0–INTRODUCTION
The purpose of this document is to present the policies and procedures forWrestling Canada Lutte’sAthlete Assistance Program (AAP); a program funded by Sport Canada. The target audiences for thisdocumentaretheathletes,coachesandsportadministratorswhocurrentlyaccessorwishtoaccesstheprogram.SportCanadapolicies, includingtheAthleteAssistanceProgram,aredesignedtosupportamateurhighperformancepathwayathletesthatdemonstratethepotentialtoprogresstotheTop8intheWorld.ThepurposeoftheAAPistoimproveCanadianperformancesatmajorinternationalsportingeventssuchasthe Olympic and the World Championships. The program seeks to do so by relieving some of thefinancialpressuresassociatedwithpreparingforandparticipatingininternationalsport.Internationalpodiumperformances, top8,and top½ofcompetingentriesprovide the framework forourperformancestandards.SportCanadaAAPwillonlyfundathleteswhoarecompetingintheUWW2020Olympicprogramevents.AthleteswhowishtobenominatedforaSeniororthePost-JuniorDevelopmentcardmustaccumulatenominationcriteriainthesix(6)Olympicweightclasses(nominationcriteriaareweightclassspecific):

Anathletewhohasqualifiedforadevelopmentcardaswellasqualifiedforaseniorcardhasthechoicetoaccepteitherthedevelopmentcardortheseniorcard.

SportCanadahasawardedtheequivalentof15SeniorWomen’sCards ($317,700)and9SeniorMen’sCards($190,620)forAAPfundingtoWCLfortheMay2018toApril2019cardingcycle.SportCanadawillreviewthecardquota forall sportsafter the2018OlympicsandParalympics. In theevent thatWCL’scardingquotachanges,WCLmayhavetomodifytheallocationofcardsbasedontheprinciplesnotedabove.AnymodificationsapprovedbySportCanadaandwillbecommunicatedtoathletesandcoachesinatimelymanner.ThefundingwillbeallocatedbyWCLasfollows:SENIORCARDS: DEVELOPMENTCARDS(minimum):Men 8athletes Men 1athletesWomen 13athletes Women 3athletes
K–DECISIONAUTHORITY
The High Performance Director (HPD) is responsible for the development and implementation of acardingprogramthat fallswithinSportCanadaAAPguidelinesandparameters.TheHighPerformanceManager (HPM)will assist theHPD in ensuring that theprocessoutlined in this document is properlyfollowed.WCLdoesnotgrantAAPCardstoAthletes.AthleteseligibleforaSportCanadaAAPCardarenominatedby WCL to Sport Canada based on the criteria outlined in this document and AAP policies. AllnominationsarethenreviewedandapprovedindependentlybySportCanada.TheWCLAAPprogramwillbeoverseenby theHighPerformanceDirector (HPD)andmanagedby theHighPerformanceManager(HPM).
L-ATHLETEELIGIBILITY
TobeeligibleforaCardingnomination,anAthletemustmeetallthefollowingrequirements:A. Mustbeacurrentregisteredmemberof,andingoodstandingwiththeWCL;B. Musthaveparticipatedintheapplicablecompetitionsrequiredforcardingpurposesunlessarequest
for an exemptiondue to injury,medical condition, or illness is approved, in advance, by theHighPerformanceDirector–(Section13);

