Law Statement
This meeting is being conducted in compliance with the Provisions for the Conduct of the
IATA Traffic Conferences. Pursuant thereto, this meeting will not discuss or take action to
develop fares or charges, nor will it discuss or take action on remuneration levels of any
intermediaries engaged in the sale of air transportation. This meeting also has no authority
to discuss or reach agreement on the allocation of markets, the division or sharing of traffic
or revenues, or the number of flights or capacity to be offered in any market. Delegates are
cautioned that any discussion regarding such matters, or concerning any other competitively
sensitive topics outside the scope of the agenda, either on the floor or off, is strictly
prohibited.
The foregoing applies equally to email discussions, instant messaging and social media
discussions whether directed to announced participants or other parties not present in the
meeting. Participants are reminded that live streaming of this meeting to parties not present
in person is not permitted except as indicated by and with the express permission and
knowledge of the Chairperson and IATA and only in the event that specific participation on a
given item from a party not present in person is required. Unauthorized recording of the
meeting is prohibited.

An air waybill number shall not be re-issued by a carrier within a
12 month timeframe.

ISSSP Manual CHAPTER 7 – AGREED POLICIES
7.1 AWB Submissions – Aging Rules
The CPG agreed a policy whereby Agents have to be notified prior to
submission of AWB’s and corrections aged between 6 and 24 calendar
months older than the current month.
AWBs aged more than 24 calendar months older than the current
calendar month may only be submitted for billing through CASS with the
Agent’s prior consent.
7.1.1 Submission of Correction Requests
Where an Agent finds an AWB more than 6 months old that requires a
Correction/variation, the Agent must notify the Carrier before they have
entered a Correction Request in CASSLink.

CASS rules & procedures
The MAWB information is input in the Airlines internal accounting
system once the goods have flown already during the billing
period
Submission date: before the deadline shown in the CASS
Calendar, the Airlines input a standard billing file (generally built
by their Financial department) in CASSLink
The file is processed by CASSLink on the processing date
The output is made available to everyone on the following day
Agents have 1 day to request corrections

Airlines are given 1 day to answer the correction queries. Accept
Refuse
Do not answer (in this case CASSlink auto accept the correction request)
The Agent has to pay the definitive amount on the Remittance date.
If the complete amount is not received on the Remittance day, Irregularity applies
If the full amount is not received by the grace end (xx days after the Remittance
day), the Agent is suspended from CASS
On the second day after Remittance Date CASS pays the Airlines
(Settlement)

CASS Billing Period
Billing Period means a period for which processing take
place and billing report make available.
There are twenty-four (24) Billing Periods each calendar
year. i.e. two (2) per month.
The Billing Periods are: 1st to 15th and 16th to last day
of month
In principle billing reports will be available within two (2)
working days after closing of the billing period.
CASS Correction Period
A Correction Period is an additional processing used to
correct billing error in the initial billing production.

month) or as locally agreed with the endorsement of the

CASS RU Settlement Method
“Funds Received” Settlement R+2 modelWhen implemented and migrated, IATA will settlement your funds using
the model “Funds Received”. This means that payment to the airlines
will occur when funds have been received from the CASS participants.
Payments will occur on R+2 (Remittance day plus 2 days
(bank holidays & weekends excluded).

What is CASSlink?
CASS is a billing system and CASSlink is the engine
Quality of the invoices and output depends of the
accuracy of the master data
System organised through defining menus
On-line correction before remittance to ease disputes
Produces invoices in pdf and xls, HOT files,
management reports and allocates AWB Stocks
Item 6. Agency Accreditation
CASS Russia: agency accreditation
Accreditation/Registration process performed as per
Rules set in above mentioned Resolutions include:

Staff qualification criteria
* In particular country there might be Local Financial Criteria agreed
to address peculiarities of this country.
Staff criteria
at least 2 staff members with Cargo Introductory Course
or equivalent. If this requirement is not met the agent
should demonstrate that 2 full-time staff members have 3
years of experience
2 staff members with valid DGR Acceptance certificate,
this should be renewed every 2 years
New applicants must have been in operation for 13 months
as a freight forwarded before applying for IATA Cargo
Accreditation.
For the Financial Review the new applicant or Agent must
submit Audited Accounts which must consist of:
Balance Sheet (Форма по ОКУД 0710001),
Report on Financial Results (Форма по ОКУД 0710002),
Auditor’s Conclusion,
Any other documents related to the finances of the Agent required to
calculate the financial ratios used in the Financial Review of the Agent.

Financial review performed in the following circumstances: New application
Major Change (Change of Ownership, Change of Shareholding etc.)

In Russia - requirement to provide financial security on mandatory basis,
this will be stipulated in Local Financial Criteria

Financial Security
‘Days’ Sales at Risk’ means the number of days from the beginning of the
Agent’s Reporting Period to the Remittance Date in respect of that
Reporting Period, plus a margin of up to 5 days.
‘Amount at Risk’ is calculated by dividing the Days’ Sales at Risk by 365
days, and applying that portion to the amount of cash turnover the Agent
made in the previous 12 months’ period as applicable:
12 months’ CASS cash turnover x Days’ Sales at Risk
Amount at Risk = --------------------------------------------------------------------------
365 x Average RUB/USD Central Bank RF rate of exchange
Irregularity & Default
1 Irregularity for late payment
If no money received by the end of grace period => Default
Accumulation of 4 Irregularities => Default
Reinstatement Procedure:
Settlement of all sales generated till the end of the Default
Financial Security is requested – 100% (sales at risk)

In order for the Financial Review to be found as satisfactory the following
criteria (financial tests) must be met:
- Net Equity must be positive,
- The Net Equity must be greater than the sum of Long Term Debt
and other Long Term Liabilities,
- Adjusted Current Assets must exceed Current Liabilities.
The accounts must indicate that there is a net profit, at least
in one of the two last financial years.
Adjusted Current Assets – are defined as Current Assets
as in the Balance Sheet of the Accounts after deducting:
Stocks and work in progress,
Deposits given to third parties other than IATA,
Loans to Directors, Associate Companies, (including any
subsidiary, associate or company under common ownership),
Doubtful debtors,
Blocked funds, except for funds held in favor of IATA.
Current Liabilities - are defined as Current Liabilities as in
the Balance Sheet of the Accounts.

Net Equity consists of:
Share capital,
Share premium,
Retained earnings,
Other distributable reserves,
Shareholder’s loans if subordinated less declared dividends.
Long Term Debt – all debt liabilities where repayment is due
more than twelve months after the end of the financial period.
Long Term Liabilities – all liabilities where repayment is due
more than twelve months after the end of the financial period.
Net profit – profit after all costs and taxes are deducted.
