Bellevue School District
Career and Technical Education
Consolidated Program Review and 5-Year Plan
2019-2020
Prepared by: Marilyn Henselman, CTE Director
CTE OVERVIEW
The Career and Technical Education programs in the Bellevue School District are aligned with employment and training trends across the United States. Programs are also focused on community and family needs as related to the ever-changing demographics of the local community, workforce developments, and post-secondary options for graduating students. Career and Technical Education today is a component of every student’s basic education experience and a genuine contributor to student success and engagement. With a focus on career exploration and acquisition of 21st century skills in addition to technical skills, Career and Technical Education is preparing Bellevue School District students to be college and career ready at graduation. The comprehensive program supports the notion that all students should have career and educational options because of their high school experience. Bellevue School District CTE programs utilize innovative learning models to deliver curriculum that is relevant to current workplace demands and aligns to industry standards. In addition to the ability to earn college credits while participating in Career and Technical Education courses, many students earn industry certifications which support transition to post-secondary educational programs and /or employment. One of the strengths of the program is the strong partnership between Career and Technical Education staff, the business community, local colleges, and the community-based organizations.
“We cannot always build the future for our youth, but we can build our youth for the future.” – Franklin D. Roosevelt
Career and Technical Education
Today’s CTE programs are cutting-edge, rigorous instructional programs that prepare students for a wide range of high-wage, high-demand careers. Many students earn dual credit while participating in CTE programs. CTE programs and activities serve students and families throughout Bellevue School District and businesses with an emphasis on college and career readiness through a comprehensive program supporting career awareness, exploration, planning, preparation, and transition to post-secondary education or training. The Career and Technical Education program provides Bellevue School District students the opportunity to explore 12 different career clusters. They are:
Agriculture, Food & Natural Resources Health Science Architecture & Construction Hospitality & Tourism Arts, A/V Technology & Communications Human Services Business, Management & Administration Information Technology Education & Training Marketing Finance Science, Technology, Engineering & Math Transportation, Distribution & Logistics
Each career cluster has opportunities for students to earn college credit or industry certifications. Over the last several years we have increased these opportunities for students to meet the district initiatives. Many of our programs begin at the middle school level with exploratory programs, followed by preparatory programs at our high schools that lead to our WANIC 2-hour or our Skill Center 3-hour programs, which provides intensive training in a field of study. Our current WANIC and Skill Center programs are:

CAREER PATHWAYS With Bellevue’s culture of collaboration and innovation, the CTE programs are integrated with core-academic standards while providing applied learning opportunities for all students. CTE is no longer a “vocational track” for students ill-equipped for college but is rather an exploratory program for an increasing number of students who are looking for a pathway that supports both academic and career related study which supports their preparation for college and career transition. CTE teachers work collaboratively with educational colleagues to develop and implement integrated programs that focus on the acquisition of core academic and career competencies. Post-secondary partnerships have enhanced student opportunities and choice through curriculum alignment/articulation and college credit acquisition through high school CTE programs. Business and industry partners help to shape programs and ensure all curricular materials and activities focus on up-to-date business practices and standards. The Office of Superintendent of Public Instruction (OSPI) requires all CTE courses to go through a re-approval process. The process requires a framework which includes all units being taught, what the competences and outcomes will be and how they align to the Washington State Common Core. The framework must include in-class and out-of-class leadership activities for each lesson. Also included in the submission is a Skills Gap Report that reflects the current market trends to ensure the program is still viable and has employment possibilities after graduation. Bellevue School District is under Area 4 and has the following schedule:
2018 2019 2020 2021 2022 2023

21ST CENTURY SKILLS Students can participate in extended learning activities through CTE programs in a variety of ways. Many students choose to engage in leadership development projects through Career and Technical Education Student Organizations (CTSO’s) and other related clubs. School-based enterprises such as the student store, Interlake Horticulture Sale, Newport Culinary Arts, internships, job shadows, and community service projects also support student learning and application.

ADVISORY COMMITTEES The success of the Bellevue School District Career and Technical Education programs can be partially attributed to the strong partnerships and collaboration with community groups, local businesses, colleges, and industries throughout King County. These partnerships help to garner support for the programs, students, and staff. Participating business partners help chaperone student activities; open their businesses up to students and teachers, provide job shadow experiences, and employment. The Bellevue School District CTE department has developed partnerships with over 200 community members who serve on the current CTE Advisory Committee. Each career pathway has a designated advisory committee made up of business leaders, college and university professors, teachers, and district administrators who discuss courses being offered, leadership opportunities in and out of the classroom, equipment needs, and reviews curriculum to ensure our courses meet the current industry standards and demands. They also discuss and review a rotational 3-year plan. Our current advisory industry chairpersons and district/teacher coordinators are:
