Small changes can add up to a big difference, so we’ve made a few small changes to our program guides, which all add up to big difference to the environment.

Fewer trees: we’re saving trees by reducing the number of pages in our guides and using recycled paper from sustainable forests.

Easier to recycle: gloss paper is harder to recycle, so we’ve switched from a gloss to a matte

cover to make our guides better for recycling.

Less energy: our guides are now cold-set printed, which means the ink dries naturally instead of under energy intensive heaters.

Less chemicals: by using eco-friendly soy ink, fewer chemicals are needed to print our program guides.

Meet Your Park Board of Commissioners

Meet the Director Arnie BiondoCarol Stream Park District Executive Director Arnie Biondo, is dedicated to delivering high quality parks and recreation programs to the community. Send Arnie questions for his monthly column posted on the park district website “Ask Arnie” at [email protected].

The Carol Stream Park District Board of Commissioners consists of seven individuals who are elected by the community to represent the community’s best interests. The charge of the Board is to set policies that will guide the Park District. Board members serve a four-year term and receive no compensation for the time they give. They come from a variety of backgrounds but share one important trait; a commitment to serving the park and recreational needs of the community.

Board Meetings Regularly scheduled meetings of the Board are held on the second and/or the fourth Monday of each month according to a schedule adopted by the Board yearly. Please check our website for our current meeting schedule. Regular Business Meetings open at 7:00 pm.

New Recreation Center, ParksImprovements ProposedA new recreation center with an indoor pool, all with zero tax rate increase, could begin construction in 2010 if approved by voters.

A resident steering committee met with the park district board in October to recommend funding proposed projects, which include a recreation center, improved trail and park lighting, with a February 2010 referendum that would not increase the tax rate.

The Citizens Steering Committee started work in May 2009 to form and refine their recommendation based on resident focus groups, personal interviews and a community-wide survey.

The indoor recreation center would include an indoor walking track, fitness equipment and class space, multi-court gymnasium, and an indoor playground/area. An indoor pool for lessons and therapeutic use would also be part of the center. The preferred location to build: Town Center at the intersection of Gary and Lies roads in Carol Stream.

Improvements to trails would connect and expand current walking and biking trails throughout the community. An off-leash dog park and a re-engineering of McCaslin Park sports fields would also be part of the plan.

The proposed plans would require voter approval at a referendum on Feb 2, 2010.

always been exceptional!

I am very excited about these improvements and future recreation center. I have always

thought the park district in Carol Stream was one of the best. Keep up the good work.

Very excited about the plans for a pool. We go to Bartlett every weekend for pool when Coral Cove is closed. A place for Kids Care

summer camp will be wonderful.

I love the idea of lighted paths. It’s perfect for those of us that work but still need to get

out after dark inthe fall and winter. The more paths the better!

I really would like an indoor pool. The indoor track would be great to for running

during the winter. Beats the treadmill!

Proposed projects for 2010 - 2013

Projects planned are:

• New recreation center to replace Aldrin Community Center

• Indoor pool

• Trail expansion & connection

• Lighting for key parks & trails

• Sports field improvements, including McCaslin Park development and lights on key fields

• Off-leash dog park

• A plan for long-term care and maintenance

These projects meet clearly statedresident needs

This proposal is part of the community needs assessment and planning process that started in May 2008. The needs identified in this process are also consistent with top-ranked needs from the 2004 community survey.

Zero Tax Rate Increase

Proposed improvements can be done with no tax rate increase. We can refinance existing bonds at today’s lower rates and issue new ones to fully fund the projects. This is the same method we used successfully for the 2000 referendum.

Voter Approval Required

This will require a referendum and voter approval. In October 2009 the Citizen Steering Committee recommended the board place it on the February 2, 2010 ballot. At the time of press no decision has been made.

Work Begins Immediately

If voters approve, work on the projects will begin right away in the year 2010!

People Training for Dogs This fun class will teach you how to recognize and control problems before they become unmanageable. Your dog will learn to heel, sit, down, stay, stand for a veterinary exam, and come when called. All dogs are required to be up to date on immunizations (Rabies, Parvo and Distemper) with a negative stool sample checked no more than two weeks prior to the first class and documented by your pet’s veterinarian. Tennis Lessons

Have fun learning the fundamental skills of playing tennis. These group lessons, run in conjunction with the Hanover Park Centre Court Athletic Club, are a great way for beginners and intermediate level players to develop and enhance their abilities.

