The usually quiet township of Wedelahad, in recent weeks, been rocked byviolence in which homes have been da-maged and evictions have taken place.The Wedela Management Committee,as well as the administrator and chiefexecutive officer of Wedela have slam-med the evictions that resulted in cha-os. The situation escalated the previ-ous week when a group of chantingyouths forcefully evicted 11 familiesfrom their houses, giving occupants fi-ve minutes to vacate the premises befo-re throwing their furniture into thestreet.

A Khutsong man who had noother way out decided to shoota police officer on Sunday mor-ning at around 07:15.

The Khutsong SAPS werecalled to a house in the town-ship’s Rest in Peace Section,where there were complaintsabout Assault GBH (Assaultwith the intention to do Grie-vous Bodily Harm).

Two police officers respon-ded. Upon arrival at the ad-dress of the suspect, where theentire yard is filled with extrabuilt-on shacks, the man fledthrough one of the windows ofthe ‘unit’ he was living in.

The officers chased the sus-pect who tried tohide in an outsidetoilet. Walkingdown the smallpassage towardthe toilet, Consta-ble Erik Mohalewas attacked bythe man.

Mohale’s inten-tion was to arrestthe man, but hewas overpoweredand the aggressi-ve man ended upstrangling him.

Mohale’s part-ner, a female offi-cer, came to as-sist him, wherehe was still in astruggle with thesuspect in thepassage.

The female offi-cer took out herfirearm and in-structed the sus-

pect to stop, but he saw this asnothing more than an opportuni-ty.

“The suspect grabbed the offi-cer’s firearm from her and shotMohale through the chest,” saidCol. Melinda Prinsloo, StationCommander of the KhutsongSAPS. The suspect then fled onfoot. Mohale was seriously inju-red, and upon arrival of the ALS(Advanced Life Support) para-medic, Gerrit Bradnick of Gau-teng’s EMS in Carletonville, wasairlifted to Milpark Hospital.

“The emergency care Mohalereceived was excellent and soprofessional,” Prinsloo told.

What Prinsloo refers to as their‘excellent informer’s network’and through superb, hands-on

work by the Khutsong detecti-ves, the suspect was tracedand arrested the same eve-ning. He now faces charges,not only of the original AssaultGBH case that was openedagainst him, but also a case ofattempted murder.

The suspect was arrested byDetective Warrant Officer Tha-bo Mokhemisa and his team.He had not, by printing time,appeared in court yet.

A woman and her mother wererobbed at their home in Wel-verdiend at around 02:00 onSunday morning. “The wo-man and her mother share ahome but sleep in two diffe-rent bedrooms,” told Captain

Jabulani Kundethe, Spokes-person of the CarletonvilleSAPS. At around 02:00 onSunday morning, the womanwas awoken by footsteps sheoriginally thought were hermother’s. She then realisedthere was a man in her house.

A struggle ensued between

the complainant and suspectand the complainant slightlygot the over hand, scaring thesuspect off. By that time, ho-wever, the woman realisedthat the TV, laptop, camera,cell phone and various othergoods, amounting to R 31500, had already been stolen.

Traumatised staff members of theSpar Shopping Complex in Blyvoor ha-ve been left in fear of what each dayholds.

This is after a group of alleged illegalimmigrants robbed various people atthe complex on 20 April.

One of the petrol attendants at the fil-ling station noticed a man walkingaround with a long black coat on andseemingly carrying a firearm under thecoat. The attendant approached theman to ask whether something waswrong, but as he did this, more armedmen swooped in until approximatelynine armed men, believed to be illegalimmigrants from Lesotho, had takencharge of the complex.

The attendant was forced to thesmall office (where cash and oil etc iskept) by one of the armed men whostarted demanding money from him.He pointed to the cash register whichthe man emptied out. “Another mankicked the attendant demanding somemore money,” told Captain JabulaniKundethe, spokesperson of the Carle-tonville SAPS.

In the meantime, some of the othersuspects walked to the Express Cafèwhere they robbed the working cashierof some more money.

