Working in the maritime sector is becoming increasingly complex. For many shipping companies, career development have become an essential part of their operation. This means that you have to record that the seafarer is properly trained, be able to verify competence before promotion and provide a clearly defined and easy-to-follow career path.
What is the Seagull Competence Management Software?Administrating complete competence requirements for each position on board, our Competence Management Software provides seafarers with an efficient development and career-planning tool that identifies promotional requirements and motivates progression. Our Competence Manager Software (CMS) features an editor that allows you to define your specific company requirements. You can also use our recommended standards of competency definitions developed for various ship types. With the editor you can build a system to cover your company’s need and adjust it when required.

Seagull offers a full range of competency standards; our LITE version, the CORE competencies and our vessel specific competencies.
• Our newly developed LITE version is based on frequent findings by port state (Paris MoU and Tokyo Mou) and VIQ from SIRE inspections, and is an introduction to our Competency Standards.
• The CORE competencies are common for all vessel types - meaning they are not vessel type or cargo specific.
• Our vessel specific competencies are industry standards for different vessel types, and we also develop company specific competence frameworks.

LITE CORECritical competencies Common competencies for all vessel types
We have reviewed top deficiencies with Paris MoU, Tokyo MoU and vetting requirements involving crew competence in order to identify recommended critical competencies.
• Identified all critical competencies • Relevant for all vessel types• These critical competencies are a fast and efficient first step
to implementing an effective competence management program
These competencies are transferable between all vessel types. They are structured in accordance with the function areas of STCW and cover:
• Navigation• Controlling the operation of the ship and care
for persons on board• Marine engineering • Electrical, electronic and control engineering• Maintenance and repair• Radio communications
All competencies are applicable at both management and operational level.

E-TOTSTanker Officer Training Standard
Seagull has cooperated with INTERTANKO to provide the TOTS system electronically (e-TOTS). This will provide a simple and efficient tool to complete and effectively monitor and control TOTS activities. The e-TOTS consists of 4 elements:
• Training record books (command module, senior engineering officers, junior officer deck and engine)
• Computer based assessment• Company verification (computer based assessment)• Ship type specific practical simulator verification/training

SIGTTOSociety of International Gas Tanker and Terminal Operators

ISF RECORD BOOKS OFFSHORE VESSELCompetence standards
All relevant competency areas for offshore vessels identified and described with detailed assessment and performance criteria.
• Structure based on STCW function areas and GOMO (Guidelines for Offshore Marine Operations) for anchor handlers and platform supply vessels
Developed in cooperation with Orient Ship Management (OSM) and K-Line Offshore.
The ISF Training Record Book can be used by trainees in order to provide documentary evidence to government appointed assessors. This proves that crew members have completed a properly structured onboard training programme in accordance with STCW 2010.

All relevant competency areas for bulk vessels identified and described with detailed assessment and performance criteria.
• Structure based on STCW function areas and the BLU Code (The Code of Practice for the Safe Loading and Unloading of Bulk Carriers)
Developed in cooperation with K-Line.
CONTAINERCompetence standard
All relevant competency areas for container vessels identified and described with detailed assessment and performance criteria.
• Structure based on STCW function areas and the IMDG Code (International Maritime Dangerous Goods Code)
