Mail ballot drop boxes provide a safe and efficient method for voters to return their ballots without needing to travel in-person to a Voter Service and Polling Center and put themselves, and others, at risk. As authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the Secretary of State is making grant funding available to counties who wish to deploy an additional drop box for the purposes of COVID-19 threat mitigation for the 2020 General Election. Reimbursement Eligibility Each county will be eligible to receive up to $10,000 for one additional drop box purchased after January 20, 2020 and before August 1st, 2020, that must be used for the November 3rd, 2020 General Election. Counties that are eligible for drop box reimbursements under the HB 19-1278 Grant Program must have applied for drop box funding under the HB 19-1278 Grant Program before they will be eligible for funding under this CARES Act Drop Box Grant Program. Each county is eligible for reimbursement for one additional drop box, but the Secretary of State's office may consider funding for additional drop boxes under this grant program on a case-by-case basis if a significant need is demonstrated. Costs Eligible for Reimbursement The State will reimburse counties for 100% of the costs, up to $10,000 per drop box, directly related to the purchase or installation of a drop box made after January 20, 2020 and before August 1st, 2020, including: The cost of the box; The cost of labor and supplies for installing the box; The cost of video surveillance and associated equipment; and The cost of labor and supplies for installing the video surveillance. YOU MUST SUBMIT YOUR APPLICATION BEFORE AUGUST 1st, 2020 TO BE ELIGBLE FOR REIMBURSEMENT UNDER THIS GRANT

2. The State will review the application and determine the total costs reimbursable.

3. The State will distribute a grant agreement that details the total costs to be reimbursed tothe county. Once the agreement is signed by all parties, the State will provide the county witha letter approving the county to purchase the equipment quoted.

4. The county must submit receipts and invoices to the State showing the final amounts paidfor the associated equipment and installation. Once the State has received all receipts andinvoices, the State will review them. If the receipts and invoices reflect the amount appliedfor, the State will then provide reimbursement by check or EFT.

5. Any costs in excess of the amount applied for originally will require a modification to thegrant agreement. Counties are not eligible to receive grant money in excess of the totalreimbursable amount as defined by the reimbursement formula.