On the outside of the building, closeto the garage is a big Fidelity Guardssafe. The suspects interrogated theirvictims for a key to this safe too. “Wedo not keep the key for this safe on the

premises,” Mr Rick De Gouveia ex-plains. He is a co-owner of the complexwho was shot during a robbery at thesame complex a few years ago.

During the robbery, the Basothos al-so robbed the driver of a fuel truckwhich had come to deliver fuel to thefilling station. “The driver was alsopointed at with a firearm,” Kundethesays.

“These people are not using smallpistols, they are armed with pump-ac-tion shotguns,” said De Gouveia. He vi-sited the complex to work on a compu-ter system which operates between thefilling station, Midas and the liquor sto-re. At the time the robbery took placeDe Gouveia was inside the liquor storewhere he had been checking on thecomputers.

“Fortunately I did not see or was notaware of the robbery taking place, untilone shot was fired.”

De Gouveia attempted to step out-side the liquor store, but saw two peo-ple lying on the ground just in front ofMidas. “I immediately knew somethingwas wrong,” he says, “and I was veryreluctant to go out, so I waited until Iwas sure they had left. The men fled thescene with an undisclosed amount ofmoney.

“I feel like they ambushed us,” DeGouveia said. “There were men fromthis group all over.” De Gouveia wasfortunate to have been inside the liquorstore with the lights off, since this pre-vented the suspects from seeing him.

“Let’s kill them now,” is the agenda

one suspect, obviously keen to use hisfirearm, kept pushing whilst anotherjust kept saying, “Let’s go, let’s go,” to-ward the end. “What is being done?Why are these people in our country?Why are the police not deporting thesepeople?” are but a few questions raisedby victims and residents of Blyvoor af-ter this robbery.

By printing time, no arrests havebeen made with regards to this robbe-ry. group moving and blew on his whistle,but instead of the group shying away

because they knew that residents werenow aware of them, they reacted veryangrily to the elderlyman’swhistle-blo-wing by hacking him to death with pan-gas.“He was violently assaulted all over

his body, but his head was particularlybadly injured,” said Constable Elsie

Tshonte, spokesperson of the FochvilleSAPS.The community was outraged about

jor delays and difficulty at thestation. Officers can, forexample, no longer even logcase details on the systemwit-hout having to drive to Carle-tonville to do so. This is dueto no internet access, also gai-ned through Telkom.The CSC (Client Service

Centre) has no phone, prohi-biting the general public fromcalling the police station.“According to Telkom, a

back-actor damaged an essen-tial line/wire just behind thestation in the ditch here,” tells

a frustrated Station Comman-der, Col. Melinda Prinsloo.“We have been begging and

pleading to get this fixed as weoffer an important service andneed a land line desperately,” afrustrated Prinsloo tells. “Still,nothing has been done and westill cannot communicate pro-perly with the community andthey with us.”Prinsloo, for the well-being of

Inwoners van Fochville kla dat al meerrioollekke in dié dorp begin plaasvind.

Verskeie inwoners van Vyfdestraatkla dat riool die afgelope tyd gereeld uit‘n mangat in dié straat lek. Hoewel dieriool met tye ophou lek, het ‘n dik, stin-kende stroom van dié afval tot in ‘nstormwatersloot gestroom toe die He-

rald die straat op 10 April besoek het.Inwoners het ook onlangs gekla dat

riool uit mangate in Hawerstraat en indie veld waar Peperkorrel- en Populier-straat bymekaarkom, lek. Hulle het eg-ter aangedui dat die munisipaliteit aandié probleme aandag gegee het na hulledaarvan in kennis gestel is.

Van die inwoners het ook al gesê dathulle bang is dat al die lekkende riool

op die ou end in die Loopspruit sal be-land.

Dié spruit vloei deur die Piet Viljoen-park en vandaar na die Klipdriftdambuite Potchefstroom.

Tydens dié besoek het ‘n dik laaggroen slyk, wat baie soos die oorblyf-sels van riool lyk, op ‘n deel van die ri-vier wat deur Fochville vloei, gedryf.

Hoewel daar geen lekkende mangate

“They have lots of stories and we aresick of it!”

