BackgroundFormed in 1998, Barwon Health is one of the largest and most comprehensive regional health services in Australia, providing care at all stages of life and circumstance.Health services available through Barwon Health cover the full spectrum from primary care, community services, aged care, rehabilitation, mental health, emergency and acute care. With the exception of neurosurgery and transplantation, virtually all other specialties are available through University Hospital Geelong.

Care is provided to the community through:

• Community health services at key locations throughout the region.

• Aged care through the McKellar Centre and its sites in North

Geelong and Charlemont.

• Rehabilitation services both as an inpatient at the McKellar Centre and outpatient services at North Geelong and Belmont.

• A major teaching hospital and its associated services.

With more than 7000 staff, we are one of Australia’s largest regional employers and a major education provider through our relationships with Deakin University, Melbourne University, Monash University, the Gordon TAFE, and a number of other educational centres and universities.

THE REGION DEMOGRAPHICS

The Geelong region is experiencing a period of rapid growth, as Victoria’s largest regional city with a population just over 245,000 people. Forecasts show that

the population could grow by more than 150,000 people in the next 20 years. The city is a major centre for investment with over 17,000 businesses and a highly skilled labour force of 110,632 (2016 Census estimate). Barwon Health serves a primary catchment of 350,000 people, with a reach of up to 500,000 for specialty services.

Geelong is only 75km from Melbourne's CBD. This proximity and its liveability of low commute times and affordable house prices in comparison with Melbourne, place it in an ideal position to attract new residents and investment. Geelong has a broad industry base with major industry strengths in health and allied services, education and research, advanced manufacturing, tourism, agribusiness, construction and professional services.

Member of the Chief Executive’s Executive TeamMajor Activities

• Work alongside, and in concert with other executive team members when considering and working through both the broader organisational issues and the more specific medical staff issues that are being managed by Program Executives and Clinical Directors, specifically:

• Clinical governance

• Strategic and business planning

• Working with the members of the Executive Team to assist in the management of change and changing situations, systems and processes

Key AccountabilitiesLeadership and Management

Major Activities • Providing professional medical advice to the Barwon Health Executive Team • Professional leadership of medical staff accountable for the coordination, strategic direction and development of the medical services and the workforce in collaboration with the Executive Team and includes responsibility for:

• Barwon Health medical workforce planning, updating, development and implementation

• Participation in Executive Governance Committees

• General Practice interface and liaison

• Having in place appropriate medical staff credentialing and scope of practice systems and processes, appropriate performance management systems and

processes ensuring that they are maintained, updated, audited and managed

• Working with and alongside the responsible managers and clinical directors to ensure appropriateness of medical appointments, staffing levels and staffing classifications

• Ensuring professional behaviours and collaborative working relationships are in place and maintained across the Barwon Health workforce, providing assistance to Clinical Directors and General Managers where intervention is required

• Guidance, support and where appropriate, parcticipation in the pre-interview process for senior doctor appointments

• Taking an active role as a media spokesperson in conjunction with the CEO and Director, Public Affairs & Communications

• Promotion and development of excellence in clinical standards of patient care ensuring appropriate policies and procedures are in place, reviewed and updated and best practice and changes to practice disseminated through appropriate mechanisms including post-graduate seminars, forums and working groups

• Chairing the Medical Credentialing Committee when delegated by the Chief Executive

• Advisory role to Chief Executive and advisory and supporting role with Executive Team and Chief Workforce and Culture Officer as appropriate in relation to employee relations and industrial issues.

Clinical Quality and Risk ManagementMajor Activities

• Leading clinical quality and risk management including:

• Chairing the Clinical Governance Committee

• Managing the Safety and Quality Unit

• Management of sentinel events to ensure robust investigation, reporting and remedial actions occur, informed by appropriate professional advice and compliant with the Safer Care Victoria Framework

• Attendance at the Board and Clinical Governance Committee

• Participation in statewide safety and quality working groups and initiatives

• In clinical emergencies providing leadership, advice, support, follow-up as relevant to the situation

• Managing medico-legal issues in relation to patient care, clinical practice and associated activities and reporting

• Collaboration with the Clinical safety team to analyse adverse events, conduct case reviews and RCA’s as appropriate

• Advice and support to the Occupational Health & Safety, Infection prevention and similar services when advice and support may be required

• Collaborative role with the Chief People and Culture Officer and the Chief Nursing and Midwifery Officer in relation to external emergency disaster planning and internal emergency and disaster management with joint responsibility to ensure that clinical components of internal and external emergencies are well managed and co-ordinated

• Support clinical preparation for accreditation review

• Best Practice in relation to: medical policies and procedures, clinical practice, legislative compliance, management of adverse events, critical incidents and associated reporting, relevant audits and associated committees • Meets service delivery targets as agreed in the annual statement of priorities • Adherence to OH&S policies and procedures • Up to date with compliance issues • Contribution to annual Safety and Quality report • Education activities are evaluated, and recommendations for improvement implemented
