I was 11 when I decided I was going to be a writer. Ok, so Im sure my
11 year old self never imagined that I would be writing about the
destruction and subsequent rebirth of the city which has become my
home. But I love what I do.
Weve featured some adorable mini journalists in this issue of
Canterbury Rebuild. This lot are asking the hard questions about the
Christchurch recovery in a by kids for kids series of documentaries my
nine year old assures me in her youthful vernacular is totally
awesome.
Weve checked out an exciting new space in Lyttelton featuring a stage,
terraces and play equipment, edible fruit trees and herb gardens. And
we showcase a new $40 million hub for Ashburton which will host a
medical centre, serviced apartments, extensive public spaces,
dedicated carparking and a range of hospitality businesses.
And of course, my favourite part, we bring you innovation, in all shapes
and sizes. Christchurch has unwittingly become an international
platform for ground-breaking seismic-resistant technologies and
techniques as the rebuild of a safer city ramps up.
This issue we look at a re-levellable foundation system designed just for
Christchurch, we find out about a 90 year old construction system
featuring aerated concrete blocks which is only just breaching the local
market.
Weve chatted with Fulton Hogans general manager Tony Gallagher
about adding some of the worlds greatest seismic resistant
engineering methods to the Christchurch Art Gallery and we showcase
one of the worlds fastest growing technology tracking companies
which has opened its world R&D headquarters on Victoria Street.

A year ago I felt frustrated with the apparent
slowness of the rebuild in the CBD and it
appeared this was going to run slowly for ten to
twenty years.
Things have totally changed. The lock down of the
CBD for 16 months had delayed any serious start to
rebuilding our CBD along with the insurance companies
facing the true reality that they have many substantial
claims on their books.
A major part of most private insurance issues have
been resolved and the ones outstanding have particular
complications that will get resolved over time. This has
meant a shift in private business effort from struggling
with insurance claims to now rebuilding their lost
building assets.
There is such a buzz of activity now in our CBD and
my worry of a twenty year drawn out rebuild is gone.
The Retail Precinct now has three separate owners
actually building, and Philip Carter is clearing the old
Crossing car park so that he may begin his
development in early 2015.
By the end of 2016 we will have two thirds of the
Retail Precinct finished and running. This is only two
years away and will re-cement the CBD as our central
heart for retail and hospitality.
There are a string of substantial office buildings being
built along Durham Street and Cambridge Terrace and
these too will be completed over the next two years.
The government anchor projects are now appearing
out of the ground with substantial activity happening in
the Bus Exchange, Justice Precinct and Avon River
Precinct.
Detailed planning is ongoing for the new hospital
precinct, convention centre and metro sports centre.
Our new world class cricket oval is complete well ahead
of next years opening of the world cricket series in th
Christchurch on 12 February 2015.
It is time to cruise the city and see all these changes
for yourself. Do not blink or you will miss it all.
As the rebuild of our city continues at a rampant pace,
with around $100 million being spent every week
directly on earthquake repairs and the rebuild, we are
starting to hear noises about whether or not we are reaching
resource capacity in our city, whether the economic growth
recovery we are experiencing is going to taper off and how
long the rebuild is going to impact on Christchurch.
It is now reasonably accepted that we are about 25% of
the way through the rebuild. We havent yet struck the sort
of capacity constraints we might have thought likely. There
are several reasons for this. Everything is taking longer than
we thought, there was a lot of spare capacity in our
productive economy and our labour market, and we
underestimated how much of the rest of New Zealand
would be involved in rebuild activity.
In the housing rebuild and repair sector it is now not
uncommon to hear about entities from all over New Zealand
contributing to the rebuild of a house. For example the
architect could be based in Wanaka, a foundation design
could come from Queenstown, the steel framework from
Invercargill, the quantity surveying from Dunedin,
engineering input from Wellington, geotech work from
Gisborne, and the project management capability from here
in Christchurch. It might sound bizarre, but I happen to
know it is a true example.
Tapping into all of these resources from far afield takes
some of the pressure off our local economy and provides
good, positive and constructive working relationships with
local entities. This is one of the reasons why we at the
Canterbury Employers Chamber of Commerce are ramping
up Collaborate Canterbury. Collaborate Canterbury is all
about local companies unlocking economic opportunities
and working collaboratively with companies outside of
Christchurch to build scale. It is working and it is working
well. Collaborate Canterbury has been around for a couple
of years and only recently have we seen its uptake increase
markedly as resources really come under pressure here in
Christchurch.
I personally believe that the collaborative model will be
one of the most significant new constructs to come out of
the rebuild. Once the rebuild is over you might find that
companies that have collaborated have built sufficient scale
to be nationally and internationally competitive in a wide
range of construction and design activity. That is all part of
the excitement of the rebuild of Christchurch.
The rate of the rebuild is accelerating and people are
moving into new and repaired homes every day. But
some are still having a tough time so it is really
important that home owners who are struggling with repairs
can access independent advice
The Residential Advisory Service (RAS) provides free,
independent advice for those facing challenges in getting
homes rebuilt or repaired, and helps home owners, insurers
and EQC work together to reach agreement.
The service has been in place for 18 months now and the
response has been phenomenal. With almost 8,000 calls
received so far RAS staff quickly identify what sort of help
people need and how they can access it.
From these calls, around 2000 meetings with independent
advisors have been organised and Im pleased to report that
the service has assisted many home owners achieve
successful outcomes.
RAS has recently added another tool to its support and
assistance services, the independent technical panel.
Supported by the Ministry of Business, Innovation and
Employment, this panel assists RAS independent advisors
with case-by-case engineering advice. The panel can help
determine if a repair or rebuild method is technically
adequate and consistent with the Building Code and other
guidelines. This new tool is already proving its worth.
Recently a home owner, who was concerned about their
property repair strategy, contacted RAS for help and the
case was referred to the independent technical panel for
review. EQC, after receiving the panels opinion and building
report, revisited a previous scope of works and decided to
do further investigations on the damage. This met the home
owners needs and demonstrated the close working
relationship between RAS and EQC.
And results like this are reflected across the board with 82
per cent of people using the service satisfied or very
satisfied, while 94 per cent felt they were listened to and
understood.
RAS really does help people move on with their repairs
and rebuilds. If you need independent advice with your