These were the words of some of theprotestors who blocked the road bet-ween Oberholzer and Welverdiend thisweek.

According to some of the protestors,they started blocking the road withrocks and burning tyres on Mondaymorning because they are angry overnot getting electricity that was allegedlypromised to them at their houses.

“I moved into my new house in Au-gust 2012. The municipality promisedthat by June last year everyone wouldhave electricity. This did not happen,”one of the protestors, a 31-year-old mo-ther who did not want to be named be-cause she feared victmisation, told theHerald.

According to the protestors, the may-oral council member designated withthe task of overseeing water, gas andelectricity matters, Mr Jomo Mogale, atfirst told them that the Department ofEnergy had given the municipality R25million to supply their houses withelectricity. Within a few weeks, he ho-wever returned and said that only R10million was available.

“When the mayor came to speak tous on Monday afternoon, she said that

the municipality has never received thepromised R10 million either,” says oneof the other protestors, Mr MatthewsMasenya.

According to the protestors, life wasnot easy without electricity, especiallywith winter around the corner.

“Four people have already died dueto problems with generators and gasstoves, we do not want our families tobe next,” one of the protestors told theHerald. She added that the paraffinand gas stoves that families have to use

when they do not have electricity, speci-fically pose a danger to children.

It is, however, not only the electricitysupply to houses that concerns the re-sidents.

“It is very unsafe here because thereare no street lights. Especially menwho leave early to go to work on the mi-nes are often attacked,” a protestor toldthe Herald. The residents also indica-ted that they are unhappy about otherservices not being rendered as well.One of the issues that upset them is the

fact that there are no refuse removal ta-king place at some houses. As a resultof this, many people dump their rub-bish in storm water canals.

Masenya also showed the Herald twoopen manholes over which residentshave allegedly complained for months.The area where these manholes are si-tuated, is at a place where people regu-lary cross the railway line. There are al-so no lights and if a person should acci-dentally step into one of the holes, theywould fall several metres before hittingconcrete and refuse at the bottom.

“We will not stop our protest untilthey put in electricity. We will also hin-der the IEC from erecting a voting stati-on if our problems are not attended to,”one of the protestors threatened.

As far as could be determined, Exe-cutive Mayor, Ms Maphefo Mogale-Let-sie, was due to again speak to the pro-testors late Tuesday afternoon.

At the time of the newspaper going toprint the municipality had not repliedto questions about the matter. Al-though the road was only opened byWednesday morning, no-one had beenarrested as a result of the protest orbeen injured during it.

The Merafong City Local Municipalityrecently decided to officially supportthe work of the Gauteng Speakers Fo-rum.

During the last council meeting, theDeputy Speaker of the Gauteng Provin-cial Legislature, Mr Uhuru Moiloa, re-ceived a special opportunity to addresscouncil. He explained that the GautengSpeakers Forum (GSF) is a voluntaryassociation of all Speakers of Gautengmunicipalities together with the Spea-ker of the Gauteng Provincial Legislatu-re.

“The GSF has been established toserve as a platform for the sharing ofparliamentary business best practicesamongst all Gauteng Speakers with theview of establishing common provinci-al norms and standards for legislativework. The main objective of the Forumis to ensure that government in Gau-teng remains democratic, remains ac-countable and is always to the serviceof the people,” Moiloa said.

“In signing the GSF’s Memorandumof Understanding, all speakers are de-

monstrating a collective resolve to dee-pen democracy, enhance good gover-nance, improve government accounta-bility and create laws that are just andfair for the people of Gauteng,” he alsoindicated.

One of the campaigns currently runby the GSF is called the Citizen Res-

ponsibility Campaign, which focuseson educating communities about theimportance of keeping their environ-ments clean.

As part of its actions, the GSF is alsoeducating young people about theirconstitutional responsibilities of parti-cipating in democracy, including voting

in elections. It will also take on manyissues such as racism, sexism and xe-nophobia.

“We are proud to announce that atthe time of launching the campaignmore than 50 organisations of civil so-ciety and provincial government endor-sed the campaign and signed a pledgeto work with us,” Moiloa indicated.