Registration InformationSigning up for a trip is simple! Complete both sides of this form for the entire season. Then return it to the Simkus Recreation Center at 849 W. Lies Road, or fax it to (630) 289-1972, or register online at www.csparks.org. Include the correct Resident or Non-Resident payments and don’t forget to indicate your pick-up Location and Meal Selection (when necessary) for each trip. An individually signed waiver must accompany all program registrations.

We cannot accept registrations over the phone. Please make sure we receive your registration form and payment by the indicated deadline otherwise your spot will not be guaranteed. Space is often limited, so complete your registration early!

Cancellations and WaitlistAll programs have a set minimum and maximum. If the minimum is not met, then the program may be cancelled, so please complete your registration early! If the maximum is exceeded, a waitlist will be started and we will do our best to make accommodations.

Trip Refunds We understand that trip cancellations sometimes cannot be avoided. Often times, trips require early reservations or advanced ticket purchases. Cancellations will be accepted prior to the due date. After that, refunds will be given if you find a replacement or a participant on the waitlist takes your spot.

Winter SportsIce skating is permitted in Armstrong and Tedrahn parks, only when a green flag is flying and is entirely at the skater’s own risk. Armstong Park and Weeks Park West have sled hills open to the public. Ice fishing in any park district lake is strictly prohibited.

Volunteers/Part Time StaffWe are looking for caring people with a desire to give a little. Volunteers are needed to assist in a variety of programs from sports to crafts to special events. How to set up your new Live Online Registration account:1. Visit csparks.org and click on the “Live Online Registration” link.2. Click on the “My Account” tab3. Click the “Create New Account” button4. Receive your login information via email within 48 hours5. Register for Winter 2010 programs!

What You Need Prior to Using Live Online Registration: 1. Current account information. Be sure

to create your Online Registration account in advance.

2. An individual Barcode and account PIN number. 3. A valid credit card.

PaymentFull payment for most programs is due at the time of registration. Payment may be made by cash, check or credit card (Visa/MC/AMEX/DISC). Make checks payable to the Carol Stream Park District; There is a $20 fee for returned checks.

Program CapacityAll programs have minimum and maximum enrollments. If the minimum enrollment is not met one week prior to the program date, the Park District may have to cancel, postpone or consolidate the program with another. If the program is cancelled, full credits will be issued.

Waiting ListsOnce the maximum enrollment is met for a class, a waiting list will be formed. We will create additional classes when feasible and you will be contacted. Credits will be processed after the first scheduled class.

InsuranceThe Park District does not carry medical or accident insurance for program participants or park patrons. Please review your personal health insurance plan to be certain that you and your family have proper coverage.

Financial AssistanceWe offer financial assistance/scholarships for qualified Carol Stream Park District residents. Confidential applications are available at the Simkus Recreation Center.

Satisfaction Guaranteed!Our goal is your satisfaction! If you are not completely satisfied with any Carol Stream Park District program, class or event, please tell us! We will work to earn your satisfaction. If you are still not completely satisfied, we will transfer your registration to another program or session, or issue you a refund. That’s our guarantee!

REGISTRATION/BROCHURE WAIVER & RELEASE IMPORTANT INFORMATIONThe Carol Stream Park District is committed to conducting its recreation programs and activities in a safe manner and holds the safety of participants in high regard. The Carol Stream Park District continually strives to reduce such risks and insists that all participants follow safety rules and instructions that are designed to protect the participants’ safety. However, participants and parents/guardians of minors registering for the above listed programs/activities must recognize that there is an inherent risk of injury when choosing to participate in recreational activities/programs. You are solely responsible for determining if you or your minor child/ward are physically fit and/or skilled for the activities contemplated by this agreement. It is always advisable, especially if the participant is pregnant, disabled in any way or recently suffered an illness, injury or impairment, to consult a physician before undertaking any physical activity.

WARNING OF RISKRecreational activities are intended to challenge and engage the physical, mental and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers and injuries due to inclement weather, slip and falls, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating, and all other circumstances inherent to indoor and outdoor recreational activities exist. In this regard, it must be recognized that it is impossible for the Carol Stream Park District to guarantee absolute safety.

WAIVER AND RELEASE OF ALL CLAIMS AND ASSUMPTION OF RISKPlease read this form carefully and be aware that in signing up and participating in the programs listed above, you will be expressly assuming the risk and legal liability and waiving and releasing all claims for injuries, damages or loss which you or your minor child/ward might sustain as a result of participating in any and all activities connected with and associated with these programs (including transportation services and vehicle operations, when provided). I recognize and acknowledge that there are certain risks of physical injury to participants in these programs, and I voluntarily agree to assume the full risk of any and all injuries, damages or loss, regardless of severity, that my minor child/ward or I may sustain as a result of said participation.
