Timeframes

November 7, 2016

July 12, 2017

January 11, 2017

Until July 12, 2017 cargo will move and paper house bills will be accepted at destination (if supplementary data provided).

After January 11, 2017 zero-rated AMPs may be issued for failure to submit eHBL data at least 24 hours prior to loading

ChallengeManaging a seven month implementation as warehouses get D4 Notices

Page 5: Canadian International Freight ... - eHBL Advanced Marine€¦ · ‘Freight Forwarders: Helping Canadians do business with the world’ D4 Notices & Deconsolidation Notice •Freight

‘Freight Forwarders: Helping Canadians do business with the world’

Back-to-Back / Single

• Yes, requires eHBL data

• Release request will be on the eHBL 8000 Cargo Control Number (CCN)

• Customs brokers generally NOT set-up to receive Manifest Forward data

Challenge

How / when will freight forwarders advise Customs brokers of the 8000 CCN?

D4 Notices & Deconsolidation Notice

• Freight forwarders, carriers and warehouses must have D4 Notices if cargo is to move without paper

• eHBL – Dramatic Impacts on Terminal and Warehouse Operations

• Paper Options Customs Notice CN 16-20

• FF may present a hard copy of the EDI Deconsolidation notice• FF may present a stamped paper House bill close message

D4 Notices & Deconsolidation Notice

Q: What will happen in Vancouver to get our containers out of the terminal in bond?

A: When pre-arrival electronic House bills are transmitted, the primary cargo will be acquitted when the goods arrive at the terminal and a Deconsolidation Notice will be sent to the warehouse operator, the primary carrier and the freight forwarder.

The House bills then become "live", and may be moved to whatever warehouse is indicated on the individual House bills.

D4 Notices & Deconsolidation Notice

Challenges1. Voluntary nature of D4 Notices so no up-take

a. Terminals, railroads, warehouses, will have no visibility to Customs status of shipments.

b. Forwarders need D4 Notices to print raw EDI message & for visibilityc. Costs of dual procedures, confusion, paper & stamping?d. CBSA ‘manning the counter’ to do stamping.e. Deconsolidation Notice (authorized to move) does not mean ‘released’

Co-Load

• You can file eHBL if all levels above are eHBL filers - including master co-loader. (Not paper)

• May have paper filers below.

• Primary cargo control number must be on all 8000s in co-load

• Close up to the previous CCN (8000 above you)

• Closing up to an 8000 not on file yet (Expect a change soon]

ChallengeHow will all tiers in the co-load get the 8000 ‘previous’ and the ‘primary’ in time to send Close Message?

Page 10: Canadian International Freight ... - eHBL Advanced Marine€¦ · ‘Freight Forwarders: Helping Canadians do business with the world’ D4 Notices & Deconsolidation Notice •Freight

‘Freight Forwarders: Helping Canadians do business with the world’

Primary Cargo Control Number

• Issued by primary carrier

• Carrier Code 9XXX

• Required data element on all eHBL 8000 travelling under that primary CCN

• Timing – needed at time of booking at origin

Challenge

How will origin (or destination) get primary CCN at time of booking?

In Transit and FROB

9. Can you please comment on in-transit shipments? There is no element for in-transit option in the ECCRD EDIFACT specs. Freight forwarders are required to transmit house bills as in bond movements to Canada, and are asked to include the text "in-transit goods" in the special instructions field of the House bill transmission.

54. Is eHBL required for shipments arriving and transiting through Canada for final destination USA or will the ACI Supplementary Cargo be required for those shipments? Yes, consolidated shipments transiting through Canada will require electronic House bills, but consolidated FROB shipments will continue to require supplementary data reports. [Expect New Policy Very Soon]

The Devil is in the Details

Port of Discharge and Port of Discharge Subloc Code are now ‘Conditional’ (When

destined inland)

The Condition is ‘when available’ and attaches to either / both of the data fields. - If the Port of Discharge Subloc Code is available it must be presented …. And then obviously the Port of Discharge Code must be presented.- If the Port of Discharge Subloc Code is not available it need not be provided – and then the Port of Discharge Code should not be provided.

If the port of discharge code is provided then the port of discharge subloc code mustbe provided.

Vulnerabilities

• Lack of uptake of D4 Notices by warehouses, terminals, carriers, forwarders

• “flying Truck” Exemption for air freight
