1 Civic Engagement Report Camden Higher Education and Healthcare Task Force S ince its inception more than 10 years ago, the Camden Higher Education and Healthcare Task Force has seen continual growth from its initial members of Camden County College, Cooper University Health Care, Lourdes Health System, Rowan University at Camden, Rutgers Uni- versity-Camden, and Virtua. Throughout the years addi- tional partners such as CAMcare and the Cooper Medical School of Rowan University have joined forces in its outreach in the City of Camden. The higher education and healthcare institu- tions also work with nearly 30 non-profit or- ganizations on numerous collaborative projects in Camden. Additional key partners now include Cooper’s Ferry Partnership, the Camden Re- development Agency, Camden County Im- provement Authority, and the Camden Board of Education. Whether it is activities such as the 3rd Thursday Art Crawl or the Camden Special Services District’s “Clean and Safe Program,” these partnerships look to improve the quality of life in the City of Camden. Together this com- mitment has helped increase the level of economic, educa- tional, health and social impact throughout the city’s neighborhoods from Fairview to Pyne Poynt. In 2013 the Camden Higher Education and Healthcare Task Force as- sisted more than 12,500 Camden residents through commu- nity service and volunteerism. Some of the community out- reach projects throughout the year included: cleaning more than 200 vacant lots in the city, delivering 25,000 pounds of fresh pro- duce to residents through a partnership with the NJ Agricultural Society and 49 young people getting a second chance and earning their high school diploma through the Gate- way to College program. At the core of civic engagement is improving the lives of everyday citizens. Although the partnership invests in the bricks and mortar of the city, it continues to seek ways to im- prove the lives of Camden’s 77,000 residents. Civic Engagement Report

Camden Higher Education and Healthcare Task Force

Since its inception more than 10 years ago, the CamdenHigher Education and Healthcare Task Force has seen

continual growth from its initial members of CamdenCounty College, Cooper University Health Care, LourdesHealth System, Rowan University at Camden, Rutgers Uni-versity-Camden, and Virtua. Throughout the years addi-

tional partners such as CAMcare and the Cooper MedicalSchool of Rowan University have joined

forces in its outreach in the City of Camden.

The higher education and healthcare institu-

tions also work with nearly 30 non-profit or-

ganizations on numerous collaborative

projects in Camden.

Additional key partners now include

Cooper’s Ferry Partnership, the Camden Re-development Agency, Camden County Im-provement Authority, and the CamdenBoard of Education. Whether it is activities such as the 3rd

Thursday Art Crawl or the Camden Special Services District’s

“Clean and Safe Program,” these partnerships look to improve

the quality of life in the City of Camden. Together this com-

mitment has helped increase the level of economic, educa-

tional, health and social impact throughout the city’s

neighborhoods from Fairview to Pyne Poynt. In 2013 the

Camden Higher Education and Healthcare Task Force as-

sisted more than 12,500 Camden residents through commu-

nity service and volunteerism. The partnerships also worked

with local schools to help enrich the lives of approximately

7,000 school-aged children.

programs that had a direct impact on fami-

lies in the city. Some of the community out-

reach projects throughout the year included:

cleaning more than 200 vacant lots in the

city, delivering 25,000 pounds of fresh pro-

duce to residents through a partnership with

the NJ Agricultural Society and 49 young

people getting a second chance and earning

their high school diploma through the Gate-

way to College program.

Other large projects under-

way include the development of

the Haddon Avenue Transit Vil-

lage near Our Lady of Lourdes

Medical Center and Rutgers

University-Camden breaking

ground on a new Nursing and

Science Building at Fifth and

Federal Streets. Such projects

show a strong commitment to

investing in the city.

Looking to the future, the

Camden Higher Education andHealthcare Task Force is for-

ward-thinking in its plan for

economic and community de-

velopment in the City of Cam-

den. The strategy is to improve

the physical environment, stim-

ulate the local economy, in-

crease family income, create

access to quality education and

to foster a safe, healthy com-

munity.

In 2013 Rutgers University–Cam-den worked with students in grades 4

through 8 at Cooper’s Poynt, Molina,

and Pyne Poynt schools through the

Rutgers North Camden Schools Part-

nership. The partnership links stu-

dents from the university as education

ambassadors with teachers from the

Camden City Public Schools to serve

300 students each day after school

through a 21st Century Commu-

nity Learning Center funded by

a State of New Jersey grant.

