Withthesechallenges,thereisanincreasingneedforyouthandlearnerstoresearchandselectacareerthathasthepotentialtoleadtoemployment.Whenselectingacareeritisimportant:

Shoppingissomethingweareallfamiliarwith!Whetherwebuybreadatasmallspazashoporbrowseforclothesatthelocalmall,weareusingtheservicesoftheretailindustryaswellasthatofwholesalerswhoaresupplyingtheseshopswitharangeofproducts.
Wholesalinginvolvesthesaleofgoodsormerchandisetoretailers.Normallywholesalersbuyinbulk,re-packthegoodsanddistributetoshopsandoutletsthatwillre-selltheirgoods.Traditionally,wholesalershaveactedasthelinkbetweenthemanufacturingcompanyandtheretailerswhosellthecompletedproductstothepublic.Thishasstartedchangingnowthoughandwholesalersaredealingmorewithsmallbusinessaslargerenterprisesgodirecttothemanufacturer.
Retailing,ontheotherhand,isthesaleofgoodsandservicesfromshops,supermarketsandkiosks–directtothepublic.Retailersarethereforeattheendofthesupplychain–theysupplythegoodstotheend-user–thegeneralpublic.
InSouthAfrica,thewholesaleandretailindustryisaserviceindustrythatisstillgrowing!Economically,thissectorhasbeendoingbetterthanmostastheconsumerbasehasexpandedtoincludetheblackmiddleclass–whichmeansincreaseddemandforlocalgoodsandservices.Currently,thewholesaleandretailsectorremainsthe4thlargestcontributortotheGrossDomesticProduct(GDP)-contributing14%.
Therearejustover3millionpeopleworkinginwholesaleandretail,makingup26%oftheeconomicallyactivepopulationinSouthAfrica.Whiletherecessionhashadadirectimpactontheseemploymentfiguresresultinginshrinkage,earlierresultswerepositive.Between1996and2001employmentinthesectorgrewby62%andbetween1996and2008by169%-showingthatjobswerestillbeingcreatedandthatexpansionwastakingplacewithintheindustry.

MostindustriescanbefoundinGauteng,theWesternCapeandKwaZulu-Natalwiththeseaccountingforapproximately72%ofthe
workforce.Approximately,87%oftheseemployeesworkinsmall,9.5%inmediumand4.5%inlargeenterprises.

A lmostadecadeago,educationoptionsforlearnersafterGrade12werelimitedtostudyatthedifferentUniversitiesandTechnikonsthroughoutthecountry.SincethentheSouthAfricanHigherEducationsystemhasundergonearadicaltransformationwithnotonlythemergingofdifferentinstitutionsbutalsowiththeintroductionofskillsdevelopmentthroughtheSectorEducationandTrainingAuthorities(SETAS)learnershipsandotherskillsdevelopmentprogrammes.
ThechangesintheHigherEducationsystemwereimportantinthattheyintroducedasystemthatwasmoreaccessibletoallSouthAfricansandfocusedoneducationandtrainingthatwoulddelivertheskillsneededfortheeconomytothrive.SETAsandthelearningprogrammestheydevelopedwereespeciallysignificantinthatthosewhocouldnotnecessarilyaffordtostudyfurthercouldenterthesegovernmentfundedprogrammesorgetajobandimprovetheirskillsandknowledgewhileatwork.,Theselearningprogrammeshadalsoincorporatedaworkplacetrainingcomponentwhichhadtheaddedbenefitoftheunemployedbeingexposedtoaworkplaceenvironmentandgainingtheexperienceneededforfutureworkendeavours.Theresultofthechangesintheeducation,trainingandskillsdevelopmentsystemhasbeenthateveryonenowhasawidersetofchoicesandoptionstofollowwhenpursuingacareer.Recognisedqualificationsthesedaysinclude:

