H. Peper, past Chair of the Local Workforce Development Board (LWDB), called the LWDB meeting to order at 3:22pm when quorum was met.

S. Buerkle attended the CareerONE in action tour and stated he enjoyed the visit and encourage everyone to attend next year’s tour. He then introduced Lisa Brown, CareerONE Supervisor.  

Lisa created a PowerPoint presentation which entailed the 2019 CareerONE Program recap/overview. She mentioned that there are additional components such as the mentorship pieces, satellite locations and more that may not be necessarily covered in this PowerPoint.  

The CareerONE Program is for ages 14‐17 who are considered “at‐risk.” There are 15 at‐risk qualifies which include, but no limited to: 

o Free/reduced lunch o English is a second language  o Foster child  o Homeless or have run away o Etc. 

The CareerONE Program teaches employability skills to youth and in order to successfully complete the CareerONE Program, youth must demonstrate 94% skill attainment in the following categories: 

o Attendance, punctuation and dress code, o Cooperation, safety and team work, o Work quality and work quantity 

 Youth who meet the 94% (or higher) skill attainment are paid their stipend of up to $1,020.00 for the St. Cloud location. Components of CareerONE include: 

o MoneySmart curriculum o Keytrain skill development o Community work projects at CentraCare Health, St. Cloud Technical & 

Community College (SCTCC) and for the Coborn’s Cancer Center o Teambuilding activities with their teams and/or at the YMCA o College, military and work exploration o Safety training o Employability skills training including resume building and mock interviews 

After successfully completing the CareerONE Program, youth will receive a portfolio which may include the following documents: 

o Employability skills certificate o Safety certificate o Youth @ Work Talking Safety certificate (NIOSH/CDC) o MoneySmart certificate o Resume and master application

o OSHA 10 certificate (for youth who participated in the manufacturing/construction track) 

o First Aid/CPR Training (for youth who participated in the healthcare track) 

Career Solutions had 121 youth enrolled in the St. Cloud camp and 117 successfully completed the program. In addition, there were two satellite (mini camps) located in Sauk Centre and Paynesville. Sauk Centre had 20 youth enrolled/successfully complete the program and Paynesville had 11 youth enrolled/successfully complete the program. For the St. Cloud location, 107 youth earned Employability Skills certificate, 20 youth earned their OSHA 10 certificate, 18 youth earned 3 college credits at SCTCC and First Aid/CPR certificates and 26 blankets were tied for the Coborn’s Cancer Center and Anna Marie’s Alliance.

Career Solutions had two specific goals for the CareerONE Program; (1) CareerONE provides a realistic and positive work readiness skills training in a safe, nurturing and learning rich environment and (2) CareerONE helped our youth keep up on their academics over the summer.  

Lisa thanked our sponsors who donated funds to the CareerONE Program. T. Biery stated we received $47,000 in sponsorships and it is much appreciated! That is how we were able to grow the program to 120 youth in St. Cloud this year. Lisa showed the 2019 CareerONE Video which may be found at https://drive.google.com/file/d/1d3rqU7CDUxYyWQKAMOgUkaky_rlasQ5J/view.  

Della Ludwig asked if there is any tracking of these students after the CareerONE Program is completed. T. Biery said this is a very common question but it is challenging to track these youth as many of them are transient/mobile. In addition, they have been assigned a school ID/MARS number but then they are transitions to their social security number once they graduate from high school so we cannot cross‐reference this data. As a result, it would be very difficult to perform a study. D. Hickman stated the Initiative Foundation would be willing to support a longitudinal study and would be willing to give

each youth a gift card to stay in contact. This may help your response rate to gather information.  

S. Buerkle said a great job on the CareerONE Program!    

Business Items/Updates:  

LWDB‐Exec Committee Recommendation, Maria Burnham

Express Employment Professionals Contract – T. Biery stated we have a medical leave forthcoming so Career Solutions would like to hire a temp to train with this staff member and then cover their duties while this staff member is out on a three month leave. 