The Creating Higher Aspira-

tion and Motivation Project

(CHAMP) and New Jersey Gaining

Early Awareness and Readiness for

Undergraduate Programs (NJ GEAR UP)

of Rowan University at Camdenserved more than 500 students in

sixth through twelfth grades who at-

tended local area schools in the 2012-

2013 school year.

Virtua Camden worked closely

with community partners to improve

the health and quality of life for resi-

dents in the city of Camden and sur-

rounding areas. D.U.E. Season CharterSchool which has more than 500 stu-

dents located on the Virtua campus, is

a model community partner. During

the 2012-2013 school year, Virtua pro-

vided health and lifestyle education

and services. These services included

dental care, health fairs and even fi-

nancial literacy training. Virtua also

reached into the community to extend

the same healthcare education and

services to students at neighborhood

Bonsall School.

During 2013, Rutgers University–Camden students spent more than

280,000 hours on community service,

impacting the Camden community

through such activities as neighbor-

hood clean-ups, health care screen-

ings, and more than 60 engaged civic

learning courses that place students

in the city as part of their learning

experience.

A core group of Rutgers University–

Camden faculty and students are im-

plementing a specialized science

curriculum for LEAP Academy’s 400

plus students in grades 7 through 12.

Thanks to this Rutgers engagement,

the LEAP Fabrication Lab allows stu-

dents to participate in hands-on, de-

sign-based activities to bring STEM

concepts to life while encouraging cre-

ative thinking and problem solving.

The Camden RedevelopmentAgency (CRA) partnered with the Cam-den County Municipal Utilities Au-thority, Respond Inc., the New JerseyDepartment of Environmental Protec-tion and neighborhood residents to

transform vacant lots into a commu-

nity rain garden. Rain Gardens help ab-

sorb and filter impure water and help

urban areas like Camden, where a

small amount of rain can cause flood-

ing and sewage overflow. In addition

to the rain gardens, the CRA worked

with the Housing Authority of the City

of Camden and Cooper’s Ferry Partner-ship to employ 17 city youth and 28

local residents to clean and green over

200 vacant lots in 2013.

In 2013 the Camden County Im-provement Authority and Union Or-ganizations of Social Services(“UOSS”) partnered to create a pre-ap-

prentice program for City residents.

The program developed by UOSS

taught 15 young adults the job skills

needed like time management, con-

struction drawing review, budgeting,

and communication for careers in the

building trades. By completing the pro-

gram, the students have a decided ad-

vantage for entry into a building trade

apprentice program.

In 2013, CAMcare Health Corpora-tion partnered with Camden Commu-nity Charter School to provide a

nutrition education program for their

students. Through the use of the

USDA’s “My Plate” healthy portions

guidelines, this pro-

gram focused on

teaching students

how to make

healthy food choices.

The program in-

cluded all 148 stu-

dents enrolled at the

charter school,

grades K through 5

by having monthly

classes taught by

health center staff

as well as having an

after school nutrition class for parents.

CAMcare plans to expand this program

in the coming year.

Through the Hill Family Center for

College Access, Rutgers University-Camden delivered a wide array of pro-

grams designed to help Camden

families prepare for college. This free

service is co-located in the Nilsa Cruz-

Perez branch of the Camden CountyLibrary, housed on the Rutgers-Cam-

den campus. The Hill Center served

nearly 1,100 students from City of Cam-

den schools during 2013.

Cooper serves as an original part-

ner of the Camden Cooper LanningPromise Neighborhood Initiative.Under the leadership of the Center for

Family Services, the initiative is de-

signed to strengthen Camden families

in the Cooper Plaza and Lanning

Square neighborhoods. In 2013, Cooper

provided the upkeep and maintenance

for several community parks including

the dedication of two parks in honor of

longtime Camden community leaders:

the Joan S. Davis Park on 7th Street

and the Sheila L. Roberts Park on 6th

and Washington Street.

To support homeownership in

Cooper Plaza and Lanning Square,

Cooper continues to provide employees

buying a home in the neighborhood

with financial assistance to “Live

Where They Work.” Since its inception,

seven Cooper employees have taken

advantage of the program and now

own homes in the City of Camden.

The Camden County College Gate-way to College academic program

served students of the Camden City

School district, ages 16-20, who have

dropped out of school but have a desire

to get back on track and earn a

diploma and attend college. Gateway

students not only have a second

chance to obtain a high school

diploma, but also earn college credits

toward an associate degree or certifi-

cate. In June of 2013, New Jersey Secre-

tary of Higher Education Dr. Rochelle

Hendricks paid a visit to Camden

County College in Camden to congratu-

late the first 49 high school graduates

of the program.