C. MustpossessCanadiancitizenshipbyMay1,2018;thebeginningofthecardingcycle;D. Mustsatisfactorilydemonstratethathe/shewillbeeligibletocompeteforCanadainUnitedWorld
Wrestling(UWW)competitionsandtheOlympicGames;E. Mustnotbeundersuspension,orothersanction,foranydopingordoping-relatedoffense;F. MustsignandcomplywiththeAthleteAgreementasrequiredbyWCLand/orSportCanada;G. Must otherwise complywith all eligibility requirements set out by Sport Canada in its publication
“SportCanadaAthleteAssistanceProgram2015”H. MusthavemettheSpecificCriteriasetout inSection4,8,9(whererelevant),and12(Progression
Criteria);I. Athleteswhoarefull-timepermanentresidentsoutsideCanadaformorethantwosuccessiveyears
and are competing within the Canadian sport system and representing Canada at internationalcompetitions(asaWCLsanctionedmemberoftheCanadianNationalTeam),maybeconsideredforcardingatthediscretionoftheHighPerformanceDirector;
J. MustfulfilltherequirementsoftheWCLSenior/JuniorTeamTrainingProgram.
M–CARDINGCYCLEANDQUALIFICATIONPERIOD
Thetwelve-monthcardingcycle,whichincludesdevelopmentcards,willrunfromMay1st,2018toApril30th,2019.Sincemostofthedevelopmentcardingcriteriafallswithinthesummermonths,nominationsto Sport Canada for development cardswill takeplace at the endof the summer (lateAugust / earlySeptember)oncethefinalrankingshavebeenestablished.Thesedevelopmentcardswillberetroactivetothebeginningofthecurrentcardingcycle(May1st,2018).Athleteswillbeeligibletoaccumulatecardingpoints (internationalanddomestic) fromtheendofthe2017SeniorCanadianChampionshipsuntiltheendofthe2018SeniorCanadianChampionships.
O–GRECO-ROMAN
AthletescompetinginGreco-RomanmustqualifyforcardingbymeetingthestatedcriteriaforSR1andSR2 cards at the SeniorWorld Championships and/or Olympic Games. Greco-Roman athletes are noteligibleforSR,C1ordevelopmentcards.
P–CARDINGPRIORITIZATION
Cardswillbeallocatedtoeligibleathletesinthefollowingorderofpriority,basedongender:SENIORCARD1. AthleteswhomeettheSR1cardingcriteria;2. AthleteswhomeettheSR2cardingcriteria;3. AthleteswhomeettheSRcardingcriteria:Toprankedathleteinthe2018SeniorFinalRanking;4. AthleteswhomeettheSRcardingcriteria:TieringIndex1.0–FS,TieringIndex1.2–WW.

8.1–SENIORINTERNATIONALCRITERIA(SR1/SR2CARDS) AwardedtoGreco-RomanandFreestyleathletes.• Theathlete(s)musthaveplacedinthetop8ANDtophalfofthecompetingfieldinanUWW2016
RioOlympicProgramweightclassatthe:o SR1card:2017SeniorWorldChampionships;o SR2card:2016OlympicGames;
• 2018-19SR1cardedathleteswillberequiredtocompeteandtrainina2020TokyoOlympicweightclassinordertobere-nominatedfortheir2019-2020SR2card;
• SR1athleteswillbenominatedaheadofSR2athletes;• Athletesnominated foranSR2cardneedtodemonstrate that theyaremaintaininga trainingand
competition program approved by the HPD including participation in the final ranking process(CanadianChampionshipsand/orWorldTeamTrials).
8.2–SENIORNATIONALCRITERIA(SR/C1CARDS)8.2.1–ATHLETESCOMPETINGINMEN’SANDWOMEN’SFREESTYLE:The2018 toprankedathlete ineacheligibleOlympicweightclassuponcompletionofall final rankingeventsforWorldTeam*orOlympicTeamSelectionwillbeeligiblefornominationforaseniorcard.*Thewrestle-off forWomen’sFreestylewilloccurattheWorldTeamWrestle-Offs, tobeheldpriortothe2018CanadaCup,toestablishthe2018FinalRanking.

8.2.2 – TIERING INDEX 1.0 FOR ATHLETES COMPETING IN MEN'S FREESTYLE, 1.2 FOR ATHLETESCOMPETINGINWOMEN’SFREESTYLE:Athleteswhoachieveaninternationaltieringindexof1.0formen,or1.2forwomenorgreater(ontheInternational Tiering System) within the qualification period will be eligible for nomination with thefollowingconditions:a) Athletesmusthaveplaced in the top3Canadians in the final ranking in theOlympicweight class
theyaretobecardedin;
b) Amaximumofone(1)athleteperweightclassmaybenominatedbasedonthetieringindexcriteria.Ifmorethanoneathleteperweightclasshasachievedatieringindexof1.0(men)/1.2(women)orgreater,theathletewiththehighestnumberof internationaltieringpointswillbenominated.Theremainingathlete(s)wouldberankedwithintheSeniorNationalCardingIdentificationSystem.
8.2.3–ATHLETESCOMPETINGINMEN’SANDWOMEN’SFREESTYLE:The remaining eligible athletes will be nominated, until the cardingmaximum ismet, based on theirpositionontheSeniorNationalCardingIdentificationSystemdescribedinSection9.Athletesmusthaveplacedinthetop3Canadiansinthefinalranking,intheOlympicweightclasstheyaretobecardedin,tobeconsideredforcarding.
3–SENIORNATIONALCARDINGIDENTIFICATIONSYSTEM
TheWCLSeniorNationalCarding IdentificationSystemisanobjectivemethodusedtorankathletes intermsoftheirpotentialtoperformattheelitelevelofinternationalwrestling.Theidentificationsystemwillbethesameforbothwomenandmen.Pointaccumulationisspecifictoasingleweightclass.Therearefivefactorsusedtoobtainanathlete'sranking:a) Theathlete'sinternationaltieringindex(Freestyle)b) Theathlete'sdomesticresultsateitherofthedesignatedCardingTournaments(West&East)c) PlacementattheOlympicTeamTrials(inanOlympicyear)d) Placementatthe2018FinalRanking(Freestyle)e) ThenumberofyearstheathletehasbeencardedattheSR1,SR2,SRandC1levelsTheweightingandscaleofeachfactorissummarizedinthetablebelow:

