Let’s face it, change is difficult underthe best of circumstances. Change has beena fact of life on this earth since beforehumans set foot on the planet. Nevertheless,due to many factors, not the least of whichis the technological age in which we areliving, it does appear that as the 21st centurydawns change is accelerating at breathtakingspeed. Our spirituality can give us the toolsthat we need to adapt, and adapt well, to thechanges which are almost constantly beingpiled upon us.

When I was younger changing schoolswas such a difficult time in my life. I hatedhaving to make new friends and leaving oldfriends behind. I hated being the “new guy”in school and having to adjust to everything.However, I realize that sometimes we needto embrace change in order to improveourselves and learn something new.Adapting to new demands is an importantmechanism for both personal andorganizational survival. Individuals andgroups that do it well seem to be moresuccessful than those that resist and acceptthe inevitable slowly. But change is sodifficult and is almost always resisted.

Let us give our continued support toour incoming National President andofficers. Success of the organization comefrom building on what we have in commonrather than using our differences to createin-groups, outgroups and fear drivencompetition. I can say with conviction thatcooperation and constructive effort amongthe organization can and should prevailalways.

This may be one of the most clichéphrases that anyone has everheard or read, but definitely,ACTIONS speak louder than words.

If you are going to ask others toadhere to a certain level of conduct,you should expect to adhere to ityourself. You cannot tell a child not tosmoke while holding a cigarette inyour hand. If you want your officestaff to be in the office at 9pm, youshould be there before they arrive.People can follow what you saywithout actually following the intent.

When this happens the effectivenessof your organization is decreased. Ifthey don�t see you following your ownset of rules, they may follow them tothe letter, but don�t expect them to gothe extra mile and try to understandthe intent. Mahatma Gandhi said itwell- �We must become the changewe want to see.�

It was never easy to live with integrityin this cutthroat business climate- wehave all been trained to fight, to be gogetters and not care whose feet wewere stepping on. As long as we getwhat we want. This is a dog eat dogworld. One cannot be too nice or tookind. Some of you are thinking, it is sohard to live an integrated life based oncore values and still be on top of yourgame. In business, if you are exposedto bad leadership there is a strongchance you will in turn be a horribleleader, manager, etc. If you havestrong values, you don�t have to followtheir example of bad leadership. We

To end his term as national president,Edric Marco C. Florentino, fuap, wasasked to deliver a Valedictory Address.Froilan L. Hong, fuap, the COMELECChair during the 2007 UAP NationalElections presented the National Boardof Directors for the fiscal year 2007-2008.Hon. Eduardo R. Ermita, inducted theNational Board of Directors and gave aspeech on the theme �Action GearedTowards Professional Excellence�,highlighting the vital role of architectureand the architect in nation building.

The turn-over rites were composedof the transfer of Presidential Chain of

Office & Award of the Past President�sMedal led by Past National PresidentProsperidad C Luis, fuap,  the transferof gavel by Arch�t. Florentino, and theinaugural address by Medeliano T.Roldan, Jr., fuap, the incoming NationalPresident.

Hon. Leonor T. Rosera, theChairperson of the ProfessionalRegulation Commission graced the eventby giving an inspirational message.Presenting the officers and members ofthe UAP-College of Fellows� Jury ofFellows was Carmencita L. Rosales,fuap, from the COF COMELEC. Thecharging of officers of the COF was doneby Ma. Elena C. Cayanan, fuap, beingthe outgoing Chancellor of the COF.

Lastly, there was a presentation ofawards and recognitions handed over byoutgoing President Arch�t. Florentinoand Vice-President Arch�t. Mangalino-

For the second time in five years, theUnited Architects of the Philippines hasbeen named �Most OutstandingAccredited Professional Organization� forthe year 2007 by the ProfessionalRegulation Commission (PRC), the highestaward that could be conferred upon anaccredited professional organization by thePRC which is the central agency of thegovernment charged with the licensingand regulation of professionals and theprofessions as well as the APOs. The lasttime this same honor was accorded toUAP was 5 years earlier, in 2002. Hence,

(1) Leadership and initiative in participating inPRC activities and/or PRC sponsored programs/activities;

(2) Quality of performance of service ofnominees appointed to the Regulatory Boardsin terms of validity and reliability of test questionsprepared and asked in the licensureexaminations, participation in other regulatoryfunctions and in PRC programs, projects, andactivities;

(3) Quality and relevance of CPE programsadministered and implemented by theorganizations;

(4) Significant achievements as a corporatebody

(a) in attaining the objectives of theorganization,

(b) in the enhancement of the welfare ofits members in terms of placement and ofassistance in the practice of the profession,and

(c) in the enhancement of the stature/prestige of the profession;

(5) Effective discharge of the profession�s socialresponsibility through meaningful participationin socio-related activities;

(6) Relationship of the officers and members ofthe APO with officers and members of the other

It may be recalled that in 1994, thePRC started conferment of the �OutstandingAccredited Professional Organization of theYear� Award in recognition of theachievements, services and commitment tothe profession of the outstanding APO.

(9) Smooth turn-over of duties andresponsibilities of outgoing, to newly-electedand inducted officers of the organization,through peaceful and orderly elections, andinitiative and leadership in the integration of allprofessionals into one organization;

(10) Sponsorship of international conventions,conferences, workshops, symposia, and othersimilar gatherings of professionals;

(11) Regular publication of news bulletinand technical journals and submission of annualreports (financial and operations) to PRC andSEC, and

(12) Acquisition of own building andmaintenance of the financial solvency of theassociation.