He also told councillors that some ofthe actions planned for this year inclu-de the convening of regular seminars toshare best practices on legislative func-tions such as oversight, law makingand public participation, the study ofeffective public participation, revie-wing existing law making processes inthe province and implementing a pilotseparation of powers project in theWest Rand.

During an interview after the councilmeeting, Moiloa told the Herald thatthe GSF would also like to revive thefamily unit and help build respect forhuman rights and better moral stan-dards amongst all citizens.

“I am impressed by the developmentat the central business districts of Car-letonville and Fochville, although wedropped the ball a bit in Wedela,” he al-so noted.

Moiloa was also quite willing to discuss andpromote the work done by the GautengSpeakers Forum (GSF).

A report recently tabled for council’sreview and comment highlighted se-veral problems of alleged irregularexpenditure of the Merafong City Lo-cal Municipality.

The report, drawn up by the Muni-cipal Public Accounts Committee(MPAC), showed many issues inwhich the Merafong City’s localcouncil’s own policies were not follo-wed according to due procedure.

MPAC was established by councilsall over South Africa in terms of Sec-tion 79 of the Municipal StructuresAct, Act 117 of 1998.

The purpose of the committee is tooversee executive functionaries onbehalf of the respective councils.

One of its main functions is to pro-mote transparency and public ac-countability within the terms of refe-rence of the committee.

In a report laid before council onMarch 27, a total of 27 questionabledeviations amounting to a total of R7219 277.88 were set out.

Almost all are noted as “emergen-cy” allocations of money in the2012/2013 financial year for issues

which the municipality had not budge-ted. The issues listed in the report in-clude the installation of safety doorsworth R48 000 at the office of the Mu-nicipal Manager, the upgrading anddevelopment of the Merafong City web-site to the amount of R270 000, thefencing of the Wedela Recreation Clubfor R184 680 and various “emergency”issues related to water and sewerageproblems, relating to more than R300000.

The most expensive item on the re-port is a request to extend the scopeof work for Immediate Electrical (Pty)Ltd to an amount of R3 960 332.20.

Two items also listed as “emergenci-es” were protective uniforms and a dis-aster management centre at Wedela.No amounts of money were set out forthese two items.

With regard to the fact that there we-re not enough protective clothing pur-chased, MPAC noted that such an over-sight “is tantamount to dereliction ofduty, and causes unnecessary strikesand work stoppages by workers.”

It was also asked whether or not anydisciplinary actions were taken.

In a response by officials it was alle-ged that the manager responsible for

this “misled the Accounting Officerand recommended an appointment ofan incompetent supplier.”

In its report to council, MPAC askedcouncil to issue a mandate for the exe-cutive mayor to appoint external foren-sic investigators to examine all the de-viations.

In addition, all findings of the foren-sic report are requested to be submit-ted to council within a period of sixmonths.

MPAC also noted that there is ahigh possibility that some sections ofthe legislation regulating municipalexpenditure, Municipal Finance Ma-nagement Act, may have been viola-ted and asked that council “instituteconsequence management to

officials who are performing poor-ly.”

Although the municipality wasasked to comment on the report, noresponse was received.

The conditions at the Khutsong Hostelstill leaves much to be desired.The Herald previously reported that

conditions at this hostel were not al-ways hygienic, with sewerage leakagesand water problems often occurring.People who cannot afford other accom-modation pay just more than R100 permonth for a room to stay at this facility,which belongs to the Merafong City Lo-cal Municipality.However, when the newspaper visi-

ted the hostelabout two weeksago, there werestill problems.Although the leakhad seeminglybeen repaired, astream of sewera-ge still lay fromoutside the en-trance and trailedall the way insidethe hostelgrounds.Residents such

as Joseph Leep-ile, who has beenstaying in the hos-tel since 1990, al-so told the Heraldthat there weremany leakages.Cracks ranthrough the hos-tel’s grime-cover-ed walls. Also, theshowers, Leepilesays, are “extre-mely dirty.”Despite the hos-

tel being built ondolomitic ground,various pipes atthe hostel alsoleak. At one placea broken pipe wasloosely held toge-

ther by bits of wire.Residents indicated that although

they have complained about these pro-blems, officials have seldom come toassist or investigate.“There is currently an approved pro-

ject for the upgrading of the hostel,which will start in the foreseeable futu-re. Themaintenance of the hostel is do-ne by the Public Works Section of theDepartment on an annual basis,” wasthe response from the Merafong CityLocal Municipality when asked aboutthe issue.