BACKGRoUnD to SetAS AnD W&RSetA Therearecurrently23SectorEducationandTrainingAuthorities(SETAs)representingdifferenteconomicsectors.ThesewereestablishedbytheMinisterofLabourintermsoftheSkillsDevelopmentAct.ThemainroleofSETAsaretofacilitatetheskillsdevelopmentandtrainingofemployedandunemployedpeopleintheworkplaceenvironment.Fortheemployed,furtherskillsdevelopmentwillhelpimprovetheirchancesofsecuringbetterjobsorprogressingintheircareerswhilefortheunemployedorrecentlyoutofschool,improvedskillscanonlyhelptoincreasetheirchancesofgettingemployment.
TheSETAboardincludesemployer,tradeunionandcommunityrepresentativesaswellasgovernmentdepartmentsandprofessionalbodieswhomighthaveaninterestinskillsdevelopmentinaparticularsector.
WHAT DO SETAS DO?
SetAs are responsible for:
CreatingaSectorSkillsPlanfortheeconomicsectorthattheyhavebeenallocated.ThisSectorSkillsPlanneedstofocusonthescarceandcriticalskillsneedsinthecountryandmusttieinwiththeNationalSkillsDevelopmentStrategy.TheSectorSkillsPlanisupdatedannuallyandeachSETAmustimplementwhathasbeenidentifiedasprioritiesintheplan.Thisisdonethrough:
• Settingup,registeringandpromotinglearnerships.• ApprovingWorkplaceSkillsPlans(WSPs).• Allocatingtraininggrantstoemployers.• Allocatinggrantstotrainingproviders,employersandlearners.• Monitoringqualityofeducationandtraininginthesector.• EnsuringthathetrainingmeetsNationalQualificationsFramework(NQF)standardsandcaters
forthetrainingneedsoflearners.• SupportingSmallMediumandMicroenterprisedevelopmentasidentifiedintheNational
SkillsDevelopmentStrategy

TheWholesalseandRetailSectorEducationandTrainingAuthority(W&RSETA)wasestablishedandregisteredinMarch2000intermsoftheSkillsDevelopmentActof1998.W&RSETA,re-establishedfortheperiodMarch2005–2010andwithitsregistrationrecentlyextendeduntil2011,isthetrainingauthorityforthewholesaleandretailsectorandincludesbusinessessuchas:
• Generalwholesalebutmorespecificallywholesaletradeinfood,beverages,tobacco,textiles,householdfurnitureetc.
• Retailtradeexceptformotorcarsandmotorcyclesaswellasrepairofpersonalandhouseholdgoods.
Whiletherearesomeeconomicactivitiesthathavebeenclassifiedasfallingunderthewholesaleandretailsector,someofthesedonotnecessarilyfallwithintheW&RSETAmandate(ThefulllistingofbusinessescanbefoundontheW&RSETAwebsitewww.wrseta.org.za.
TheWholesaleandRetailsectorisvast-thereare80353retailersand33427wholesalers,87%beingsmallenterprises,9.5%mediumand4.5%large.Thesectoremploysabout3020666people–16.5%oftheactiveworkforce.Ofthese,21%workintheformalsectorand47%intheinformalsector.TheWholesaleandRetailSETAthereforehasagreatdealofworktodotoensureskills

TheW&RSETAhashadanumberofsuccessesoverthepastyearswhichdemonstrateitsabilityasaSETAtoruneffectiveskillsdevelopmentandtraininginterventions.Thesesuccesseshaveincluded:
• LaunchingtheGrassrootsproject.ThisistoprovidebasicwholesalingandretailingskillstounemployedyouthinAlexandraandDiepsloot.
• AninternationalstudytourtotheUnitedStatesandCanadafor15middlemanagersoflocalretailerswhohavebeenearmarkedforpromotioninordertofamiliarisethemselveswithbestpractice.
• RunningtheeDEAFprogrammewhichtook40hearingimpairedlearnersthroughaSalesSkillsprogrammeasapreludetoafurtherthreeskillsprogrammes
Mission
TocontributetothesocialandeconomicdevelopmentandgrowthofthecountrybyenablingeducationandtrainingofthehighestqualityintheWholesaleandRetailSector,tothebenefitofemployers,employeesandlearners.
Aspartofitsmandate,theW&RSETAhasalsoconductedresearchintothescarceandcriticalskillsinthesector.ThesearediscussedinSection2.Skillsdevelopmenttrainingprogrammesthathavebeenintroducedfocusonthesescarceandcriticalskillsshortagesinthesectorsothattrainingresultsinemployabilityoflearners.
TheSETAwillcontinuetoexpanditslearningprogrammestoensurethatemployeesinthisindustryaretrained,educatedandabletodeliveraqualityservice.Inthisway,productivityinthesectorislikelytoincreaseandskillsdevelopedsothatallmayparticipateactivelyinsociety.
W&RSETA LEARNING PROGRAMMES
ThereareanumberofdifferentwaysthatthosewhowanttoentertheWholesaleandRetailsectorcangettheskillstheyneed.ThefollowingaredifferentlearningprogrammesofferedbytheW&RSETA.
Learnerships
Learnershipsarecreatedwiththejobmarketinmind.Inotherwords,ifthereareanyskillsshortageswithintheeconomy,learnershipscanbecreatedtotrainthisskill.Learnershipsmustthereforeaddressskillsshortagesandcontributetowardscreatingjobsandresolvingtheunemploymentcrisis.
Threekeyfeaturesmakeupanylearnership.
• Structuredlearning which is theoretical and usually takes place within a classroom environment.• Practicalworkexperienceofaspecifictypeanddurationwithin a workplace or simulated work

