer ponds that needs to be fixed. They will look into bids to fix it. It was also discussed that the sewer side of the bud-get isn’t making money. Alamo Sewer is charging a flat fee that isn’t enough.

In the employee report, a letter to the clinic was sent in regards to getting a backflow prevention installed. Also, Jim Poulsen said we can bump up the pump usage and not use the industrial well until a T2 certification is reached by Trevor Laird. Laird passed his T1 recently. There are classes being of-fered online through a water college in Sacramento. T2 classes are $300 and wastewater classes are $129. Laird also received the Waste Water Operator of the Year Award. Information was also brought up about a possible scholarship for attending the conference in Reno so applying in the future will be consid-ered.

The next board meeting will be May 2.

The Alamo Town Board met April 12 and discussed a few brief items. There was vandalism reported at the Alamo Children’s Park bathrooms. They were opened for a week and then vandalized and then more recently, it happened again. The sher-iff’s department was called. All of the paper towels were taken and stuffed down the toilets and garbage was all over the floors. A suggestion of putting cameras up on the exterior outside the bathrooms was made to help out. Also, someone broke into the softball concession stand. The police were called and they took finger-prints at the scene.

The next meeting in May is to be determined.

funding available for urban and community forestry grant programLCR

The Nevada Division of Forestry is now accepting applications for the 2017-18 Urban and Community Forestry grant program. The program provides fund-ing to local governments, educational institutions, Native American tribal governments and non-profit groups for urban forestry projects.

This program is being offered to en-courage Nevada cities, towns and coun-ties to create urban forestry programs based on a vision that recognizes the value of trees within a community. Trees provide rich habitat, clean our air, give us respite, reduce energy consumption and reduce storm water impacts within our communities. They provide Nevada citizens livable neighborhoods and so-cial benefits by providing places for peo-ple to recreate and gather.

Proposed programs that foster part-nerships reflecting the ongoing effort to provide healthy, safe and livable neighborhoods are highly encouraged. This grant program is part of Nevada’s ongoing initiative to provide funding for urban tree inventory and analysis, management planning, urban forestry awareness, education and outreach projects, and new urban tree plantings.
