One Key Resources Pty Ltd

One Key Resources is a specialist provider of labour and workforce services, recruitment, Indigenous Partnering, Mining Productivity Improvement, Skills and Proficiency Training and eLearning & Animation solutions to the mining, gas and construction industries. One Key Resources has a proven track record of working with some of the biggest mining, gas and construction clients in Australia. Their head office is based in Brisbane with regional offices in Perth, Singleton and Cairns and an international office in Singapore.

One Key works closely with its clients to achieve their desired productivity outcomes while solving their short and long term staffing requirements through attracting, screening, selecting, training and retaining a highly skilled and advanced contract labour workforce.

Wedgetail Larrakia Corporation

The Wedgetail Larrakia Corporation (WLC) is a commercial Joint Venture (JV) vehicle, established to house and operate current and future service contracts in various industry sectors within the Greater Darwin Region (GDR).

Targeted industries include:

• Liquid Natural Gas (LNG) & Liquid Petroleum Gas (LPG) Projects;• Government services and infrastructure development;• Mining development, operations and downstream services;• Construction and maintenance services;• Logistics and supply of industrial products etc.• Marine Services.

Through the establishment of strong JV partnerships with recognised and highly experienced professional service providers, the WLC incorporates high level capacity and capabilities with local knowledge and Indigenous participation, to deliver a broad range of contract services and industrial products to major proponents and contractors, government agencies and non-government service providers operating in the region.

JV partners are chosen through a comprehensive selection criteria and process which demonstrates a range of complimentary skills and relevant experiences including;

• Demonstrated high capability and expertise in the relevant sector.• Robust operational policies, processes and systems in place.• Ability, desire and previous experience in supporting knowledge and learning transfer to JV partner.• Fair and reasonable share of revenue and profits.• Past/current experience of successfully working with other Aboriginal and/or Native Title groups for mutual benefit.

The LDC is the majority shareholder of the WLC with IndiEnergy Pty Ltd holding a minority interest.

Larrakia Development Corporation

The Larrakia People, also referred to as ‘Saltwater People’, are the Traditional Owners of the Greater Darwin Region of the Northern Territory.

The Larrakia are a vibrant mix of urban and traditional society with strong connections to the land and sea.

The Larrakia Development Corporation (LDC), representing the Larrakia People, is an important Indigenous commercial organisation in a Commonwealth Territory that has over 34% Indigenous population. Profits gained through the LDC’s commercial activity support Larrakia people in social, cultural and economic development activities. To date, the LDC has distributed more than $1.4 million to support Larrakia families and individuals.

Through the creation the Wedgetail Larrakia Corporation the LDC seeks to: • Attract private investment and professional expertise,• Offer a range of professional services in targeted sectors and aligned with the key priority areas seeking to address Indigenous disadvantage.• Further develop our capability through Joint Venture Partnerships (JVP) and,• Create pathways to offer a direct stake in equity ownership for the individual Traditional Owners

IndiEnergy Pty Ltd

IndiEnergy Pty Ltd is a majority Indigenous owned and operated corporate and commercial advisory firm specialising in accelerating development on Aboriginal Native Title land towards greatly improved economic and social outcomes for Traditional Owners, particularly in relation to oil & gas, mining and infrastructure development.

Since 2007, IEL has successfully provided a range of outcomes focused services to Traditional Owner groups, Native Title Corporations, mining and oil & gas proponents and contractors, Indigenous and non-Indigenous businesses and entrepreneurs, Governments and community organisations.

The Larrakia Trust

To increase the participation of Larrakia people in the commercial success of WLC, the Board of the Larrakia Development Corporation (LDC) has established the Larrakia Trust. As Trustee of the Larrakia Trust the LDC will oversee the continued growth of its Larrakia Traditional Owner shareholder base, to ensure the greatest possible spread of economic benefit directly to people on the ground. The Trust will ensure that a portion of profits generated through WLC’s commercial activities directly flow back to the Larrakia community.