operatesin.Ifyouareunemployed,youmayregisterforplacementatalocallabourcentreorthroughemployersinyourarea.TheDepartmentofLabourLabourCentresareresponsibleforregisteringtheunemployedandplacingtheminlearnershipsiftheymeettheminimumrequirements.Learnersdonothavetopayforthelearnershipandtheunemployedaregivenanallowance/stipendprincipallytocoverthecostsofthetransportandfoodtothevenue.
Thereareanumberofdifferentadvantagesforthoseparticipatinginlearnerships:
• Theyprovideawayforlearnerstogetaqualificationwhileworkingfulltime;• Workexperienceformsanintegralpartofthelearnership.Theunemployedandschoolleavers
canbenefitfromtheworkexperienceandusethisopportunitytonetworkforjobswithinthesector.
• Thesearenottimebasedandifalearnerisabletogainacreditwithinashorterperiodoftime,theycangetthecertificatestoshowthattheyarecompetent.
Accreditedtrainingprovidersmustprovidethetrainingonalearnershipforittoberecognisedbyemployers.Asitisastructuredprogramme,theworkplacecomponentwillneedtobeinspectedtoseewhethertheemployercanprovidethenecessaryworkplacesupport.
Learnershipsnormallytakeuptoayeartocomplete.ThelearnerisassessedthroughoutbyaqualifiedassessorandtheSETAmoderatesthisintervention.Ifthelearnerisfoundtobecompetent,aNationalQualificationwillbeawardedtothelearner.
Apprenticeships
Anapprenticeshipisatechnicaltrainingsystemthatincludespracticalandtheoreticaltraining.Apprenticeshipsareofferedinparticulartradessuchasjewellerymakingandafterpassingatradetestthelearner/employeeisrecognisedasanartisan.
Apprenticeshipsaredifferentfromlearnershipsinthattheyarejobandnotcareerorientated,andrelatetoaspecifictrade.Thismeansthatifyouparticipateinanapprenticeship,youwilllearnatradetofillaparticularjobpost.Anypersonovertheageof16mayapplybutgoodmarksinmathsandscienceincreasesthechancesoflearnersbeingselectedtoparticipate.
Anyemployerofferingapprenticeshiptrainingmustbeworkplaceapproved.ThelearnerwillthenbeindenturedinadesignatedtradeintermsoftheManpowerTrainingAct.TheycanalsostudyandgetaN2certificatewitharelevantFETcollege.TheemployerwillpayforthisandwhentheyaresuccessfulandhavepassedthetradetesttheywillbeawardedtheNationalTradeCertificateandwillberecognisedasaqualifiedartisan.
Skills programmes
Skillsprogrammesareshorterlearningprogrammesthatareasteppingstonetoafullqualification.Theyarejob-focusedtraininginterventionsandareoftenintroducedinresponsetoaskillsneedinaparticularindustrywhereanurgentjobisrequiredbuttheemployeesdonothavetheskillstodothis.Skillsprogrammesareimportantastheyarethebuildingblockstowardsafullqualification–allthecreditsgainedmakeupthebuildingblockstowardsafullqualification.
Skillsprogrammeshaveapracticalcomponentandthereforeprovidelearnerswiththeexperiencetheyneedtoincreasetheiremployability,selfemploymentandmobilityintheworkplace.
Togetaskillsprogrammeupandrunning,acompany/trainingprovidermustidentifytheneed,theunitstandardsthatwillbetrainedandshouldapplytotheSETAforrecognitionoftheprogramme.