3.0–INTERNATIONALTIERING
Amaximum of 35 points formen and amaximum of 17.5 points forwomen can be earned throughinternationaltiering.Theinternationaltieringindexindicatestheoverallsuccessoftheathleteatinternationalcompetitions.The calculation of the index is outlined in Appendix A: International Tiering System. The above tableconvertstheinternationaltieringindexvalueintocardingpoints.Theinternationaltieringindexisroundedtothenearestdecimalplace.
3..–DOMESTICCARDINGTOURNAMENTS
Amaximumof15points(men&women)canbeearnedthroughparticipationineitherofthedomesticcardingtournaments(Olympicweightclassesonly).Onlythebestresultofthetwotournamentscountsforcardingpoints.Theresultsofdomesticcardingtournamentsarecountedto6thplace.Eachcardingtournamentwillholdacertifiedweigh-inusingUnitedWorldWrestlingweightclasses(forcardingpurposes,Olympicweightclassesonly)withamaximum2-kilogramweightallowance.Forbothnational carding tournaments,anyathletewho isattempting togaincardingpointsmustweigh-inon-site;allotherdomesticathletesmayweighinoff-siteprovidedtheweigh-iniscarriedoutbyanationallyaccreditedofficialorAthleticDirector.

If an athlete competes at a domestic freestyle tournament but is not eligible for carding points (i.e.foreign athletes, landed immigrants, athletes that did not weigh in on site, etc.) the athlete will beremovedfromthefinalrankings(forcardingpurposesonly)andthenexteligibleathletewillbemovedupintherankingandwillreceivethecorrespondingcardingpoints.
3.K–./01SENIORFINALRANKING
Thefinal resultsofall the2018SeniorRankingEventsarecountedto3rdplace.Cardingpointsarenotallocateduntilthecompletionofallrankingevents.The2018RankingEventsincludethefollowing:• 2018 Senior Canadian Freestyle Championships including True Second Ranking and challenge
matches;• 2018SeniorWomen’sWorldTeamTrials–OlympicWeightclasses(2018CanadaCup);• WrestleOffsasperwrestleoffpolicies.Ifanathleteplacesinthetop3atthe2018SeniorCanadianFreestyleChampionships,butisnoteligibleforcardingpoints (i.e. foreignathletes, landed immigrants,etc.) thisathletewillberemovedfromtherankings(forcardingpurposesonly)andthenexteligibleathletewillbemovedupintherankingandwillreceivethecorrespondingcardingpointsafterallthefinalrankingeventshaveoccured.
3.L–YEARSCARDED
Amaximum of 5 points (men & women) can be earned through the athletes total number of yearscarded.Athleteswhohavebeencardedforseveralyearsattheseniorlevel(SR1,SR2,SR,andC1)areexpectedto be earning carding points through the international tiering index. As the athlete continues theirdevelopmentasaNationalTeammember,theyareexpectedtoobtaininternationalresults.Assuch,anyathletethathasbeencardedlessthan3yearsattheseniorlevelwillreceivethefull5points,whereasanathletethathasbeencardedformorethan6yearsattheseniorlevelwillnotreceiveanypoints.
3.M–TIE-BREAKINGCRITERIAFORSENIORNATIONALCARDINGIDENTIFICATIONSYSTEM
Ifathletesaretiedincardingpointsattheendofthequalificationperiod,thefollowingcriteriawillbeusedinrankordertobreakthetie:1. PlacementattheOlympicTeamTrials(inanOlympicyear)2. Placementinthe2018FinalRanking3. TheInternationalTieringIndex4. Placementatthe2017CanadaCup5. Placementatthe2017FinalRanking