the recent Mayor’s State of the City Ad-dress would have noticed an enthusias-tic band of drummajorettes, consisting

of various girls and several male drum-mers. The Herald visited the group,knownas theSuccessDrumMajorettes,at their club house and practising-ground in Extension 3 recently. Accor-ding toStevenMorogane (33), he startedthe group on 7September last year afterhavingmuch experience with drumma-jorettes in the past. “I grew up with thiswhen I was little in Duck City and knewthat being part of drum majorettes hadtaken me off the street. It has taught meso many things,” he told the Herald.Morogane indicated that teaching

A whopping 71 soccer teams flocked tosoccer facilities all over Merafong duringthis past long weekend to take part in thebiggest event of its kind in recent years.

According to the Merafong City LocalMunicipality Mayoral Council Member,responsible for sports, arts and recreati-on, Mr Mogomotsi Sello, the event, calledthe Merafong Easter Holiday Tourna-ment, was held to commemorate 20 ye-ars of democracy. Senior soccer teamsfrom all over the area, which consistedof players between 17 and 30 years ofage, received the opportunity to partici-pate. The competition was divided accor-ding to the area from where the teams co-me. A total of 20 teams took part in thecompetition in GreaterKhutsong, known as “Zo-ne 1”, 16 teams in the Gre-ater Carletonville area,known as “Zone 2”, 20teams in the Greater We-dela, or “Zone 3” area and15 teams in the GreaterFochville area, called “Zo-ne 4” in the competition.Teams played out in around-robin fashion at va-rious grounds in these zo-nes. Westcol walked off aswinners in Zone 1 after be-ating Strongbase 5 - 3 inthe final. The final score had to be deter-mined in a penalty shootout after bothteams had scored one goal each by thetime the final whistle blew. The loser’s fi-nal also ended up in a penalty shootoutafter both the competitors, Dortmondand Faki Mali Usobona , only scored onegoal each. Faki Mali Usobona walked offas winners with the final score being 4- 3. Dortmond came in fourth.

Sefako Tampe (Westcol) was the topgoal scorer while Happy Mokae of FakiMali Usobona received the Player of theTournament Trophy.

Vultures was the winner in Zone 2 afterbeating Super Save 3 - 2 in the finals. Inthe loser’s final Liverpool beat Chelsea 2- 1. In Zone 3, Young Swallows eventuallywon on penalties after the final score intheir match against Under Cover, after

both teams only scored one goal each bythe time the final whistle blew. GoldenStars walked off with third position afterbeating Boys To Men 5 - 4 in the loser’sfinal.

In Zone 4, Spinners beat Celtics 5 - 3in the final, with Moholosiane comingthird after beating Masters in the loser’sfinal. Tebogo Mosia was the top goal sco-rer while Songezo Mzingali walked offwith the Man of the Match Trophy. Ineach of the zones the winners walked offwith a floating trophy, gold medals anda cash prize of R8 000 while the runners-up received R6 000 and silver medals.The third place winners received R4 000and bronze medals while the teams en-ding in the fourth position received acash prize of R2 000. “We are planning

to hold more suchevents. The first willbe the Youth MonthGames that will takeplace in June. Duringthis event, mens andwomens soccer teamsas well as netball andvolleyball teams willbe able to take part,”the municipality’s ac-ting manager of sportsMr Stephen Morake,told the Herald. “Thefeedback from thecommunity was very

positive as the tournament gave peoplesomething to do, as even gang-related ac-tivities decreasing as a result. We wantto make this competition an annual event- and I thank all the teams that participa-ted as well as other community membersand especially the executive mayor andthe director of community services,” Sel-lo said on Tuesday.
