    Carmona Water District is a non-profit and agovernment-owned and controlled corporationwhich was established to provide waterservices under Level III System to all cities andmunicipalities outside Metro Manila with morethan 20,000 population.

    Municipal Resolution No. 077-96 datedOctober 14, 1996 gave way to the birth ofCarmona Water District (CWD). Under thisresolution, CWD shall have exclusive power toraise revenues and promulgate rules andregulations to run and manage the water utilitypursuant to the provisions of Section 27, Title IIof Presidential Decree 198 known as theProvincial Water Utilities Act of 1973.

    Later on, the Sangguniang Bayan ofCarmona amended this resolution on January20, 1997 under Municipal Resolution No. 002-97 creating CWD and designating its Board ofDirectors. CWD was still a non-self-supportingutility at that time, so the Local Government ofCarmona provided a monthly subsidy ofPhp15,000.00 for a period of one (1) year. Itwas to help the district implement an improvedstaffing pattern and operational format.

    On April 27, 1997, the Local WaterUtilities and Administration (LWUA)–an agency

    created to assist provincial urban water-usersthrough loans, training and other forms ofassistance, awarded a Certificate ofConditional Conformance Number 561 toCWD. This marked the inception of CWD withits first General Manager Engr. Teddy Medina.He had served the district for two (2) years andwas succeeded by Mr. Edison L. Sarmiento,Jr., who served from the year 2000 untilOctober 2015.

    Consequently, starting November 2015,Engr. Aniline B. Francia assumed the position.From thereon, Engr. Francia has been bringingpositive changes to the District.

    With CWD growing rapidly, deliveringsufficient, clean, and economical water to itsincreasing number of concessionaires hasbeen a challenge. But through the hard work ofits employees and good leadership, CWD hassurpassed these challenges. Back in August2006, CWD was categorized by LWUA fromSmall Category to Big Category, havingreached a remarkable 5,000 serviceconnections that year. This had been a big leapfor the district.

    In 2012, CWD was successfullyrecategorized by LWUA from Category “C” intoCategory “B” Water District having reached amore than 13,000 concessionaires. This wasratified by the Department of Budget andManagement (DBM) in February 2018.

    After twenty (21) years in public utilityservice to the town of Carmona, CWD hasgreatly improved from just starting with a singlewell. Now, the district has sixteen (16) PumpingStations located within the fourteen (14)Barangays being served.

    Through the years, Carmona WaterDistrict has continuously met its objective ofsupplying clean, sufficient and economicalwater to all the constituents of Carmona.

    We give focus on the services we deliver, and aim to maintain opencommunications with our concessionaires and to respond actively and properly tocustomer feedback.

    We aim to continually improve the quality of water we supply to ourconcessionaires through the acquisition of most appropriate technology.

    The agency shall maintain and continuously improve quality objectives andrelevant functions and effectiveness of the quality management systems inaccordance with ISO 9001:2015 requirements.

    “Libreng Gupit Handog ng CWD”

    In celebration of National Women’s’ Month, Carmona Water Districtsuccessfully held its activity entitled: “Libreng Gupit Handog ng CWD” last March15, 2019 at the CWD Parking Grounds from 8:00am to 5:00pm. The event is part ofthe CWD’s Gender and Development (GAD) Project for FY 2019.

    This activity was initially aimed to give a simple token of appreciation to allfemale concessionaires who will pay their water bills at the CWD Office. However,to promote gender equality, male concessionaires were also qualified.

    Continuation….

    Three (3) skilled hairdressers from Carmona werehired for a day, namely:

    - Ms. Danica Zobel Ayala of Danica’s Salon,- Ms. Eva Arcena of Danica’s Salon, and- Mr. Jeruzalem Go of Denic’s Barber Shop

    These 3 hairdressers were representing differentgenders - Male, Female, and Gay. CWD intended this tomanifest that all genders are equal in terms of employmentopportunities and capabilities.

    At the end of the day, a total of seventy (70) personsavailed of the free haircut promo. In addition, 19 luckyconcessionaires won free Women’s Month Purple T-shirtschosen thru raffle.

    GAD Activity“Construction of Elevated Water Tank”

    To address the need to provide continuous supply ofquality and potable water to Carmona Poblacion Area,construction of an elevated tank was planned. As ofDecember 2019, construction of the water tank in CWD’sCarmona Elementary School (CES) Pumping Station is stillongoing. The project was slightly delayed due to adjacentclassroom construction. The elevated water tank has acapacity of ______gallons which will store and boost thewater supply within Carmona Town Proper. Concessionairesare expected to have continuous water supply even duringpeak hours.

    GAD Activity

    “CWD Water Refilling Station”

    With the aim to provide free andpotable water for official events andactivities within the Municipality ofCarmona, CWD established its ownWater Refilling Station.