With the highest rating of 93%, UAP bested other professionalorganizations based on the following criteria set by the Commission for

the 2007 Most Outstanding APO:

Quezon City Architects goes to Clark Field Pampangga

For the 4th consecutive year, UAP Manila Corinthian Chapteris againawarded as Model Chapter 2007 for District B2. Thecitation is beinggiven for the chapter�s outstandingparticipation in the Flagship Projectsof the UAP during FiscalYear 2006-2007 which were effectively pursuedby thenational leadership.

The award is accepted by the Chapter President Arch.Ana Carangan-Valencia from the Management Committeeheaded by Outgoing National President Arch. Dinky Florentinoduring the UAP Induction of New Set of Officers andRecognition Night held at Mandarin Hotel on June 30, 2007.

During the event, the chapter also received as specialCertificate of Appreciation from District B5 headed byOutgoing District Director Arch. Levy Espinas for the �funddrive� donated to the victims of Typhoon Reming at Bicol.

The momentous affair is the opening salvo for theincoming boardheaded by National President Arch. Boy Roldanand District B2 DirectorArch. Divine Vivandor to take theiroath and lay the programs and plan ofthe new administrationfor Fiscal Year 2007-2008.

Chapter for 2007 must remember that a manager and leader is entirely differentfrom one another. Managers are people who do things right,while leaders are people who do the right thing. The leadersare the ones who mark an influence in our lives.

How do we influence people?

The late cartoonist, Charles Schultz, suggested thefollowing exercise to help identify those people who havemade a difference in your life:

� List a few teachers who aided your journey through school;� Name three friends who have helped you through a difficult

time;� Name five people who have taught you something

worthwhile;� Think of a few people who have made you feel appreciated

and special;� Think of five people you enjoy spending time with

Most of you may have answered people who are not reallyhistorical figures or leaders, but have made an impact in a bigway. Again most of you, may have recalled your parents. Ourfathers and mothers did not undergo some training in order tobecome the great parents that they are. It boils down to onething- their desire to raise good children with a strong set ofvalues and integrity. Leadership is about setting the right example andmaking a difference in people�s lives. You do not have to dogreat things to make a difference. The small choices anddecisions we make one hundred times a day add up todetermining the kind of family, workplace and community welive in. Make it your daily mission to set theexample, to make a positive difference insomeone�s life every day.

Saint Paul said in 2Tim 4:7, and I quote, “Ihave competed well; I have finished therace, I have kept the faith”.

Indeed, I strongly suggest that thisadministration with all its officers andmembers from the national level down tothe chapter level have done what St Paulhad said.

I must confess that one of my great joysin life is to fly. Because, in flying, there isa great sense of sovereignty in soaringthrough the sky. You get differentperspectives on different levels ofhorizon and with that you get toappreciate more what is at hand.

Two years ago, we started our journeywith good governance and reform; Iarticulated a process of delegation ofauthorities because this is our mainthrust. We have jointly delegated thetasks to all our local chapter leaders inthe countryside and metropolis to workin the implementation of our plans andprograms.

To further emphasize the administration’sthrust we empowered our members, notonly members from Metro Manila butalso members from the provinces to workhand in hand with us in theimplementation of the plans andprograms. I am happy to say that morethan 100 members nation-wide took partin leading the implementation of ourprojects.

This time we flew high because we weremore empowered than before. We allbelieved that this administration hasplanned and implemented the projectsand programs well.

In preparing for my valedictory addresstonight, I thought about the flight ourorganization has taken for the past twoyears. Both years were indeed goodflights of opportunities that brought withit much responsibility for ourorganization.

During our journey, wecontinued to reinforceour Task Force R.A. 9266 throughmassive information disseminationcampaign through various avenues andmediums.

Recently I was charged with contemptfor the publication of an informativecampaign drive on RA 9266 but I amconfident that we shall win the battle.

Aside from the legal battle, we have alsoinitiated several projects with regards tothe implementation of our R.A. 9266,which include the publication of threeeditions of R.A. 9266, our coordinationwith local government units, schools anduniversities underscoring the need tohire, engage and employ the services ofan architect.

I extend my appreciation to our TaskForce Watchdog Chair Sonny Rosal,who filed civil cases in behalf of UAP,against personalities who engage in theillegal practice of architecture. UAP madea very strong statement to the public,most particularly to illegal practitionersthat our organization shall stand guardagainst any violators of our law.

Task Force on SPP, headed by PNPProsperidad Luis was tasked to review

I emphasized the importance of the 10-Year Long Range Plan which serves as“flight path” for achieving ourobjectives. The 10-Year Long Range Planis a reflection of the interest of thegeneral membership because we allcrafted this plan. As officers, we ensuredthe implementation of this10-Year LongRange Plan is for the greater interest ofthe general membership not of theinterest of any particular officer.

Since its full implementation in FY 2005,the UAP National Board of Directorstook cognizance of the fact that the UAPLong Range Plan addresses a range ofdiverse objectives intended to meet theneeds of the UAP community.

On this journey, I would like to state thatwe were able to comply with thestandards and priorities set by our LRPand I am pleased to state that for twoconsecutive years, the UAP Long RangePlan Committee reported that as per theirreview and evaluation, my 1st and 2ndadministration got a good rating on theimplementation of LRP priorities.Another recognition for UAP is that the

From there, some of you mightsay the rest is history. I was able tomeet the who�s who in the chapter,the district and the national echelons ofthis assemblage. And yes, moredesignations later on.
