INTRODUCTION

This Investment Projects Register was originally put together by the Commonwealth Business Council in partnership with the Government of Cameroon and the private sector sponsors of the 2009 Cameroon Investment Forum held in Yaoundé. It has been updated (June 2010) with the financial support of the Office of the Prime Minister. The present version has been updated in October 2011 by the Cameroon Investment Promotion Agency (CIPA). It focuses on the new opportunities for investment partnerships emerging across Cameroon and the Central African Region. The project register is aimed at global business leaders looking for profitable investment opportunities in a stable environment, rich in mineral, natural and human resources. It presents the core areas of future investments for Cameroon. It presents investments of interest to private sector Companies, Investment Authorities, Chambers of Commerce, Chambers of Agriculture Animal Husbandry and forestry as well as Small and Medium Sized Enterprises (SMEs).

A brief socio-economic situation of Cameroon has been presented with a view of attracting Foreign Direct Investments and development.

The Socio-Economic Situation of Cameroon

Cameroon is a bilingual (English and French) country situated along the Gulf of Guinea. It has a population of about 20mns (latest census) the country enjoyed an economic growth rate of 7% up till 1985. The economic depression of 1986 and the present world financial crisis have led to a drop in this growth rate to less than 4%. Despite this, the GDP per capita in 2008 was $2,152, one of the ten highest in sub-Saharan Africa.

The country’s economy is powered by agriculture 46%, industry 21% and services 33%. The labour force by occupation is 70% agriculture, 13% industry and commerce, and other services 17%.

Several development strategy and processes are underway to boost the economic, social and environmental dimensions of sustainable development. Most notable of these include: the National Strategy for the Enhancement of Economic Growth and Employment, National Environmental Management Plan (NEMP), the Millennium Development Goals (MDGs), the National Programme on Good Governance (NPGG), the National Commission for the fight against corruption (CONAC). There is also a national strategic plan to fight against HIV AIDs. Cameroon is part

of the Bank of Central African States (of which it is the dominant economy), the Customs and Economic Union of Central Africa

(UDEAC) and the Organization for the Harmonization of Business Law in Africa (OHADA) These programmes have been conceived to enhance a favourable business climate and to attract Foreign Direct Investment and Development with a vision to making Cameroon a benchmark emerging economy by 2030.

It is worth noting that Cameroon adopted in 2009 a very ambitious and focused Growth and Employment Strategy Paper (GESP) which seeks to make Cameroon an emerging nation by the year 2035. Firmly considering the challenge of growth and creation of employment opportunities as being at the very center of its actions in favour of poverty reduction, the GESP is henceforth, in accordance with the Paris Declaration, the reference framework of government policy and actions as well as she point of convergence for cooperation with development partners.

Attracting Foreign Direct Investment and Development

Foreign Direct Investment is considered an essential source of capital when accompanied by the transfer of technology, knowledge and the creation of employment opportunities thus bridging the gap between North and the South. Through FDIs, foreign companies create linkages with local enterprises and help in building a competitive domestic enterprise sector. This form of Public Private Partnership (PPP) adopted by the Government of Cameroon helps to expand production capacity, opens paths to advanced technology and management practices and creates jobs for the economy.

The investment projects register therefore provides business options to technical and financial partners seeking new investment opportunities or expanding existing ones in a stable and resourceful economy.

The Register As presented in the tables that follow, projects have been identified from both public and the private sectors. The project title is presented by

development sector, with some information about the available resources at the time studies for the projects were conducted. Details of the project owners and/or promoters are indicated for subsequent contacts and correspondences. The project value, current funding levels and financial requirements are in millions FCFA. (roughly 500 to the USD) Technical requirements and relevant observations with respect to each of the projects are indicated.

around $17 million, indicating signification opportunity for local production given inherent demand.

local consumption. Local oil refiners obliged to import. Production of palm kernels and palm oil not sufficient for the numerous tablet soap factories. Any surplus local stock goes to local and sub regional markets.

Production of Rice

• 90% of rice consumed locally is imported, indicating presence of major local demand.

• Production of rice in Cameroon meets only 20% of domestic demand, whilst local prices have remained relatively stable. State dependent upon international markets to meet shortfall in local supply.

• Favourable natural conditions that are yet to be tapped, rice can be grown in every natural region of the country.

• Cameroon has the human and institutional capacity to support development of rice production.


Production of Maize

• 15% of maize needs satisfied through imports, potential to reduce imports through local production.

• Commercial farms will generate thousand of jobs, aiding unemployment rate.

• Optimal production zones situated in the Centre (bimodal forest region); West (Upper Plateau); and Adamaoua (Upper Savannah). Maize is not difficult to grow, turnaround time of less than 3 months.

• Basic knowhow and technical skills available in the short term. Low salaries, high unemployment rate, high labour productivity, established culture of agriculture.

Production of Sugar

• Cameroon currently importing approximately $54 million, potential exists for local production to reduce imports

• 2 to 3 large sugar mills will support 30,000 + workers and out growers.

• May aid development of local food processing (especially confectionary sector), plus local ethanol production. Could have a significant impact upon import and cost of fuel.

• Demand forecast to far exceed supply and estimated production deficit at 30 000 – 50 000 tons per year. Prices very strong given increasing production from Asia, as well as incremental demand for biodiesel.

• Sugar potential is largely untapped as there are many suitable areas for cane sugar production from the wet tropical areas to sahel areas amenable to irrigation.

• Basic knowhow and technical skills available in the short term. Low salaries, high unemployment rate, high labour productivity, culture of agriculture.
