CAPPO President 2016-2017
I am sure most of you are knee deep in year-end requests and trying to meet (or exceed) your customer’s expectation while fulfilling their requests. This is nothing new. Our year-end process comes every year at the same time, and with it comes requests from our customers complete their orders by the deadlines. Seems like every year we get at least one request to issue a purchase order at 4:30 pm (or later) on the last day of the fiscal year. Just a typical day in the life of procurement official, right?
Even with somewhat unrealistic expectations, we should always be seeking to serve our customers to the best of our ability. Yes, we need to say “No” to our customers more than we would probably like to, but it is how you say “No” or what you say after you say “No” that can set you apart and make you shine. If you are not able to do what your customer would like you to do (usually due to some legal requirement and/or policy), are you able to provide them with alternative solutions? You should be able to offer creative solutions to help meet your customer’s needs, thereby turning a negative experience for them into a positive one. I recently met with our Sheriff’s Department to discuss a procurement they had been ‘researching’ for over a year. Part of their research included looking at various vendor’s products and performing an informal evaluation to ‘weed out’ the products that did not meet

their needs in preparation for a bid that would be
coming in a year or so.
When meeting with staff, I expressed my concerns about their informal evaluation process (and how this could haunt them later when we got the formal procurement process). I am sure you are all cringing like I was when I heard what they were doing. I explained how we could (and should) incorporate a demonstration phase into the formal procurement and how letting us help them do so will ensure the end result will meet their needs and minimize potential protests for not conducting the procurement in an open and fair environment. I had to say “no” to their original request, but they walked away satisfied customers and stated “this was the best thing I learned about procurement all year”.
For those of you who were able to attend the 99th Annual CAPPO Conference, I hope you enjoyed the conference as much as I did and returned to your agency with new found knowledge and re-energized enthusiasm to make professional and personal improvements.
Over the Memorial Day weekend, like in previous years, I watched the running of the Indianapolis 500. This year was the historic 100th race. It’s amazing to see the progress automotive engineering has made in the last 100 years. As CAPPO approaches our historic milestone in January 2017 with our 100th Conference, I noted a lot of similarities. The technology we use has progressed too, but the basic skills of a procurement officer have not changed all that much over the years, just like the skills needed to be a successful Indy racer have not changed much either. Both careers require dedication, keen judgement, excellent communication, and the ability to seek creative solutions to complex problems. Did you see rooky driver, and California native, Alexander Rossi’s incredible win by less than 5 seconds after he ran out of gas during turn four of the his victory lap? It was simply amazing. We, too, can pull off extraordinary feats for our customers by looking beyond the normal “this is
how we’ve always done it” mentality. So, are you ready to win your procurement version of the Indy 500? I know you can do it.
At the beginning of the year, I launched the CAPPO Challenge (see previous CAPPONEWS for specifics). I am happy to report part one of the challenge is well under way to meeting (and exceeding) the goal to have 1,000 members attend CAPPO Training (seminars and webinars) in 2016. A special thanks to the ProD committee (Debbie Casper, Mike Derr, Mary Horger, Kerri Hinojos and Jack Pellegrino) for all their hard work to ensure we meet or exceed this goal. I hope everyone is able to take advantage of the educational offerings provided by CAPPO.
The second part of the CAPPO Challenge is to become more involved in volunteering for CAPPO. To help in this effort, I have appointed John Moestopo as Chair of the Volunteer Committee. We are still developing our volunteer program strategy and will work closely with the Retiree Committee to ensure it is a successful program. Look for more information in the upcoming weeks. I also hope those of you who are getting ready to retire soon (whether it be in a few months or a few years), consider ways to stay connected with CAPPO and share your knowledge with your colleagues after you leave the workforce. Your years of knowledge and experience is invaluable to CAPPO rookies (and future Procurement Indy winners).
In May, we finally launched the new CAPPO website. As with any large endeavor, there have been a few hiccups along the way. The new website is constantly changing as we make minor tweaks here and there and also start rolling out new functionality. Please bear with us through this process and know we value your feedback (both good and bad). If you experience any issues, please contact Technology Committee Chair, Johnnie Terry ([email protected]) or use the “Contact Us” feature that is across the top of the new website pages.

Lastly, registration for the historic 100th CAPPO Conference and Supplier Exposition is now open. The Conference will be held at the Silverado Resort and Spa in Napa, CA. Basic information is posted on the CAPPO website and details will be posted as we finalize the conference offerings.