Why wont Government listen to the people of
Christchurch? It seems to be the logical thing to
do, yet John Key and his Government seem intent
doing exactly the opposite! And clearly the people of
Christchurch have had enough.
In its Briefing to the Incoming Ministers, the Canterbury
Earthquake Recovery Authority (CERA) notes that only 24
percent of people in Canterbury are satisfied with the
opportunities provided to influence decisions in the
earthquake recovery process. This is a sharp drop from two
years ago, when the satisfaction rate sat at 32 percent.
This Government has taken away the right of
Christchurch people and local councils to make their own
decisions and have control over their own lives. The ability
to practice democracy must be evident in the grassroots.
Decisions on spending priorities for the rebuild need to be
made by Christchurch people and their councils, who are
best placed to know what they need and want. It's time for
CERAs emergency powers to be removed and for the
Government to allow councils to work with Christchurch
citizens on the issues that will affect their daily lives.
The Green Partys plan for Canterbury, released in
August, was built around local people taking their power
back. Government should work with the Christchurch City
Council, Ngai Tahu and communities, in a genuine
partnership to ensure community facilities and
infrastructure are rebuilt and anchor projects are affordable.
We want to see emergency powers removed from CERA
and returned to the City Council and an elected regional
council.
The rebuild of Christchurch is an opportunity for a more
sustainable and liveable city. National is wasting that
opportunity. It has failed to invest adequately in public
transport. National is wasting millions of dollars of public
money with an unaffordable plan for a covered stadium and
its plans to redo Victoria Square.
Like all sectors of Christchurch life, the arts took a
massive hit in the earthquakes of 2010 and 2011.
Facilities that were such a big part of many
peoples lives were suddenly lost or rendered un-
useable.
It is heartening therefore to see the restored Isaac
Theatre Royal, the Grand Old Lady of Christchurch
Theatre, reopening last month (17 Nov). Its just one
building, but so many people living in Christchurch and
further afield will have fond memories of it pre-quake,
and now have the chance to be part of a new era of
performances there.
The Theatre Royal will be a key component of the
citys new Performing Arts Precinct.
Early next year we expect to see a start to the build of
the new facility for the Music Centre of Christchurch on
land just to the north of the Theatre Royal. Im hopeful
we will in time see a commitment by other performing
arts organisations to develop new facilities on the same
city block.
Together with great public space and car parking, the
Precinct will present an exciting new chapter for the
performing arts in Christchurch. I can envisage people
taking in a show on a balmy summer night before
wandering over to New Regent Street for a coffee or
taking a walk along the new river promenade.
With the holiday period fast approaching, I know a lot
of people will be looking forward to some relaxation
with family and friends, and a bit of light relief. Id urge
people to get out and see a show, or enjoy a few
laughs at one of the fabulous acts in the World Buskers
Festival coming up in January.
Finally, Id like to wish everyone a very safe and
happy Christmas and New Year.
During the Spring season this year Retail NZ
recognised the very best shopping experiences up
and down the country by celebrating this years
TopShop Award winners nationwide, with five Regional
Awards events in Dunedin, Christchurch, Wellington,
Hamilton and Auckland.
Participation in TopShop amongst Canterbury retailers
was higher this year than in any other part of New Zealand,
demonstrating the vibrancy of the local retail marketplace
not only in Christchurch and Canterbury, but also in
Marlborough, Nelson, Tasman and West Coast, which
together help make up the Central and Upper South Island
Region for the awards.
Competition was fierce across all 10 awards categories
amongst retailers big and small alike. Mystery shopping
during the winter season identified almost 40 finalists, often
with very little separating the winners and runners-up in the
final rounds of judging.
Timaru husband and wife team Ken and Sue Wills, of Ken
Wills Furniture, won out in the Home & Style Category before
being named the Overall Regional TopShop Award winner,
narrowly beating the Spark Store in Moorhouse Ave to this
years title.
TopShop this year, perhaps more than ever before, and
particularly in Canterbury, has highlighted that shopping is
no longer just about big brand stores in city centre locations
or big out of town malls. Increasingly theres an ever
growing number of great shopping experiences in suburban
shopping centres and local high streets, where leading
national chains and smaller local retailers are working hard
to provide consumers with more choice and stand-out
customer service closer to home.
Retail in Canterbury, and across the rest of Central and
Upper South Island, is very much alive and kicking as we
head into the busiest trading period of all.