    The Engineering Divisionspearheaded the procurement andinstallation of water filtration andbottling system which was fullyoperational last June 2019.

    Products offered were 5 gallon-water (with new container or refill), 500ml and 350 ml bottled water. Purifiedwater products are intended to begiven during official events/activities inCarmona (e.g. Brigada Eskwela,DAHLIA,etc.) and also offered for saleat lower cost.

  • “Reconstitution of CWD GADFPS”Realizing the importance of active GAD Focal Point System (GFPS) for the

    efficient and effective implementation of the agency’s GAD Plans and Programs, theBoard of Directors thru Board Resolution No. 006-2019 dated February 8, 2019appointed the new officers of the CWD GADFPS.

  • “GAD Planning and Budgeting Seminar”On November 19-21, 2019, two (2) GADFPS

    members attended the LWUA GAD Planning andBudgeting Seminar held at BSA Twin Towers,Ortigas, Mandaluyong City. Attendees were Ms.Rachelle M. Ramos -TWG Chairperson and Ms.Arlene Mejia – Industrial Relations ManagementAide.

    The 3-day seminar and workshop educatedthe participants who are all from Local WaterDistricts about the basics of GAD. ResourceSpeaker was Ms. Hilda Veronica Tidalgo who is anactive member of International Labor Organization(ILO) and United Nations Gender Movement.

    Key topics discussed were:- Gender Concepts- PCW State of the Filipino Women Report- Convention on the Elimination of all forms of

    Discrimination Against Women (CEDAW)- Magna Carta of Women- Sustainable Development Goals- Gender Mainstreaming in WASH- PCW, NEDA and DBM Joint Memo Circular

    On March 27, 2019, all female employeesembarked on a relaxing whole body massage andsumptuous dinner. Indeed, simple ways to delightthe hardworking women.

  • “Financial Stewardship Seminar”“It’s not what you read but what you remember that makes you smart.It’s not what you eat but what you digest that makes you strong.It’s not how much you EARN but how much you SAVE that makes you RICH.It’s not what you speak but what you do that makes you a CHRISTian.”

    A notable quote from Rev. John Chloe Cruz who gave an inspiring andheart-felt talk to CWD employees during the Financial Stewardship Seminar heldlast August 16, 2019 at 3rd Floor CWD Office. attended by all CWD personnel. Thisevent aims to educate the attendees on how to manage finances both practicallyand spiritually.

    The Resource Speaker, Rev. Cruz first tackled on Spiritual Health whichuplifted the employees’ spiritual viewpoint. It was followed by Financial Health inwhich he explained the step-by-step formula to financial prosperity and enumeratedvarious ways to reduce unnecessary expenses.

    Indeed, “WATER IS LIFE” and with this, Rev. Cruz encouraged CWDemployees to take pride in their jobs and perform it to the best as they can.

  • “VAWC Film-showing & Distribution of VAW T-shirts”In observance of the 18-day Campaign to End Violence Against Women

    (VAW), CWD distributed orange VAW T-shirts (prescribed by PCW) to allemployees and posted the anti-VAW campaign banner last November 25, 2019 atCWD Office and facebook page.

    On November 29, 2019, filmshowing of short VAWC related films available atPCW website was conduced among all employees. Eight (8) relevant short filmswere streamed in which the participants gained deeper awareness on differentforms of violence on women and children.

    The event ended with an Oath of Commitment wherein the participantspledged their contributions for a #VAWFreePH.

  • “Renovation of CWD Admin Building”Last January 2019, CWD

    Admin/Finance Division’s office wassuccessfully renovated. The wall dividingthe two sections was demolished creatinga combined and more spaciousworkspace.

    In light of the CWD’srecategorization from Category C intoCategory B Water District, the Admin/HRand Finance were merged into a singleDivision. With this, it was a good idea toremove the wall barrier between the twooffices.

    After the renovation, employees havea more comfortable and blissful workingenvironment. Conduct of weekly Division’sMeeting was then made possibleestablishing camaraderie and efficientwork delegation.

  • “Purchase of Sports Equipment & Supplies”To promote healthy lifestyle among CWD

    employees, CWD purchased various sports equipmentand supplies last May 2019. CWD “Mini Gym” wasthen established at 3rd Floor CWD Office.

    Equipment and supplies procured were:- 1 unit Thread Mill- 1 unit Stationary Bike- 1 set Table Tennis- 3 units Twister with Handle- 3 units Core Twister- 4 sets Dumbells 10kgs- 20 pcs. Vinyl Dumbells 5lbs- 15 pcs. Yoga Mats

    All of these are being used by all CWDemployees during break time or after office hours.Amidst the very busy workloads, employees still havethe opportunity to exercise and get physically fit at theconvenience of CWD’s office.
