The Australian High Commission in Papua New Guinea (AHC) is seeking to strengthen its pool of dynamic and experienced professionals for current and future Program Manager positions in the Development Cooperation and Political Branches. This information pack helps candidates make an informed decision about whether to apply for the role by explaining the work of the AHC, specifics on the Program Manager roles for which we’re recruiting, how to apply, and general information on the recruitment process. This is a general bulk recruitment round. If you are found suitable for a role with the AHC as a Program Manager, you will be placed on a merit list which may be used to fill vacancies for up to 12 months from the date of advertising. Following the recruitment and selection processes there will be a separate process to place suitable candidates in the right roles. Some vacancies may be filled urgently and others will be filled over a 12 month period.

ROLE PROFILE – PROGRAM MANAGER
About the Australian High Commission in Papua New Guinea The Australian High Commission represents the Australian Government by advancing the interests of Australia and Australians in Papua New Guinea (PNG). Our primary national interest is in a strong bilateral relationship underpinned by a peaceful, secure and prosperous PNG and Pacific region. The High Commission is also responsible for apprising Canberra about developments in areas such as domestic politics, immigration, economics, trade and investment, culture, defence and development cooperation, with a view to informing Australia’s foreign policy and for promoting a positive image of Australia, enhancing people-to-people links, and deliver consular assistance to Australians in need.
About the Program Manager roles The Program Manager roles involves work that is performed to a high capability independently or as part of a work team under limited direction. The role may involve management responsibilities such as managing team performance and responsibility for the achievement of a specific program, project or team outcome. In addition, the employee will support the implementation and monitoring of aid and political programs to ensure an effective, innovative and efficient delivery of the mutually agreed development priorities and commitments by Australian and PNG. The employee will work within a framework of legislation, established principles, work practices and procedures in accordance with the Australian Department of Foreign Affairs and Trade (DFAT) business objectives.
Role Overview: Positions may include some or all of the following
Represent DFAT in meetings with stakeholders, partner discussions
Contribute to the development of joint strategic partnership agreements on shared goals
for PNG
Manage the relationship between DFAT and a managing contractor
o includes conducting meetings, discussions and negotiations
o contribute to decision making in collaboration with other parties on behalf of DFAT
on program direction and advice
Liaise with DFAT Canberra to ensure that prompt advice is available from and to key
corporate and operational areas
Effective liaison with other program areas and corporate services section at post
Negotiate with appointed implementers on program projects
Keep stakeholders informed and consulted on relevant matters and respond to their
information needs in a timely manner

Prepare Terms of Reference, minutes, briefs, submissions, correspondences and speeches
for senior management as directed
Contribute to the implementation of a projects' communication strategy as required
Participate and contribute to the development, formulation and review of policies,
programs and initiatives relevant to Australia's aid program
Contribute to the design and implementation of new programs and activities and
participate in the review of current program investments
In accordance with DFAT policies and procedures
o manage the delivery of contract milestones such as contractor performance
assessments, 6 monthly reports etc.
o Negotiate contract amendments and extensions
Provide analysis and evidence-based advice to DFAT senior management on program level
operational issues and strategic directions
Oversee and strategically manage capacity development of relevant stakeholders
Manage and support risk and fraud management and compliance in accordance to DFAT's
policies and procedures
Manage and deliver high calibre and timely input to DFAT's quality reporting systems and
other performance and quality related requirements
Plan and implement performance and quality processes needed for effective program
management
Provide financial management to the team and the broader aid development teams as
necessary using Australia's financial management systems and aid management systems
(Aidworks)
o Ensuring data quality issues are addressed
o Reviewing and certifying contract invoices
o Manage, analyse and report on financial information
Providing accurate financial information to and from managing contractors for strategic
decision making in consultation with other relevant DFAT areas if necessary
Provide accurate and complete financial administration of the program initiatives to
achieve compliance with DFAT budgetary and system requirements including strategic
monitoring and reporting of activities
Support the incorporation of gender equality and empowerment in all aspects of Australia’s
policy and programming
Convene, lead, participate in and work collaboratively across teams on a range of themes
or tasks
Program Manager Core Technical Capabilities
Demonstrated strategic thinking and problem solving skills
Experience in program management (aid or otherwise), including management of
contracts, performance monitoring and reporting, fraud, risk and procurement.
An understanding of aid implementation by a bilateral donor and issues impacting aid
effectiveness

Eligibility/Other Requirements If you are offered a position with the AHC, you are required to obtain a satisfactory police check and medical check as part of our pre-employment checks. You may be required to travel on occasions. A current driver’s license is required to drive a work vehicle.

SECTIONS IN THE DEVELOPMENT COOPERATION AND POLITICAL BRANCHES
The Australian High Commission, Papua New Guinea (AHC) may have several vacancies across the sections/ programs within its Development Cooperation and Political Branches. The order of merit from the bulk recruitment may be utilised to fill any current and future position vacancies at the AHC.
Governance Branch Section/Program Descriptor
Program Strategy and Gender
The Program Strategy and Gender program is responsible for a variety of activities and programs that support Australia’s development program in PNG including: Contracts, Budget, Fraud and Quality management, Gender, Sport, Humanitarian and Disaster Risk Reduction programming; NGO engagement and Aid Coordination.
Subnational Development
Effective governance is the capable management of a country’s resources and authority in a manner that is accountable and responsive to citizens’ needs and interests. It is a necessary condition for sustainable improvements in development outcomes under the PNG-Australia Partnership for Development. The program supports analysis, policy dialogue and programs to shape more durable, legitimate and inclusive institutions enabling improved service delivery and broader-based economic growth in PNG.
Bougainville and Kokoda
The Bougainville and Kokoda program coordinates Australia’s policy and development assistance in the Autonomous Region of Bougainville, with a presence in both Port Moresby and Bougainville. The section also has responsibility for Australia’s policy and development work in the Kokoda region.
Law and Justice
Law and Justice is a priority sector for Australia's aid program in PNG, as agreed under the PNG-Australia Partnership for Development. There are a number of initiatives managed by the AHC that seek to support the Government of PNG to meet their goal of PNG as a ‘just, safe, security society for all’. The Law and Justice program is delivered in close partnership with a wide range of PNG Government law and justice agencies as well as with Australian Government partners, specifically the Australian Federal Police and the Attorney Generals Department.
Economics and Security Branch Section/Program Descriptor
Economics
Economics section is an integrated team that manages Australia’s economic, trade, investment and business engagement with economic departments, the private sector and civil society. The work of the team supports the Government of Papua New Guinea to strengthen inclusive economic growth and both the Australian and Papua New Guinea business community to start and grow their enterprises and invest in Papua New Guinea.