 JPB Motion: B. Bultema made a motion to approve the Express Employment Professional Contract to hire a temp while a staff member is on a medical leave. Seconded by: J. Mergen. Motion carried.   LWDB Motion: A. Holm made a motion to approve the Express Employment Professional Contract to hire a temp while a staff member is on a medical leave. Seconded by: R. Cornelius. Motion carried.  

2018 Board Certification: Requirement by DEED, Submitted on 07.24.19 – T. Biery stated the Board Certification is a new item required by DEED. Career Solutions submitted the 2018 board roster and the criteria of which member serves or represents on the board. Going forward, if there is a board member vacancy, it needs to be filled within 90 days or the board needs to request a waiver/extension from DEED.  

Voluntary Self‐Identification Form/Questionnaire – H. Peper stated with this certification process, DEED is requesting personal information about our board members such as their demographics, gender, etc. This information is completely voluntary but H. Peper would strongly encourage all of the board members to complete the attached survey. I. Merten stated many grants often times ask for board demographics as well. Career Solutions is asking the boards to approve our organization to conduct the Voluntary Self‐Identification Questionnaire on all board members.

LWDB Motion: G. Cruikshank made a motion to approve Career Solutions to conduct the Voluntary Self‐Identification Questionnaire to board members. Seconded by: D. Hickman. Motion carried.  

Proposed 2020 Board Meeting Schedule – Attached is the proposed 2020 board meeting schedule. We need to have a first draft and a second draft presented to the board prior to approval of the schedule. Career Solutions will then request approval as the next board meeting if no changes are made but at this moment, this is the first draft attached.   

Minnesota Office of Grants Management Policy – T. Biery stated every year, Career Solutions is required to complete several assessments, monitoring guides and audits by the state. The most recent monitoring guides asks if our board members is aware of the Minnesota Office of Grant Management Policies. These policies were included in your agenda packet and these policies are for any of the competitive grants such as the Pathways to Prosperity and Supportive Services Grant. Career Solutions can say “yes”, our board members are aware of these policies.  

Career Solutions Signage – As we were going through the rebranding from the Workforce Center to CareerForce, signage has been changed to reflect the name change. Through this process, T. Biery has learned that other Title 1/WSA providers kept their individual signs posted at their home office, such as CMJTS or Rural MN CEP. Career Solutions has a number of clients that we are working with us and have expressed confusion with our location because it states CareerForce outside but the Career Planner mentioned Career Solutions. We are suggesting Career Solutions also have a sign outside of the building that has our name and logo. Estimated cost would be $795.00 plus tax.  

 JPB Motion: J. Merten made a motion to approve the purchase and install of an outdoor sign for Career Solutions. Seconded by: B. Bultema. Motion carried.   LWDB Motion: G. Cruikshank made a motion to approve the purchase and install of an outdoor sign for Career Solutions. Seconded by: J. Haviland. Motion carried. 

 

Governors Workforce Development Board (GWDB) Membership Openings – T. Biery stated an email was sent from the Governors Workforce Development Board (GWDB) stating that there is several board membership openings available. K. Hansen is a member of the GWDB and has been a member for 1.5 out of her 3 year term. The GWDB represents the work that is being done as a state‐wide level. Normally, it is an entire day commitment once a quarter for meetings and they talk about state initiatives, diversity, workforce shortages, disabled workers, etc. K. Hansen wants more voice from the outer‐state or greater MN areas as majority of the board members are metro based as they can be very different from each other. T. Biery is willing to write a letter of recommendation if anyone is interested in submitting an application to become a member of the GWDB.

Minnesota Association of Workforce Boards (MAWB) Summer Meeting Recap – Both S. Buerkle and T. Biery attended the Minnesota Association of Workforce Boards (MAWB) Summer Meeting in Duluth and T. Biery stated there was a number of different DEED employees who were engaged at the meeting. With a number of new staff, this will influence change. The presenter talked about the upcoming changes and the work that is happening to lay a foundation. The DEED Commissioner also described his vision and goals for DEED.  

S. Buerkle stated he attended this meeting about four years ago and it was 180 degree difference this year. It sounds like there will be more engagement from the new DEED Commissioner as he comes from the private sector. He provides a clear message, measurable goals and listens. He likes to engage people, gather ideas and is solution orientated and S. Buerkle hope it trickles down to the rest of DEED. S. Buerkle stated he was glad he attended the meeting.  

