Introduction

The Girl Scouts of the Philippines (GSP) is a character-building movement.

Thus, it behooves us to demonstrate propriety and ethical conduct at all times. With this in mind, we have promulgated policies, guidelines, and procedures. These include Guidelines for the election of the members of the Central Board, the highest policy and decision-making body of the movement.

The National Council of the GSP, composed of the members of the Central Board, 16 Charter/Life Members, Presidents of Provincial/City Councils and delegates elected from each Council and their duly elected representatives (By-Law IV, Section 8 of the GSP Constitution) will convene on May 28-31, 2015 at the Diversion 21 Hotel, Diversion Road, Iloilo City. As mandated by the GSP Constitution, it shall, among others, elect 15 Members-at-Large to complete the 37-member of the GSP Central Board for the Triennium 2015-2018.

The GSP endeavors to ensure a diverse and strong multi-sectoral

representation in the Central Board. Thus, to guide the voting delegates in choosing their candidates, the GSP National Headquarters has produced this brochure containing basic information on the candidates and their perceptions on board and committee work in GSP. The candidates are:

Guidelines for the Election of the Central Board Members-at-Large

1. Consider the candidates' significant contribution and services to the organization, not only attendance at meetings.

2. Observe geographic distribution of the Central Board Members. See to it that

there is a balanced representation of the different girl scouting regions. 3. Consider a balanced representation of different sectors such as education,

government, finance, trade, business, media, banking, religion, civic, arts and sciences, etc.

4. The World Association of Girl Guides and Girl Scouts strongly encourages all

Member Organizations to include young adults as members of the decision-making body (30th WAGGGS World Conference).

5. Note that candidates are given equal opportunities to acquaint the voting delegates about them through the following: a. Candidates’ qualifications collated in a brochure which will be sent to all

the incumbent Central Board Members, Charter/Life Members and Council Presidents.

b. Candidates’ names and photos displayed at the Convention venue. c. Candidates will be presented to the GSP National Council prior to the

election.

6. Encourage the Girl Representatives to vote for their own choice of candidates. 7. Observe the election process as prescribed accordingly. Per the GSP

Constitution and By-Laws, the Central Board shall be composed of the 8 Charter/Life Members, 6 Regional Chairpersons, 6 Regional Girl Representatives, the BSP National President, the GSP Immediate Past National President, and 15 Members-at-Large who will be elected by the National Council.

Girl Scouts should make a difference in the election process and should manifest

conformity to the GSP Code of Ethics. The candidates may communicate with the voting delegates prior to the election day, but on the election day activities enumerated below are not allowed:

Calling on the voters, either by the candidate herself or by her supporters Giving gifts, tokens, giveaways, or souvenirs to win votes; treating the

convention delegates to snacks or meals Distributing sample ballots, lists, and other similar forms

These are strongly discouraged. Proper sanctions will be imposed on violators.

b) Integrating GS budget in local governments

c) Working for a GSP-friendly IRR to the new GS law

Carmencita M. Africa Nominated by: Dr. Amelita Dayrit-Go, International Commissioner and Dr. Amelou Benitez Reyes, National Personnel Committee Chairperson

Statement supporting nomination: Dr. Carmencita M. Africa possesses the skills and competence necessary to be a part of the Central Board having been exposed in many fields. Her experience has also honed and equipped her with the knowledge and expertise that can greatly help the GSP in its continuing effort to help girls and young women realize the ideals of womanhood and prepare themselves for their responsibilities at home, the nation and the world community. I can attest to her dedication to serve voluntarily and enthusiastically having been with her as member of the Personnel Committee for almost three years (Dr. Amelou Benitez Reyes).

Being a Central Board Member is a way to be present, to be present in the here and now, wherein grace will flow through me to others. I want to be an instrument of service to others and what a better way to do it by serving in the Central Board of GSP. My service will be an inspiration to young Girl Scouts. Unknowingly, I am setting an example for them to follow, for them to be inspired by people like me, or even exceed whatever I have achieved. And I am very happy to know that somehow, someway, I am helping others grow and be confident enough to improve themselves and initiate change for a better world. If elected Central Board Member, I will fully accept the responsibility that will be given to me. I commit to be a progressive, proactive & trustworthy member of the Central Board. I had been a Girl Scout for a good number of years since grade one and it has taught me a lot to be a better person, more than what I have dreamed of. Now is the time to give back, by sharing the talents and skills that I learned through the years in scouting and in my profession. The area or field where I could best make a significant contribution to the GSP is in Architectural Planning and Design, in infrastructure and development. I will make myself available as adviser or consultant in areas that need my expertise. I could initiate by making conceptual Master Plans of our camps and training centers so that buildings will not just be built sporadically but will follow a well planned development. Future structures will be laid out properly so that any future planning will be easier and most importantly in the proper location. Areas unfit for buildings will be specifically designated and given alternative solutions to complement with the whole development.