Legislative Report

Revised State Budget On 5/13/16, Governor Brown issued the "May Revision" to the proposed State budget. Because State revenue will be $1.9 Billion less than forecast in January, no new spending is urged. The revision deletes a $1.6 Billion payment into the "Rainy Day Fund" and there may be withdrawals from it. The Legislature is to add a ballot proposition to extend for twelve more years the "temporary" tax increases of Prop. 30 of 2012. Two-Tier Minimum Wage Increase SB 4 (Leno), signed 4/4/16, changed Labor Code Sec. 245.5, 246 and 1182.2. For employers with 26 or more employees, the following minimum wages are set: 2016 minimum wage is $10.00/hr. 1/1/17 - $10.50/hr. 1/1/18 - $11.00/hr. 1/1/19 - $12.00/hr. 1/1/20 - $13.00/hr. 1/1/21 - $14.00/hr. 1/1/22 - $15.00/hr. For employers with 25 or fewer employees, the following minimums are set: 1/1/17 - $10.00/hr. 1/1/18 - $10.50/hr. 1/1/19 - $11.00/hr. 1/1/20 - $12.00/hr. 1/1/21 - $13.00/hr.
1/1/22 - $14.00/hr. 1/1/23 - $15.00/hr. These smaller businesses implement wage increases a year later than larger ones. After the above dates the State Director of Finance is authorized to calculate future increases in minimum wage by using CPI and other criteria, but the Legislature may decide whether or not to increase it. (Chapter 4, Statutes of 2016.) More Spending Authorized AB 20 (Committee on Budget) took immediate effect as a budget bill. It adds $16,288,000 for the Secretary of State to spend on the 6/7/16 primary election. (Chapter 11, Statutes of 2016.) Health Care Increase SB 10 (Lara), signed 6/10/16, adds Government Code Sec. 100522. It permits the California Health Benefits Exchange (CHBE) to apply to the Federal Dept. of Health and Human Services for waivers for patients who aren't covered under the Affordable Care Act. (These are undocumented worker, or illegal aliens.) The waivers permit CHBE coverage, but without Federal assistance. (Chapter 22, Statutes of 2016.)

prestigious Verne O. Gehringer
Award.
In January 1975 the CAPPO Board
established the Verne O. Gehringer
Award in recognition of his
involvement, leadership, and
participation in promoting better
purchasing, and setting an example
in his own agency. It was pointed
out by the CAPPO Board at the
time that his recognition was not
only for his service but also to
recognize his efforts toward
obtaining public recognition of
CAPPO throughout the State, and
most particularly for encouraging
qualified purchasing people to
seek public procurement
positions.
This award is unique in that
nominations can be made by
individual members or groups of
members. The award, if
awarded, is to be presented to
an individual whose modest,
unselfish, sincere and persistent
efforts for the advancement of
public purchasing, and whose
able assistance and guidance to
the membership in their
endeavors eminently qualify
her/him for this highest award
that CAPPO can make.
CAPPO does not give this award
routinely. It has only been
awarded 12 times in its history.

Pro-D Presentations

2017 Conference Pro-D Chair
CAPPO is now accepting proposals for Professional Development program presentations to be presented at the 100th Annual Conference on Thursday, January 26th, 2017 in Napa, California. Please take this opportunity to share your knowledge and experience with fellow Purchasing Professionals. CAPPO members have expressed interest in educational sessions ranging from basics for the beginning buyer to advanced purchasing solutions, strategies, negotiations, contract administration, and procurement technology. CAPPO Pro-D educational papers should offer a variety of procurement perspectives drawn from our varied, yet common experiences in our Purchasing careers. Program presentations will generally run 30 minutes, with an additional 15 minute question and answer period (total of 45 minutes). If you currently hold a C.P.M., CPPO and/or CPPB certification and are working towards recertification, presenting a Pro-D paper at the conference would be a fabulous opportunity to accrue additional points. Additionally, presenting a Pro-D paper will gain you points towards the Award of Excellence in Procurement, AEP. A “Pro-D Proposal Form” must be completed and submitted for consideration no later than July 29, 2016. Follow-up information will be communicated from the Pro-D Committee by August 31, 2016. Wow!!! We finally made it. Switched over to the new YM CAPPO website and design – look and feel. It is a new platform, refreshed website design, and increased functionality to include a more efficient way to manage the membership database. As with any new system, there are some inherent challenges. One of those challenges is the ability to directly respond to a CAPPOLIST post without having to log in to CAPPO. However, although you will need to be logged in to CAPPO in order to access the forums, there may be Internet Explorer settings that will allow you to stay logged in. In addition, members will need to subscribe to each Forum (e.g., CAPPOLIST, Chapter Chairs, etc...) in order to receive an email for each “reply”. Although website access and ease of use is important, the ease of use and functionality in maintaining the member
database and website content is equally important. For example, the new functionality ensures that member profiles are current and website content is kept fresh which were not easy tasks in the previous website. In addition, for those that have rules already established that routed CAPPOLIST emails to a separate folder, the rules will need to be edited to replace previous email with [email protected] (See FAQs 13). As with any new system change/upgrade (similar to getting a new car, laptop, tablet, home stereo, universal remote, etc...), it takes a little time to get accustomed to the new/refreshed functionality, new “look and feel” and just plain maneuvering around the site. It may take a little more of your time to access previous areas until you get use to the new site. But we will all get there. For example, the initial website roll out (early May), there were
around 20 posts. Today, there are 65 topics with 148 posts which is much in line with any new system implementation of this scope. With each member’s assistance and support from the Board and Technology Committee, we’re continuing our transition and rollout of new functionality in the upcoming months. Although, at times things may get a little bumpy, it will get easier. We appreciate your patience and understanding. Our goal, with the help of each of you, is to provide a mechanism for members’ continued access to a huge wealth of information and knowledge. Finally, although the FAQs are continuously being updated, please direct any comments, tips, tricks, feedback, questions, or suggestions about the website to me at [email protected].