The Camden City School Districtpartnered with Cooper University Hos-pital to develop meaningful classroom

discussions, assist with health screen-

ings and measurements: Height,

Weight, Vision, and Hearing, as well as,

tracking student’s body mass index

(BMI). Additionally, sessions are held

for parents entitled: “Ask the Doctor.”

The Camden school district also part-

nered with The Office of Diversity and

Community Affairs at Cooper Medical

School of Rowan University (CMSRU).

CMSRU provides a variety of health,

wellness and educational enrichment

programs. These programs include the

Primary Urban Partnership (PUP) at

Wiggins Elementary School and the

Junior Urban Medical Pioneers High

School Academy (JUMP-High).

The Rutgers University-CamdenFuture Scholars program is a college

pipeline program that enrolled 50 8th

grade students from Camden schools

in 2013. From the first cohort of 46

Through his work with the South Jersey AIDS Alliance,Rafael Roman is a familiar face in many South Jersey

communities, providing education and treatmentinformation to HIV/AIDS patients and promoting safeneedle exchange programs. Yet while looking out for thewell-being of others, he ignored symptoms of a disease thatcould have claimed his life... until it was almost too late.

“It got to the point where I was so sick I couldn’t go up aflight of stairs or tie my shoe,” he said. “I was used to dealing

with people who needed help. Now I was in that situation.”Not sure where to turn, Roman looked to Our Lady of

Lourdes Medical Center. He received a liver transplant atLourdes in November 2011 and today is an active member ofLourdes’ liver transplant support group. The group consistsof pre- and post-transplant patients at Lourdes andtransplant patients from local area hospitals, their familiesand friends who are all dedicated to battling liver diseasetogether. Today, Roman imparts his experiences to groupmembers and looks to the future. “It feels good to be able tohave ambitions again!”

scholars, 38 remained in the five-year

program, and 22 attend a Rutgers Uni-

versity campus today and 11 others at-

tend either community colleges or

other universities. This program gradu-

ated its first class of high school sen-

iors in the spring of 2013.

Lourdes Health System conducted

a backpack drive in August 2013 for pe-

diatric patients of the Osborn Family

Health Center. Thanks to the generosity

of Lourdes employees, Source4Teach-

ers, NHBW, and the general public,

Lourdes was able to supply more than

200 backpacks stuffed with school

supplies to low-income families—en-

suring Camden children have the tools

they need to succeed in the classroom.

In 2013, CAMcare also provided 150

book bags filled with school supplies to

Camden City students. Cooper part-

nered with the Center for Family Serv-

ices on their “Operation Backpack”

initiative to provide students in the

Cooper Lanning neighborhood with

backpacks and school supplies. For the

past four years,

Lourdes has helped make the prom

special for scores of teenagers. In 2013,

Osborn’s annual Gown Drive collected

455 gowns which were distributed to

students at Brimm Medical Arts High

School and other Camden schools.

During the summer of 2013, more

than 20 Camden high school students

worked and learned about health care

professions as part of Cooper Univer-sity Hospital’s Summer Youth Em-

ployment and Mentorship Program.

During the six-week program, which

ran from July 8 through August 16,

maximized the opportunity and graduated in June 2013. Withdiploma in hand, she enrolled in classes at Camden CountyCollege.

As a young mother, her long-term goal is to graduate withan associate degree and then find a jobin social work. Rodriguez hopes to workin the New Jersey’s Department ofChildren and Families and help otherswho share a similar story to hers. She isexcited about what the future holds.After returning from class one day, herdaughter who is too young to attendschool asked, “Mommy, you havehomework! When do I get to havehomework?”

The lack of major supermarkets inthe city of Camden makes it difficult

for residents to get the basic nutritionthey need for good health. Virtuarecognized that void and established thefarmer’s market in 2008, in conjunctionwith the Area Health EducationCooperative (AHEC). Every Thursdayfrom June through October, the farmer’smarket transforms the sidewalk into a

colorful meeting place, with fresh food and much more.A vivid display of produce has become a rare sight in

Camden, so when the farmer’s market comes to town at Virtua,area residents flock to the corner of Mt. Ephraim and Atlantic

Avenues to buy fresh fruits andvegetables. Local patron and day-careprovider Anganette Matthews is aregular shopper at the market: “I lovebeing able to buy healthy food. It’s alsogreat for the children I take care of; I canbuy things that help expand theirtastes. We don’t have many other goodchoices here.”