Therefollowingpriorityorderwillbeusedtonominatethedevelopmentcards:1. JuniorWorldMedallists;2. Post-juniordevelopmentcards:one(1)femaleandone(1)malecard;3. Juniordevelopmentcards:minimumofone(1)maleandone(1)female;4. Post-juniordevelopmentcards:uptothemaximumremainingfundsavailable.PleasenotethatnormallyaDevelopmentCardcannotbeallocatedtoanathletepreviouslycardedattheSenior Card level (C1, SR, SR1, SR2) for more than two years. An exception can be made, at SportCanada’s sole discretion, for an athlete carded at the Senior Card level for more than two years forexceptionalcircumstances;forexample,anathletecardedasaseniorcardfor2ormoreyearswhilestillcompetingattheJuniorinternationallevel.10.1–JUNIORWORLDCHAMPIONSHIPPODIUMCRITERIA-MEN’SANDWOMEN’SFREESTYLEJunioreligibleAthleteswhoachieveaPodiumPerformanceinaUWW2020OlympicProgrameventatthe2018JuniorWorldChampionshipswillbeeligiblefornominationforaDevelopmentCard.Ifthereisatieortherearetoomanyeligibleathletesfortheremainingcardingquota,athleteswillbenominatedbasedontheirfinalrankontheJuniorCardIdentificationSystem.

Where funding remains,WCLwillnominateone (1) femaleandone (1)malepost-juniordevelopmentcard.Tobeeligibleforthiscard,anathletemustsatisfyatleastoneofthefollowingrequirements:• FormerJuniorCanadianFreestyleChampion;OR• 2018JuniorWorldTeamMember;OR• Placed in the top six (6) at any Senior Canadian Freestyle Championship (Olympic weight classes
only).Aswellassatisfyallthefollowingrequirements:• Be24yearsoryoungerasofthe31stofDecemberintheyearthatthecardisinitiated;• Demonstrate a commitment to training and be located at a National Training Centre or a WCL
approvedhighperformanceclubwithafullycertifiedNCCPlevelfour(orequivalent)coach.Theathletesforthepost-juniordevelopmentcardswillbeselectedbasedontheirpositiononthePost-JuniorNationalCardIdentificationSystemdescribedinXXbelow:Therearethreefactorsusedtoobtainanathlete'srankinginanOlympicWeightClass:

2. AthleteswhoreceivedanSRorC1cardinthepreviouscardingcycle(2017-2018)willreceive:
a) 50%of the international tiering pointswill be awarded from the previous carding cycle if theathleteisunabletocompleteten(10)internationalmatchesinthecurrentcardingcycle;
b) 50%ofthedomestictieringpointsfromthepreviouscardingcycle’scardingtournamentswillbeawardedinthecurrentcardingcycle,onlyfortheeventthattheathleteisunabletocompetein.Onlythebestresultofthetwowillbecountedfordomestictieringpoints.
c) 50%ofthecurrentcardingcycle’sSeniorCanadianChampionshippointswillbeawardedbasedontheathlete’splacementinthepreviouscardingcycleattheSeniorCanadianChampionships,iftheathleteisunabletocompeteattheSeniorNationalFreestyleChampionshipsinthecurrentcardingcycle.
d) Cardingpointsfornumberofyearscardedwillfollowtheyearlyprogression
Athleteswillonlyhaveaccesstoclauses1aand2aabove,iftheirhealth-relatedreason(illness,injuryorpregnancy)hasbeensosubstantialthattheyhavenotbeenabletocompeteforaminimumof10ofthe12 months during the qualification period. It is expected that the athlete will be able to return tocompetitionduringthenextcardingcycle.Inadditiontotherequirementthattheaffectedathlete(currentlyholdingacard)mustmeetinordertore-qualifyforcardingbasedonhis/herpointtotal,thecoachmustsubmitawrittenpetitiontotheHighPerformanceDirector,priortotheweigh-infortheevent.Thepetitionmustincludethefollowing:• TheofficialWCLInabilitytoParticipateMedicalCertificate,completedbyanapprovedWCLphysician
prior to thenearestupcomingcardingevent, indicating thedateandnatureof the injurywith theprescribedrehabilitationprogramandanestimatedrecoveryperiod.
o Afullmedicalrecoverymustbepossiblewithinthenextcardingperiodo WCLreservestherighttohaveasecondmedicalopinion
• For the duration of the injured athlete’s inability to fulfill their training and competitive
commitments,whicharepartofthecardedathlete'scontract,theathletemustcommit,inwriting,totrainand/orrehabilitateunderthesupervisionofWCL.Thismustbedoneatalevelthatmitigatesrisk to theathlete'spersonalhealthandensuresa timely return toa full trainingandcompetitiveprogramthatisinlinewiththeothermembersoftheNationalTeam.