CAPPO Chapters
SAN FRANCISCO BAY AREA

The April 14, 2016 meeting was held at UC Hastings in San Francisco. The meeting was attended by 19 members. This was the first meeting under the new Chapter Chair, Joanne Ward. Ward, along with Vice Chair, Ben Cayabyab, and Treasurer, Gina Temporal, were introduced to the membership as the newly elected officers. This meeting was mainly for the members to meet the officers and discuss what heading the chapter will take. Future meeting schedules and topics were discussed. Former Chair and current CAPPO Second Vice-President, Darryl Sweet, spoke to the members and gave ideas as to how the chapter can spend their money. He also encouraged members to write articles for the newsletter and volunteer at the conferences.
Chapter Business: The Chapter has approximately $700 in the account. They need to come up with ways to spend that money. The chapter has decided to meet on a quarterly basis on June 23 at Alameda County, September 29 at the City of Napa and December 15 at Contra Costa Community College District in Martinez.

February 11, 2016 - The San Joaquin Valley Chapter held a meeting in Merced hosted by UC Merced. Eighteen members were in attendance. The treasurer’s report and previous meeting minutes were presented and approved, and a general meeting held.

Roundtable Discussions consisted of: UC Merced Emergency Incident (Stabbing/Shooting on Campus): What procurement professionals can do to prepare for this type and other emergencies. Contracts that may need to be put into place for different scenarios. Conference Highlights: Attendees shared feedback of conference experiences. Discussed what auction vendors are utilized locally. The meeting schedule for remainder of the year is: April 2016 – (Hosted by Turlock Irrigation District / Lunch) June 2016 – (Hosted by Merced Irrigation District / Lunch – Cancelled, will host in Feb. 2017) August 2016 – (Hosted by Stanislaus County / Lunch) October 2016 – (Hosted by Modesto Irrigation District / TBD) December 2016 – (Hosted by Chapter Board Members / Dinner) April 11, 2016 - The San Joaquin Valley Chapter held a meeting in Turlock hosted by the Turlock Irrigation District.
Twenty-two members were in attendance. The treasurer’s report and previous meeting minutes were presented and approved, and a general meeting held. Guest speaker, Meagan Torres, CPPB, IT Commodity Manager from the University of California Office of the President Strategic Sourcing Centers of Excellence Procurement Services, provided a presentation of IT commonly used phrases, purchases, pitfalls, contract negotiation tools, education on what “the cloud” is and how it’s utilized and experiences. Meagan provided a question and answer period to assist attendees in future IT purchases. CAPPO President Craig Rader attended the meeting and provided updates and show appreciation for members’ efforts. Discussion highlights included: Encouraged CAPPO New Buyer Training attendance. Planning deep dive of New Buyer Training modules. $100.00 incentive to obtain certification. 22% of CAPPO members are certified. Free seminars to CAPPO members.
Lending library free of charge. New website should be available May 1, 2016. Reviewing bylaws, processes and procedures as a non-profit. Last year rolled out a hard copy of membership directory. Working on the 2016 version right now. Slight revenue generated by vendor’s purchasing advertising spots. Next week will be cut off. 2017 Conference will be at Napa Silverado Resort. “Raising The Standard” theme. Looking at change to the schedule. Can golf PGA if conference is attended. $150.00 per night for weekend before and after conference. May have a free post conference workshop and tee time set aside Friday afternoon. Registration trying to be rolled out by May 15, 2016.

February 24, 2016 – The San Diego Chapter meeting was held at the City of La Mesa Police Department. The meeting was attended by 15 members.

The program for the meeting was Public Construction Cost Accounting presented by Guiselle Carreon from the San Diego County Office of Education. Chapter Business: Kelly Rosas, SDCCD, gave the Treasurer’s report and then other announcements were made. Chair Munzenmaier, City of La Mesa, spoke about CPPB exam prep dates, upcoming webinars, and also debriefed about the annual conference. There was a round table discussion. Jack Pellegrino, County of San Diego, announced his recent election to the CAPPO Board. March 23, 2016 – The San Diego Chapter meeting was held at the County of San Diego, with 25 in attendance. Chair Munzenmaier announced the upcoming CAPPO webinars to the chapter. Kelly Rosas, SDCCD, gave the treasurer’s report. Today’s program was presented by Claudia Abarca, a Supervising Management Analyst from the City of San Diego’s Equal Opportunity Contracting Program. The presentation delved into the city’s business direction related to small local businesses and emerging local business enterprises. The meeting closed with a gift card drawing.