EQC: Looking
ahead to 2015
Now we are nearing the end
of the repair programme,
we want to give every
remaining customer certainty
and closure so they can move
on with their lives.
This year has seen continuing progress in the Canterbury Home
Repair Programme (CHRP). While not every home will have been
completed by December this year, the CHRP has repaired around
63,000 homes in Canterbury and there are about 6000 homes to go.
These repairs not completed in
2014 will be completed as soon
as possible in 2015, CHRP
general manager Reid Stiven says.
Our aim is that by April 2015, every
homeowner in CHRP will have their home
fixed, their repair underway or booked in,
or have agreed how and when their claim
will be settled.
Many of the remaining homes are cases
where the homeowner has deferred repairs
for various reasons. EQC is contacting
each of the remaining homeowners to
discuss the approach to repairing their
home that would work best.
We are working with homeowners with
challenging personal circumstances to
discuss their options and how to help
progress their claim, and working with
agencies to support people where
needed.
Reid assures customers that EQC will
not compromise on quality or cost to meet
deadlines.
With CHRP nearing completion, the next
step is the recovery of excess owed to
ensure fairness to all our customers. Like
all insurance claims, EQC has to charge an
excess. Cantabrians have already paid
more than $100 million for the excesses on
their cash-settled EQC claims.
In 2015 EQC will begin contacting CHRP
customers with an itemised summary of
their excess, along with their individual
invoice.
More than 90 percent will be for amounts
that are less than $600. All customers will
be given at least three months to pay, and
those that are having difficulty will have
their circumstances taken into account.

Our first priority after the Canterbury
quakes was to get repairs underway as
quickly as possible, Reid says. Now we
are nearing the end of the repair
programme, we want to give every
remaining customer certainty and closure
so they can move on with their lives.

