carbon saving public sector, the crcand carbon reductionIt is now widely accepted that we must all reduce our carbon emissions in order to prevent catastrophic
global climate change. In the UK, the public sector is directly responsible or approximately 3% o carbonemissions and, with 2.6 billion spent on electricity and gas in buildings in 2009, has a major part to play
by using energy more eciently. Furthermore, the public sector can play an important role in assisting andencouraging others to act to reduce their emissions, and can be a powerul leader and role model in the
transition to a low carbon economy.
There are already a number o regulations, targets and incentives designed to encourage public sectororganisations to play their part in saving carbon. The Carbon Reduction Commitment Energy Eciency
Scheme (CRC EES) came into orce in April 2010 and is a statutory scheme or public and private sectororganisations that use electricity supplied through a hal hourly meter, settled on the hal hourly market, or
that are mandated participants. I your organisation meets these criteria, then the Scheme applies to youand you must take action to comply with the legislation.
The CRC EES is a complex scheme requiring a good understanding o your organisations legal structure,
energy use, carbon reduction plans, nancial management and more. Due to recent changes in the
Scheme, including the scrapping o the recycling payment, the nancial liability or participants is nowmuch higher than expected (rom 100,000 per annum or a small NHS Trust; 350,000 or an averagesize unitary authority; to more than 1million or larger county councils) and is orecast to rise each
year. Further changes are due to come into orce at the start o Phase 2 in 2013, so participants will needkeep up to date with the Schemes requirements and amend their reporting and compliance procedures
accordingly.
To help reduce carbon emissions, incentives are now in place to encourage the uptake o renewable
energy. Feed in Taris present an excellent opportunity or public sector organisations to generate energyor their own use rom solar PV, wind turbines etc. and to receive guaranteed payments or that energy
- whether used or exported - over a 25-year period. From 2012, the Renewable Heat Incentive oers similar
guaranteed payments ollowing installation o biomass boilers, solar thermal and other non-ossil uelheating systems.
Many organisations are now recognising the complexity o complying with CRC legislation, saving carbonto reduce nancial liabilities, and taking advantage o new incentives in the most timely and ecient way.
To meet the demand or a cost-eective and collaborative approach to successul carbon management,
Local Energy has expanded its highly acclaimed public sector carbon network or the coming year.

how will carbon saving public sectorhelp me?Following the success o our earlier projects, Carbon Trading Councils and Carbon Trading Public Sector,
Local Energy is now inviting all public sector organisations to join the new Carbon Saving Public Sector(CSPS) network.
As part o our partnership agreement with the Energy Saving Trust, CSPS members will also be eligibleto receive support rom Energy Saving Trust sta on topics such as housing stock reurbishment, tari
schemes, green nance, economic modelling, local authority carbon assessment and more.
When you join Carbon Saving Public Sector, your organisation will be entitled to participate or a ull year,
and will receive:
Two ree delegate places at a series o events throughout the project. Events are held in convenient
locations around the UK, and include expert speakers, case studies, workshops and question andanswer sessions. Additional delegate places may also be available or a small charge.
Regular CRC updates by email, including policy briengs, news o updated guidance rom thegovernment, regulators and other sources, case studies rom participants, and more.
An online discussion orum, where you can ask sector-specic or more general questions, and receiveanswers and comments rom experts and colleagues.
Opportunities to network with colleagues at events and online, where you can ocus on the solutionsto shared problems and learn how other public sector organisations are approaching the CRC andcarbon management issues.
Advice, guidance and support rom Local Energy and Energy Saving Trust sta. There are alwaysmembers o sta available to answer queries on the project itsel or on the many and varied aspects o
the CRC and other carbon reduction and energy eciency topics. I we dont know the answer, we arein close contact with the policy makers and regulators and can get a quick response.
Plus new this year a mini-audit o your CRC data submissions (ootprint and annual report)and evidence pack, to identiy potential errors and omissions and to help you minimise your
allowance liability.
In addition, we provide updates and guidance on energy eciency and renewable energy options tohelp you cut carbon emissions and reduce energy costs. Well help you identiy the best combination o
technologies and incentives available, including Feed in Taris and the Renewable Heat Incentive, andexamine how they aect your CRC liabilities too.

our track recordThe LGiU is a charity which has been working with the public sector or the past 25 years. Local Energy isa social enterprise established by the LGIU in 2010 to manage the growing volume o work in the areas
o carbon reduction, climate change and renewable energy. All surpluses directly subsidise the LGiUscharitable work.
The LGiU/Local Energy have run three successul virtual carbon trading projects already. The aim o thisnew project is to ensure that public sector organisations manage the risks and opportunities associated
with participation in the CRC EES.
Year 1: Carbon Trading Councils
The pilot project began in April 2008 with 34 local authorities taking part.
Participants identied a number o areas where they might need to develop to be ready or the CRC EES.The ull project report, Taking Stock, is available online.
Year 2: Carbon Trading Public SectorOur second project, running rom July 2009 to June 2010, involved more than 100 participants including
local authorities, NHS trusts, police authorities, universities and central government departments.
As well as considering the issues raised by Carbon Trading Councils, participants in Carbon Trading Public
Sector explored more advanced strategies including:
compiling an accurate baseline data or all your buildings
how to monitor data and orecast the amount o carbon allowances needed
identiying your liability rom outsourced services or PFI projects
identiying who needs to be involved in the CRC EES, rom dierent departments across the
organisation (such as nance, legal, energy, schools)
how to identiy the most cost-eective projects to reduce carbon emissions
the eect o dierent carbon strategies on nancial risk, savings and cash fow, and how to manage theprocess o buying carbon allowances
evaluating the options available to improve your position in the league table
Year 3: Carbon Trading Public Sector 2010-2011Running alongside the rst year o the CRC EES (a ootprint and reporting year), this project provided anopportunity to practise the requirements o the scheme with no nancial risk. Participants explored how
to:
determine their level o liability, dene the organisational structure, register their organisation and
submit reports
put together a CRC team to monitor and manage carbon emissions, avoid penalties and communicateactions both internally and externally
implement a orecasting strategy to calculate the quantity o allowances required, and monitor and
manage changing requirements throughout a reporting year to minimise nancial liabilityidentiy carbon reduction projects that will reduce their CRC liability and make real emissionsreductions throughout their estate and operations.

2: Submit dataTo receive your mini-audit, you must provide your carbon emissions data, as you expect to report or CRC
EES, as soon as possible. This should include all sources, emissions, exclusions and estimates and your EarlyAction Metric data.
3: Submit carbon reduction planIt is important to have a plan so that your organisation is clear about how it will reduce its carbonemissions, and by how much. You should provide a summary o your carbon reduction plan, including total
orecast emissions reduction and, i possible, a MAC curve or other data to indicate the cost-eectivenessand/or payback period o projects.