ORIGINALLY WRITTEN FOR ETHICS AWARENESS MONTH March is Ethics Awareness Month, and this is a good time to reflect on your organization’s “Ethical Culture”. I use the words “Ethical Culture” because although each of us has our own ethical compass and are individually responsible for our actions or in-actions, the success or failure of acting ethically within an organization is directly dependent on the environment and the culture that has been established and is maintained by its employees. You have most certainly heard the saying, “Actions speak louder than words” and this is surely true in the area of ethics and compliance. Success begins with the “tone set at the top” and how employees perceive the ethics of its leadership and others within the organization. Does your organization have a Code of Ethics and Standards of Conduct describing what is expected of all employees, suppliers and other individuals working with your organization? This document is essential to ensure that
everyone within your organization clearly understands what behaviors and standards that are expected to apply to their performance. Without a clear statement for the organization, you will find yourself potentially relying on each individual’s own standards and judgments, which may fall short of your expectations. There are many good examples of Code of Ethics and Conduct including specifically relating to procurement activities. At the County of San Diego we have established a Code of Ethics which serves as both a pledge and a guide for all County employees. It includes our Standards of Conduct and our General Principles, and is intended to guide and assist us in the actions we take and the decisions we make as public servants. Our code of ethics is the foundation of our County culture and must be reflective in everything we do. Its expectations are clear, and each of us individually are asked to commit to core values

commitment. All employees are expected to be aware of, and behave in accordance with, our Code of Ethics, and to embrace these core values. As a supplement to these principles and core values, the Department of Purchasing and Contracting has established a Procurement Code of Ethics and Standards of Conduct to establish a framework of expectations for County employees and other individuals when involved in County procurement transactions.
These procurement standards are founded on applicable federal and California law, and the County of San Diego’s Code of Ethics and General Principles. A copy of the County of San Diego’s Department of Purchasing and Contracting Procurement Code of Ethics and Standards of Conduct is attached. In short, practicing ethical and legal conduct is essential to fulfilling the County’s mission and to each employee’s individual responsibilities. It is our duty to continually earn the public’s trust by always advancing the public interest and refraining from the pursuit of private interests.

Immediate Past President
CAPPO is seeking nominations for the upcoming openings on the CAPPO Board of Directors for the term starting January 2017. Three (3) board positions are filled each year – two (2) Director positions – one (1) from both the North & South and the Secretary/Treasurer – a CAPPO member from the South in even years and a member from the North in the odd years. The positions are filled by ballot measure and the successful candidates will be sworn into office and begin their term on the last day of the 2017 Annual CAPPO Conference in Napa. The Board welcomes CAPPO Members that are interested in advancing their contributions to the organization. Positions on the Board require hard work and dedication (it is not likely that you will successfully fulfill your responsibilities without putting in some extra hours outside of your normal work routine), but serving on the Board is also very rewarding. It is a great opportunity to network, give back, and make a significant
impact on the procurement profession by fulfilling a leadership role in a prominent professional organization. Director South & North Two-Year commitment Duties of a Director include: Arrange/coordinate seminars and webinars under direction of the 1st Vice President, attend four annual Board meetings, which includes the Annual Conference, and participation in regular conference calls with the 1st Vice President.
Secretary/Treasurer (Year 1) Five-Year commitment Duties include: Attend all Board meetings, taking minutes at Board & Business meetings, approval of CAPPO expenditures, attend the annual audit, review policies & procedures, and select location/negotiate a conference contract (three years out). This position progresses to the 1st Vice President, 2nd Vice President, President and Immediate Past President of the Organization.

I want to thank all the contributors that made this edition of the CAPPONEWS possible. Contributing to CAPPONEWS Still calling all writers! We did pretty well with submissions for the June 2016 issue. But, there is plenty of room for more for our next issue. For “Around CA”, I received reports from one Southern Chapter. From Northern Chapters I received submissions from two Chapters. Chapter officers: Don’t forget to submit a summary of your recent meetings, or meeting minutes, to share statewide. Jack Pellegrino’s topical article on Ethical Culture is a good example of what the CAPPOnews could use more of: namely, articles by subject matter experts.
CAPPO is a vast pool of experts, and we’d love to publish your articles.
I urge you…don’t be shy. Take a few moments to write on a topic. Doing so will help you examine that topic even deeper, and may further affirm your belief, or change your mind.