The Christchurch rebuild isnt just about the multimillion dollar commercial
developments, equally it is about the retailers who, despite the uncertainty of the post-
quake market, made the courageous decision to fight, in a commercial capacity that is.
Local furniture and homewares retailer
Vast Interior has soldiered on where
many would have given up and, with
a striking new store nestled comfortably on
Moorhouse Avenues southern strip,
owners Nicky and Craig Simpson can
finally breathe a commercial sigh of relief
after four years and nine shifts.
Its like the more challenging the
conditions, the more determined the
response and, although the couple dont
like to dwell on the earthquakes, it seems it
was those very earthquakes which have
pushed them so much harder to succeed.
Even our franchisor suggested we take
a break, Nicky laughs. Although it wasnt
quite as funny when their stock was split
up between friends garages, or the four
month period the business spent operating
from a roller door warehouse, alternating
which doors were opened depending on
the biting wind which rattled through the
premises. Then there was the time when
liquefaction caused $100,000 worth of
stock damage.
It was scary making the decision to
keep going, Nicky says.
We were never sure whether the retail
sector would recover and every corner we
turned we were hit with another roadblock.
But as the popular saying goes, good
things take time and it made it all the more
special when, on Thursday November 20,
staff, friends, family and supporters
gathered for the joint celebration of the
companys seventh birthday and the
opening of the new store at 130
Moorhouse Avenue, which complements
the existing store at 22 Stanley Street in the
city.
Its not hard to recognise why the Vast
Interior range of
furniture,
homewares and

popular one. Theres a
core theme of
sustainability within the
product range, with a strong
focus on natural timbers sourced
from around the world.

The companys most popular range is
Salvar. A range of salvaged products rich
in colour and character, Salvar furniture
features the marks and multi-layered paint
effect of industrial re-salvaged timbers,
making every piece unique.
The Monsoon Old Door range of furniture
is another popular recycled timbers range
handcrafted with its own inherent
characteristics.
A big seller is the Lyon Parquetry table, a
standout in Vast's vintage colour finish. A
combination of natural and painted
sustainable mango timber planks are
married together to create an artful display
of wood-craft.
Mango wood plays a strong role in our
furniture ranges, Craig explains.
Trees in poorer countries are renowned
for being cut down too early, yet the mango
tree is worth more as a fruit tree, so the
farmers never cut it down until it stops
bearing fruit around 30-40 years of age.
This makes mango wood a great
sustainable option for furniture
construction.
Mix and match leather to fabric products
are quickly becoming a global hit and Vast
Interior is looking forward to an upcoming
shipment of product. A lot of people love
leather in the summer and fabric in the
winter, Nicky explains.
So these mix and match ranges are a
great trend allowing you to mix and match
furniture in the same colours.
Vast Interior is also the exclusive New
Zealand supplier of the Sanctum Screens
range of lazer cut hardwood. A great option
for a striking room divider, outdoor feature
or interior hanging screen to break up a
room, there is a range of 20 Sanctum
Screens designs to choose from.
Theres also a great range of Berelle wall
art. In a wide range of bright, colourful
framed prints, Nicky says they make a
great feature on any contemporary wall for
impact.
A lot of our product, you just cant buy
elsewhere, Nicky says.

travel twice a year, ensuring a wide and

Maharaja Restaurant and the Australian
stores already produce recycled timber
counter tops with stainless steel legs to
commercial customers.
They are coated in a German
lacquer, Nicky says.
So they are hard wearing and easy to
keep clean.
A new range of plastic dining chairs in
a great range of colours are also a great
option for commercial spaces as well as
the bar leaners. The new counter top
height has proved popular with the
modern trend of standing during work
hours, providing a higher work space.
Theres a loyalty club available online
and instore and you dont have to worry
about getting pesky emails every day.
Vast Interiors will only send out updates
when there is an important event
coming up or an exciting range of
products about to hit the store. Theres
also a Facebook page to keep up with
all the latest updates as they happen.
The Vast Interior Franchise Group
also looks after the countries its
suppliers are from, supporting projects
such as the development of a health
centre and Girls School in Delhi. Girls
schools in many of these areas dont
receive funding, Nicky says.