For nearby resident MwalimuWachanga, the market is a socialplatform. “The market helps me connectwith many of the locals and share myinterests,” he says. “Of all the places I’velived, coming home to Camden is theonly place I have experienced cultureshock. The younger generations arestruggling, and we need to re-instill theculture that made Camden so great longago. Events like the farmer’s markettake us back to a better, simpler time.”

for Lanning Square students, empha-

sizes early reading skills to prevent fu-

ture problems with learning.

In partnership with the local

schools and neighboring institutions of

higher learning, and through the ef-

forts of their faculty and staff, RowanUniversity at Camden provided path-

ways for hundreds of area students to

successfully achieve their goals of at-

tending college and pursuing mean-

ingful careers. Since 2009, the Key

Scholars Program has offered high

achieving students from area high

schools the opportunity to complete

courses in math, science and writing,

earning college credit for their future

enrollment into college.

In 2013, Physics Professor Dr. Tab-

betha A. Dobbins taught a Saturday en-

richment class funded through a

$275,000 grant from the National Sci-

ence Foundation. This program has re-

sulted in an increased number of

applications from all school districts

throughout the region. Among the par-

ticipating districts, students from the

students worked 20 hours per week in

various departments at Cooper. Stu-

dents were paired with departments

based on their career interest and had

the opportunity to interact with clinical

staff, including doctors, nurses, techni-

cians, and administrative staff.

Saturdays are big learning days at Rowan University atCamden. Students from area junior and senior high

schools can be found in classrooms or on field trips,brushing up their skills, learning new things or expandingtheir cultural IQ to put themselves firmly on the collegetrack. Upward Bound for English Language Learners, one offour pre-college programs at Rowan University at Camdenis unique because it is designed for students learningEnglish as their second language. The U.S. Department ofEducation funds the program each year with a $250,000grant.

“In my country, we have no opportunities like UpwardBound,” said Elie Petion, who came to Camden from Haitifive years ago speaking Creole and “a little French.” Petion isgraduating fourth in his class at Woodrow Wilson HighSchool. “I want to become a physical therapist.”

Moving into its sixth year, Upward Bound accepts 50high school students—largely from Woodrow Wilson HighSchool because it has an ESL program—who aspire toattend college. The program is free. On average, 77 percentof the seniors who graduate from Upward Bound attendcollege, many enrolling at Rowan.

This is my story,” says Valerie Jones Rouse. “I felt a smallknot as small as a ball bearing. It was almost two

months before I called my lifelong friend Lillian Ubarry;from Cooper Cancer Screening. It was what I did not want tohear... breast cancer.”

“I must say I was very scared and lost. I then went to seeDr. Generosa Grana from Cooper Cancer Institute. Wow…shetreated me like she knew me forever and sat by my side ina chair. She is wonderful with people and was an angel tome.”

“My husband made all my appointments and eventuallyeveryone knew his name better than mine. My family, myfriends and church were amazing. I’m so blessed. There areso many people to thank…like the chemotherapy nurses…all

Camden City Schools, and the LEAP

Academy University Charter School

are enrolled in the program.

Rowan University at Camden was

home to 40 rising high school seniors

from Camden. The Aim High Program is

a comprehensive, developmental sum-

mer program designed to assist first-gen-

eration, economically diverse students

who are interested in pursuing Science,

Technology, Engineering, and Mathe-

matics (STEM) majors and careers.

For academically talented, rising

high school seniors who are English

language learners, the TD Bank Schol-

ars Program, an intensive summer pro-

gram at Rowan University in Camden

funded through a three –year $46,500

grant from the TD Bank Foundation, of-

fered 16 Camden students opportuni-

ties for study at the University with

English Language Learning support.

In 2013, a partnership between

Cooper and KIPP Team Schools ofNew Jersey was finalized to establish

the KIPP Cooper Norcross Academy at

Lanning Square – New Jersey’s first

Renaissance school project. The part-

nership will provide education for

2,000 Camden students ultimately pro-

viding five new schools serving Cam-

den students from pre-k through 12th

grade. The first elementary school and

middle school for kindergarten

through 8th grade will be located on

Broadway next to the Cooper Medical

School of Rowan University. The first

class of Kindergartner students will

start in the fall of 2014 and the new

state-of-the-art building with athletic

fields will open in the fall of 2015.