Career Solutions received a Promising Practice Award for the CareerONE Program. This award recognized the expansion of our program, including sponsors and creating new tracks to enhance the program. The CareerONE Program was selected, ranking the highest out of all submissions to receive this award and its very exciting news to share!  

Della Ludwig has heard the DEED Commissioner speak a number of times and shared DEED’s Strategic Plan for FY2020. This information was provided as a handout as well.  

Employee Manual – T. Biery stated the new Employee Manual was presented to the board for the first and second reading at previous meetings. It was then approved at the last board meeting and the attorney is reviewing the handbook. If there are any major changes, Career Solutions will bring it back to the board, if needed.   

Grant Updates – I. Merten stated some of the allocated grants have increased and some of decreased in funding. We have also received a couple Dislocated Worker Projects such as Electrolux and will be receiving the X‐Cel Optical project funding. Career Solutions has also received some competitive grants such as Pathways to Prosperity. There were some large cuts on the Youth Grants such as TANF was cut by 50% as well as cuts for the YouthBuild Program. There is some funds under the non‐profit Friends of Career Solutions that may help offset some of these funding cuts.  

X‐Cel Optical Layoff – T. Biery stated we hoped by this meeting that we would have the survey results from DEED’S Rapid Response Team on the X‐Cel Optical project but we do not. DEED emailed Career Solutions asking to meet and create an Advisory Committee. This has been common practice for projects such as Electrolux. The layoffs are scheduled to start in September and plant closure is estimated in June 2020. This project may be approved as a Trade Adjustment Assistance (TAA) because some of the work is moved offshore.   

Transportation Job Fair – T. Biery stated in the news, LME (Transportation Company) closed their doors suddenly and did not pay their employees for their last 2‐3 weeks’ worth of pay. The urgency for these people to find jobs is critical. With transportation being a high/in‐demand field, Career Solutions quickly created a transportation related job fair and invited these employees, as well as the public, to attend this job fair. There

was 20 employers represented and about 40 job seekers attended. The employers were pleased with the turnout of attendees.  

J. Haviland asked if there is any updates about Electrolux. T. Biery said the Electrolux employees will be receiving their layoff/WARN notices in August and plant closure is still scheduled November 1, 2019. Career Solutions has a Coping with Job Loss workshop for these employees. There is approximately 400 clients enrolled in the Dislocated Workers Program that are from Electrolux and on our case load. This number could increase once the WARN notices are supplied and/or after plant closure.  

 Executive Director Updates: 

T. Biery showed a variety of pictures to board members about recent community initiatives. Some of those initiatives included: o Raised garden beds built by the YouthBuild Program and donated to the St. 

Benedicts Senior Center o Career Connections Certificate through the YouthBuild Program o CareerONE picture from the Sauk Centre location o The extended summer program to support Pre‐ETS o Learn and Earn Graduation at Coleman 

T. Biery also mentioned that we are offering an Authentic Aging Retirement Workshop which will be on September 18th from 4:00‐6:00pm at Whitney Senior Center. Another event called the Untapped Workforce Series: Keeping Older Workers in the Labor Force will be held on October 4th at River City Extreme in Monticello from 8:30‐2:00pm.  

 From the Floor/Announcements: 

M. Swingle stated the Boys and Girls Club of Central Minnesota has a CareerStart Program public launch scheduled September 9, 2019 and she handed out an invitation. It is a collaborative initiative to help all the 6,600 youth within the club.  

G. Cruikshank stated in with the plant closure of Electrolux, it has a large impact on WACOSA. Through the support of the Initiative Foundation, WACOSA was given some grant dollars to put together an educational event for employers about why should you consider hiring people with disabilities. She passed around the invitation as well.  

G. Cruikshank also mentioned that you may have heard that the Sauk Rapids/Rice High School is arranging a Business and Industry Summit, smaller spinoff to the EPIC Event, but it will be engaging their teachers and staff members within the school to local employers in those sectors. This event is scheduled February 18, 2020. Opportunity for employers to engage in a similar fashion as EPIC.