Infrastructure and Climate Change
The Infrastructure and Climate Change program comprises of a team focused on the Joint Understanding (JU) and social infrastructure and a team focussed on transport infrastructure. The JU and social infrastructure team manages a range of projects including the Health and Education Procurement Facility which delivers health and education infrastructure throughout PNG and the Incentive Fund. It is also responsible for coordinating the delivery of projects agreed through the JU, including the redevelopment of the University of Papua New Guinea (UPNG) and the ANGAU Hospital in Lae.
Education and Leadership
Education is a flagship sector for the PNG program. It is guided by the PNG-Australia Partnership for Development, which sets out the mutual commitments of both the PNG and Australian Government towards achieving the education targets in the PNG Government’s strategic planning documents. Assistance is delivered through a whole of sector approach. We focus on teachers, learning materials, infrastructure, educational standards (quality), and education management. The higher education component of the program seeks to improve access to and quality of universities and technical institutions. Australia Awards help to develop a skilled workforce and equip national leaders.
Public Policy and Health Security
Australia’s investments in health primarily focus on supporting changes to the systems and policies that deliver better health in our region. The Public Policy and Health Security program works with the Government of PNG to improve health services and offer better access to essential health care. The program aims to improving maternal and child health, and reduce communicable diseases. These issues are addressed through training health workers, upgrading health facilities and supporting the private section to deliver services. The Public Policy and Health program has a mix of country-wide focus and five priority provinces.
Political Branch Section/ Program Descriptor
Political
The Political Section monitors political developments in Papua New Guinea and their implications for Australia’s interests. Officers in the section maintain a comprehensive network of contacts, including in relation to strategic, security, legal, parliamentary and human rights issues. Political Section plays a leading role in preparations for official visitors from Australia. The section also manages a program of support to the PNG Electoral Commission, a twinning arrangement between the Papua New Guinean and Australian foreign affairs departments and oversees the High Commission’s Direct Aid Program.

ONE-PAGE PITCH
The Australian High Commission, Papua New Guinea (AHC) uses the one-page pitch (1,000 words) approach to job applications. Your one-page pitch should be compelling and convincing. It is a chance to tell the Selection Advisory Committee (SAC) why you are the right person for the job. The SAC wants to know why you are interested in the role, what you can offer the AHC, and how your skills and knowledge, experience and qualifications are applicable to the role. In a nutshell – why should we hire you? Addressing the requirements of the Program Manager roles
The information in the Role Profile (page 2-4), will help you understand the responsibilities and tasks required at the Program Manager level. The Role Profile describes the personal qualities, skills, knowledge and qualifications (if any) a person needs to perform the role effectively. The SAC will assess how applicants address these requirements to create a shortlist of applicants suitable to move to the next stage of the recruitment process. It is essential to address any job-specific information or qualities that the position description has identified. The pitch gives you the opportunity to tell a story and use examples that may cover a range of skills and experience, such as organisational skills, oral and written communication and ability to work as part of a team. Provide relevant examples from your work, study or community roles. Be clear and to the point. Please make sure you stick to the 1,000 words limit, and edit your responses for grammar, spelling and punctuation.

WHAT HAPPENS NEXT
Acknowledgement Given the large number of candidates who apply for jobs at the Australian High Commission (AHC), only those considered selected for interview are contacted. Shortlisting Shortly after the closing date for applications, the Selection Advisory Committee (SAC) will shortlist candidates’ claims in their one-page pitch to determine which candidates will be selected for interview. This shortlisting usually takes several weeks, depending on the size of the candidate field. Assessment of candidates The SAC may use a variety of methods to assess candidates, including interview, written exercise or specific skills test. Interview The AHC will consider candidates available for interview from the date applications close, unless you advise otherwise. The SAC provides a minimum of three days’ notice prior to interviews. Upon notification of your selection for interview, you should advise the HR Section of any adjustments you require to attend the interview. All interviewed candidates are advised of the selection process outcome via email. Salary details will be provided to candidates selected for interview.
Referee Reports Details of two professional referees should be listed in the CV. Ideally, one will be your current or recent supervisor. In most circumstances, referee reports will only be requested from candidates shortlisted for interview. If you do not wish your referees to be contacted, please advise the HR Section. Selection The AHC’s staff selection process is governed by the merit principle, i.e. basing selections on abilities, qualifications, experience and standard of work performance as reflected in the selection criteria and preclude discrimination on the basis of age, gender, race or sexual preference. Order of Merit and Placement This is a generic recruitment round through which a number of vacancies in different sections will be filled. Candidates deemed suitable for employment but not engaged through this process may be placed on an order of merit and could be offered a suitable position up to 12 months from the date of advertising. Being found suitable does not guarantee a promotion, transfer or offer of employment. If a candidate declines the position offered, they may request to instead be placed on the order of merit, and may be offered a position within the 12 month timeframe.
