Why was Campbell Avenue closed?
An emergency declaration was issued onFebruary 23rd to close Campbell Avenue.This recommendation was made based onongoing issues with the utilities as well asconcerns relative to the stability of theslope. Without a full understanding of
these issues, conditions potentially posed apublic safety threat.

What is the cause of these problems?
The initial sewer collapse appears to be theresult of surcharging conditions, with high
flows and velocities, experienced during theextreme weather in the Fall. The repair ofthe damaged utilities led to the discovery ofother factors which raised concerns relative
to the overall stability of the slope.

In order to better understand the existingconditions for both the utilities and theslope, expanded geotechnical and utility
investigations needed to be progressed.The Engineer recommended that furtherrepairs to the infrastructure were placed onhold until the direction of the remediationmeasures was better understood.

Will FEMA assist with the funding of thisproject?
The City is currently working together withFEMA on this project, as well as otherprojects resulting from Hurricane Irene and
Tropical Storm Lee. A final determinationof FEMA funding for this project has notbeen made to date. Remediation of theutilities and slope will need to be completedby the City for Campbell Avenue regardlessof FEMAs decision on funding.

The City hopes to have the roadway re-opened by July, upon completion of theutility repairs. It is anticipated that themajority of the work required to stabilizethe slope will be completed from the baseof the slope. That said, temporary closuresand/or limitations to traffic may be
necessary to complete specific itemsassociated with the slope remediationwork.
