Career and Technical Education Millage Vote

What is Career and Technical Education (CTE)?
• Job and employability skills to high school juniors and seniors
• Providing skills allowing students to join workforce after graduation
• May pursue additional training, community college, trade school, university coursework or apprenticeship programs
• Welding, auto mechanics, agriculture, health science, computer aided drafting, building construction, hospitality, office administration, marketing, machining, corrections, cosmetology, finance, business, entrepreneurship
What is the goal?
• Provide each 11th and 12th grade student in the EUP with at least two CTE opportunities, plus entrepreneurial training
• Provide job skills to live and work in the EUP
• Help every EUP school district provide or have access to additional CTE opportunities
• ALL CTE programs must articulate credit with a Community College or University
• Many CTE programs provide the opportunity for Industry, State or National Certification while in high school
Why do we need it?
• Not everyone wants to or can afford to go to college
• Over 96,000 jobs unfilled in Michigan (www.mitalent.org)
• Severe lack of opportunities for young people in the EUP
• Competing for jobs and university placement with students who have had CTE opportunities
• 32 ISDs have CTE programs available to students funded by regional millage
• Improve our local and regional economy

This is an EUP Investment in our Kids our Future Workers and our Future Business Owners
How much will it cost?
• 1 mil for 10 years will produce $2,300,000 each year to establish and operate CTE programs for all EUP juniors and seniors
• $1 for every $1,000 of TAXABLE VALUE
• Most properties will pay less than $50 per year
• Investment in EUP
• These funds Must only be used for supporting and operating CTEopportunities in the EUP for all EUP students.

How Does the EUP Compare?
• The EUPISD ranks 52nd out of 56 ISDs for regional support for programs
• All EUP regional school millages produce $409 per pupil
• Statewide range is $319-$2,520 per pupil
• Statewide average is $895 per pupil
• CTE millages range from 0 mils to 4.2 mils
• Passage would provide $341 per pupil for CTE programs
• Total would be $750 per pupil overall, still $145 below state average
• In the UP we are the lowest of all 7 ISDs in Mills and $/studentMills: EUPISD 1.200 DIISD 2.13 MARESA 2.205 MC-ISD 2.24

Taxable values will change throughout the next several months as adjustments are booked locally and reported to the State. Pupils will change when the Fall count has been audited.
Therefore, the tax revenue generated for FY 2016-17 is an estimate at this point in time. Note that statewide figures for per-pupil taxable value and tax revenue generated are AVERAGES of
the amounts above, NOT a simple calculation of Statewide Totals divided by statewide pupils.
