    Project Location

    Chi He Primary School is located in Phsar Thmei Village, which is 36

    kilometers southwest of Kampong Cham provincial town. That village is 148

    kilometers northeast of the Room to Read Country Office in Phnom Penh. It

    takes 4 hours and 40 minutes to travel from the Room to Read office to the

    school.

    Community/School Profile

    Chi He Primary School serves children in four villages, including Phsar Thmei.

    The population of these four villages is 3,863, including 2,016 females. The

    villages are located in the lowland region of the Mekong River basin. The

    region has two seasons: the rainy season lasts from May to October, and the

    dry season lasts the rest of the year. At the end of the rainy season all of the

    lowland crops are covered by floods. The villagers cannot harvest during these

    two months and they cannot harvest during the dry season when they plant

    their crops. Therefore, there is only a small window during which farmers in

    this area can earn a living by farming. Some of the farmers also earn a living

    fishing. The few villagers that are not farmers or fishermen are public officers,

    craftsmen, or venders.

    Reason for Support

    Chi He Primary School has two buildings with a total of 10 rooms. One room is

    used as an office, one as a teacher's lounge, and the remaining eight are used

    as classrooms. Although the school does have a double room that serves as a

    library, the rooms are old and in disrepair. They are not safe for students and

    teachers and do not meet the minimum safety requirement as set by the

    Ministry of Education. Not only is the building in poor condition but also thebooks are not suitable for all grades at the school.

    Chi He Primary School serves students in grades kindergarten through 6.

    Because there is not enough space for all of the students at once, they must

    attend classes in two shifts. The school officials and community are dedicated

    to providing a better education for their children. Thus, they contacted Room to

    Read to ask for help in establishing a new library.

    Proposed Plan

    Room to Read plans to partner with the local community to build a single-room

    library. The building will be built using reinforced concrete columns, brick

    walls, concrete floors covered with tile, wooden doors, aluminum framed glass

    windows, and a steel roof covered with tile. The building will measure 7 m

    wide by 9 m long. A veranda will be constructed at the entrance of the library.

    Proposed Community/School Contribution to the Project:

    Formation of a School Construction Committee to coordinate with Room

    to Read in the construction process

    Funds for construction, including donations from the community

    Project management, including supervision and monitoring of project

    progress

    Staff for the library

    Challenge grant equaling 15% of the total project cost

    Proposed Room to Read Contribution to the Project:

    Technical design of the library building

    Funds for construction materials and labor

    Technical assistance for construction

    Planning and organization of project

    Construction training to School Construction Committee

    Monitoring of construction quality and progress

    Books and furniture for the library