Marissu G. Bugante Nominated by: Dr. Amelita Dayrit-Go, International Commissioner

Statement supporting nomination: Ms. Marissu Bugante graduated from the University of

the Philippines with the degree Bachelor in Broadcast Communication. She is currently Vice

President of the Public Affairs and Special Events Division (PASED) of the Social Security

System, where she is responsible for the overall corporate communication and public

relations programs of the institution, including advertising and promotions, communication

research, as well as media relations. Since 2013, she has been a columnist of Business Mirror

and host of Radyo ng Bayan. Among her other active involvements are with IAVE-Philippines,

where she had been Chairman from 2011-2014. She is at present the National Representative

to the International Association for Volunteer Efforts (IAVE). Her 30 years of experience in

the field of corporate communication, public relations, and volunteerism will help bring the

scouting movement closer to the community in terms of media visibility and positive image

promotion.

The area or field where I could best make significant contributions to the GSP is in Public Relations. My extensive network in the media and the public relations industry will prove useful in helping propagate the cause of the GSP. There is a need constantly remind the public of the value of scouting in developing good citizenship among our youth.

Her thoughts on the Girl Scout Movement and how she can serve GSP

I believe that serving the Girl Scout Movement will be an "answered prayer" - an answer to my "plea" with the Lord to make me an "an instrument of His love", but this time outside of politics. After close to thirteen years in Government service, I had my share of “ups and downs". Bittersweet it was. And I never thought one's pursuit to serve would be intrigued by "too much politics”. Thus, as it has been innate in me to volunteer and serve selflessly, often misunderstood, I vowed to continue the same outside the limelight of politics. I believe Girl Scouting is the way. If elected Central Board Member, I believe that the following matters deserve action from the Board: 1. A review of existing policies, especially to tailor fit it the times, without losing the very essence of girl scouting; 2. Her thoughts on the Girl Scout Movement and how she can serve GSP

I believe that serving the Girl Scout Movement will give me a great opportunity to touch young lives and better prepare them in building a strong GSP family, a strong community and a strong nation. If re-elected Central Board Member, I will continue to do my humble share and pursue its GSP vision and offer my services to the multidisciplinary development of our young girls to the shifting needs of our global community. The area or field where I could best make significant contribution to the GSP is on PROGRAM, TRAINING AND LEADERSHIP DEVELOPMENT.

My being a Central Board Member and Vice-Chair of the National Training Committee plus my attendance to the different trainings and workshops in GSP (Council, Regional, National, and International) as a trainer/ facilitator has given me the privilege of growing. It is in this way where I can continue to give my energy to the organization. I strongly believe that we can do more if we work together as a team. Erlinda C. Usabal Nominated by: Dr. Amelita Dayrit-Go, International Commissioner Statement supporting nomination Dr. Erlinda C. Usabal is a peace-maker. As a Guidance

Counselor for 18 years in Makati High School, she inspired thousands of her students to do

good turns. Honesty, loyalty, discipline, and harmonious relationship with her superior,

colleagues, and students are her guiding values; characteristics that are “girl scout in nature.”

Having been a Principal for more than a decade of Pateros Municipal High School (now

Pateros National High School) and of Fort Bonifacio High School in Makati City, the

chairmanship in the Membership Committee of girl scouting had been a vital part of her other

activities in Administration.

Aside from being an administrator, she also involved herself in community services where

love for God, country, and fellow human beings are the focus of activities, an aspect that is

very similar to the guideposts of girl scouting.

Her values and her extensive experience in community services could help the Girl Scouts’

continuous effort in serving the community and in helping girls and young women attain

their fullest potential.

Also, I can attest to her hard work and dedication, as I have worked with her in the Catholic

Women’s League (CWL) and in the International Affairs Committee for years now.

I believe that serving the Girl Scout Movement by being a volunteer worker will be an assistance to enliven more the GSP movement with more information and more relevant activities. The GSP will always be a transformation agent for better girls. More membership with sincerity, loyalty and dedication will be accomplished by my linkages with different public schools in Makati where I served as principal and guidance counselor for more than 20 years in service in that area, Division of Makati in particular. By serving the GSP movement, I believe that inspiration can be fostered because the Girl Scouts can witness us that we are not after material benefits except to see them have a good future with their families and our country. I believe that the following matters deserve action from the Board, if elected Central Board Member: that the Catholic Council under the GSP can be realized after a systematic and professional studies had been conducted; that members availability in their presence during meetings and activities should be considered so vital; that openness and transparency can ensure reliability and cooperation from each member. The areas or fields where I could best make significant contributions to the GSP are my ideas based on my experiences in education and so with my connections/ linkages with other educators. This matter of observations and activities can be of help in decision making.
