Plant & Platform Consultants Ltd (P&P) was established in 1986 to provide engineering
services in the Petrochemical, Oil/Gas, Mining, Power and Fabrication Industries. In more
recent times it has diversified into the minerals and resources sector, assisting clients with
mining production and product handling design/documentation support.
P&P as a provider of engineering services to companies in the energy and resources
sectors has accumulated considerable knowledge of the configuration, operation and
design of production systems, plants and facilities.
P&P has significant history and experience in carrying out conceptual and feasibility
studies, planning, budget preparation, front end engineering design, detailed engineering
design, construction management, commissioning supervision and is recognised as one
of New Zealand’s leading providers of engineering services.
P&P's personnel consists of internationally experienced professional engineers, design
and technical support personnel providing a complete service to all of our clients.
The company is responsive to client needs and prides itself in being able to work
alongside our clients, its readiness and flexibility to achieve tight schedules and provision
of solutions which are “fit-for-purpose”.
Whilst most of P&P’s operations are based in New Zealand, we do have personnel
located in other countries.
P&P are currently undertaking projects in New Zealand, Australia and Papua New
Guinea; we have previously worked in the Middle East, Asia, and other Pacific Islands.
The work has ranged across transmission pipeline, related oil and gas facilities, mining
and materials handling, material processing, bulk storage installations and facilities. P&P
also has specialist capability in the H&S, risk assessment and mitigation processes,
inspection, Cathodic Protection and associated corrosion prevention areas. In addition,
the company offers document management and procurement services to many clients.
P&P operates under an ISO 9001 accredited quality management system.

The primary challenge of project management is to achieve all of the project goals and objectives through careful planning and implementation of the processes to produce key deliverables. The team of Project Managers at P&P has many years experience of successfully meeting project objectives. The successful engineering and project management of pipeline developments is a specialist area in which P&P built an enviable reputation. Irrespective of project scope or complexity, the challenge to design and install pipelines of any size, material or application drives the P&P pipeline professionals to quality outputs.
The company is proud of its reputation as onshore transmission pipeline experts and has extensive experience in the design and installation of pipeline facilities including compressor stations, metering, pig launchers, pig receivers for intelligent pigging and regulation facilities. A key element of a successful project is the effectiveness of its document management system. P&P offers a full document management service that relieves clients of the day-to-day task of tracking and reporting on document status. The management of revisions to drawings and other files is undertaken by dedicated staff utilising client database systems or the power of the “Meridian” document management software. Use is also made of a Virtual Private Network (VPN) to provide clients with seamless access to their information and to retrieve documents managed by P&P. All documents are secure with access available at all times to approved users. In accordance with established quality processes, all data is backed up routinely, ensuring security of client information. P&P has dedicated personnel with many years of experience, able to efficiently handle the logistics of electronic and hard-copy document flow into and out of the office, as well as to ensure all revisions are up-to-date. Recent changes to the Health and Safety in Employment (Petroleum Exploration and Extraction) Regulations seek to ensure that health and safety regulation of petroleum exploration and extraction activities ( both onshore and offshore) are more consistent with best practice in the industry, these changes included;.
A safety case regime for onshore and offshore installations
Major accident prevention policy
Goal setting regulations to cover activities over the full life cycle of wells
A well examination scheme
Notification and reporting of dangerous occurrences The objective of these changes is to strengthen the management of hazards having the potential to cause multiple fatalities (a major accident). This includes a reduction in the likelihood of an uncontrolled release of oil and gas and ensures the client has sufficient data to have certainty that they are taking all practicable steps to protect themselves and others from preventable incidents.

With any infrastructure there is a necessity to protect the integrity of the asset. P&P has in-house capability to undertake detailed inspections and certification of your storage assets. We can inspect and issue Certificates of Compliance in accordance with industry standards and regulations. Irrespective of location, we have the solution for your business. In conjunction with our extensive Mechanical, I&E, Civil Structural and Process engineering design capability, P&P has an API 653 inspector / certifier available and a HSNO Test Certifier who can cover any HSNO inspections and queries associated with Class 3.1 and 2.1.1A flammable products and bulk storage tanks. In addition, P&P is now licensed to undertake Design Verification from Hazard Levels E to C for pressure piping. This capability allows the ability to offer you a “one-stop-shop” approach to storage vessels, piping and other areas of plant infrastructure. P&P has professional engineers that are IPENZ, IChemE and RPEQ certified with onshore and offshore experience around Australasia and the Pacific.

The API 650 standard has been developed collaboratively to enable the petroleum industry to design Bulk Storage Tanks (BSTs) to recognised industry standards for use with the storage of petroleum, petroleum by-products and other combustible or flammable liquids commonly handled and stored. API 650 incorporates material selection, design elements and fabrication, erection and testing methods for vertical, cylindrical, aboveground, closed and open-top welded steel storage tanks. P&P has been involved with the design and inspection of BSTs, Fire Protection Systems and Load-out gantries for many years. As well as being a leading designer of BSTs, P&P has the capability to complete API 653 Inspection and Certification for Aboveground Storage Tanks and has become a leader in this area
P&P has also designed BSTs to other recognised industry standards such as AS1692.

P&P has specialist Cathodic Protection (CP) and Corrosion Engineering capability and is a member of the ACA. Selected engineers have undertaken specialist training in CP and Corrosion Engineering. This enhances P&P’s ability to offer more integrated services to clients by allowing focussed consideration of corrosion mitigation at the design phase of a project. P&P is well placed to offer support and advice to clients with existing infrastructure during the life cycle of an asset.
P&P personnel recently attained API 653 Inspection Certification for Aboveground Storage Tanks. Backed with a unique qualification, P&P is positioned to undertake storage tank integrity evaluations, inspections and certification. P&P has undertaken design and inspection of storage tanks for many years and is able to provide HSNO Test Certification. Capabilities include the following:

P&P has undertaken a number of Coal Seam Gas projects. Works carried out include facilities design for new and existing fields, as well as project and construction management. These projects have included detailed design of drilling pads, well site civil works and roading design as well as gathering networks for multiple wells within single well site locations and the design and construction of skid packages, and compression facilities. Both permanent and skid or trailer mounted packages have been delivered, and at times work has been carried out within live plant operations. Whether it be development of new fields, boosting existing field gathering capabilities with modifications to HDPE or carbon steel pipe work, or upgrading process capability P&P have the resources and expertise to assist.

P&P has undertaken many water treatment projects, including filtration, dosing facilities and electrolytic treatment. A number of P&P personnel have brought direct water treatment experience from across many industries to Plant & Platform. The types of projects include the design of systems to separate foam from water, utilities water design utilising carbon beds and air stripping, reverse osmosis and water treatment plant operational experience.