Establishing the Larrakia Trust takes an innovative and ground breaking commercial approach to addressing poor economic and wealth creation opportunities for Larrakia people. The Trust provides opportunity for Larrakia people to participate as individual shareholders with preferential status for employment, training or business development programs associated with WLC or the LDC.

One Key Resources (OKR) and WLC came together as JV partners after an exhaustive Australia wide selection process. A number of companies were shortlisted prior to a comprehensive research and due diligence process. OKR emerged as the WLC’s preferred industry partner due to a number of factors including: • OKR clearly demonstrated its significant experience and knowledge of the targeted industry and proponents – particularly oil & gas, mining and infrastructure.• Superior operational capabilities, extensive industry networks and access to a broad pool of professional industry personnel for placement.• Proven systems and processes and a willingness to share and transfer knowledge and skills to JV partner.• Offer a range of workplace services seen as critical to improving Indigenous workplace and economic participation.• Proven previous experience in successfully working with Aboriginal & Torres Strait Islander people and supporting Indigenous development.• Equitable profit and management share.• High level of open communication, sincerity, and integrity demonstrated by OKR senior management in the negotiation and agreement of terms.

The JV agreement was formalised and executed in December 2014 after 7 months of negotiation.

Why One Key Resources?

CASE STUDY: One People – An Indigenous Employment and Training Partnership with FOGS

One People is an Indigenous employment and training program run by One Key Resources aimed at providing career opportunities for Indigenous students in the mining, gas, construction and resource sectors.

One Key Resources has partnered with Former Origin Greats Queensland (FOGS), who runs the ARTIE program (Achieving Results Through Indigenous Education) at schools throughout QLD. “ARTIE” provides Indigenous students attending selected Queensland secondary schools the opportunity to participate in a program that encourages and rewards improvements in school attendance, behavior, academic achievement and effort.

For current students of the ARTIE program, One Key Resources will assist FOGS in mentoring students with visits to both schools and organising field trips to mining and gas projects. That mentoring of a larger number of students each year will see a big group of graduates ready for work placement with One Key Resources each and every year.

The strength of the “One People” program is the continuing mentoring offered to students to set goals and achieve just as they did in school with the assistance of FOGS. We will continue to work with FOGS as well as our own Rugby League legends such as Darren Lockyer to provide not only guidance to the students but also support to our clients on how this can be a mutually beneficial long term program. This offers an unrivalled level of commitment to ensure retention and performance of Indigenous staff on your projects.

In summary, “One People” focuses on the following outcomes:

• Assisting FOGS in mentoring Indigenous students in school who are looking for a career in mining, construction or gas.• Educating and training year 12 students on entering the mining and resources industry.• Employing, training and mentoring graduate students on mining, gas and construction projects

One Key Larrakia Management

Grant Wechsel – Managing Director of One Key Resources and One Key Larrakia Director

With 8 years’ experience in labour hire including 2 years as a Director of a large generalist labour hire company, Grant returned his focus to the labour hire sector in 2010 when co-founding One Key Resources to focus on providing unique services to the mining, resources and civil infrastructure industries.

The business was founded in Australia by combining expert training services with a higher standard recruitment and workforce development service focused on providing the best machine operators, tradespersons and supervisory staff that will add value to clients’ production operations while maintaining the highest safety standards. Grant heads up our Australian and international business development and management teams and now has over a decade of experience in recruitment, workforce development and mining training.

Nigel Browne – Director of One Key Larrakia and Wedgetail Larrakia Corporation

Nigel is a Larrakia and Wulna man. He is the current CEO of the LDC after serving as a Director on the board since 2005 and Chair from 2010 to 2013. Nigel studied at Northern Territory University where he graduated with a Bachelor of Laws in 2001. Professional roles include Crown Prosecutor (ODPPNT), Aboriginal Lands (SFNT), and Policy Adviser (Chief Minister’s Office). Nigel has held board positions with the North Australian Aboriginal Justice Agency, Law Society (NT) and Australia Day Council (NT). In August 2011 Nigel was announced as the National Indigenous Legal Professional of the Year, in recognition of his advocacy, representation, and contribution to Larrakia people. He is also a member of the Australian Institute of Company Directors.

