PER COSTAR, San Antonio's low business costs and fast-growing population have historically led to above-average, though low-value-add, hiring. A few notable firms in each job sector call San Antonio home, including Hulu, which is adding at least 500 new jobs for a viewer experience headquarters, as well as Ernst and Young, which could add up to 600 new positions at a client service center near UTSA. But San Antonio is neither a top tech market like Austin nor a top energy market like Houston or Dallas—two leading drivers of this cycle’s expansion. San Antonio’s non-reliance on these volatile market drivers has benefited the metro, through the tech-wreck in the early 2000s, and more recently when energy prices plummeted.

Low business costs, a large bilingual population, and an advanced telecom infrastructure make San Antonio an ideal location for call centers. Business costs are among the lowest in the country among major markets, at around 10% below the national average, comparable to those in markets like Nashville, Memphis, and Oklahoma City. San Antonio is also multicultural, with over one-third of its population fluent in Spanish, according to the U.S. Census. Of markets in the National Index, only Miami and Los Angeles have a higher share of Spanish speakers. Finally, primarily thanks to AT&T’s presence, the metro is blessed with a strong telecom infrastructure—particularly in the north and west sides of town, although the company, in need of more direct flights, jetted to Dallas in 2008. This trifecta should continue to attract call center expansions and relocations. In fact, Xerox recently brought 400 call center jobs to San Antonio.

San Antonio isn’t called Military City, U.S.A., for nothing. According to the city of San Antonio, the military’s economic impact totals $27 billion annually, directly or indirectly supporting 189,000 jobs, or one-fifth of the metro’s employment. The metro’s largest employer by far is Joint Base San Antonio, which employs more than 90,000. It was created by combining several bases in and around San Antonio, including Fort Sam Houston, Lackland Air Force Base, and Randolph Air Force Base. The metro was a big winner in 2005, the last time Congress passed Base Realignment and Closure (BRAC)  legislation, gaining an estimated 10,000 households. BRAC projects were officially completed in September 2011, but the market continued to see an estimated $200 million–$300 million per year in military construction spending from 2012–15. This compares with San Antonio’s annual average military construction spending of $65 million–$100 million, according to the U.S. Army Corps of Engineers.

Additionally, according to the Greater San Antonio Chamber of Commerce, the metro’s defense-focused aviation sector employs about 9,400 people. These jobs will be at risk if defense contracts dwindle. But San Antonio’s concentration of medical-related military jobs should insulate the metro from major cuts over the long term. As part of the last BRAC legislation, all medical-related military personnel will be trained in San Antonio—nearly 50,000 annually. During the last round of BRAC, San Antonio gained jobs, and if there is to be another round of BRAC, an about face seems unlikely. One factor that could encourage future growth in San Antonio's defense sector is the strong cybersecurity program at UTSA. In 2014, according to a national survey of certified information technology security professionals, the program was rated number one in the nation. The Ponemon Institute conducted the survey for Hewlett-Packard. The program is already turning into jobs in the industry as a new division of Noblis NSP, a D.C.-based R&D organization announced it would be seeking to hire 100 people for its new office in San Antonio.
