Can I buy back a property after a short sale?

My brother filed bankruptcy and his house is in foreclosure. Can he do a short ssale to an investor and then I buy it from the investor? My credit is excellent and I have tax returns all financial docs? I know that the bank will not outright sell to a relative but if he sells it to an investor and then i buy it