Commitment to the Community Volunteerism is an integral part of

the culture on the Cooper MedicalSchool of Rowan University campus.

CMSRU medical and premedical stu-

dents engage in service learning proj-

ects within the city of Camden as part

of the curriculum. CMSRU has part-

nered with many organizations includ-

ing: Cathedral Kitchen, Volunteers ofAmerica, Center for Family Servicesand the Camden School District, to

name a few. In 2013, students and staff

provided over 4,000 hours of commu-

wonderful, capable professionals.” Today, Valerie has no cancer in her lymph nodes and is

grateful for her new lease on life.

For as long as she can remember, Adianna Vadell had dreamtof working in the medical field. But she never knew that her

dream was within reach – that is, until the rising 11th-graderfrom North Camden met Dana Jarow, her mentor in the RutgersFuture Scholars Program. Jarow shared her experiences workingas a registered nurse, which enabled Vadell to see the possibility.

“I thought, ‘She did it,’ so it must be attainable,” says Vadell, astudent at the LEAP Academy University Charter School inCamden. Throughout the 2013 summer,Vadell helped younger students with theirstudies as part of her internship with theNorth Camden Community Partnership atRutgers University–Camden. She notes thatthe experience has reinforced her interestsin giving back to the community, as well asworking with children.

robotics parts assembled on her desk at theLEAP Academy University Charter School.If she’s missing a gear or some other piece

for her prototype, she won’t panic. She’ll simply invent one.Ramos and her innovative classmates are taking their designsfrom concept to reality with the help of Rutgers University–Camden students in LEAP’s Fabrication Lab, located in the LEAPSTEM building on Cooper Street.

The partnership allows Rutgers University–Camdenstudents to mentor the LEAP high school students on theirprojects. The lab is equipped with design software, a 3-D printer,a laser cutter, and other technology so students can sketch anddesign model prototypes for projects. When a LEAP studentdesigns say, a gear for a robot, the Rutgers–Camden studentassists with the machinery to bring the design to life.

“This lab allows the students to worktogether on taking their ideas through thecomplete process from conception,” says Dr. David Salas-de la Cruz, an assistantprofessor of chemistry at Rutgers–Camdenand director of the LEAP Fabrication Lab.“We want it to serve as a vehicle to exposeboth Rutgers and LEAP students to STEMdisciplines and apply their skills to creatingreal designs. It’s about getting them tobelieve in themselves and it’s allowingthem to tap into their creativity.”

For the past seven years, VirtuaCamden has hosted a Community Day

to provide area residents with free

health-related services and family fun.

Community members receive health

screenings and information, and make

connections with community re-

sources. Additionally, the parking lot of

Virtua Camden is transformed with ac-

tivities such as pony rides, street

hockey, moon bounce, dance perform-

ances and face painting. This event

held in September attracts more than

500 area residents.

Rutgers University–Camden con-

tinues its efforts to attract businesses

to the City of Camden. During 2013,

Rutgers–Camden welcomed a 7-

Eleven and a Subway to 330 Cooper

Street, the new graduate housing fa-

cility on its campus. The campus also

provides space to facilitate the per-

formances and community services

of the Symphony in C and the Walt

Whitman Cultural Arts Center, among

many other organizations.In the sum-

mer of 2013, Our Lady of LourdesSchool of Nursing launched a Market-

place for Healthy Living. This popular

event was held every Tuesday and

Wednesday from June through Sep-

tember to promote healthy living and

healthcare to Camden residents. The

Lourdes provided 347 health screen-

ings to area residents. In addition the

produce market and health screen-

ings, student nurses read stories to 161

children through its ‘Reach Out and

Read” summer program.

Camden County College’s Adult

Basic Skills/GED Program enrolled

725 students ranging in age from 16

to 70 through four sessions in the

2012-2013 academic year. This was up

from a total of 671 from the previous

year. A total of 323 students improved

one educational functioning level as

measured by the Test of Adult Basic

Education, and 112 students passed

the GED Test and received their New

Jersey High School Diploma.

Supplemental NutritionAssistance Program Education (SNAP-Ed) delivered nutrition

education to the students, parents and

staff of all 32 of the Camden public

schools at no charge to the Camden

Board of Education. This USDA funded

program has been delivering nutrition

education to the schools in Camden

since 1994. The lessons are researched

based and behaviorally focused as well

as meeting the New Jersey Core

Curriculum Standards for Health &

Physical Education.