AthletesarenominatedforcardingbyWCLtotheSportCanadaAthleteAssistanceProgram.Anathlete'scarding status is subject to the obligations and commitments as detailed in theWCL Carded AthleteContract (whichwill include,butnot limited to, annual competition, training, and Edge10monitoringrequirements)andtheSportCanadaGuidetoAthleteAssistance.NocardingcontractswillbeprocessedbyWCLwithoutthe$150athletefee.

Athletes may lose their carded status or have their carded status withdrawn under the followingconditions:• Non-renewalofcardedstatus;• Failuretomeettrainingorcompetitivecommitments;• Violationoftheathlete/NSOagreement;• Athlete’sfailuretomeetresponsibilitiesoutlinedinAAPpolicies;• Grossbreachofdiscipline;and• FraudulentmisrepresentationTheHighPerformanceDirectormayrecommendthewithdrawalofanathlete’scardedstatus toSportCanada,underthefollowingconditions:1. Provideaverbalwarning to theathlete, including the stepsand timelines to remedy the situation
andtheconsequencesofafailuretoheedthewarning;2. Whereapplicable,followupwithawrittenwarningtotheathlete;If the above steps are not successful in resolving the matter and WCL still wishes to recommendwithdrawalofcardedstatus,WCLmust:1. SendalettertotheSportCanadaProgramOfficerandtheAAPManagerwithacopyoftheathlete’s
cardedstatus.Thislettermustindicate:
a) Thegroundsonwhichtherecommendationisbeingmade;b) The steps already taken to address the issue (verbal warning followed by a formal letter of
warning);c) Provide notice to the athlete of the athlete’s right to contest the WCL recommendation to
withdrawcardedstatusthroughWCL’sinternalappealprocesswithintheprescribedtime.Athletesmayalsowithdraw fromtheAAPbyexpressing theirwish todoso toWCL.Thismay involveretiring permanently or temporarily foregoing the commitments of being a carded athlete. IfrecommendedbyWCL,athleteswhoretirepermanentlyinmid-seasonmaybeallowedtwo(2)monthsof AAP support past the date of their actual retirement to help them adjust to their post-athleticsituation.Thisdoesnotprecludetheathlete fromapplying fororreceivingspecial-needsassistanceordeferredtuitionsupport.

ANNEXA:INTERNATIONALTIERINGSYSTEM
1–INTRODUCTIONThe objective of the international tiering system is to develop an objective ranking of athletes basedupontheirinternationalperformancethroughoutthequalificationperiod.Theutilityofsuchasystemisasfollows:1. To enhance the World team and Olympic team selection process by identifying those athletes
capableofperformingattheworld-classlevelonaconsistentbasis.2. Toestablishadirect linkbetween internationalperformanceandthevarious levelsofcarding.For
example, a tiering index of 1.0 is considered equivalent to achieving a top 8 performance at theSeniorWorldChampionships.
3. TohaveasystemcapableofquantifyingperformancesuchthatobjectiveperformancegoalscanbeclearlystatedandprogresstowardsthosegoalscanbeeffectivelymonitoredandevaluatedbyWCLanditsperformancepartners.
4. Toprovideathleteaccountability.Internationalpodiumperformances,top8,andtop½competingentriesprovidetheframeworkforourperformancestandards.2–METHODTheabilitytoaccuratelymeasureinternationalperformanceisessentialinorderforthetieringconcepttobeimplementedeffectively.Tournament placement by itself is, at best, a poor indicator of performance; particularly for rankingsbeyond 4th place. The randomness of the draw allows the element of chance to influence thetournamentresultsinanunpredictablefashion.Moreover,therankingmethodtendstoonlyevaluateanathletewhenhe/sheperformswellandgivesnofeedbackwhenhe/sheperformspoorly.Thewin/loss record affords an opportunity to examine an athlete's performance capabilities inmoredetail andon amore consistent basis. By classifying theopponent intooneof five tiers, the athlete'soverallwin/lossrecordcanbebroken-downintofiveseparatewin/lossrecords.Onlyhead-to-head competitionagainst recognizedopponents (see table2.1 and2.2below)are takeninto account for international tiering purposes. Theopponent's previous senior record is examined todetermine if the opponent can be classified based on previous placement at the World/Olympics,European,Asian,orPanAmericanChampionships.Applying Table 2.1: Opponents’ Previous International Performance Criteria Grid,WCLwill be able toeffectivelyclassifyopponents.Previousperformancecriteriaapply to thepast2-3yearsat thespecificweightclassandstylethattheopponentiscurrentlycompetingin.