Michelle Kelly – Regional Account Manager of One Key Larrakia

Based in Darwin, Michelle has over 9 years’ experience in HR, ER and IR, as well as recruitment of internal and external staff, business development, and contract and project management, with the past 5 years focussed on the mining and oil and gas industries. She has previously worked with the Dowell Group of Companies, Bechtel, and Corestaff Mining.

Senior management from One Key Resources and Wedgetail Larrakia provide a strong combined team to lead One Key Larrakia. The other directors of One Key Resources and Indi Energy also support the business from a national perspective with proven project experience in mining, oil and gas and construction as well as Indigenous employment programs.

Darren Lockyer – Director of One Key Resources and brand ambassador

A former elite sportsperson, Darren was captain of the Australian Rugby League team and is One Key Resources ambassador and Director. Darren plays a key role in business development, client and community relations in Australia and also internationally with experience in Papua New Guinea.

Darren initiated and played an active part in our youth Indigenous employment program in Queensland in partnership with Former Origin Greats. He also has direct experience in the gas and mining industries through other ventures and will play a valuable part in the success of One Key Larrakia.

Joe Procter - Director of Wedgetail Larrakia Corporation

Joe is Darwin born and has heritage connections to the Gurindji People in the Northern Territory and the Wuthuthi and Yadhaigana Peoples from Cape York Queensland. He has significant experience and expertise in Investment Banking, Mining, Oil & Gas sectors and Indigenous Affairs and has held positions in Carnegie Wylie Investment Bank for 4 years and Woodside Petroleum for 6 years.

Joe achieved a Master of Business Administration (Dux for Strategic Management) – University of Western Australia and an Order of Merit from The Australian Institute of Company Directors.

Joe founded IndiEnergy in 2007 and has significant demonstrated experience working effectively with a broad range of stakeholders to achieve progressive and innovative outcomes in difficult working environments.

Darren Halpin – Director of One Key Resources

Based in Cairns, Darren is a trained accountant and owner of a large North Queensland accounting practice. With family ties in the mining industry and many of his clients running businesses in mining services he has long been exposed to the industry. Darren continues to play a hands on role in One Key Resources and has made a significant contribution to the establishment of One Key Larrakia and continues to provide high level strategic advice and support.

BMD Group

BMD Group are a national civil and construction contractor carrying out large infrastructure, main roads, mining and resources and urban development work. One Key Larrakia has partnered with BMD Urban in the Northern Territory providing skilled labourers and operators for civil construction and urban development projects. We work closely with their Darwin office on engaging Indigenous employees on their local projects.

Compass Group

One Key Larrakia has signed an agreement to provide casual labour for the Manigurr-ma Village in Darwin. The scope of work will include the supply of room attendants, cleaners and kitchen hands with a strong focus on meeting local content commitments through employing Larrakia and other Indigenous people.

AACO Northern Australia Beef

One Key Larrakia has been assisting AACO with recruitment for its Northern Australian Beef Plant at Livingstone outside Darwin since before construction of the plant was finished. One Key Larrakia has placed skilled meat industry professionals, tradespeople and entry level applicants including local Indigenous applicants in to work. We look forward to maintaining a positive long term relationship with AACO in the region.

Bechtel Australia

In 2013, One Key Resources was engaged by Bechtel Australia to recruit specialised structural, mechanical, piping and commissioning trades for the APLNG, QCLNG and GLNG downstream LNG projects on Curtis Island.

Our ability to accurately and quickly identify the exact qualifications and experience required for the roles and our speed and accuracy of presenting candidates were key to our success on these projects. We continue to work with Bechtel Australia throughout 2014 including additional sourcing for instrumentation roles.
